Abstract

Kegiatan pengabdian masyarakat ini bertujuan untuk meningkatkan pemahaman mahasiswa Hubungan Internasional Universitas Riau mengenai isu migrasi melalui Focused Group Discussion bersama International Organization for Migration (IOM). FGD melibatkan dosen, mahasiswa dari komunitas HI Mengajar, dan perwakilan IOM untuk menggali perspektif teoritis, respons kritis, dan solusi praktis terkait penanganan pengungsi di Pekanbaru. Metode FGD dipilih untuk memfasilitasi diskusi tentang kompleksitas isu migrasi, mulai dari dilema politik hukum Indonesia sebagai negara non-pihak Konvensi Pengungsi 1951 hingga dampak sosial-ekonomi di tingkat lokal. Hasil FGD menunjukkan bahwa mahasiswa mengalami peningkatan kesadaran akan relevansi isu global dalam konteks lokal, serta menghasilkan aksi konkret berupa program sit-in perkuliahan bagi pengungsi remaja. Kolaborasi ini tidak hanya memperkaya pembelajaran akademis, tetapi juga menjadi model inovatif-kolaboratif dalam mengintegrasikan Tridharma Perguruan Tinggi. Program sit-in, meskipun menghadapi tantangan seperti hambatan bahasa dan integrasi sosial, menawarkan solusi jangka pendek yang bermakna bagi pemenuhan hak pendidikan pengungsi. Kegiatan ini menjadi momentum bahwa pendekatan multi-pihak dapat lebih memasyarakatkan studi HI dengan menyentuh masalah nyata di masyarakat, sekaligus membuka peluang kolaborasi berkelanjutan antara akademisi, praktisi, dan mahasiswa.

Abstract

This study analyzes how the One Channel Placement System (SPSK) policy can help provide protection to Indonesian Migrant Workers (PMI) in Saudi Arabia. The country is the main destination for PMI, but the high number of complaints of violence and exploitation demands a stronger protection system. SPSK is a digital-based policy with a guaranteed recruitment process and was born through the signing of a Memorandum of Understanding (MoU) between Indonesia and Saudi Arabia in 2018 and is specifically intended for domestic migrant workers. This study uses a qualitative method with data collection techniques through document studies sourced from BP2MI, academic books, journals, articles, reports of related organizations, and other official documents. This study also uses a Liberalism perspective with a framework of analysis and a State level of analysis. The results of this paper indicate that the SPSK successfully dispatched 100 migrant workers in the initial phase but still faced various obstacles, such as limited placement companies and unclear subsequent departure stages. The effectiveness of this policy was also hampered by a lack of technical clarity in the field. On the other hand, several non-governmental organizations, such as Suara Perempuan, Migrant Watch, and Migrant Care, criticized the weak implementation of this policy. In addition to technical issues, a fundamental weakness lies in the legal basis used, namely the MoU, which is not binding and does not include sanctions for violations. This study found that before implementing a policy like the SPSK, Indonesia should seek a legally binding bilateral agreement to ensure optimal and sustainable protection for migrant workers. Abstract

This study aims to analyze how a community manages its resources to address the issue of stunting, which is defined as impaired growth in children due to chronic malnutrition and repeated infections (based on Indonesian Presidential Regulation No. 72 of 2021). Stunting is a serious problem that affects both the physical and psychological development of children. The community studied is Kampung Banjar Seminai, Dayun District, Siak Regency, which claims to have successfully reduced stunting rates in 2023. This is notable because, while the overall stunting rate in Siak Regency slightly increased by 0.33% between 2013 and 2023, the rate in Riau Province dropped significantly from 36.8% to 14% during the same period. The research method involved interviews with people actively involved in tackling stunting at the village level, including the village head, village health workers, and Posyandu volunteers. The results show that the community’s ability to manage resources, along with active participation and good coordination among village actors, played a key role in reducing stunting in Kampung Banjar Seminai. This study highlights the importance of local community involvement in stunting prevention programs and recommends strengthening support and empowering resources at the village level to improve health intervention outcomes.

Abstract

The problem of plastic waste in Indonesia has become a major focus in efforts to prevent ecosystem damage. As one of the largest plastic waste producing countries in the world, Indonesia faces serious challenges related to plastic waste management. PT Coca-Cola Europacific Partners (CCEP) Indonesia, as part of a multinational company in the beverage sector whose products are quite popular in Indonesia, produces products made of plastic reaching millions of tons each year worldwide, thus contributing greatly to environmental pollution. For this reason, the company created the “This Is Forward” initiative as a form of corporate social responsibility for waste generated from the company’s products and as a form of compliance with regulations where the company operates, as well as pressure from other external parties. This study uses the NGO Role theory, the Multinational Corporation (MNC) level of analysis, and the Liberalism Perspective. The research method used is qualitative with a case study approach and literature study data collection techniques. Data were obtained from the company’s annual report, official plastic publication This Is Forward, government policy documents related to plastic waste management, as well as scientific articles and media news. The research results show that CCEP plays a role in realizing sustainability by addressing the problem of plastic waste through “This Is Forward” namely by building the Amandina Bumi Nusantara recycling facility, Launching r-PET bottles, Establishing the Mahija Parahita Nusantara Foundation, joining several environmental platforms and organizations, establishing partnerships and collaborations with other parties, and encouraging the government to create effective waste reduction regulations, EPR/ESR development, infrastructure development, and the use of the latest technology. The progress from the results of these activities is that 100% of Coca-Cola packaging can be recycled, the use of rPET reaches 19.6% in 2024 and the realization of the primary packaging collection rate reaches 148.6% in 2024. Abstract

Prosperity becomes the goal for society in the world. Scholars have their own approaches and measures to achieve it. One of ASEAN goal is to create a stable, prosperous and highly competitive economic region. Regional economic integration can be accomplished with maritime connectivity due to geographic location, particularly between Bengkalis, Indonesia with Malaysia (Muar, Malaka, Kuala Lumpur). Bandar Sri Setia Raja could reduce transport cost, provide more efficient service and increased opportunities from tourism. Port connectivity will affect social and economic lives of Bengkalis residents. The research elaborated how significant role of Bandar Sri Setia Raja seaport for resident mobilization for social and economic activities, the challenges, and prospects. This research was mixed of quantitative and qualitative methodology of 15 male travellers to Malaysia, 5 female tourers, and 10 male and female local residents’ tourists to Malaysia for leisure and healing. Secondary data from Indonesian official report, statistics, and news were utilized to describe economic gain. In-depth interviews tried to collect detailed data of migrant voices about their experiences, challenges, and hopes. The study showed Sri Setia Raja port could afford ASEAN economic community as well as social benefit. Bengkalis residents were able to save money, time and energy to visit Malaysia for working, healing, and doing micro business. Bengkalis Island locates quite far from Pekanbaru’s international airport or Dumai’s international port so Sri Setia Raja is the best option to go overseas.

Abstract

As one of the driving forces of the economy and the largest employer in Vietnam, the garment industry faces many issues related to the fulfillment of workers' rights. The International Labor Organization (ILO), a specialized agency of the United Nations (UN), plays a strategic role in promoting the protection of workers' rights in various countries, including Vietnam. This study aims to analyze how the ILO has worked to advance garment workers' rights in Vietnam during the period 2019-2023. The findings indicate that the ILO plays a role through the establishment of international labor standards, which influence policy implementation and support both the government and industry stakeholders. The Better Work Vietnam program is a concrete initiative that has successfully improved working conditions in many garment factories. Through training, support, and advocacy provided by Better Work, positive impacts have been observed on creating a dynamic and safe working environment for garment workers in Vietnam. The conclusion of this study is that the ILO plays a significant role, both directly and indirectly, in advocating for the rights of garment workers in Vietnam. The recommendations include the need for continued oversight efforts and for the ILO's initiatives in Vietnam to be adopted by other countries facing similar issues. Abstract

This study aims to analyze the interests underlying Canada’s involvement in urging the release of Saudi Arabian women’s rights activist Samar Badawi. Using a qualitative approach and case study method, the research examines the dimensions of Canada’s foreign policy grounded in democracy, human rights, and international feminism. Data were collected through literature review of official documents, media reports, and relevant diplomatic statements. The findings reveal that Canada’s support for Samar Badawi was not solely driven by a normative commitment to human rights issues, but also constituted part of a soft power strategy to strengthen its global image as a defender of liberal values. Through public statements, diplomatic notes, and engagement in international forums, Canada sought to assert its position as a consistent advocate of human rights. However, such actions triggered diplomatic tensions with Saudi Arabia, reflecting the dilemma between public diplomacy and moral imperatives. The study concludes that the Samar Badawi case illustrates the practice of value-based public diplomacy intertwined with national strategic interests, while also underscoring the complexity of implementing public diplomacy within the dynamics of global politics. Abstract

Pakistan is one of the most vulnerable countries due to the effects of climate change. The climate crisis in Pakistan reached its peak in 2022 with nationwide flooding that caused massive losses and damage and triggered a massive internal displacement of the population. Not only did the disaster affect the local population, but it also impacted refugees, particularly Afghan refugees who had long sought protection in Pakistan. UNHCR, as the UN agency with the primary mandate to protect displaced persons, played a strategic role in responding to this crisis. This research aims to analyze how UNHCR handled the displacement caused by the climate disaster in Pakistan in 2022-2023. This research utilized a descriptive qualitative method with data collection techniques through document analysis. Using Barnett and Finnemore's International Organizations Theory and a Constructivist approach at the group level, this research found that UNHCR plays an important role as an independent actor with the authority to develop programs to be implemented, coordinate with various parties, and address new issues relevant to its primary mandate. The research revealed UNHCR played a major role in implementing the Pakistan: 2022 Flood Response Plan in each sector and in enhancing the resilience of refugees and local populations to climate disasters through climate action programs. The success of UNHCR's role in addressing climate change-induced displacement in Pakistan is demonstrated by the program's high operational achievements, positive beneficiary reviews, and UNHCR's central role in bridging the needs of refugees, host communities, and the global climate agenda. Abstract

Perubahan iklim termasuk persoalan yang mengancam ketahanan pangan masyarakat pedesaan yang bergantung pada sektor pertanian, seperti di Desa Banjar Seminai, Kabupaten Siak. Kegiatan pengabdian masyarakat ini berfokus pada sosialisasi ketahanan pangan bagi perempuan khususnya ibu rumah tangga, yang memegang peran kunci dalam pengelolaan pangan domestik. Metode partisipatif melalui Focus Group Discussion (FGD) digunakan untuk mengelaborasi pemahaman, kerentanan, dan kebutuhan penguatan kapasitas masyarakat, dengan kerangka konseptual Sustainable Development Goals (SDGs) Tujuan 2. Hasil FGD mengungkapkan bahwa meskipun praktik ketahanan pangan telah dilakukan secara turun-temurun, pemahaman konseptual masyarakat masih terbatas pada aspek ketersediaan dan keterjangkauan pangan, belum mencakup pemanfaatan pangan yang bergizi dan beragam. Masyarakat juga cenderung memandang ketahanan pangan sebagai daya beli, sehingga rentan terhadap guncangan eksternal seperti fluktuasi harga dan dampak iklim. Di sisi lain, potensi komoditas lokal salak pondoh dan modal sosial yang kuat menjadi aset berharga. Pendekatan kedaulatan pangan dengan mengoptimalkan sumber daya lokal dinilai paling tepat. Intervensi difokuskan pada identifikasi proses diversifikasi olahan salak untuk meningkatkan nilai ekonomi dan ketahanan pangan. Kegiatan ini berhasil menjembatani pengetahuan akademis dengan kearifan lokal, memperkuat peran perempuan, dan menawarkan model ketahanan pangan yang adaptif dan berkelanjutan bagi masyarakat di tengah tantangan perubahan iklim. Keberlanjutan program bergantung pada penguatan kelembagaan lokal dan dukungan akses ekonomi.
