Abstract

Abstrack Leadership is a thing that should be owned by every leader of the organization. Aleader must be able to respond to changes that occur and lead their organizations. Women's leadershiphas always been a matter of interest to interest, especially with so many theories that clarify about theleadership of women. This is certainly not in spite of the complexity of the problems relating to womenthemselves. An overview of women's Leadership can be seen in the village of Tareran Sub-district WiauLapi South Minahasa Regency. Research methods used in this research is descriptive qualitativeresearch methods. The results of this research show that the woman had already been given the freedomto lead, but in some ways still felt lacking and could be a big problem, as the communication should stillbe increased because of the still existing of taste confidence from the community or Councilor to conveyan idea also input, further establishing communication with the opposite sex. In motivating this is morevisible to the village to the community are valued less. For referrals work, felt good already but stillneeds to be improved especially when communicating with the opposite sex. In innovation is still veryless because of big changes have not provided for the village. Then raise the degree in women wherestill has not appeared in the village see still lack women to want to appear although weaker with the oldlaw now is women can represent. In the old law still troubleshooting using the feelings so that anyproblems can be resolved only with deliberation. Based on the results of the above conclusions, theresearchers advise that women should maintain leadership values that either one of them buildcommunication without limits, more motivating ourselves, referral work is always based on rules,multiply the innovation that can build the village and help the community, provide training andsocialization are more specific and unequivocal stance regarding women and fair very expected that insolving and decision-making is done in a balanced way.Keywords: Leadership, Women, Participative, Democratis.

Abstract

Abstract : Excellent service to the community is the most prominent issues in managing public servicestoday. His vigorous demands made by the community to the Government to implement the Organization ofgood governance in line with the increase in the level of the knowledge society, in addition to the presenceof the influence of globalization. Old patterns of organization of the Government does not comply with theorder of people's lives that have been changed. It encourages researchers to review the existing publicservices of Kecamatan Offices in Malalayang Manado city.Methods used in this research is descriptive method of analysis, with data collection through surveys andinterviews with voters question form the necessary information in this study. In this study, respondentsselected by purposive sampling. The respondents in this study is a community that takes care of Manadocity ID card, KK, birth certificate, and the certificate of the subdistrict office Moved Malalayang that addup to 80 people, with the consideration that they may represent a population research. The data analyzedin the descriptive analysis by descriptive statistics using a frequency distribution table.The results showed that: (1) the application of the principles of transparency and accountability in thepublic service in the Office of Sub-district is a low level Malalayang means not yet implemented properly;(2) the productivity of the public service in the low category, meaning that Kecamatan offices of Ministersapparatus Malalayang is less able to work in the public service in accordance with the expectations of theorganization i.e. work achieve the mission and objectives of the Organization; (3) the quality of the publicservice work in the Office of Subdistrict Malalayang in category is low, meaning that it has not been inaccordance with the expectations and desires of the community.The research gives the conclusion that the public service's Office in Manado city Malalayang Sub-districthas not been implemented as expected. For it suggested more needs to be increased transparency andaccountability of public service, public service, productivity and quality of work of public service.Keywords: Organizing, Public Service, Office Of Sub-district

Abstract

The development of the world of tourism has undergone various changes, both changes in thepattern, shape and nature of activities, as well as the encouragement of people to travel, ways of thinkingthat can provide rapid economic growth. Tourism development is not only directed at attracting foreigntourists but also domestic tourists. In line with the development of the world of tourism which appears to beincreasing, as well as the existence of areas that have the potential to become tourism objects, therefore theselection of activities or development of facilities must be measured in a way that does not conflict withsocial and ecological values. The purpose of this study was to find out the development of Lembeh Islandtourism in Bitung City. The theory used is development and tourism. The research method used is aqualitative method that is trying to find answers to questions related to tourism development. These questionsrequire descriptive answers that describe the facts about the problems being investigated as well as therational interpretation of various findings in the field while analyzing all the conditions at the research site.Based on the results of the research namely the development of Lembeh Island tourism in Bitung City, sometourist sites have not developed and due to lack of government attention, one of them is the limited facilitiesavailable at Lembeh Island tourist attractions in Bitung City.Keywords: Development, Tourism, Island

Abstract

One of the factors that becomes the criteria for achieving the smooth purpose of anorganization or agency is identifying and measuring the performance of its employees. all organizations arerequired to be able to compete to provide maximum service, performance achievements can be seen fromthe ability of organizations to recognize community needs, set the agenda and priority of services and developpublic service programs in accordance with the needs and aspirations of the community. There are twovariables in this study, namely variable employee performance (X) and service quality variables (Y). Thepurpose of this study was to determine the effect of employee performance on service quality in the HealthCenter of North Lembeh District, Bitung City. In this study the method used is a quantitative method. Datacollection techniques used were observation and distribution of questionnaires or questionnaires distributedto forty respondents. The results of the validity and reliability tests show that each item is valid and reliable.Then from the results of simple linear regression analysis it is found that every 1% increase in the value ofthe employee performance variable, the value of the service quality variable increases by 0.500 and it canbe said that the direction of the influence of employee performance on service quality is positive.Keywords: Performance, Employees, Service Quality

Abstract

Empowerment according to the Big Indonesian Language Dictionary (KBBI) is a process, method, actionthat makes power, namely the ability to do something or the ability to act in the form of reason, effort oreffort. Society is the unity of human life that interacts according to a certain system of customs that iscontinuous, and which is bound by a sense of shared identity. Community empowerment is an effort toimprove the ability and potential of the community so that the community can realize its identity and dignityto the maximum to survive and develop themselves independently both in the economic, social, religious andcultural fields. Rice field printing programs are carried out to increase food production to support therealization of food security in Indonesia. The purpose of the new paddy field printing activity is to increasethe standard area of pagan land through the expansion of paddy fields which are then expected to be ableto produce the main production of rice in the paddy fields. In addition, the implementation of this programis expected to be able to meet the needs of paddy fields which are decreasing due to land conversion. Abstract

ABSTRACT: This research comes from the phenomenon that program implementation of pension plan is still notoptimal in Manado city. The goal of this research is to find out how the program implementation of pension plan inManado city. The kind of method that used on this research is qualitative research with measured indicators which are;the insurance of external condition that faced by institute or the implementing agency will not causing major problem,whether for implement to provide adequate resources including source of time, whether the necessary integration ofresources are exists, whether the policy that will implemented based on a reliable causal relationship, how many ofcausal relation becomes, whether minor relationship of interdependence, in deep comprehension and agreement ongoals, that tasks have been detailed and placed in the correct order, perfect communication and coordinate, those withpower of authority can demand and achieve perfect obedience. Informant researcher are 10 people. Technique ofcollecting data are used observation, interview and document technique. While the technical analysis used interactivemodel analysis from Miles and Huberman. based on data analysis development, drawn the conclusion that the lack ofhuman resources to provide maximum service to the participants claim, which lack of socialization implemented, in itsimplementation this program is not able to achieve the goals for ensure the workers in old age, causing by new regulationthat manage the implementation of JHT program. Good communication between peer employees has been consist. Also,good cooperation with related agencies is occurred. With assigning tasks on each employer has been set according theirposition. The recommendation that human source possessed to be further enhanced. Abstract

Abstrac: Public participation in policy development in countries thatimplement democracy including in Indonesia is not new. Public participationis a process to provide technical opportunities and broader authority to thecommunity together to solve various problems. As a concept and practice ofdevelopment, the concept of participation recently discussed in the 1960swhen various international institutions promote participation in the practiceof planning, implementation, and evaluation of development.This research was conducted at 9 : 1 the village chief informant. 1sysop BPD, sysop LPM, 1 religious figures, and 5 members of the public. Thetechniques of data collection is done by way of interviews, observation anddocumentation. Abstract

ABSTRACT Research is moving on from the early observations that the existence of symptomsdecrease acceptance of original income area (PAD) the effect on the low success ofthe Organization of the autonomous region, particularly in North Halmahera Regency. Thus, this research aims to know the ada-tidaknya the influence of Regional financial capability against the success of the Organization of the autonomous region of North Halmahera Regency. Methods of descriptive and quantitative approaches used to solve problems in this research. A simple random sample set as many as 60 employees at the same time as the respondent. Data collection is done with the interview techniques, observation and documentation in order to capture data and secondary data promer. To analyze the data applied statistical methods descriptive statistics and inferensial with the technique of percentage, simple linear regression and correlation. Research results show that the positive effect of the regional financial capabilities and significantly to the success of the Organization of the Autonomous Region of North Halmahera Regency with the degree of determination of 92.7%. However, the ability of the financial area of North Halmahera Regency still categorised "less" as seen from the ratio of independence, fiscal decentralization and index capabilities resulting in a routine yet optimal achievement of the success of the Organization of the autonomous region which was only categorised. Referring to the results of the findings in this research, then it is seen necessary to give some suggestions, as follows: (1) it is recommended that the regional Government of North Halmahera Regency dig resources potential, such as PAD tourism which has not been optimally managed, in addition to streamline receipt PAD resources.(2) the need to study more about the setting of the target PAD based on the real potential that is available.Keywords: financial capability areas, autonomous region

Abstract

ABSTRACT: Water plays an important role in human life, animals, plants and other bodies. The water weneed is water that meets the requirements of good health, physical requirements, chemical, bacteriologicaland radioactive. Uncontaminated water is defined as water that does not contain a specific foreignsubstances in quantities exceeding the limits set so that the water can be used normally. General conditionsfaced Water District Kawangkoan North in connection with customer service that is the difficulty ininstallation or connection to a public that has been registered but has not been connected or has not receivedinstallation, as well as the distribution of water that sometimes substandard home-home customer. As forthe purpose of this study was to determine how the effectiveness of local water companies in North MinahasaDistrict Kawangkoan.The method of this research is qualitative research methods and data collection techniques in this study isthe observation / observation localized research, conduct interviews, and documentation. Abstract

ABSTRACT : The Earth and building tax is a direct tax that is withheld by the Central Government, butthe results received are intended for community interests in the area corresponding to the layout and thetax object. The existence of tendencies and a sense of reluctance from some community Districts that paytaxes in Eris views from various things relating to public awareness itself due to a weak economy thatfactor in the work of inner as farmers, the Bill that is not in accordance with the objects of taxation andthere are people who deliberately don't want to pay UN.. Therefore, this research aims to know theinfluence of the leadership of the Head of community awareness in the Earth and buildings to pay taxes.The independent variables (free) in this study was leadership of (X) is a capacity that has theability to affect or right to steer, or encourage a person to do everything which is the wisdom or acommand for a particular purpose. The dependent variable (tied) in the penenlitian this is the awarenessof UN Pay as a Variable (Y) the existence of public awareness will encourage a strong desire to improveand develop common interests in order to achieve a better life. The type of research used in this study is aresearch method of quantitative analysis with descriptive statistics, with a view to seeking influencesbetween the dependent variable and independent variable.Overall analysis of the results indicates that the leadership of the Head has a positive influence on theAwareness of society in the pay of the UN in the Sub-District of Eris.
