Abstract

The Riau Islands Province is a province that directly faces the borders of the Republic of Indonesia. The existence of the Riau Islands as a province on the border and northern gateway to Indonesia makes the Riau Islands face the dynamics of border issues. The dynamics of border issues which are in direct contact with the development of the discipline of International Relations with the presence of new actors in International Relations make border issues worthy of study. This research tries to examine the existence of new actors in international relations that have direct contact with border issues in the Riau Islands province. One of the development dynamics raised by researchers is the presence of new actors in the regions who have an important role in carrying out foreign sub-policies related to border issues, especially in the Riau Islands province. This research will discuss this phenomenon by examining the concept of secondary foreign policy used by local and regional actors in the Riau Islands province in building and designing border cooperation. This research use a descriptive qualitative approach with a literature study that focuses on a thematic approach by organizing data through bibliometric analysis. This technique is expected to be able to discover and measure secondary foreign policy concepts used by local and regional actors in the Riau Islands province in building border cooperation.

Abstract

Midai Health Center serves the community as well as public services in the health sector in general. However, there are several problems in public services at the Midai District Health Center, where the Midai District Health Center has never conducted a community satisfaction survey, there is a lack of competent human resources, slow service and a lack of supporting infrastructure. Therefore, this research aims to measure the level of community satisfaction at the Midai District Health Center, Natuna Regency. The method in this research uses a quantitative descriptive method using community satisfaction survey analysis with results in the form of numbers. The sampling technique used is Random Sampling. There are 9 indicators of community satisfaction surveys according to PERMENPAN No.14 of 2017, but in this study only 8 indicators were taken, namely requirements, service procedures, completion time, costs, type of service, implementer competency, implementer behavior, and infrastructure. The results of this research show that based on the calculation of the community satisfaction survey which refers to PERMENPAN No.14 of 2017, an index number was obtained for each service, namely general poly of 77.75, following dental poly of 80.75, then KIA and family planning poly of 79 .75 and finally the Inpatient Clinic, which is 78.50, is in the interval 76.61-88.30, so that overall the average value of public satisfaction with public services at the Midai District Health Center, Natuna Regency is 79.25 with the "B" category.

Abstract

A collaboration on the part of the village government, community groups, and third parties (partnerships) is needed to achieve village development through BUMDes, utilizing local potential and resources so as to create village economic value. Teluk Sasah Village has no natural resources that can be optimized often facing difficulties in economic development. In this situation, it is important to prioritize the development of human resource quality in the village and establish partnerships with various parties to create an innovative BUMDes. The cooperation of BUMDes with the Joint Business Group (KUBE) and Youth Organization in its business unit was able to make BUMDes Mitra Perdana in Teluk Sasah Village the best BUMDes in Bintan Regency. In addition, with good BUMDes achievements, it is able to open partnership opportunities with companies, namely PT Pertamina Patra Niaga Sales Area Retail Riau Islands in managing the pertashop business unit. This study aims to analyze the implementation of collaborative governance in the development of Village-Owned Enterprises (BUMDes) Mitra Perdana, Seri Kuala Lobam District, Bintan Regency Year 2024. Researchers used a descriptive qualitative research approach in this study. The research was conducted using Ansell & Gash's collaborative governance theory (2008), the results of this study indicate that Starting Conditions emphasize one of the historical factors of conflict or cooperation between actors, there is poor communication between the Village Government and BUMDes in internal cooperation. Facilitative Leadership has been optimized characterized by the role of the Village Government and Local Government through the Village Empowerment and Community Service of Bintan Regency. Institutional Design: there are rules, MOU, BUMDes bylaws on collaboration in BUMDes development. Collaborative Governance Process: face-to-face dialog, building trust, commitment to the process, mutual understanding have been implemented optimally. However, the temporary results in the collaboration process are not optimal because cooperation with community groups is still conditional so that it is less profitable for KUBE

Abstract

This study aims to describe and analyze the strategies implemented by the Environmental Agency (DLH) of Karimun Regency in managing waste and to evaluate the effectiveness of these implementations in the field. Employing a qualitative descriptive approach, data were collected through in-depth interviews, observations, and document reviews. Findings reveal that DLH Karimun has developed and executed key strategies, including the formulation of the Regional Waste Management Master Plan (RIPSD), optimization of Temporary Waste Disposal Sites (TPS) with 3R principles, active collaboration with waste banks and community groups, and community-based education and socialization efforts. However, operational challenges persist, particularly in waste transportation fleet distribution, handling of the Sememal Final Disposal Site (TPA), and monitoring and evaluation mechanisms that remain suboptimal. Additional challenges include limited human resources and funding, low public awareness, and regulatory conflicts impacting strategic decision-making. Nevertheless, the strategies implemented have contributed to improvements in environmental cleanliness across several sub-districts and increased volumes of processed waste through recycling initiatives. Community involvement through schools, youth organizations, family welfare groups, mutual cooperation activities, and waste banks proved critical to success. The study recommends the adoption of digital-based waste management systems (smart waste management), capacity building for DLH personnel, community empowerment, and revision of local regulations to support sustainable waste management. This will enhance the effectiveness and sustainability of DLH Karimun’s waste management strategies moving forward. The findings provide valuable insights for policy formulation and practical implementation in similar regional contexts.

Abstract

Kemampuan berpikir kritis adalah suatu kemampuan berpikir yang dimiliki seseorang untuk memecahkan, mengambil keputusan dan menganalisis suatu masalah berdasarkan informasih yang diperolehnya. Tujuan dari Penelitian ini adalah Untuk mengetahui bagaimana hasil pelaksanaan model pembelajaran predict observe explain  dalam meningkatkan kemampuan berpikir kritis siswa Sekolah Dasar. Penelitian ini dilaksanakan di UPT SD Negeri 012 Gading Sari dikarenakan kemampuan berpikir kritis siswa masih rendah. Penelitian ini  menggunakan metode Penelitian Tindakan Kelas (PTK) PTK adalah bentuk penelitian yang dilakukan didalam kelas berupa tindakan tertentu yang dilakukan untuk memperbaiki proses pembelajaraan guna meningkatkan hasil belajar yang lebih baik dari sebelumnya. Hasil Penelitian menunjukkan bahwa hasil tindakan antar siklus menunjukan bahwa terjadi peningkatan kemampuan berpikir kritis siswa menggunakan model pembelajaran pembelajaran predict observe explain  dari tahap pratindakan 35%. Peningkatan kemampuan berpikir kritis siswa menggunakan model pembelajaran pembelajaran predict observe explain  juga terjadi dari tahap siklus 1 ke tahap siklus 2 sebesar 87%.

Abstract

Penelitian Tindakan Kelas (PTK) ini bertujuan untuk melihat perkembangan dalam proses pembelajaran. Metode latihan siap atau drill adalah cara mengajar dengan mempraktekkan berulang-ulang agar lebih mahir dan terampil dalam mengusai konsep materi pelajaran. Pelaksanaannya dapat dilakukan dalam bentuk klasikal (kelas) atau perorangan maupun kelompok tergantung pada kondisi belajar siswa. Metode pemberian tugas merupakan suatu cara mengajar dengan kegiatan perencanaan antara siswa dan guru mengenai suatu pokok bahasan yang harus diselesaikan oleh siswa dalam waktu tertentu yang telah disepakati. Sesuai dengan fungsi sekolah sebagai wadah edukasi,maka belajar disekolah seyogyanya disertai dengan perbuatan (bekerja),maka pekerjaan melalui pemberian tugas tidak hanya terbatas pada materi yang dibicarakan di kelas,melainkan juga tugas lain yang dapat menunjang kegiatan belajar. Berdasarkan hasil pengolahan data di atas,perbaikan pembelajaran yang telah di lakasanakan menunjukkan hasil yang cukup baik. Pada mata pelajaran matematika,pada data awal,perolehan nilai rata rata siswa hanya 60,20 dengan ketuntasan belajar klasikal sebesar 64%,namaun pada siklus 1 terjadi kenaikan yang cukup signifikan.perolehan nilai rata rata siswa mencapai 66,40 dengan ketuntasan belajar klasikal sebesar 80%. Demikian pula pada siklus II, perolehan nilai rata rata siswa mencapai 75,40 dengan tingkat ketuntasan belajar klasikal sebesar 92%. Sementara itu,pada mata pelajaran Bahasa Indonesia pada awal,perolehan nilai rata rata siswa hanya mencapai 63,60 dengan ketuntasan klasikal sebesar 72%pada siklus 1 ,nilai rata-rata meningkat menjadi 72,20 dengan ketuntasan klasikal sebesar 88%, sedangkan pada siklus II,perolehan nilai rata-rata siswa meningkat menjadi 77,60 dengan tingkat ketuntasan klasikal sebesar 100%.

Abstract

Illegal fishing is a form of maritime crime that threatens the sustainability of marine resources and causes significant economic losses for the country, particularly for coastal communities such as those in Natuna Regency. This activity not only harms the fisheries sector but also impacts food security, social stability, and the marine ecosystem. This study aims to examine in depth the surveillance strategy implemented by the Maritime Security Agency (Bakamla) in combating illegal fishing practices in Natuna waters. The research method used is a qualitative descriptive approach with data collection through in-depth interviews and analysis of Bakamla's strategic documents. The theoretical framework used refers to the concept of strategy according to Fred R. David (2016), which includes strategy formulation, implementation, and evaluation. The results of the study indicate that Bakamla has formulated a surveillance strategy by relying on 24-hour sea patrols, utilizing technologies such as the Automatic Identification Sistem (AIS), radio communications, and satellites, and establishing cross-agency collaboration including the Indonesian Navy, the Ministry of Maritime Affairs and Fisheries, and local government officials. The strategy was implemented through rotating patrols, outreach activities for fishermen and coastal communities, and the establishment of a public reporting channel to facilitate the dissemination of information regarding illegal activities. However, the implementation of this strategy still faces obstacles, including limited operational budgets, inadequate patrol fleets, and suboptimal response to public reports. Evaluation of the monitoring strategy showed positive impacts in the form of increased public awareness and participation, as well as a decrease in cases of fish theft in several vulnerable areas. However, the level of public involvement in reporting and independent monitoring still needs to be increased so that the monitoring strategy can be more effective and sustainable in safeguarding the sovereignty of Indonesia's marine resources.

Abstract

Pembelajaran adalah perubahan dalam kemampuan sikap atau prilaku siswa yang relatif permanen dari pengalaman atau Model Problem Based Learning (PBL). Menurut Hamalik (1995:27). Pembelajaran adalah suatu kombinasi yang tersusun meliputi unsur-unsur manusia, material, fasilitas, perlengkapan dan prosedur yang saling mempengaruhi untuk mencapai tujuan pembelajaran. Bersasarkan rumusan masalah yang dikembangkan pada penerapan ini, maka tujuan perbaikan pembelajaran ini adalah sebagai berikut : Meningkatkan hasil belajar dalam proses pembelajaran Matematika dengan materi Bilangan Romawi melalui penerapan Model Problem Based Learning (PBL). Pelaksanaan penelitian dilakukan di kelas IV SD Negeri 021 Rokan IV Koto Kabupaten Rokan Hulu, dengan jumlah siswa 20 orang terdiri dari 7 orang siswa laki-laki dan 13 orang siswa perempuan. Dengan materi “Bilangan Romawi pada pembelajaran matematika. Hasil analisis dan perumusan masalah tersebut di atas menunjukan bahwa program perbaikan pembelajaran dilakukan oleh guru untuk meningkatkan hasil belajar siswa dalam materi pelajaran Matematika. Penerapan Model Problem Based Learning (PBL) pada bilangan romawi dapat meningkatkan hasil belajar siswa “pada mata pelajaran Matematika. Perubahan nilai hasil belajar siswa setelah menggunakan Model Problem Based Learning (PBL). Penggunaan Model Problem Based Learning (PBL) dapat meningkatkan hasil belajar siswa terhadap pembelajaran matematika tentang “Bilangan Romawi” di kelas IV SD Negeri 021 Rokan IV Koto Kabupaten Rokan Hulu terbukti dari hasil evaluasi siswa yang memperoleh nilai diatas KKM pra siklus (8 orang 40%), siklus 1 (12 orang 60%), dan siklus 2 (18 orang 90%).

Abstract

This research investigates the enforcement of explosive fishing prohibitions under Indonesia's Fisheries Law No. 45 of 2009 in Tambelan District, Bintan Regency. The destructive practice of fish bombing, primarily conducted by external fishermen, causes severe marine ecosystem damage, particularly to coral reefs, while reducing local fishermen's catches. Using qualitative descriptive methodology, data were gathered through interviews, observations, and documentation involving law enforcement officials, Fisheries Civil Servant Investigators (PPNS), and fishing communities. The study applies Van Meter and Van Horn's policy implementation framework, analyzing policy objectives and standards, resources, implementing agency characteristics, implementer disposition, inter-organizational communication and coordination, plus social, economic, and political conditions. Results demonstrate suboptimal policy implementation due to resource constraints. Although violations have declined, this reduction does not guarantee future prevention, particularly given Tambelan District's severe infrastructure and facility limitations that hinder comprehensive policy execution. The research recommends strengthening surveillance capacity, conducting regular community outreach programs, and improving cross-sectoral coordination to enhance policy effectiveness and preserve marine resources in Tambelan District.
