Abstract

Politeknik Transportasi Darat Bali mengalami beberapa kali perubahan besar yaitu perubahan organisasi dan tata kerja dari Balai menjadi Politeknik, perubahan konsep pengelolaan keuangan secara rupiah murni ke pola Badan Layanan Umum, pergantian pucuk pimpinan yang tidak teratur mengikuti periode tertentu. Hal ini diperkirakan menyebabkan kinerja yang belum optimal, dibuktikan dengan tidak tercapainya indikator kinerja utama secara berulang. Dikaitkan dengan teori gaya kepemimpinan, motivasi, learning organization, perilaku organisasi dan kinerja, penulis mencoba melakukan penelitian untuk mengetahui dan menganalisis pengaruh gaya kepemimpinan, motivasi, learning organization, perilaku organisasi dan secara bersama-sama terhadap kinerja pegawai Politeknik Transportasi Darat Bali. Penelitian dilakukan dengan sampel berjumlah 73 orang yang seluruhnya merupakan pegawai PNS dan PPNPN Politeknik Transportasi Darat Bali. Teknik analisa data menggunakan analisa formula regeresi linear berganda dengan bantuan software SPSS versi 24. Hasil penelitian menyatakan gaya kepemimpinan, berpengaruh positif dan signifikan terhadap kinerja pegawai, motivasi berpengaruh positif dan signifikan terhadap kinerja pegawai, learning organization berpengaruh positif dan signifikan terhadap kinerja pegawai, perilaku organisasi berpengaruh positif dan signifikan terhadap kinerja pegawai dan secara bersama-sama variabel gaya kepemimpinan, motivasi, learning organization, perilaku organisasi berpengaruh positif dan signifikan terhadap kinerja pegawai Politeknik Transportasi Darat Bali.

Abstract

Ekowisata spiritual merupakan jenis wisata yang dapat meminimalisir kerusakan lingkungan, terhubung dengan potensi sumberdaya alam, budaya, serta religi masyarakat setempat. Jenis wisata ini termasuk wisata minat khusus yang peminatnya terus meningkat. Dusun Brahmana Bukit terletak di Desa Cempaga Kabupaten Bangli, memiliki beberapa objek alam yang menarik namun belum dikembangkan. Nuansa alami ini perlu digali dan dikembangkan sebagai objek wisata, agar dapat meningkatkan kesejahteraan masyarakat setempat. Potensi Dusun Brahmana Bukit memenuhi kriteria untuk dikembangkan sebagai ekowisata spiritual. Tujuan pengabdian kepada masyarakat ini adalah merancang masterplan sebagai pedoman dalam penataan lingkungan, membantu mempromosikan serta memasarkan di media massa, memberikan pembinaan keberlangsungan sumber daya manusia. Metode observasi, wawancara, dan dokumentasi digunakan pada tahap penggalian data. Dilanjutkan dengan analisis, sintesa, dan transformasi gagasan pada tahap perancangan. Sosialisasi dan pendampingan digital marketing serta focus group discussion diterapkan dalam rangka pemasaran, pembinaan, dan pengembangan keberlangsungan sumber daya. Hasil pengabdian kepada masyarakat ini berupa gambar masterplan, gambar tiga dimensi dilengkapi dengan animasi, dihasilkan website “Toya Nyali Water Fall,” dan dapat dibentuknya Pokdarwis (kelompok sadar wisata) di Desa Brahmana Bukit dengan tugas mengembangkan potensi sumber daya manusia dan sumber daya alam. Dengan terjalinnya hubungan berkelanjutan dengan Dinas Pariwisata Bangli, objek wisata ini dapat dimonitor, dibina dan dievaluasi, untuk pengembangan yang lebih terarah dan berkesinambungan.

Abstract

Purpose: to describe the quality, factors that hinder and efforts that can be made to improve service quality. Research methodology: The method used in this research is descriptive qualitative research method. Results: The results showed that starpa car services in the payment of rural and urban land and building taxes (PBB P-2) have not been effective in terms by martini and lubis of three approaches, namely the source approach (resource approach), process approach (process approach) and goal approach (goal approach). ) due to the lack of facilities and infrastructure that are used as well as human resources that are reliable enough to operate all existing applications on starpa cars and an inadequate internet network for services to remote villages. Efforts that must be made to increase the effectiveness of starpa car services in paying land and building taxes in rural and urban areas (PBB P-2) are to add infrastructure and increase human resources that are reliable enough to be able to use existing applications in starpa car services. Limitations: This research is still analyzed descriptively and only uses a few informants. Contribution: This research can be used as evaluation material, input and suggestions in making a policy in an effort to improve starpa car services.

Abstract

Purpose: to find out the implementation, constraints, and efforts in implementing Buleleng Regency Regional Regulation No. 7 of 2017 concerning TJSLP in Buleleng Regency. Method: The instrument used in this study is the interview guideline. Researchers used Miles and Huberman's interactive model to analyze the research data Result: The implementation of Buleleng Regency Regional Regulation No. 7 of 2017 concerning TJSLP in Buleleng Regency has not run optimally, Obstacles when implementing Buleleng Regency Regional Regulation No. 7 of 2017 concerning TJSLP in Buleleng Regency include no commitment from the leadership so that the officers below do not carry out their duties optimally, and efforts are made to overcome obstacles in implementing Buleleng Regency Regional Regulation No. 7  2017 regarding TJSLP in Buleleng Regency among others is that the local government will invite companies to coordinate and agree on regional priority programs/activities that can be realized through TJSLP Limitation: This study only used a few informants, so future research may consider using more informants.

Abstract

Purpose: Urban and rural land and building tax (PBB-P2) is one of the contributors to local revenue. The existing PBB-P2 data is not necessarily accurate so it is necessary to update the data through the Tax survey program and to realize this, the quality of service from employees is needed. to describe the quality, factors that hinder and efforts that can be made to improve service quality. Research methodology: The research method uses qualitative research with data collection techniques of interviews. Analysis techniques using descriptive analysis. Results: The quality of employee services in the form of employee service quality is still not optimal and the factors that hinder the quality of PBB - P2 data updating services based on Tax survey are supporting facilities and infrastructure, low socialization, lack of human resources and administrative problems. The efforts made in improving service quality are to make SOPs for updating data using Tax survey and simplifying requirements, completing supporting facilities and infrastructure at BPKPD, increasing the Capacity Ability and Expertise of BPKPD HR, conducting performance appraisals and giving rewards to officers, and conducting Internal Supervision to officers. Limitations: This research is still analyzed descriptively and only uses a few informants. Contribution: This research is expected to provide additional information or input in improving the quality of technology-based tax update services in the form of a Tax survey system at BPKPD.

Abstract

The Village government's strategy in dealing with Covid-19 is based on the Circular Letter of the Klungkung Regent Number 411/176/BPBD concerning the Extension of Restrictions on Village/Kelurahan-Based Micro Community Activities and Optimizing the Covid-19 Handling Post at the Village/Kelurahan level to control the spread of Covid19 in Klungkung Regency . This research is a qualitative descriptive study. The theoretical basis used in this study is the Implementation Theory of Merilee S Grindle (1980) in Subarsono (2021:93) explaining that implementation is influenced by two major variables, namely the content of the policy and the implementation environment (context). The results of the analysis show that the implementation of handling the spread of Covid-19 in the Semarapura Kangin Village, Klungkung District, Klungkung Regency has not run optimally because there are still negative benefits and negative impacts on the implementation of the policy, the low level of community compliance with the policy. Obstacles in implementing the policy are lack of education, low community discipline, lack of socialization and budget constraints, these conditions can be overcome by increasing socialization and education so as to increase public awareness and discipline to comply with health protocols and budget refocusing in handling the spread of Covid19 . The strategy in handling the spread of Covid-19 is carried out with integrated cooperation between the Semarapura Kangin Village government, Klungkung District and the Covid-19 task force, BPBD, PKK, youth organizations and the community.

Abstract

Purpose: This study aims to determine and analyze the influence of democratic leadership, the work environment, and discipline on the performance of non-ASN employees at the Badung Regency DPRD Secretariat. Research methodology: This research methodology is quantitative research. The data collection technique involved a survey using a questionnaire with a total sample of 73 non-ASN employees. Data analysis was performed using the SmartPLS software. Results: The findings showed that the t-count value determined for the variable “Democratic Leadership” was greater than the t-table value (12.292 > 1.6). The t-count value of the working environment variable is greater than the t-table value (7.084 > 1.6). The t-count value of the identified work discipline variable is greater than the t-table value (12.218 > 1.6). Therefore, democratic leadership has a positive impact on employee performance, the work environment has a real positive impact on employee performance, work discipline has a real positive impact on employee performance, and at the same time democratic leadership (X1), work environment (X2), and work discipline (X3) have a significant (real) impact on employee performance (Y). If these three variables increase together, the performance of non-ASN employees in the Badong County Regional Representative Committee Secretariat will also increase. Limitations: The sample used in this research was a saturated sample of 73 non-ASN employees at the Badung Regency DPRD Secretariat, so the possibility of obtaining different results cannot be ruled out if a research model and a larger number of samples were used. Contribution: This research is expected to provide additional information or input in an effort to improve the performance of non-ASN employees at the Badung Regency DPRD Secretariat.

Abstract

Purpose: The aim of this study is to analyze the influence of discipline, transfer, and placement on employee performance at the Badung Regency Regional Secretariat.   Method: This research methodology was quantitative. A total of 78 samples were analyzed. Sampling was performed using a random method. Data collection uses questionnaires. Result: The results of the research show there is a positive influence between discipline (X1) on employee performance (Y),  a positive influence of mutation (X2) on employee performance (Y), a positive influence between placement (X3) on employee performance (Y). This means that discipline (X1), transfer (X2), and placement (X3) simultaneously had a significant (real) influence on employee performance (Y). The results show that if employee discipline is simultaneously improved, specifically transfers, and the suitability of employees placed with their jobs, the performance of Badung Regency Regional Secretariat employees will be higher. Leaders should conduct periodic performance evaluations, develop clear transfer policies, and assign employees according to their needs. Limitations: The sample used in this research was a saturated sample of 78 ASN employees at the Badung Regency Regional Secretariat, so the possibility of obtaining different results cannot be ruled out if a research model and a larger number of samples were used. Contribution: This research is expected to provide additional information or input to improve the performance of ASN employees at the Badung Regency Regional Secretariat.

Abstract

The development of the tourism industry makes the Denpasar City Government need innovation in finding tourism potential and increasing the number of tourist visits, but in its development, Tukad Bindu tourism objects have not fully become a superior tourist attraction. This can be seen from the lack of maintenance and maintenance of existing facilities and the number of people who do not maintain the cleanliness of Tukad Bindu. The purpose of this study is to determine the participation of the community in maintaining and managing Tukad Bindu tourism objects and the impact on the community on the existence of this tourist attraction. The method used is a qualitative approach, using secondary data sources and data collection techniques for literature studies and documentation. The results obtained include: first, the community's efforts in managing Tukad Bindu are reflected in the establishment of the Tukad Bindu Foundation. This foundation was originally a community that was later formed legally. Until now the Tukad Bindu Foundation has collaborated with various Regional Apparatus Organizations Denpasar City, Universities in Bali and river communities throughout Indonesia. In addition to aiming to preserve the river, the construction of Tukad Bindu is also to provide education to the community related to Community Based Tourism, namely community-based tourism. Second, the existence of Tukad Bindu tourism objects has an impact on the economy, social, and environment of the surrounding community.

Abstract

This research aims to determine internal and external efforts that can be made to develop sustainable tourism in Pelaga Village, Petang District, Badung Regency. This research method uses descriptive qualitative. This research was conducted in Pelaga Village by focusing on three service banjars, namely Kiadan Service Banjar, Pelaga Service Banjar, and Bukian Service Banjar. This research was conducted from April to August 2023. The data collection methods used were observation, interviews, focus group discussion (FGD), and library methods. Determining the informants was carried out using a purposive technique, taking representatives of farmers from three service villages in Pelaga Village and the Pelaga Village apparatus, totaling 10 people. The data analysis method used in this research is the SWOT matrix. The research results prove that the strategy that can be implemented to develop tourism with an agricultural platform in Pelaga Village, Petang District, Badung Regency is a Strengths-Opportunities strategy, namely increasing tourism with an agricultural platform and maintaining various tourist attractions and promotional strategies. The Strengths-Threats strategy can be tried using 2 methods, namely the strategy of preparing provisions related to tourist areas and providing counseling to the residents of Pelaga Village. Weaknesses- Opportunities The strategy that can be tried is the preparation of location tourism. Strategy Weaknesses - Threats that can be provided are providing mastery training and tourism insight to the residents of Pelaga Village.
