Abstract

The purpose of this service is to find out the role of Bawaslu in building healthy political home education in the 2024 elections. This is reviewed based on the theory of public bureaucratic ethics, including political values, administrative values, and shared values. The method of implementing community service activities used is participatory learning and action (PLA) by involving Bawaslu and the Village Youth Institution as empowerment targets who will later campaign for programs from the healthy political home in preventing black campaigns in Aceh, especially in the West Aceh region. The results of the activities that have been carried out show the role of Bawaslu and anti-black campaign policies in building a healthy political home in the 2024 Election through education and supervision, including: exploring cooperation with Bawaslu and village youth institutions, establishing education and information posts to improve healthy political literacy for the community and youth, establishing driving administrators, namely village youth, and socialization or training to form an understanding of the concept of healthy politics and preventing black campaigns in Aceh Barat has succeeded in realizing the Healthy Political House program as a preventive effort against black campaigns towards the 2024 elections.

Abstract

The purpose of this study is twofold namely to analizy the management of dynamic archives in the Library and Archives Office of West Aceh District and to examine the obstacles faced in the process of managing the archives. This study uses management theory by Ricky W.Griffin a research foundation. Data collection techniques were carried out by means of observation, interviews and documentation. The results of the study indicate that records management includes the creation includes incoming and outgoing mail archives. The use of archives is their use in the continuity of work and archive storage arranged according to the order of the classification code, in order to facilitate the retrieval of archives. Archive maintenance is done by cleaning the dust using a duster and mothballs. Archive depreciation has never been carried out, but there is a depreciation plan in 2023 with preparation of archive retention schedule. Dynamic archive management has obstacles including the lack of archivist functional, the absence of archive depots and record centers, the absence of an archive list, archive management that is still done manually and the limited budget.

Abstract

This study aims to analyze the application of Penta Helix collaboration approach in strengthening transportation infrastructure in remote areas in West Aceh Regency. This study is expected to provide insight for each Penta Helix actor in increasing the effectiveness of the development of collaborative transportation infrastructure and become the latest breakthrough that emphasizes socio-economic aspects to improve community welfare. The method used is a qualitative approach, through interview data collection techniques, observations and literature studies. The results of the study show that the Penta Helix elements, namely government, private sector, academia, society and media have contributed to the strengthening of transportation infrastructure. This contribution is the first step in creating a collaboration that can be an innovative solution for strengthening transportation infrastructure in remote areas. And can be an effort to overcome the challenges faced by each Penta Helix actor. This study recommends strengthening the synergy between Penta Helix elements by strengthening collaboration related to the systematic solution of problems that occur in remote areas, especially on transportation infrastructure issues, it is also necessary to develop information and coordination between Penta Helix elements and can also begin to develop ideas and concepts for the development of sustainable transportation infrastructure.

Abstract

Purpose: This research is about how the development of local wisdom (especially Keujruen Blang) has been articulated into ACEH rice farmers’ socio-economic policy to build sustainable food security. The novelty of this study is that it relates the governance function of Keujruen Blang to Astagatra, endowed as national resilience, as a framing approach, which seems neglected in contemporary rural development literature. Study Design/Methodology/Approach: The study adopted a qualitative research design, utilising in-depth interviews, participatory observation, and document analysis to gather data from key stakeholders involved in rice farming and traditional governance. Findings: The results show that Keujruen Blang is not only a customary tool of conflict resolution and agricultural administration but also an important basis for social-cultural capital. The organisation maintains social order, controls group resources, and shows promise as an indigenous institution for locally sustainable policy development. By institutionalising its role within the policy of formal agriculture, the Astagatra in three dimensions (Trigatra) as well as another four pillars (Pancagatra), namely natural resources for Trigatra and law, social culture, economy, and political defence for Pancagatra. Originality/Value: The study confirms practical examples of the way in which local government can mainstream customary institutions into formal policy processes. It presents a participative, situationally sensitive, adaptive mode of governance that is applicable in other jurisdictions that strive for sustainable food security. In this respect, the research in this paper contributed to both academic discourses and policy interventions: it reveals how local cultural-based institutions can be effectively used to strengthen national resilience by integrating Astagatra.

Abstract

This research aims to find out how the policy on planting patterns and rice field harvesting schedules is implemented simultaneously with the philosophy of "Tabu Beusaree Hasee Meulimpah" in preventing crop failure in Nagan Raya Regency. Based on initial observations, there are still villages that have not implemented a simultaneous rice planting pattern and several villages have experienced crop failure. The method used in this research is a qualitative method with a descriptive approach. The theory used is Edward III's implementation theory. Based on the research results, policy implementation has been implemented in accordance with the provisions but is not yet optimal. The main obstacle is resources. From the policy implementation sector, the Department of Agriculture still lacks extension officers, limited budget, supporting facilities such as irrigation are not yet able to supply water simultaneously for the needs of farmers at once in each sub-district. In general, this policy cannot be implemented simultaneously in Nagan Raya Regency because it is constrained by water distribution factors. Even though there are obstacles in implementation, rice productivity results in Nagan Raya Regency are experiencing a surplus.

Abstract

This study is novel in that it examines the pentahelix collaboration model in the context of regional food policy. Until now, similar studies have been limited to sectoral approaches and have not focused on areas prone to crop failure in strengthening food security, which is a research gap. The main objective of this study is to determine how the pentahelix collaboration model is implemented in agricultural policy for food security in West Aceh Regency. The method used is a qualitative case study approach. The results show that the form of pentahelix collaboration can be seen from the roles of various actors. The theoretical contribution can expand and enrich the application of the pentahelix concept by adding a focus on crop failure, agrarian risks, and food security in the collaborative concept. Meanwhile, the practical contribution through the research results serves as a guide for the government in strengthening the collaborative concept. The essence of pentahelix is to carry out a coordinating function in food agriculture policy. The weakness of implementing agricultural policy through the pentahelix approach in West Aceh is the lack of specific regulations, such as standard operating procedures that regulate the flow of collaboration across actors. The limitations of the study are evident in the limited perspectives of the actors. A recommendation for the future is to create and establish a cross-actor forum to serve as a platform for disseminating information on agricultural food in West Aceh.

Abstract

The high potential of aquaculture  does not automatically correlate with the achievement of sustainable food security due to the weak implementation of local aquaculture practices in the region.   Therefore, this study aims to identify the potential of aquaculture, the challenges of local practices, and recommendations for blue economy-based aquaculture policy transformation in promoting food security in West Aceh Regency. Data collection was conducted using a qualitative approach with in-depth interviews, field observations, and documentation studies. Informants were selected using purposive sampling techniques involving policy actors and key stakeholders in the aquaculture sector, including local government (policy actors), academics and knowledge institutions,  as key actors, and private parties involved in the production and distribution chain. Data analysis was carried out through data condensation, data reduction, data verification, and conclusion drawing.  The results show that the increase in aquaculture potential in West Aceh Regency is not directly proportional to sustainability and food security due to the gap between production expansion and governance capacity. The main obstacles include low adoption of eco-friendly technologies, limited capacity of farmers, and weak waste management, which reflect the lack of integration of blue economy principles such as resource efficiency and zero waste. This study identifies strengthening governance, zero waste-based waste management, and multisectoral collaboration as key leverage points in sustainable aquaculture transformation.   These findings indicate that strengthening aquaculture as a pillar of local food security requires policy leverage on governance reform, particularly zero waste management, capacity building and extension services for farmers, and cross-sector collaboration based on the blue economy.

Abstract

This study aims to develop an inclusive agricultural development model to increase the participation of marginalized women farmers and young farmers in Nagan Raya Regency. This region is one of the nation’s food baskets, however the food security index has not been optimized with the targets set by the National Food Security Agency. Inclusive agricultural research relies on synergy between local governments and local communities which has not yet been integrated or specific. Therefore this study focuses on classifying groups of women farmers and young farmers who in an inclusive manner leverage local potential to achieve sustainable development goals. Data were analyzed using an inductive qualitative approach through data reduction verification and conclusion drawing. The results of this study show that an inclusive development model can be implemented through promoting female farmers’ participation and involving young farmers in transforming local resources in Nagan Raya Regency. The implementation of inclusive agriculture embraces the principle of empowering farmers’ resources within environmentally economically and socially oriented frameworks to enhance sustainable food security. Furthermore, the inclusive development model aims to achieve a green society a green economy and inclusive growth by strengthening the participation of women farmers and young farmers working together to support local food security. The implications of this research help classify the roles of various actors in achieving development priorities in agriculturally based regions of Nagan Raya and improving the regional food security index.
