Abstract

Fiscal decentralization is an effort to reform governance so that it has a more effective and efficient structure so that it can improve services to the community. Efforts to achieve these goals are largely determined by the availability of human resources, natural resources, and other economic potential. The formation of New Autonomous Regions (NAR) grew rapidly, but on the other hand local governments were unable to fund development activities independently but were dependent on balance funds. The objective to be achieved is to analyze the effect of regional government spending on education, health, and infrastructure, as well as other variables namely labor on the economic growth of new autonomous regions in Indonesia. The analysis model used is panel data regression. The results of the study prove that local government spending in real per capita education, real health (lag-1) per capita, and real per capita infrastructure, and the number of workers have a positive and significant effect on economic growth. Economic growth that occurs in the district is not different from the city, so also in the base sector is mostly no different except the mining and quarrying sector.

Abstract

Human development index (HDI) is one of the benchmarks used to see the quality of human life as measured by looking at the level of human life quality of education, health and economy. This study aims to determine the effect of government spending from the education, health and capital expenditure sectors as well as income on the human development index. The data used is a secondary data in 7 districts in Lampung Province period of 2013-2018 which was obtained from the Directorate General of Fiscal Balance (DGFB Ministry of Finance) and the Central Statistics Agency (CSA) in Lampung province. The results of the analysis show that the government spending in the education sector and capital expenditure have a positive and significant effect on the human development index while the health sector spending as well as income have a negative and significant effect on the human development index.

Abstract

Penelitian ini bertujuan untuk mengevaluasi Program Gerbang Desa Saburai yang telah diterapkan pada tahun 2015-2018 pada 13 kabupaten di Provinsi Lampung. Penelitian ini mengguakan analisis deskriptif kualitatif. Metode yang digunakan dalam penelitian ini adalah analisis data panel yang menggunakan uji signifikansi model Random Effect Model (REM). Hasil penelitian menujukkan bahwa progres pelaksanaan Program Gerbang Desa Saburai Tahun Anggaran 2015-2018 berjalan dengan baik. Program Gerbang Desa Saburai Tahun 2015, terdiri dari desa tertinggal 15 desa. Pada tahun 2016, jumlah desa dalam status kurang berkembang ada 59 desa (59 persen), desa berkembang yaitu 24 desa (24 persen), dan desa maju yaitu 2 desa (2 persen). Pada tahun 2017, jumlah desa kurang berkembang yaitu 143 desa (57.2 persen), desa dengan status berkembang yaitu 57 desa (22,8 persen), dan desa maju yaitu 5 desa (2 persen). Pada tahun 2018, jumlah desa dengan status kurang berkembang yaitu 194 desa (49.36 persen), desa dengan status berkembang sebanyak 139 desa (35.36 persen), Jumlah desa maju sebesar 29 desa (7,37 persen). Hasil regresi menujukkan bahwa Bantuan Langsung Masyarakat dan Swadaya Masyarakat pada Program Gerbang Desa Saburai berpengaruh negatif dan signifikan terhadap jumlah desa tertinggal di 13 kabupaten Provinsi Lampung. Abstract

Indonesian authority put the fiscal decentralization as one of the policies established to delegate the authority of the central authority to each region to explore sources of income, to benefit the merit in receiving allocations from the higher level of authority, and to organize routine and investment spending. Poverty alleviation is an important agenda for a country to realize the welfare of its people so that poverty alleviation becomes an abroad and massive issue in implementing Sustainable Development Goals (SDGs). This study aims to see how big the influence of fiscal decentralization is, in terms of authority spending, in the form the allocation funding consisting of the General Allocation Funding (DAU), the Special Allocation Funding (DAK) and the Village Funding (DD) on the Poverty Rate in 34 provinces in Indonesia. This paper used a dynamic panel data analysis through the approach Generalized Method of Moment (GMM). The results of this study concluded that the DAU, DAK, and Village Funding variables becoming significantly influencing the rural poverty reduction in Indonesia.

Abstract

This study aims to evaluate and analyze the Saburai Village Gate Program implemented by the Lampung provincial government in 2015-2018 with the aim of alleviating underdeveloped villages. This program is expected to be a model for improving the status of the village based on empowerment. The method used in this research is panel data analysis using significance tests, and the Random Effect Model (REM) is the best model to use. The results obtained show that the variable of community direct assistance and non-government funding has a negative and significant effect on the number of disadvantaged villages. Where the increase in direct assistance from communities and non-governmental organizations is able to reduce the number of underdeveloped villages. In the future, this model can be developed as a tool of local government policy in order to improve public services by providing rural infrastructure.Keywords:  Community Direct Aid, Self-Help Funds, Random Effect Model.

Abstract

Human development index (HDI) is one of the benchmarks used to see the quality of human life as measured by looking at the level of human life quality of education, health and economy. This study aims to determine the effect of government spending from the education, health expenditure, capital expenditure sectors and lastly income per capita on the human development index. The data used is a secondary data in 7 districts in Lampung Province period of 2013-2018 which uses the secondary data in the form of panel data, which is a combination of time series and data obtained cross section. The analysis shows that government spending in the health sector, education, capital expenditure and gross regional product growth has a positive and significant effect on the human development index. Together the independent variables can increase the human development index close to seventy percent.

Abstract

Euphoria to decentralization and regional autonomy in 2000 seemingly causes the decision makers to provide more priority to allocation and transfer, such as public allocation funds and revenue sharing which provides broad discretion for regional governments to manage the use. The role of specific allocation funds which are able to be a trusted stimulus for reaching the national development target and prioritize externalization from regional public service which is ignored. The allocation of balancing funds has a strategic and primary purpose which is the encouragement of a relatively high economic growth and does not cause inequality. The source of funds of the new autonomous regions other than from locally generated revenue are also from transferred funds from the central government in the form of public allocation funds, specific allocation funds and revenue sharing. Those sources of funding contribute to the creation of regional economy development inequality. Research results show that in the last three years the inequality of economic development in new autonomous regions has narrowed. That condition is sustained by the willingness of public allocation funds, specific allocation funds, and while revenue sharing does not significantly influence economic development inequality in the regions.JEL Classification: H70, H77, O10Keywords: Economic Growth, Inequality, Transfer funds

Abstract

MSMEs play an important role in the success of community food diversification. Diversification of cassava food into rice substitution is known as analogue rice, in traditional terms it is called "tiwul". The Local Staple Food Development Model (MP3L) in Lampung Province introduced tiwul as a rice analog with the label "beras-siger". This study was conducted to compare and analyze the structure of costs and revenues, as well as the financial viability of Rice-analog that is produced by SMEs. The research location was Margomulyo Village, Jati Agung sub-district, South Lampung Regency as participants in the MP3L program. Non-participating MSMEs were in the production centers of East Lampung, Central Lampung, and Tulang Bawang districts. The business criteria assessment method from the financial aspect is used to determine the condition of financial feasibility. The results showed that the cost structure for participants and non-program participants differed in the value component of production equipment. The participants of the beras-siger business program are not eligible yet. Financial feasibility could reach through fulfilling the production capacity as installed capacity of production equipment. While the non-program participants are financially viable. Non-participant program entrepreneurs are relatively resilient to the changes in input prices and decreases in output prices. Beras-siger SMEs can be a strong basis for rural bio-industry development.

Abstract

Agricultural sector is a major contributor in the economic structure of Lampung.  More than 44,75% people work in agricultural sector. However, the productivity of the agricultural sector was lower than other economic sectors. This study was conducted to analyze the development of agricultural sector based on the condition of the output, added value, and supply contribution basis. Method of cross-tabulation analysis was conducted on Input Output Table Lampung in 2010. The results of the analysis showed that the agricultural sector in Lampung province was still dominant in the economic structure of the region. But attention to the downward trend that occurred in each sub-sector needs to be paid because stagnation and slowing growth rate will be higher. Output contributions of agricultural sector were dominated by food crops, fisheries, plantation, and livestock. Meanwhile, the greatest added value contributor were primary agricultural sector and the food industry in the downstream (agroindustry). However, no sectors that have the largest distribution in Lampung are directly related to agriculture.

Abstract

Considerations of the district area to divide include, among others, the existence of group similarities (preference for homogeneity), and social ties in one ethnicity (historical ethnic) believed to be able to realize shared prosperity. This study aims to see the development of DOB, which is grouped with theModel criteria Klassen Typology. The variable used is the income per capita with the rate of economic growth of new autonomous regions compared to provinces. The results show that all DOB belong to the relatively disadvantaged regional groups, except in East Lampung Regency. The relatively young new autonomous regions cause this condition. Their potential has not been fully managed to the maximum due to the limitations of the region, especially regional finance.
