This research was conducted in Abung Semuli District, North Lampung Regency. The total of the sample is 32 breeders consisting of 12 breeders who manage certified rubber seed and 20 breeders who manage noncertified rubber seed. The data analysis methods used in this research are descriptive qualitative analysis, logit analysis, and financial advisability analysis. The results showed that  breeders who have TRUP should send UPTD BP2MD requirements for certification. Next BP2MD will do physical and administrative investigation, if all requirments was fulfilled the breeders will be given a certificate of quality. Factors which influnce breeders in cerified rubber seed business are level of education, age, price, and income on operating expenses. Financially rubber seed certificate business in Abung Semuli District is more profitable than noncertificate business. Key words : financial feasibility, seed certification, and making decision

Abstract

This study aims to analyze the comparative and competitive advantages of two varieties of cassava, and determine the sensitivity due to changes in output prices, production volumes, and input prices to the comparative and competitive advantages of cassava farming in Blambangan Pagar Sub-district of North Lampung Regency.  This research is a survey research involving 50 cassava farmers who were selected intentionally consisting of 25 farmers of Cassesart varieties and 25 farmers of Thailand varieties.  To answer these objectives, the study uses PAM analysis (Policy Analysis Matrix).  The results showed that Cassesart variety (UJ-5) cassava farming had a DRCR value of 0,15 and PCR of 0,46 so it was more competitive than Thailand variety (UJ-3) cassava farming which had a DRCR value 0f 0,18 and PCR of 0,57.  If there is a decrease in the output price for Cassesart variety (UJ-5) cassava by 4,93% and Thailand variety (UJ-3) cassava by 5,32%, a decrease in production volume is 4,70%, and an increase in input prices (Urea fertilizer 21,32%, SP-36 fertilizer 34,40%, and NPK Phonska fertilizer 54,01%) due to the removal of fertilizer subsidies by the government, cassava farming is insensitive, therefore, despite changes in output prices, production volume, and the price of these inputs, cassava farming still has a competitive edge.   Keywords : cassava, comparative, competitive, PAM

This study aims to assess: business performance of coffee middlemen and exporters, coffee allocation and usage patterns total sales proceeds of coffee farmers, the economic benefit when farmers selling coffee to middlemen and exporters, and factors cause farmers decisions determine coffee sales. This research was conducted in two villages, Gunung Megang Village and Tekad Village in Pulau Panggung Subdistrict of Tanggamus Regency.  The method of analysis used in this study is an instrument test (validity and reliability), perception (qualitative description), Willingnes to Pay method (WTP), and multinomial logit regression which two models.  The research samples were chosen by propotional simple random sampling from four farmer groups of two villages.  The results showed that from each of the 65 respondents coffee farmers assessed both of the exporter and middlemen with score 87.7 percent and 75.4 percent.  It  meant that farmers assessed both exporters and middlemen as the sale of coffee, but more respondents rate the better exporters as evidenced by the value of perceptions. Allocation of coffee farmers production obtained from 65 samples showed that 31 farmers (47.69%) sold most of his coffee to middlemen, 12 farmers (18.46%) equally, and 22 farmers (33.85%) sold most of his coffee to the exporter with an average amount of coffee to middlemen at 565.98 kg and 509.83 kg to exporters from total average production of 1108 kg per farmer and the use pattern result was used for subsistence in daily.  Economic benefits obtained when farmers sell to middlemen was Rp212,779.65 per farmer and the exporter was Rp158,367.49 per farmer. Factors affecting farmers decision for determining the portion of sales seen from Likelihood Ratio (LR) indicated that all variables were significant simultaneously, while the individual testing for both logit model logit 1 showed the significant variables were education (X2), and  the logit 2 significant variables were education (X2) and experience (X3).
