Abstract

Historical and cultural tourism directly provides fulfillment in the form that tourism is a place of recreation, learning and knowledge and becomes a symbol of the area. Of course, in every area that has its own tourist selling power, including historical and cultural tourism in Lingga Regency, it will attract tourists, both local and foreign tourists, to come. still limited facilities and infrastructure supporting tourists both public facilities and tourist facilities are still limited in terms of quantity and quality such as lodging, transportation and tourism information services, government coordination both with the government and the private sector. seen from the strengths, weaknesses, opportunities and threats faced by the Lingga District Tourism Office. This study used a qualitative descriptive method with 5 (five) research informants consisting of the Head of Tourism Promotion and Marketing, Lingga District Head, Tourism Awareness Group (Pokdarwis), and the public or visitors. In this study the techniques used are in the form of observation, interviews, and documentation. In this study using the theory of SWOT analysis. The results of the study show that: a) the strength of the Local Government of Lingga Regency is supported by historical and cultural tourism objects which are managed directly by the Lingga Regency Tourism Office. b) Weaknesses of the Lingga Regency Tourism Office can be seen from the not yet optimal supporting facilities and infrastructure, namely limited transportation, access to remote areas, and supporting facilities at tourist sites. c) Opportunities for the Tourism Office to collaborate with tour travel, and focus on development in several historical and cultural tourism sectors, namely the Mepar Tourism Village, the Damnah Palace Site, the tombs and the Sultan's Mosque. d) The threat from the Lingga Regency Tourism Office is the lack of interest of the local community to visit historical and cultural tourism destinations in Lingga Regency.

Abstract

The Karimun Regency Government is improving fisheries business services through the Fisheries Service creating an online-based service innovation in the form of the ARAHKAN (Let's Realize Harmonious Fisheries) Application in realizing fisheries administration services that are fast, cheap, efficient and transparent. This research discusses matters related to the implementation of fisheries business services using technology and obstacles in application services. The aim of this research is to find out how application-based fisheries business services are at the Fisheries Business Services UPT, Kundur District, Karimun Regency. The method used in this research is a qualitative descriptive method with informants consisting of elements from the Fisheries Service, UPT and the community and using data collection techniques and tools in the form of observation, interviews and documentation. The overall research results of this application have been said to meet expectations based on the following 4 indicators: a) input: human resources, finances, adequate facilities and infrastructure. b). Process: easy procedure, more time and cost efficient. c). Output: service levels increase, such as Kube, fuel recommendations, benefits received by fisheries business actors increase. d). Outcome: fisheries business services are more effective and efficient. However, in terms of the implementation process it cannot be said to have met expectations because there are still obstacles or obstacles such as network problems, the community is not yet technologically independent. Abstract

Keadaan Pendidikan yang ada di Desa Mapur bahwasanya pendidikan yang ada di Desa Mapur khususnya tingkat SD dan SMP di Mapur masih minim, belum memiliki fasilitas yang baik. Selain fasilitas yang menjadi alasan, kesadaran orang tua dan juga anak-anaknya sangat minim terhadap pentingnya Pendidikan, maka diperlukan peran dari Dinas Pendidikan untuk lebih memperhatikan Pendidikan di desa tersebut. Secara esensi tujuan Pendidikan menjadi pembentukan manusia yang hanya bukan dapat menyesuaikam diri, hayati dalam masyarakat melainkan, lebih asal itu yang bagaimana mampu menyumbang perubahan bagi masyarakat serta memiliki sebagai orang penyeimbang masyarakat. Penelitian ini menggunakan teori Biddle dan Thomas uang menggunakan empat indicator, yakni harapan, norma, wujud perilaku, evaluasi dan sanksi, jensi penelitian yangdigunakan adalah penelitian desktrifif kaulitatif. Data yang dikumpulkan dengan menggunakan metode wawancara dan dokumentasi. Tujuan penelitian ini adalah untuk mengetahui peran dinas Pendidikan yang berperan dalam menangani kesenjangan Pendidikan di desa mapur, kecamatan bintan pesisir kabupaten bintan. Hasil dari penelitian ini menunjukan bahwa harapan dari para wali murid dan para tenaga pendidik yaitu adanya penambahan guru bahasa inggris dan alat transprotasi yang diharapkan bisa beroperasi jalan setiap hari. Dalam melaksanakan peran Dinas Pendidikan mengutamakan norma dan berpegang teguh kepada Undang-Undang 23 Tahun 2014. Wujud nyata yang terlihat jelas yaitu adanya pembagian baju seragam gratis, apembagian alat tulis gratis serta adanya kartu Indonesia pintar bagi siswa siwsi yang kurang mampu. Evaluasi dan sansksi para wali murid mengnaytakan bahwa dinas pantas mendapatkan penilain yang positif dan juga para tenaga Pendidikan berkata demikian bahwa dinas layak mendapatkan penilaian yang positif hanya saja ada beberapa hal yang harus di evaluasi.

Abstract

Abstrak Berdasarkan Peraturan Presiden Nomor 72 Tahun 2021 tentang Percepatan Penurunan Stunting yang dijadikan payung hukum bagi Strategi Nasional yang telah dilaksanakan sejak tahun 2018. Stunting merupakan suatu permasalahan gizi kronis yang bisa mengakibatkan kurangnnya asupan gizi dalam renggang waktu panjang sehingga mengakibatkan seorang anak terganggu pertumbuhannya. Stunting juga salah satu penyebab anak cendrung petumbuhan tinngi badan terganggu atau kerdil dibandingkan tinggi badan anak-anak diusianya. Di Desa Semedang sendiri prevalensi stunting 25% dari 40 anak-anak yang mana 10 anak dinyatakan stunting, bahkan menjadi desa dengan kasus stunting terbanyak di Kecamatan Bunguran Batubi. Untuk itu penelitian ini bertujuan untuk mengetahui implementasi dari program desa dalam penanganan stunting di Desa Semedang. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan melakukan observasi, wawancancara, dan dokumentasi. Adapun hasil penelitian menggunakan teori implementasi dari Sumaryadi yaitu adanya suatu program, target group (masyarakat), dan unsur terkait. Yang mana dalam program sudah berjalan semana mestinya namun anggaran masih belum transparan sehingga anggaran yang ada masih bersifat penyuluhan dan bukan anggaran pencegahan. dan program ada yang belum efektif untuk pemeberian gizi terhadap anak masih belum optimal. Untuk kesimpulan harusnya dalam sebuah program ada kerjasama pada unsur terkait yan memahami tentang program tersebut agar pengimplemtasiannya bisa berjalan dengan baik dan terstruktur. Kata Kunci: Program, Target Group (masyarakat), dan Unsur Terkait Abstract Based on Presidential Regulation Number 72 of 2021 concerning the Acceleration of Stunting Reduction which is used as a legal umbrella for the National Strategy which has been implemented since 2018. Stunting is a chronic nutritional problem that can result in a lack of nutritional intake in a long period of time, resulting in a child impaired growth. Stunting is also one of the causes of children tend to grow in body growth disturbed or stunted compared to the height of children at their age. In Semedang Village alone, the prevalence of stunting is 25% of 40 children, of which 10 children are declared stunted, even becoming the village with the most stunting cases in Bunguran Batubi District. For this reason, this study aims to determine the implementation of village programs in handling stunting in Semedang Village. This research uses a qualitative descriptive approach by making observations, interviews, and documentation. The results of the research use implementation theory from Sumaryadi, namely the existence of a program, target group (community), and related elements. Which in the program has been running as it should but the budget is still not transparent so that the existing budget is still counseling and not a prevention budget. And there are programs that have not been effective for providing nutrition to children are still not optimal. For conclusion, there should be cooperation in a program related elements that understand the program so that its implementation can run well and be structured. Abstract

Pemerintah memiliki peran untuk memfasilitasi perkembangan penanaman modal, salah satunya peran pemerintah daerah. Hal tersebut tidak lepas dari peran Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu untuk terus membuat strategi melalui program-program baru untuk meningkatkan pelayanan perizinan dan penanaman modal. Maka dari itu penelitian ini bertujuan untuk mengetahui bagaimana strategi Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dalam meningkatkan investasi di Kabupaten Bintan. Peneliti menggunakan metode kualitatif. Adapun subjek dari penelitian ini yaitu kepala Dinas dan Kepala Bidang Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Bintan serta pihak investor atau pengusaha di Kabupaten Bintan. Peneliti menggunakan teknik pengumpulan data berupa wawancara serta dokumentasi. Hasil dari penelitian yaitu strategi DPMPSTPS untuk meningkatkan invetasi. Pertama perumusan strategi melalui visi misi yang tercantum dalam Renstra. Kedua Implementasi strategi melalui program-program DPMPTSP Kabupaten Bintan yaitu: Program Pengembangan Penanaman Modal, Program Promosi Penanaman Modal, Program Pelayanan Penanaman Modal, Program Pengendalian Pelaksanaan Penanaman Modal dan Program Pengelolaan Data dan Sistem Informasi Penanaman Modal. Terakhir Evaluasi Strategi berupa evaluasi kinerja untuk program yang telah terlaksana. Adapun kendala yang masih Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu rasakan saat ini yaitu masih adanya ketimpangan peraturan dengan pemerintah pusat.

Abstract

Fenomena yang terjadi pada tahun 2022 adanya gesekan antara pemerintah kota Tanjungpinang dengan penyelenggara reklame karena mereka mengatakan selalu membayar pajak, papan reklame yang ditertibkan itu sudah ada yang berdiri hampir 10 tahun. Mereka merugi akibat penyegelan berdasarkan Peraturan Walikota Tanjungpinang No 70 Tahun 2021 tersebut. Pengusaha harus menunda bisnis reklame mereka karena, papan reklame disegel. Penertiban reklame yang berdiri tanpa izin disejumlah titik dikota Tanjungpinang, ternyata 244 konstruksi reklame, hanya sekitar 10 persen saja yang memiliki izin mendirikan persetujuan Bangunan Gedung (PBG). Penelitian ini bertujuan untuk melihat implementasi kebijakan penyelenggaran Reklame di Kota Tanjungpinang. Hasil penelitian menunjukkan bahwa implementasi kebijakan penyelenggaran reklame di Kota Tanjungpinang Tahun 2022 sebagian besar sudah berjalan dengan baik yang dilakukan sesuai pasal 49 tentang pengawasan tim penyelenggaraan reklame. Pada pelaksanaannya sesuai pasal 18 ayat 3 Dinas Penanaman Modal dan pelayanan Terpadu Satu Pintu selaku Dinas yang menyelenggarakan izin melaksanakan kebijakan penyelenggara izin sesuai dengan tugasnya. Satuan polisi pamong praja juga sebagai petugas penertiban reklame menjalankan tugas sesuai dengan wewenang yang diberikan sesuai dengan pasal 51 ayat 4. Temuan dilapangan mengatakan bahwa dalam hal perizinan banyak yang belum mengurus izin konstruksi hanya mengurus izin pemasangan konten dan membayar pajak konten. Penertiban yang terjadi sudah efektif dapat dilihat dari banyaknya reklame yang sudah ditertibkan. Dalam pengurusan izin lebih dimudahkan, dan melibatkan sasaran tujuan atau untuk mencapai tujuan dari kebijakan tersebut. Untuk para pengusaha reklame diharapkan setelah ini mendapatkan hak dan menjalankan kewajibannya sesuai peraturan penyelenggaraan reklame yang berlaku.

Abstract

Rural areas are areas in Indonesia that are inhabited by a large proportion of the population. The population area is usually engaged in the agricultural sector and has a fairly high social value. Lingga Regency consists of 13 sub-districts and 84 villages. In North Lingga Sub-district, Pasir Lulun Preparatory Village is experiencing serious problems in the provision of electricity. Apart from PLN, the community relies on generators funded by the Village Fund. This study aims to assess the role of local government in electricity provision and the constraints faced. Using a descriptive qualitative method, this study relates the results to Soerjono Soekanto's Role of Government theory (Riyan Tika Syafitri, 2023). The findings show the government's role as regulator, dynamizer, and facilitator with geographical challenges, small population, and inadequate road infrastructure. The Lingga Regency Government has not been effective in equalizing village electricity development

Abstract

Extreme weather events in Bintan Regency increased from 34 incidents in 2023 to 45 incidents in 2024, marked by strong winds and heavy rainfall, which caused damage to residential homes and disrupted community activities. This study aims to determine the mitigation strategies of the Regional Disaster Management Agency (BPBD) of Bintan Regency. This research uses a descriptive method with a qualitative approach. The study is based on Fred R. David’s theory (2016). The results of this study show that the Strategy Formulation has been fully implemented in formulating the vision and mission of BPBD Bintan regarding disaster mitigation. However, the identification of internal and external environments has not been optimal due to issues such as the wide geographical coverage of Bintan Regency and the lack of transportation facilities. The Strategy Implementation indicates that the execution by BPBD Bintan is not yet fully optimal, as some community members have not received the planned activities. The Strategy Evaluation shows that BPBD Bintan's performance has been optimal, as evidenced by the Government Institution Performance Report (LAKIP), which states that the agency has achieved 100% of its service targets for those who received services. However, field findings reveal that community understanding and preparedness are still lacking due to the absence of outreach and training programs, which are hindered by factors such as the unestablished Disaster-Resilient Villages (Destana/Katana). Nevertheless, the community perceives BPBD Bintan’s response in providing aid during disasters as satisfactory.

Abstract

One of the government's efforts to provide health to the community is by establishing a government agency as a public health service delivery unit, namely the Community Health Center or what is commonly called the Puskesmas. Good and quality health services must fulfill patient satisfaction is a very important thing in calculation the quality of health service. The problems that occurred at the Penyengat sub-district auxiliary Health Center were unfriendly service, inadequate facilities and infrastructure and inadequate availability of drugs. The purpose of this study was to find out how the effectiveness of health services in increasing community satisfaction at the Penyengat sub-district auxiliary Center in sub district Tanjungpinang, city Regency 2023. In this research, the researcher analyzed the data by examining and reviewing all the data obtained from the field. Researchers use the theory of Richard M. Steers in measuring the effectiveness of 3 indicators namely, goal attainment, integration, and adaptation. The research method used by researchers in this thesis research is a qualitative research method. The informants in this study were the head of the Penyengat sub-district auxiliary Health Center and the people who received services from the Penyengat sub-district auxiliary Health Center. The results showed that the effectiveness of health services in increasing community satisfaction at Penyengat sub-district auxiliary Center in sub district Tanjungpinang, city Regency was not optimal.

Abstract

Past studies on regime change, political business cycles, and long-term infrastructure projects have shown that regime change can significantly shift policy priorities and approaches to long- term projects. Leaders aiming for survival will leverage available resources and policies to retain power, ensure regime sustainability, maintain policy coherence, and secure project continuity, especially for long-term infrastructure projects extending beyond their tenure. Most existing literature has discussed how leaders use resources to maximise power retention. However, the impact of these resources and policies on the success of long-term infrastructure projects has not been adequately tested, particularly regarding the economic impact of capital city relocation and the role of macroeconomic policies in accelerating this impact. We argue that expanding monetary policy instruments for project continuity and policy realignment can accelerate the achievement of capital relocation goals. Using Cox regression survival analysis on 16 countries that relocated their capital between 1956 and 2023, we assessed the time required to achieve targeted goals and examined macroeconomic factors influencing these timelines. Our results indicate a 75% chance of achieving success within 50 years, 50% within 30 years, and 25% within 20 years. The expansion of monetary policy instruments accelerates project goal achievement. However, since our study focuses on political-economic aspects, future research needs to include other variables, such as political stability, party polarisation, and opposition autonomy regarding policy realignment and long-term project continuity.
