Abstract

The development of communication technology has affected in all aspects of life including education. Changes and adaptations should be done because the facilities of technology can make all human activities easier. The efforts have be done include improving the quality of education by implementing V-learning strategies in college. One of them is The Learning Strategy of Public Speaking Courses using classroom action method. The study performs phase 1 cycles and 2 cycles with identification, scaffolding, action, observation, and reflection. The final result of this research is the learning Model of Public Speaking courses with V-learning which can be accessed not only by students of Surabaya State University, but it can be followed by the students across study programs from other campuses. Based on 21 century skills that speaking skills need to be continuously developed to advance quality in all areas of work.

Abstract

Abstract— General election to be one of public concern because in the process leaders will be selected both at the executive and legislative levels. Television media makes the implementation of elections as the content of choice to be broadcast to the public. If the national election is packaged in a broadcast program on national television, then the holding of regional head elections or local elections becomes the material for broadcast programs on local television. East Java is the province that held simultaneous regional elections in 2018, both the election of the Governor and the election of Regents and Mayors. This moment was then managed by TV9, which was one of the local televisions in East Java to present a dialogue program called Ruang Pilkada. From this background, the researcher wanted to find out how the results of the discussion presented in the broadcast program were related to the East Java elections. Talks from the speakers were important to describe as references to the next election. This study uses a case study method and collects data through interviews, observation, and documentation. The result is that the regional election broadcast program can provide an overview of the implementation of the election in accordance with the expected stages and processes of democracy. The discourse in the broadcast program is a reference that the socialization and discussion that educates the public will have an impact on the implementation of a safe and dignified local election. Keywords—: broadcast media; television program; East Java regional election;TV9.

Abstract

Permasalahan yang sering terjadi dalam pembangunan daerah adalah rendahnya keterlibatan masyarakat dalam proses perencanaan dan pelaksanaan program, sehingga diperlukan pendekatan komunikasi yang mampu membangun partisipasi aktif masyarakat. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis proses komunikasi pembangunan partisipatif Guy Bessette (2004) yang diterapkan oleh pemangku kepentingan Banyuurip Mangrove Center (BMC) dalam mendukung pengembangan ekowisata BMC, serta menganalisis bagaimana bentuk partisipasi yang dilakukan oleh masyarakat desa Banyuurip pada setiap tahapan program pengembangan di BMC. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan metode studi kasus. Lokasi penelitian dilakukan di kawasan Ekowisata Banyuurip Mangrove Center (BMC). Subjek penelitian meliputi Pemerintah Desa Banyuurip, Pokdarwis, Pokmaswas, pengelola Ekowisata, kelompok pelestari lingkungan, dan masyarakat lokal. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Teknik analisis data menggunakan analisis model penjodohan pola ( pattern matching ) Robert. K. Yin, dengan cara membandingkan data empiris dengan asumsi teori yang kemudian menyimpulkan dan ketidaksesuaian temuan tersebut. Hasil penelitian menunjukkan bahwa proses komunikasi secara informal dan penyampaian pesan berdasarkan kebutuhan lokal dinilai lebih efektif dalam mendorong keterlibatan pada setiap tahapan program pengembangan BMC. Kesimpulan penelitian menunjukkan bahwa komunikasi pembangunan partisipatif berperan penting dalam memperkuat kolaborasi, pemberdayaan masyarakat, dan pengembangan ekowisata. Saran penelitian ini menunjukkan bahwa pendekatan komunikasi pembangunan partisipatif perlu diperkuat melalui integrasi media tradisional dan digital, peningkatan literasi masyarakat digital, dan mampu menghasilkan rekomendasi aplikatif bagi pembangunan berbasis berbasis.
