Abstract

The tourism sector influences economic development in Indonesia. This economic development certainly requires the help of the local community. One tourist attraction that has quite a high attraction is The Lazy River in Penarungan Village, Mengwi Subdistrict, Bandung Regency. Therefore, this research is aimed analyzing community participation in planning, management, and utilization stages as well identifying supporting and inhibiting factors for community participation. This research is qualitative research with data collection techniques through observation and interviews. From the results of observations and interviews, it can be concluded that the Lazy River Tubing tourist attraction has its own charm and is suitable as a family-friendly water game with calm water flow and a depth that is safe for various groups. There are many forms of community participation in Penarungan Village which can be seen from community participation in promoting the existence and pride of Lazy River Tubing, both spontaneously and managed.  The supporting factors for community participation are social factor and skills. Then the inhibiting factor is that individuals busy bacgrounds vary in taking the time to participate.

Abstract

Reformasi dan otonomi daerah adalah upaya untuk meningkatkan tatapemerintahan menuju Good Governance berfokus pada pelayanan masyarakat.Seiring pergeseran paradigma dari orientasi birokrasi ke orientasi masyarakat,kebutuhan pelayanan yang cepat dan efisien semakin mendesak. Namun, kualitaspelayanan publik masih dinilai belum optimal oleh masyarakat. Penelitianberfokus pada implementasi komunikasi birokrasi dalam pelayanan publik diBapenda Badung. Permasalahan penelitian diajukan: 1) Bagaimana implementasiKomunikasi Birokrasi di Bapenda Badung?, 2) Apa faktor-faktor penghambatKomunikasi Birokrasi dalam Pelayanan Publik di Bapenda Badung?, dan 3)Bagaimana solusi untuk mengatasi faktor-faktor penghambat tersebut?. Metodepenelitian yang digunakan adalah kualitatif dengan peneliti sebagai instrumenutama, analisis data dilakukan dengan metode interaktif. Hasil penelitianmenyajikan gambaran pelaksanaan komunikasi birokrasi yang efektif di BapendaBadung, termasuk perencanaan penempatan SDM yang tepat, model komunikasiberbasis teknologi, keterlibatan sumber daya manusia internal yang aktif, danmotivasi kerja yang tinggi. Faktor penghambat internal meliputi kerumitanbirokrasi, keterampilan petugas yang belum memadai, dan mutasi pegawai yangtidak terencana. Hambatan eksternal melibatkan pemanfaatan teknologi, bahasateknis, dan pemahaman rendah tentang kewajiban pajak. Solusi untukmeningkatkan komunikasi birokrasi dan pelayanan publik di Bapenda Badungmeliputi pembinaan wajib pajak, pelatihan pegawai, penggunaan teknologi,transparansi informasi, penyederhanaan komunikasi birokrasi, pertemuan rutin,dan penghargaan kepada pegawai pajak berkinerja. Rekomendasi penelitianmencakup dorongan pemerintah untuk reformasi birokrasi berbasis teknologi,hubungan yang lebih intensif antara pemerintah, pengusaha, dan wajib pajak, sertapengembangan komunikasi birokrasi dan pelayanan pajak berbasis ITsepenuhnya. Hal ini diharapkan akan memperbaiki pelayanan publik danmemperkuat hubungan antara pemerintah, sektor swasta, dan masyarakat dalamkonteks pajak.

Abstract

The management of the rice terrace tourist attraction in Ceking, Tegallalang District, Gianyar, presents a unique tourism model due to its location between two villages. The terraces are situated in Kedisan Village, while the best viewpoints are in Tegallalang Village. This research aims to analyze the authority of the Tegallalang Traditional Village in utilizing community participation for managing the Ceking tourist attraction and to develop a suitablemanagement model for community empowerment. The study employs a qualitative approach with case study methods, including data collection through in-depth interviews, field observations, and document analysis. The findings reveal that the Tegallalang Traditional Village's authority in managing the tourist attraction is not fully optimized due to limited community involvement. Moreover, while the attraction is popular among tourists, thefacilities need improvement. The proposed management model emphasizes integration among traditional villages, Subak, government, tourism actors, and the Kedisan Village community, aiming to empower local communities through collaborative management.

Abstract

The management of tourism closely tied to Balinese culture emphasizes the significant role of traditional villages, including Desa Adat Intaran, which is responsible for managing Mertasari Beach in South Denpasar District. This research aims to examine: (1) the authority of traditional villages in managing cultural tourism in Bali based on Regional Regulation Number 4 of 2019 concerning Traditional Villages; and (2) the contribution of Desa Adat Intaran in the management of Mertasari Beach. This research uses a qualitative approach with interactive data analysis techniques adapted from Miles and Huberman. The research findings indicate that: (1) Based on the Bali Provincial Regional Regulation Number 4 of 2019 concerning Traditional Villages, traditional villages have the authority to manage tourism that is part of the traditional village's heritage, especially if it is related to Padruwen Desa. This Regional Regulation strengthens the role of traditional villages in managing Balinese cultural tourism by considering the local values of the Balinese community, particularly in preserving Padruwen Desa as a tourist destination; and (2) Although Desa Adat Intaran has been active in managing Mertasari Beach, including community empowerment programs, environmental conservation, cleanliness of Mertasari Beach, and financial planning, the management structure separate from the traditional village organization is still not optimal. Community participation and supervision include overseeing the workforce, security, and vendor activities.

Abstract

This study explores the potential of Dam Oongan to be developed as a tourist attraction, highlighting its beautiful garden, jogging tracks, swimming pools, and culinary tours. The research addresses two main questions: the existing attractions around Oongan Dam and the development plan for community-based tourism in Denpasar, Bali. Using a qualitative approach, data were collected through in-depth interviews, field observations, and document analysis. The findings reveal significant attractions such as good accessibility, adequate amenities, and various attractions including Dam Oongan and its gardens. However, the development plan is hindered by the absence of a dedicated management institution and unclear community values. Recommendations include forming a management institution and clarifying community vision.

Abstract

The LPD Samsat Service with a Digital Culture is an innovation to provide easy service for the public to pay Motor Vehicle Tax. The existence of problems related to the effectiveness of the Samsat LPD service with a Digital Culture, is the background for this research to find out how effective it is, the factors that are obstacles and the efforts made to increase the effectiveness of the Samsat LPD service with a Digital Culture in increasing Motor Vehicle Tax revenue. This research uses a qualitative descriptive method approach. The results of the research show that improving Samsat LPD services with a Digital Culture in increasing Motor Vehicle Tax revenues at the Regional Revenue Agency of Bali Province, seen from the indicators of goal achievement, has been effective, but seen from the indicators of integrity and adaptation it has not been completely effective. The inhibiting factors are the lack of public understanding in utilizing Samsat services, where people still tend to pay Motor Vehicle Tax conventionally, there is still a minimal number of healthy LPDs who collaborate in terms of paying Motor Vehicle Tax, and they still often encounter The problem with the process of inputting data into the system is that two processes are still carried out, validating the STNK and printing the SKPDKB. Another obstacle is that internet access is still inadequate. The efforts made are to improve the quality of the internet network, to bring in the Police and Bapenda for the validation process, to take an inventory of healthy LPDs to collaborate with in terms of tax payments and to intensify the socialization of Samsat LPD services with a Digital Culture.

Abstract

One of the government regulations that supports the e-government program is presidential instruction no. 3. 2003 concerning National Policy and Strategy for the E-Government Development Program, where this policy was the first regulation established to support the development and implementation of e-government in Indonesia. Sulangai Village is a village located in Petang District, Badung Regency, Bali Province. This village is known for its pristine natural beauty and has great potential in the agricultural and tourism sectors. Local village governments continue to improve their public services by using information technology. One way they do this is by building a village website. In this research, researchers used descriptive qualitative methods, where the type of research is used to provide a clear and in-depth picture of certain situations or conditions based on empirical data. This scientific study uses in-depth observational research methods on research objects, namely the Sulangai Village government website and literature study. Relevant data is collected from books, journals, research reports and other relevant documents. From the results of this research, it was found that the development of a village website in Sulangai Village, Badung, has had a positive impact in improving the quality of public services and strengthening relations between the village government and the community. Through the village website, accessibility of information regarding village government activities, public services and the latest news becomes easier for the community

Abstract

The research focuses on analyzing the health of the public organization at the Investment and Integrated One-Stop Service Office (DPMPTSP) of Buleleng Regency. It emphasizes the significance of organizational health in accomplishing development objectives and ensuring high-quality public services. Purpose The purpose of this research is to assess the public organizational health of DPMPTSP in Buleleng Regency, identify factors that hinder organizational health, and evaluate strategies to enhance organizational health. Research methodology This research use descriptive analysis with a qualitative approach. Data collection methods include observation, interviews, documentation studies, and online searches. Results The findings indicate that DPMPTSP encounters challenges related to productivity, adaptation, employee motivation, coordination, leadership, and organizational culture. These aspects are found to be suboptimal and require attention for improvement. The limitations of this research may include potential biases in data collection, limited generalizability of findings beyond the context of PMPTSP in Buleleng Regency, and constraints associated with the qualitative research approach. This research contributes to the understanding of organizational health in the context of public organizations, specifically focusing on DPMPTSP in Buleleng Regency. It identifies key challenges and provides recommendations for improving organizational health, which can ultimately enhance public services and contribute to economic growth and community welfare

Abstract

This research aims to explore the level of community participation in the development of Timpag Tourism Village. Data collection was conducted through qualitative methods with in-depth interviews and participatory observation. The results show that community participation in the development of Timpag Tourism Village is at a fairly high level, characterized by active involvement in various development activities and tourism management. Factors that encourage participation include awareness of the economic, social and cultural benefits derived from tourism activities. However, there are several barriers such as limited human resources and support from the government that still need to be improved. Recommendations include increasing community capacity through training and increasing cooperation between the community and the government and the private sector.

Abstract

The tourism industry has an important role in the country's development. Apart from that, tourism also has an influence on Regional Original Income for Regional Governments. Indonesia is an archipelagic country located in Southeast Asia which is on the continent of Asia and the continent of Australia. Bali Island is the most popular tourist destination for local and international tourists. Based on Badung Regency Regulation No. 22 of 2021, it is stipulated that Agro Tourism is a tourist activity as an effort to increase tourist attraction by presenting agricultural activities as tourist activities. Petang District is located in the North Badung area with the iconic Tukad Benchung Bridge which is the highest bridge in Asia, making this area unique in its own right. Agro Techno Park is used as a center for the application of technology related to agriculture. As a forum for managing harvests. Apart from that, in terms of innovation to disseminate technology in agriculture, Agro Techno Park is directed as an area that can create an independent village and get positive value from the community and can grow the community's economic income. As we know in this tourist village, agriculture is an added value besides the scenery. The research uses a qualitative descriptive approach method, namely to get an in-depth picture of individual experiences in developing Agro-based tourism in North Badung.
