Abstract

The escalating conflict between Russia and Ukraine in 2022 has drawn global attention. Turkey, as a country with geographical proximity and diplomatic relations with both parties, has taken on a significant role as a mediator in efforts to resolve this conflict. This research aims to analyze Turkey's role as a mediator, its effectiveness, and the national interests underlying its involvement. Using qualitative methods and a descriptive-analytical approach, data was collected through a literature study from various secondary sources. The research findings indicate that Turkey has been actively mediating through the organization of diplomatic meetings, facilitation of peace negotiations in Istanbul, and involvement in the Black Sea Grain Export Initiative alongside the UN. Although these efforts have not yet succeeded in halting the conflict entirely, Turkey has managed to open communication channels between the involved parties. In addition to humanitarian factors, Turkey's involvement is also driven by economic interests, domestic political considerations, and geopolitical ambitions as a regional power. This mediation role not only strengthens Turkey's international image but also highlights the importance of diplomacy by neutral states in armed interstate conflicts. Abstract

Tax Amnesty atau pengampunan pajak merupakan secara umum adalah agenda bagian dari pemerintah dalam bidang perpajakan agar memberikan pengampunan dan penghapusan pajak yang mana harusnya terutang kepada wajib pajak tanpa dikenakan sanksi administrasi perpajakan dan sanksi pidana perpajakan bagi wajib pajak, berdasarkan kententuan yang berlaku bahwa wajib pajak diharuskan untuk membuat surat pernyataan tentang transparansi harta yang wajib pajak miliki, serta wajib membayar tebusan dalam jumlah yang ditentukan sebagai bentuk pertanggung jawaban yang dilakukan wajib pajak dalam memberikan penerimaan pajak kepada negara.Tesis ini menjelaskan strategi Singapura dalam menghadai kebijakan Tax Amnesty di Indonesia. Pada penelitian ini penulis menggunakan jenis penelitian yang bersifat deskriptif dimana tujuan penulisan tesis ini untuk menjelaskan keadaan dan situasi secara tersistematis, akurat dan faktual. Metode penelitian kualitatif deskriptif adalah metode penelitian yang menggambarkan fenomena hingga karakteristik yang sedang diteliti. Akhirnya metode penelitian ini yang menjadi fokus utamanya adalah menjelaskan objek penelitiannya. Strategi Singapura untuk meningkatkan pendapatan negara, tax amnesty bisa mendapatkan legalitas. Meskipun demikian, ada beberapa hal yang perlu digarisbawahi. Pertama soal payung hukum. Tax amnesty adalah kebijakan extraordinary sehingga menuntut payung hukum yang sangat kuat. Kedua, pengampunan sebaiknya tidak diberlakukan pada unsur tindak pidana, melainkan pada aspek administratif, misalnya denda dan sanksi. Ketiga, penegakan hukum terhadap unsur pidana tidak boleh diabaikan begitu saja demi mengejar pemasukan negara, apalagi dalam tindak pidana tersebut terdapar unsur yang merugikan negara

Abstract

Africans dispersed worldwide due to slavery. Since then, they have faced racism and discrimination, which persist to this day. Their prowess in the arts, particularly music, has been utilized as a tool for their struggle. This research explores how African people in America employ their musical cultural heritage in advocating for their rights within the Black Lives Matter social movement. To discuss their struggle, the Music and Social Movements approach by William F. Danaher was employed, which has proven to be quite effective in achieving the goals or interests of a group. Data was obtained through document analysis from books, national and international journal articles, news sources, Twitter, Facebook, and Instagram posts related to the BLM movement. The research revealed that the utilization of artistic culture, especially music, involving artists and prominent individuals of African descent, resulted in positive results. Financial contributions, efforts, thoughts, and talents have boosted the spirit of African individuals residing in Western countries to advocate for their destinies. Their art, slogans, mottos, and spirit have elevated self-esteem and confidence, creating social, economic, educational, and political impacts. Abstract

This study discusses the implementation of the COVID-19 Strategic Preparedness and Response Plan (SPRP) in Indonesia, which is recommended by the World Health Organization (WHO) in handling the COVID-19 pandemic in the period 2020-2021. The main objective of the study is to deeply analyze the effectiveness and impact of SPRP implementation at the national level. The research methodology involved an international health regime theory approach, which served as a foundation for understanding the global regulatory framework in response to the pandemic. Data collection was conducted through document analysis, government policies related to COVID-19, and WHO reports related to SPRP implementation in Indonesia. The results illustrate that the implementation of the SPRP in Indonesia involves mass vaccination strategies, the imposition of social restrictions, adjustments to risk-based vaccination strategies, and close coordination with WHO. In addition, the study highlighted health system strengthening efforts as a key component of the pandemic response. However, significant challenges such as equitable vaccine distribution and cross-sector coordination were identified as areas for improvement that need to be further investigated. The results showed that the SPRP vaccination program in Indonesia faced resistance and problems with vaccine supply. The government successfully approached religious leaders and the MUI to educate the public about the importance of vaccination. The procurement of vaccinations to meet the needs of the community was also successfully met through cooperation with institutions such as The Global Alliance for Vaccines and Immunizations (GAVI) in funding and distribution. The implementation of the strategic preparation and response plan has been tailored to the Indonesian context. Factors such as geographic diversity, demographics, and national health infrastructure have been taken into account in designing the response strategy. Abstract

Cocoa is one of Indonesia's leading export commodities and plays a vital role in the national economy. However, cocoa bean exports to China fluctuated between 2018 and 2022, necessitating strategies to improve performance. This study aims to analyze Indonesia's strategy for increasing cocoa bean exports to China. The research method used was descriptive qualitative, using secondary data from Statistics Indonesia (BPS), government publications, and academic literature. The analysis was conducted using a liberal perspective and Michael Porter's theory of competitive advantage. The results indicate that the strategies implemented include improving cocoa quality and production, strengthening downstream industries, promoting trade, and bilateral cooperation with China. Synergy between the government, industry players, and farmers is key to increasing the competitiveness of Indonesian cocoa in the global market. Keywords: Export, Cocoa, China, Strategy, Indonesia

Abstract

This study examines the role of the International Labour Organization (ILO) in promoting the rights of Indonesian migrant workers through the Safe and Fair: Realizing Women Migrant Workers’ Rights and Opportunities in the ASEAN Region program implemented in Indonesia from 2018 to 2023. The research is grounded in the persistent vulnerability of Indonesian migrant workers, particularly women, who face gender-based violence, exploitation, and human rights violations, exacerbated by limited access to skills training, accurate information, and comprehensive protection mechanisms. Using Clive Archer’s theory of international organizations—instrument, arena, and actor—the study focuses on ILO’s role as an arena that brings together multiple stakeholders to strengthen gender-responsive migration governance. The findings reveal that ILO, through Safe and Fair, significantly contributes to fulfilling three core rights mandated by Article 6 paragraph (1) of Law No. 18 of 2017: capacity building, access to accurate information, and human rights protection throughout the migration cycle. These contributions include strengthening pre-departure training curricula, providing multilingual educational materials, conducting public campaigns, supporting policy reform, and developing the LTSA–MRC integrated service model that combines administrative processes with social and legal support. The study concludes that ILO’s role as an arena effectively enhances multi-stakeholder coordination and promotes safer, fairer, and more sustainable migration governance for Indonesian migrant workers. Abstract

This study analyzes Vietnam’s efforts to address human trafficking of its nationals in Cambodia from 2020 to 2023. The issues intensified during the COVID-19 pandemic, when China’s zero-COVID policy restricted cross-border trade, exacerbating poverty and unemployment among Vietnamese communities. These vulnerabilities were exploited by trafficking networks in Cambodia, leading to a surge in victims in 2022. In response, the Vietnamese government implemented measures focused on prevention, victim protection and international cooperation. This study employs a descriptive qualitative approach, utilizing the perspective of Liberalism and the theory of Multi-Track Diplomacy (MTD). The research relies on secondary data and highlights that the Vietnamese government’s efforts have involved multiple actors across different MTD tracks. Within this framework, the diplomacy applied encompasses Track One, Track Two, and Track Nine of Multi-Track Diplomacy. This study finds that the Government of Vietnam has pursued notable efforts to combat human trafficking of its nationals in Cambodia through diplomatic engagement with the Greater Mekong Subregion (GMS), UNODC, UN-ACT, and IOM under Track One of Multi-Track Diplomacy. Collaboration has also been established with the Blue Dragon Children’s Foundation under Track Two and the Pacific Links Foundation under Track Nine. Supplementary measures include policies and programs targeting trafficking prevention, poverty reduction, and victim support. However, these efforts have not been fully effective, as the Vietnamese government has not demonstrated substantial results in resolving the human trafficking cases documented during the period studied. Abstract

This study examines the military coup that took place in Myanmar in February 2021 triggered a multidimensional humanitarian crisis characterized by escalating internal armed conflict, widespread human rights violations, mass displacement, and the collapse of basic public services. Within the context of Southeast Asia, this crisis has become a critical test for ASEAN as a regional organization that traditionally upholds the principles of non-interference and state sovereignty. This study aims to analyze the role of the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) in responding to the humanitarian crisis in Myanmar during the post-coup period from 2021 to 2024. This research employs a qualitative approach using a literature review method, drawing on official ASEAN and AHA Centre reports, documents from international organizations, academic journals, theses, dissertations, and reputable media sources. The analytical framework of this study is grounded in constructivism, system-level analysis, and the concept of human security. Constructivism is utilized to examine how ASEAN norms, particularly the ASEAN Way with its emphasis on non-interference and consensus, shape and constrain the actions of the AHA Centre in responding to the Myanmar crisis. The system-level analysis explains how fragmentation within the global humanitarian governance regime and divergent interests among international actors affect ASEAN’s and AHA Centre’s operational space. Meanwhile, the human security perspective is applied to assess the extent to which AHA Centre’s response addresses concrete threats to human safety, including violence, food insecurity, displacement, and limited access to healthcare. The findings indicate that the AHA Centre has played a significant role as a humanitarian facilitator in Myanmar through logistical coordination, emergency aid distribution, and cooperation with ASEAN member states’ National Disaster Management Organisations (NDMOs). However, the effectiveness of these efforts remains severely constrained by structural, normative, and political factors. The dominance of the sovereignty principle and the AHA Centre’s reliance on the consent of Myanmar’s military junta have limited the reach of humanitarian assistance to the most vulnerable populations. This study concludes that while the AHA Centre contributes to maintaining ASEAN’s humanitarian presence in Myanmar, institutional reforms within ASEAN and a stronger human security-oriented approach are essential to enhance the effectiveness of future humanitarian responses. Abstract

The involvement of women in the renewable energy sector is not only an achievement of gender equality, but also a crucial strategy for achieving sustainable energy security. Barefoot College has developed a strategy for empowering women in the renewable energy sector by positioning women as technical actors and decision makers through the Solar Mamas program. The main focus of this study is to understand how NGOs have succeeded in breaking down societal stigma against women who face limitations due to patriarchal cultural traditions. This research uses qualitative methods with a descriptive analysis approach and is analyzed using the Non-Governmental Organization (NGO) theory according to David Lewis and Nazeen Kanji, 2001. The research data was obtained through secondary data in the form of official reports from Barefoot College, international organizations, and other reading sources related to the issues discussed in this theme. The findings revealed of study show that Barefoot College has been successful in empowering women through the Solar Mamas program. The strategy used by Barefoot College is based on a traditional approach to the community, as well as efforts to empower women and support the Solar Mamas community after the program is completed. Abstract

The phenomenon of international migration had increased, bringing complex challenges for female migrant workers, especially those deployed through non-procedural channels. They were vulnerable to exploitation and human rights violations. Indonesia, as one of the largest sending countries in Southeast Asia, bore responsibility for protecting its citizens abroad. This study analyzed BP2MI’s efforts to protect female migrant workers within the framework of the Global Compact for Migration (GCM). It employed a descriptive qualitative method using secondary data from official BP2MI documents, government policies, GCM documents related to women’s protection, as well as academic sources and online media. The findings showed that BP2MI had undertaken various strategic measures, including gender-based protection during pre-departure, placement, and post-placement phases, the strengthening of integrated services, and inter-agency coordination. However, field implementation still faced obstacles related to resources and cross-sector coordination.
