Abstract

Tujuan penelitian ini untuk mendeskripsikan pelaksanaan Pelayanan Perizinan Berusaha Online Single Submission (OSS) Di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Sumatera Barat serta untuk mengidentifikasi hambatannya. Jenis penelitian adalah deskriptif kualitatif. Dengan fokus penelitian pendampingan OSS pada DPMPTSP Sumatera Barat terdiri dari pendaftaran izin usaha, penerbitan izin usaha, pelaku usaha melakukan pemenuhan komitmen, fasilitasi, serta dengan memperhatikan hambatan dalam pelaksanaanya. Teknik yang digunakan yakni purposive sampling dengan melakukan observasi, wawancara dan dokumentasi kepada key informan dan informan yakni Kepala Seksi Perizinan serta Staf Operator OSS dan pelaku usaha yang menggunakan layanan pendampingan OSS di DPMPTSP Sumatera Barat. Hasil penelitian disimpulkan bahwa pelaksanaan pelayanan perizinan ber saha OSS pada DPMPTSP Sumatera Barat yang mengacu pada Peraturan Pemerintah Nomor 24 tahun 2018 tentang Pelayanan Perizinan Berusaha Terintegrasi Secara Elektronik belum berjalan maksimal karena masih terjadinya kesenjangan digital kurangnya pemahanan pelaku usaha dalam menggunakan sistem OSS dari segi pendaftaran dan pengisian data pada proses penerbitan izin usaha. Dari segi pelaku usaha melakukan pemenuhan komitmen belum terintegrasinya pengurusan perizinan yang dibutuhkan untuk memenuhi komitmen. Dari segi fasilitas DPMPTSP Sumatera Barat kurang dalam hal jumlah operator OSS yang melayani pendampingan OSS. Serta dari segi pengawasan belum dilakukan pengawasan terhadap pelaku usaha yang belum menyelesaikan pemenuhan komitmen oleh DPMPTSP Sumatera Barat. Hambatan dalam pelaksanaanya adalah adanya kesenjangan digital dari pelaku usaha, terjadi gangguan jaringan internet dan server dari sistem OSS.

Abstract

This research was conducted with the aim of evaluating the use of social media and the role of influencers by the Tourism Office of West Sumatra Province in an effort to increase tourism promotion in West Sumatra. The research method applied is a case study approach in the context of qualitative research. To identify weaknesses and opportunities in the tourism promotion strategy implemented by the West Sumatra Tourism Office, as well as to evaluate potential deficiencies and threats that may arise in the future, SWOT analysis is used as a research tool. The research data was obtained through in-depth interviews with the staff of the Tourism Office as well as a number of tourism influencers involved in promoting tourism destinations in West Sumatra. The results of the study show that the Tourism Office of West Sumatra Province has implemented a strategy that focuses on utilizing social media and collaboration with influencers in an effort to promote tourism. In its implementation, the Tourism Office uses a collaborative approach with tourism influencers, where they involve them in content development, visits to tourist destinations, and promotional events. Apart from that, they also pay attention to performance measurement through data analysis from social media platforms and feedback from tourists. However, the implementation of tourism promotion faces several challenges such as intense competition in tourist destinations, lack of supervision of influencer content and travel media accounts and changes in social media algorithms.

Abstract

This article was a reflection from experiences of Community Service program among younger generation in Padang Laweh Malalo Village at Tanah Datar Regency. This program was intended to increase the understanding, awareness, and skills the younger generation to the importance of preserving the traditional arts of randai as one of the cultural heritages and at the same time the potential and tourist attraction that has been neglected all this time. This program was inspired by various conditions that indicated the lack of interest, awareness, and skills of the younger generation in preserving this randai art, while on the other hand traditional randai art could be used as an attraction and is a potential for cultural tourism that can be packaged and adapted to the current context. On the other side, the preservation of traditional art like Randai in the face of massive globalization required a comprehensive and multi-faceted approach. This approach included efforts such as documentation, education, partnerships, adaptation, youth engagement, and policy development. Based on this phenomena, various coaching, training and management programs had been done to improve the abilities and skills of the partner groups, especially the youth group who were members of the "Sanggar Seni Salapan Suku" group at Kenagarian Padang Laweh Malalo Tanah Datar, both in terms of knowledge and skills, in order to increase the professionalism of youth groups and it is hope that they could become pioneers and motivators for other youth generations in the development of traditional randai arts.

Abstract

Empowerment is a process of strengthening and developing personal and community capacity. Thus, the success or failure of empowerment depends on how much the community is able to capitalize on the capital and develop the capacity they have. The main argument in this study is the difference in empowerment success caused by the role of social capital in the community. This research is in the form of a case study conducted in Painan Selatan Village and Carocok Anau Village. Using a semi-structured approach by conducting in-depth interviews. The results showed that fishermen in Painan Selatan Village were able to strengthen trust, increase participation and develop their social values, conditions that were not found in the Carocok Anau Village. This is due to differences in their perceptions of empowerment. Painan Selatan fishermen formulate empowerment as an ongoing process while Carocok Anau Village fishermen consider empowerment as a program sourced from the government.

Abstract

This research is motivated by problems that occur in the implementation of the function of the DPRD as a regional regulation maker which is considered to be still not optimally carried out, such as many DPRDs not using their initiative rights optimally, there are still many problems in the preparation of academic texts for making regional regulations, there are still disagreements between DPRD and the community and many others that the authors met related to the legislative function of the DPRD in 2018. This study aims to determine the implementation of the legislative function of the Sijunjung Regency DPRD in making the 2018 Sijunjung Regency regional regulations as well as the obstacles and efforts in implementing the legislative function. This research was conducted and processed using a qualitative descriptive approach, while the data collection techniques were carried out through interviews and documentation studies. Based on the results of research and discussion, it was found that the implementation of the legislative function of the Sijunjung Regency DPRD in making regional regulations for Sijunjung Regency in 2018 was still considered less than optimal, this was evidenced in the use of the initiative rights of the Sijunjung Regency DPRD, which was still minimal, as seen from 19 draft regional regulations, only 4 designs came from the initiative. DPRD. Furthermore, there are also obstacles in the implementation of the legislative function of the DPRD which come from internal in the form of facilities and infrastructure, human resources and budgets and externally in the form of the environment around the organization and political culture. To overcome these obstacles, efforts can be made that also come from internal and external organizations and are considered to be resolved properly.

Abstract

This research is about the implementation of civil registration services for persons with disabilities at the Department of Population and Civil Registration of the City of Padang. It is important for Indonesian citizens to arrange civil registration documents, especially for persons with disabilities to obtain their needs and protect their rights so that social inequality does not occur. The method used in this research is descriptive method, qualitative approach. Field data collection through interviews, with observation (observation) and documentation to answer problems in research. The technique used in testing the validity of the triangulation technique is in the form of an analysis whose results are obtained by comparing several existing techniques and sources. Problems that arise in the Implementation of Civil Registration Services for Persons with Disabilities Disdukcapil Padang City, the provision of civil registration services does not yet have special service standards for persons with disabilities so that during the queuing process the service is still equated with services. to the general public. Behind the service standards that are not specifically made by the Disdukcapil City of Padang, the provision of accessibility is still not optimal, such as special queues for persons with disabilities and priority waiting chairs. Persons with disabilities who are also not used to accessing online civil registration services through the Sirancak application, as well as the lack of socialization from Disdukcapil in implementing the Sirancak website, in the implementation process the disabled community prefers to be served directly.

Abstract

This research aims to determine the development of Tourism Villages in Guaranteeing Sustainable Tourism in Kubu Gadang Village, Padang Panjang City. This research was conducted using a qualitative approach with a descriptive method, in determining informants the researcher used a purposive sampling method. Data collection techniques are carried out using interviews, observation and documentation. In testing the validity of the data, researchers used source triangulation and method triangulation. Meanwhile, data analysis techniques use data reduction techniques, data presentation, and drawing conclusions/verification. From the research results, it can be seen that the Kubu Gadang tourist village has carried out tourism development through several components such as tourist attractions, accessibility, amenities and additional services. Sustainable tourism in the Kubu Gadang tourist village, seen from an economic aspect, plays a very good role in improving the economy of the local community; the environmental aspect has the potential for rice fields with mountain views to create opportunities for tourism activities; and the social aspect makes social relations strong, maintains culture through tour packages related to the customs found in the Kubu Gadang tourist village. However, in the process of developing the Kubu Gadang tourist village in ensuring sustainable tourism, there are obstacles, namely internal obstacles, namely (a) not all of the human resources or tourist village managers have passion in their respective fields; (b) the Kubu Gadang tourist village facilities are inadequate and the maintenance of the facilities has not been maintained; (c) the budget for developing the Kubu Gadang tourist village is inadequate. Meanwhile, external constraints are (a) environmental conditions around the Kubu Gadang tourist village, Padang Panjang City; (b) there is no regulation. Efforts that can be made to overcome obstacles to the development of the Kubu Gadang Tourism Village, Padang Panjang City in ensuring sustainable tourism are (a) involving managers of the Kubu Gadang tourist village who do not have passion in their field and have not mastered their work and main duties and functions through training; (b) the management of the Kubu Gadang tourist village openly accepts anyone who wants to join as a tourist village activist; (c) establishing a sharia tourism cooperative and selling tour packages to meet the budget for developing the Kubu Gadang tourist village; (d) conducting outreach regarding the importance of maintaining cleanliness to the people of Kubu Gadang and tourists; (e) carry out tree planting programs and reduce the use of plastic.
