Abstract

Indonesia's forest covers about 133 million hectares. Local people of Pulau Laut in Kalimantan used to do shifting cultivation to manage their agricultural activities for food crops in the forest due to its poor soil of minerals and nutrients for years.The increased population and industrial development of forestry, plantation and mining caused decreasing of forest area, hence the shifting cultivation period has been shortened and encroach forest area. In consequence, degradation of the forest area is increasing.This study was conducted to identify how significant the role of agroforestry (“tumpangsari”) to prevent forest encroachment.The objectives of study were to analyze:(1) the contribution of agroforestry as forest partnership management to minimize the encroachment of forest area, (2) the “tumpangsari” cost and revenue,(3) the benefits of this program for local people, the estate forest company and for food security. In general, the growth of Acacia mangium planted in agroforestry model area has better performance compared with those planted in non agroforestry area significantly shown fortwo years of A.mangium growth period. The productivity of rice in “tumpangsari” model was 3.3 tones ha-1which higher than that of in shifting cultivation area in secondary forest of about 3.1 tones ha-1. The revenue from rice cultivation by “tumpangsari” model was Rp 10.032 million ha-1 and the production cost was Rp 5.932 million ha-1 and R/C ratio of about 1.69.This research pointed out that agroforestry have many benefits for minimize forest encroachment as it provides opportunity to increase the rice production through the partnership management on forest land without change its function.Keywords: agroforestry, “tumpangsari”, forest encroachment, partnership

Abstract

Banyak penelitian telah menunjukkan bahwa modal sosial masyarakat mendukung pengelolaan sumber daya alam yang berkelanjutan. Penelitian ini akan menjelaskan bagaimana hubungan modal sosial dengan pengelolaan sumberdaya alam secara kolektif. Penelitian dilakukan di Kabupaten Buleleng, Bali dengan menggunakan metode survai. Hasil kajian menunjukkan bahwa masyarakat di 8 (delapan) desa berada pada satu kawasan “Den Bukit” dan melakukan aksi kolektif “Atas Nama Air”. Aksi kolektif tersebut terjadi satu tahun terakhir setelah dilakukan penguatan modal sosial. Penguatan modal sosial dilakukan oleh tokoh-tokoh masyarakat dan didukung oleh intervensi pemerintah melalui program Perhutanan Sosial. Berdasarkan temuan dari penelitian ini, direkomendasikan penguatan modal sosial masyarakat dan kapasitas tokoh-tokoh masyarakat, serta dukungan pemerintah untuk mendorong terus menerus pengelolaan sumberdaya alam yang berkelanjutan.

Abstract

Usaha kehutanan masyarakat dalam konteks pengelolaan hutan oleh masyarakat yang terus berkembang penting untuk dijelaskan sebagai usaha sosial yang dapat meningkatkan sumber penghidupan dan manfaat lingkungan. Penelitian ini mengadaptasi konsep modal kelompok Flora untuk menjelaskan tingkat modal wirausaha dan pengaruhnya terhadap kinerja Kelompok Usaha Perhutanan Sosial (KUPS) melalui pendekatan kuantitatif dengan pengumpulan data Focus Group Discusion, wawancara, oberservasi dan studi pustaka. Analisis data yang digunakan dengan metode skoring, pengkategorian dan analisis regresi berganda. Hasil penelitian ini mengungkapkan tingkat modal wirausaha pada KUPS pada kategori rendah hingga sangat tinggi, berbanding lurus secara simultan mempengaruhi kinerja. Modal alam, keuangan dan politik memberikan pengaruh signifikan terhadap kinerja sosial ekonomi dan lingkungan, modal politik berperan dalam meningkatkan modal sosial, fisik, dan manusia. KUPS berbasis komoditi sumberdaya hutan sebagai sumber penghidupan perlu mendapatkan perhatian diantaranya peningkatan modal manusia berupa keterampilan secara intensif dapat melalui proses pendampingan oleh petugas dan kemudahan untuk mengakses sumber dana.

Abstract

The Indonesian government established Social Forestry (SF) Program in 2015 to overcome inequality in land tenure, overcome agrarian conflicts and improve the welfare of communities around the forests. Pesawaran Regency does not yet have SF location guidelines in the Indicative and Social Forestry Areas Map. In fact, Pesawaran Regency has a forest area potential of 28% and has a Human Development Index (HDI) score below the provincial HDI average. This study aims to (1) analyze land use and cover changes in forest areas in 2015 and 2020, and (2) determine land potential for SF. SPOT image is used to analyze land cover with visual interpretation. Land suitability evaluation uses the Multi Criteria Evaluation (MCE) method based on Geographic Information Systems (GIS). The parameters used in this study were land/use cover, soil type, altitude, slope, rainfall, distance from rivers, distance from settlements, and distance from roads The results show that almost half of the forest area in 2020 is in the form of mixed gardens (49.63%), forests (24%), and coffee/cocoa plantations (22.2%). The potential land use changes are from forests to mixed gardens, coffee/cocoa plantation and mines. The parameters most influencing the land suitability for SF are land cover, slope, and soil type. Based on land suitability and land availability analysis for SF, it was found that 66% of the research area had potential for SF.
