Abstract

The policy of preparing a bureaucratic reform road map for the Government of Purwakarta Regency is a strategic decision in line with the strengthening demands and needs of the community. The presence of an institutional bureaucratic reform road map has provided an opportunity for regional governments, including the Purwakarta Regency Government, to ensure the creation of improved governance. Comprehensively, the focus of changes in bureaucratic reform within the Purwakarta Regency Government includes 8 areas of bureaucratic reform, namely apparatus mentality, supervision, accountability, governance institutions, human resources for the state civil apparatus, laws and regulations, and public services. The results of the study found that in order to improve the quality of the policy road map for bureaucratic reform to be designed, there are three main things that must be updated, including; first, the road map for bureaucratic reform must project more on matters that are implementative in nature rather than matters that are merely formalities. Second, programs and activities that are designed must be realistic, so that they can be implemented up to work units. Third, policy analysis related to governance must be carried out in a more holistic, comprehensive and anticipatory manner so as to be able to capture real progress, challenges and problems of bureaucratic reform.

Abstract

This research is motivated by the phenomenon of public service problems in delegating the authority of the mayor to the sub-district head in Bekasi City. The formulation of the research problem is how the implementation and policy strategy of delegating some of the authority of the Mayor to the Camat in the field of public services in Bekasi City. This research focuses on analyzing the implementation of the policy of delegating some of the mayor's authority to the sub-district head in Bekasi City in the aspect of public services. This study aims to determine the implementation of the policy of delegating part of the authority of the Mayor of Bekasi to the sub-district head in the field of public services and to analyze the strategy that must be carried out by the Bekasi City Government so that the delegation of some of the authority of the Mayor of Bekasi to the sub-district head in the field of public services can be implemented effectively. This study uses the theory of implementation effectiveness proposed by Richard Matland. The researcher used descriptive analysis method with a case study approach. Data collection techniques were carried out through interviews, observations, literature studies and document studies. The strategy analysis carried out in this study uses a SWOT analysis with the final result being to produce a strategy for the implementation of the policy of delegating some of the mayor's authority to the sub-district head in Bekasi City. The results of this study are: 1). The implementation of the policy of delegating some of the mayor's authority to the sub-district head in Bekasi City is carried out according to the goals and objectives of the policy program. The driving factors for success are: policy accuracy, implementation accuracy, target accuracy and environmental accuracy. 2). The results of the SWOT analysis are in Quadrant I so that the strategy implemented is to support an aggressive growth policy (Growth oriented strategy) through: expanding the scope of licensing authority delegated to the sub-district head, optimizing information technology resources and empowering the role of community groups.

Abstract

This article investigates the role of social dynamics in influencing the quality of public services through analysis of social interactions between public service providers and the community. Through surveys covering various social, demographic, and geographic groups in Indonesia, research findings reveal that positive and responsive social interactions can significantly influence people's perceptions of the quality of public services. Apart from that, community participation in decision-making regarding public services also emerged as an important factor. Social and demographic factors such as age, education, gender, and location of residence also play a role in shaping these perceptions. The results of these findings include the importance of improving communication skills training of public service officers, supporting community participation, and designing responsive policies. This article advocates for a more holistic approach to improving the quality of public services by taking into account various social dynamic factors.

Abstract

This study aims to examine how the influence of organizational climate and performance on the job satisfaction of medical workers and medics at the Ciamis District General Hospital. The research uses quantitative research methods and refers to the theory of organizational climate and performance, which has six aspects: structure, standards, responsibility, rewards, support, commitment, and other items ranging from work accuracy, job reviews, etc. The population of this study were employees at the Tasikmalaya and Banjar City General Hospitals. A sample of 98 respondents was taken using proportional random sampling. They were collecting data using a questionnaire designed by the needs of research and observation. The results of this study indicate that the organizational climate and performance have a significant influence on the job satisfaction of medical workers and medics at the Ciamis District General Hospital. On the other hand, the dimensions of the structure, the dimensions of standards and the dimensions of commitment have no significant effect on the job satisfaction of medical workers and medics at the Ciamis District General Hospital. The organizational climate, especially human resources, is still limited at the Ciamis District General Hospital, showing the strength displayed by medical personnel and medical staff, where medical personnel can display ways and strategies in building structure, responsibility, support, commitment with all their subordinates, especially helping provide more effective care for all patients.

Abstract

Leadership factors determine the development of Muhammadiyah. This leadership includes central, district, regional, branch, and branch levels. This research's problem lies with the department head, especially in Bandung Regency. The theory used in this study is the leadership theory from Avolio, which states that the transformational leadership model contains four components: Idealized Influence, Inspirational Motivation, Intellectual stimulation, and Individualized Consideration. The method used is a descriptive method with a qualitative approach. Data collection techniques perform using literature study, observation, and interviews. Informant determination is doing with purposively. The study results show that the Muhammadiyah Regional Leadership in Bandung Regency has quite an excellent Idealized Influence with a clear vision, mission, and program. However, Inspirational Motivation among branch leaders shows high motivation by encouraging and encouraging subordinates. On the other hand, regional and branch leaders have shown intellectual stimulation to their members to promote their academic level. The attention given by regional and branch leaders can show Individualized Consideration as a mentor.

Abstract

Pengabdian kepada masyarakat ini berangkat dari permasalahan rendahnya kapasitas koordinasi, evaluasi, dan pelaporan yang dimiliki Tim Akselerasi Program Cempor Kota Bandung. koordinasi, evaluasi, dan pelaporan antara Tim Akselerasi, praktisi usaha atau fasilitator, dan pemerintah belum efektif, sehingga mempengaruhi berjalannya program Cempor Kota Bandung. Dalam pengkoordinasian, kegiatan pengabdian kepada masyarakat ini akan memberikan kesempatan kepada tim pelaksana pengabdian untuk berupaya melalui membantu mendampingi tim akselerasi untuk meningkatkan kapasitas koordinasi, evaluasi, dan pelaporan sehingga masalah-masalah yang ditemukan akan teratasi. Serta membantu tim akselerasi dalam memahami bagaimana proses korrdinasi, evaluasi, dan pelaporan terhadap program CEMPOR (Camp Entrepreneur DISPORA) Kota Bandung. Pelaksanaan kegiatan Pengabdian Masyarakat ini menggunakan pendekatan Participatory Action Research (PAR). Pendekatan PKM dengan Participatory Action Research (PAR) merupakan pendekatan yang prosesnya bertujuan untuk pembelajaran dalam mengatasi masalah dan pemenuhan kebutuhan praktis masyarakat, serta produksi ilmu pengetahuan, dan proses perubahan sosial keagamaan. Tujuan PKM ini untuk membangkitkan kesadaran kritis secara kolektif atas adanya keterbatasan dan tidak terbukanya sosialisasi antar individu dan kelompok. Melalui kegiatan Pengabdian Kepada Masyarakat ini Tim Pelaksana meningkatkan kualitas penyelenggaraan Program Cempor dengan melalui pendampingan stakeholder praktisi usaha yaitu fasilitator dan Tim Akselerasi Cempor. Pelaksanaan kegiatan pengabdian masyarakat ini menghasilkan peningkatan kapasitas koordinasi, evaluasi, dan pelaporan, sehingga program cempor dapat berjalan dengan efektif. Tim Pelaksana PKM juga memberikan Peningkatan koordinasi dan pelaporan, sosialisasi Berkala Mengenai Kebijakan Standar Operasional Prosedur, pendekatan Intensif dengan Fasilitator, pendampingan secara langsung dengan Tim Akselerasi pada proses administrasi kegiatan Program Cempor, dan evaluasi Rutin Proses Administrasi dan Pelaksanaan Kegiatan.

Abstract

This research is based on a phenomenon that indicates the ineffectiveness of policy synergy in dealing with the impact of the earthquake disaster in Cianjur Regency. This phenomenon can be observed from several indications, including the lack of fully effective communication patterns among stakeholders involved in disaster management. Apart from that, it was detected that there were still differences in perceptions from some stakeholders in dealing with technical matters, so that the provision of assistance tended to be uneven. There were delays in evacuating and relocating those affected by the disaster. Through desk study methods and approaches, research results were found, including; To synergize earthquake disaster management policies in Cianjur Regency, clear parameters are needed, so that all stakeholders can carry out their duties in accordance with their roles and functions. The parameters referred to include, among other things, the existence of similarities in perception, potential resources, communication patterns, attitudes of policy actors, and organizational structure. Similarity of perception among stakeholders in disaster management will be effective if a common perception is established regarding objectives, content, programs and implementation. To translate disaster management policies, potential resources are needed which include human resource capabilities, budget, facilities and technology. Meanwhile, to facilitate communication in disaster management, clarity, speed and accuracy of communication patterns are needed, then there needs to be socialization and cooperation as well as completeness of information. To build the integrity and trust of the public in the authorities in dealing with the impacts of disasters requires the attitude of policy actors who have responsiveness, consistency and commitment. Meanwhile, to help facilitate the process of dealing with the impact of disasters, an organizational structure is needed which includes; aspects of division of authority, support from all stakeholders and clarity of procedures (SOP).

Abstract

Penumpukan sampah disebabkan oleh kurangnya kesadaran masyarakat terhadap lingkungan. Pengelolaan sampah penting untuk mengurangi timbunan sampah, dan mendapat dukungan penuh dari pemerintah melalui Undang-Undang Nomor 18 Tahun 2008 tentang Pengelolaan Sampah. Tujuan penelitian ini untuk menganalisis Efektivitas Pengelolaan Sampah Pada Kantor Dinas Lingkungan Hidup Provinsi Jawa Barat. Penelitian ini menggunakan pendekatan kualitatif untuk memahami fenomena sosial di Dinas Lingkungan Hidup Provinsi Jawa Barat, dengan fokus pada efektivitas pengelolaan sampah. Penelitian berlangsung dari 14 Oktober hingga 6 Desember 2024, di lokasi yang beralamat di Komp. Istana Kawaluyaan, Kota Bandung, Jawa Barat. Data yang digunakan terdiri dari data primer dan sekunder. Data primer diperoleh melalui wawancara, observasi, dan dokumentasi, sementara data sekunder mendukungnya dengan studi kepustakaan dan bahan tertulis. Analisis data dilakukan dengan pendekatan deskriptif, yang melibatkan reduksi data, penyajian data, dan penarikan kesimpulan, untuk menghasilkan pemahaman yang lebih komprehensif mengenai pengelolaan sampah di Dinas Lingkungan Hidup Provinsi Jawa Barat. Berdasarkan hasil wawancara, observasi, dan dokumentasi, dapat disimpulkan bahwa pengelolaan sampah di Kantor Dinas Lingkungan Hidup Provinsi Jawa Barat telah berjalan dengan baik, dengan sistem pemilahan sampah yang mencakup pemisahan sampah organik dan anorganik. Namun, tantangan dalam meningkatkan efisiensi masih ada, terutama terkait dengan pegawai yang belum sepenuhnya efektif dalam memilah sampah. Oleh karena itu, perlu adanya peningkatan Sumber Daya Manusia (SDM) terkait pemahaman dan kesadaran tentang pentingnya pemilahan sampah dari sumbernya. Peningkatan tersebut diharapkan dapat meningkatkan produktivitas dan efisiensi pengelolaan sampah.

Abstract

This study aims to determine the strategy of poverty reduction policies in the City of Tasikmalaya by using a benchmarking model. This study uses the mix methods, which combine qualitative and quantitative approaches. The results of the study found that the implementation of poverty reduction policies in the City of Tasikmalaya, had not yet been fully effective. Therefore, a strategy is needed to streamline the implementation of poverty reduction policies that refer to the results of benchmarking. The results cover two main things, namely the need for the pollitical will of the regional head and the establishment of a special institution that handles poverty.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pemungutan pajak Bea Perolehan Hak Atas Tanah dan Bangunan (BPHTB) oleh Badan Pendapatan Daerah (Bapenda) Kota Bandung. Latar belakang penelitian ini didasarkan pada permasalahan belum optimalnya penerimaan BPHTB, meskipun jenis pajak ini merupakan salah satu kontributor terbesar terhadap Pendapatan Asli Daerah (PAD). Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data meliputi observasi partisipatif, wawancara mendalam, dokumentasi, dan studi literatur. Analisis data dilakukan dengan model interaktif Miles dan Huberman yang mencakup reduksi data, penyajian data, serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi pemungutan pajak BPHTB secara administratif telah sesuai dengan kebijakan dan prosedur yang berlaku. Namun, dari sisi capaian penerimaan, pelaksanaannya dinilai belum sepenuhnya optimal. Keberhasilan implementasi kebijakan ini dipengaruhi oleh tiga faktor utama: tingkat kendali terhadap masalah, kemampuan dalam menstrukturkan proses implementasi, serta variabel eksternal di luar kebijakan. Temuan ini mengindikasikan perlunya perbaikan pada aspek strategis dan operasional agar potensi penerimaan BPHTB dapat dimaksimalkan secara berkelanjutan.
