Abstract

Successful team must be set up with a good candidate determination of campaigners, target and analysis of community needs, how to compose messages that campaign as well as media selection and deployment of media effectively and efficiently. Successfully recruited a team of workers potentially amenable duties and functions. Internal consolidation campaign team is done by holding preparatory meetings before and during the campaign. The preparation includes strengthening party networks to the board on the Villages to Hamlet-Hamlet, preparation of witnesses in each polling station, monitoring the development of competitors in each village, and budgeting search campaign finance, media and techniques election campaign, as well as raising mass for the campaign. The more interesting the messages conveyed in the media, then the public would be interested anyway to listen or understand. communication techniques should be considered in the general election by using the mass media. Medium or forum is a vehicle is selected in the campaign. For the print media could be newspapers, magazines, leaflets, or flyers. Abstract

Development of Village Community Institutions (LKD) aims to improve communitycapacity in institutions, increase community participation in rural development, empowercommunities in all aspects of life, improve the welfare of the community and realize qualityfamilies. The Community Empowerment Institute (LPM) is a partner institution of the Villageand Sub-District Governments in the aspects of planning, implementation and control ofcommunity-based development. The formulation of the problem in this research is how theVillage Community Institutional Development by Kuantan Singingi Regency Governmenttowards Community Empowerment Institution in Koto Cerenti Village and its obstacles.?The purpose of this research is to know the guidance by the Local Government ofKuantan Singingi Regency against Community Empowerment Institution in Koto CerentiVillage and the obstacles of Local Government of Kuantan Singingi Regency in fosteringCommunity Empowerment Institution of Koto Cerenti Village.The conclusion of this study is Based on the results of research that has been done onthe Development of Village Social Institutions By Local Government of Kuantan SingingiRegency (Case Study of Community Empowerment Institution in Koto Cerenti Village, CerentiSub-District, 2016), the researcher can conclude that the guidance done by the LocalGovernment towards the Institute of Empowerment Society has not been maximized. Abstract

The election of regent and vice regent arranged by 2004 contitution Number 32 about Regional Goverment, which is descripted by 2005 Government Law number 6 about election, ratification, assignment and dismissal of regent and vice regent, ordered to the Election elected by people directly. Succeeding Team have important role to make strategy to make win there candidate. Succeeding Team can be said as campaign team. Succeeding Team is the organization which is arranged with effectiveness and efficiency principle in accordance with the needs and measurable results. Then each candidate must be good at choosing a Succeeding team member. Succeeding Team members in regent election should be dominated by party members. However, for strategic positions of Succeeding team, candidate should throughly select all the members of the Succeeding team and party members. Because the determination of a Succeeding team is the beginning of success of regent candidate to win the election.The purpose of this research is to know the contribution of Suparman-Sukiman (SUSUKI) secceeding team in 2016 Rokan Hulu Regent Election and to know the obstacles of secceeding team. The research method used is descriptive qualitativ. The informants in this research is Head of secceeding team and the coornitor team of supporting party.Result of this research is secceeding team of Suparman-Sukiman (SUSUKI) has give contributed greatly in Rokan Hulu Regent Election, but there are some obstacles in the implementation of program is Rokan Hulu Regency have topographical condition that is so wide that access to the other villages is takes time and subtantial funds.Keywords: Contribution, Succeeding Team, Regent Election

Abstract

In order to overcome the garbage problem in Pekanbaru City, referring to Government Regulation No. 81/2012 on Household Waste Management and Garbage of Household Garbage, Minister of Environment Regulation No. 13/2012 on Guidelines for Reduce, Reuse and Recycle Implementation through Waste Bank, and Pekanbaru City Regulation No. 8 Year 2014 on Waste Management, Pekanbaru Municipal Government together with the community work together in implementing waste management in Pekanbaru City through the application of 3R method and the establishment of Bank Trash. However, the application of 3R method and the establishment of Waste Bank is still not effective in overcoming the garbage problem in Pekanbaru City. This is due to the lack of awareness and knowledge of the community to participate in waste management in Pekanbaru City through the Garbage Bank program. In this research, there are two problem formulation: "How is the waste management in Pekanbaru city through the garbage bank program of 2016 and what are the factors that hamper the waste management in Pekanbaru city through the garbage bank program of 2016". The research method used in this research is qualitative descriptive research method, where in this research the researcher tried to explain about the waste management in Pekanbaru City through the Garbage Bank program in 2016. Then the data collection techniques in this study using interview, observation and documentation data and facts related to research problems. Further data obtained from the research location will be processed and analyzed further by way of describing the facts that have been found from the location of the study.From the results of interviews to informants and based on the data and information obtained by researchers when doing research, it can be concluded that Garbage Management in Pekanbaru City Through Waste Bank Program Year 2016 which can be classified into 4 (four) aspects of the discussion, the Regulation Legislation Related to Waste Management and Formation of Garbage Banks, Establishment of Garbage Banks, Waste Bank Formation Mechanisms, and Waste Bank Operations. Furthermore, the impediments to the implementation of the Garbage Bank in Pekanbaru City in 2016 are the lack of socialization related to the Waste Bank program, the lack of budget in supporting the Bank Trash program, the lack of technical training related to Garbage Bank, Inadequate Bank Garbage Facilities and Infrastructure, Bank Waste program.Keywords: Waste Management, Waste Bank Program, Pekanbaru City

Abstract

After the implementation of regional autonomy and based on the laws of the local government, all central government employees who previously worked as a clerk in the center of the area assigned to each local government. One of the areas in the extract is a division of districts where the granting authority for a county / city to expand the sub-district / increase the number of sub-districts through the provision at the local level of government affairs under the authority of the village. Abstract

In act No. 2 of 2011 on political parties mention one of the functions of political parties is as a means of political education for members dan the public to become Indonesian citizens who are aware of their rights and obligations in society, nation and state. This means that all political parties in Indonesia have an obligation to educate the whole society, with materials that have been provided for in Act No. 2 of 2011 on political parties.This study aimed to describe the role of DPD NasDem Party in providing political education to the people in Pekanbaru city, and the factors inhibiting for political education. The method used is descriptive qualitative, data collection was done by interview and documentation. Sources of data obtained from DPD NasDem Party Pekanbaru, and futhermore, the data obtained from study site will be processed and analyzed further by way of outlining the facts which has been found from the study site.The results showed that DPD NasDem Party Pekanbaru had done political education to the general public, however, given the political education is not maximized. The several things that affect the political education so that political education was to be not optimal. The study recommends the need for change in providing political education to the people, good change of form of communication, material, and methods of implementation, in order to achieve the real goal of providing political education to the community.Keyword : political parties, Partai Nasional Demokrat (NasDem), and Political education

Abstract

Granting of regional autonomy to accelerate the realization of community welfare through improving services, empowerment and community participation. The spirit of reform in the field of politics, government and development and society has colored the journey of regional autonomy for the achievement of duties and functions of governance and development, including human development. Human development is always at the forefront of development planning, since the essence of development is human development, the improvement of this priority will also improve the welfare of society as measured by the Human Development Index. Siak Regency is one of the Daerah Otonomi Baru (DOB) in Indonesia which is ranked fifth best of 34 Districts/Cities in Indonesia, and has been named Indonesia’s Best New Autonomous Region, from 10 New Autonomous Region as New Autonomous Region. Then from the 10 new autonomous regions that get the highest score is Siak Regency given by Indonesian Governance Index (IGI). The purpose of this research is to know the strategy undertaken Siak Regency Government in improving Human Development Index year 2011-2016. Tis research is a qualitative approach, with descriptive type of data collection is done by observation, interview and documentation. This research was conducted in Siak Regency. The result of this research is the success of human development which is marked by the increase of Human Development Index is a concrete manifestation that Siak regency has perfomed its duty in giving maksimal service to society in building quality of human life to achieve decent living. Siak Regency Government has made policy through program that refers to the improvement of Human Development Index, among others: (1) improvement of health degree through life expectancy, (2) increasing the scope and quality of education service, (3) improving decent living standards of the community through the community economy. So with the increasing Human Development Index, the Government has been able to improve the welfare of the community. Keywords: Strategy, Human Development Index

Abstract

The implementation of the policy in principle is a way so that a policy can achieve its purpose. Policy implementation is the most important stage in the process of policy. Assistant Regulation number 9 Year 2012 about SIM aims in order to make the code of conduct services in the issuance of a DRIVER'S LICENSE that is transparent, effective, efficient, and accountable with the principle of legality, professional, proportionate, transparency, accountability and participatory.The purpose of this research is to know the publishing service of the SIM implementation and to know the factors that hampered in the implementation of the policy of the Ministry of the publishing LICENCE. This type of research is a qualitative descriptive method and location of the research carried out at the unit Office of traffic Polresta Pekanbaru.The analysis of the data found in the study used research formula to answer by using the theory of analysis of the factors affecting the implementation of the policies of Charles Edward III that those factors is communication, sources, trend-trend or behavior and bureaucratic structure.The results of the analysis of the resulting data indicated that implementation of the policy of the Ministry of the Publishing LICENCE has not been going well for in influence by factors of communication, resources, bureaucratic structure and disposition of implementation. In addition about the factors that affect the implementation of the policy of the Ministry of the issuance of driver's license, other research results regarding the implementation of a policy that until now has not been fullest due to the presence of a factor of availability of resources less, the compliance of the community, the lack of control and supervision, and the integrity of the implementing policy.Keywords : Implementation, Policy, Service

Abstract

The study, entitled "Coordination between the Government of Riau Province and the Government of Rokan Hilir in handling forest fires (Karhutla) in Rokan Hilir on 2010-2013". Land and forest fires in Rokan Hilir is a serious problem, so treatment requires integration of resources or involving stakeholders in the regions. Various attempts to control land and forest fires has been done by the Government of Riau Province and the Government of Rokan Hilir, but the course of the second vertical coordination of the local government level is not optimal. Therefore, the authors formulate the problem regarding the implementation of the coordination and the cause of the lack of coordination between the provincial government and the Government of Rokan Hilir in dealing with land and forest fires in Rokan Hilir on 2010-2013.This study shows how coordination has implemented the Riau Provincial Government and the Government of Rokan Hilir tackle land and forest fires in the form: held a coordination meeting between officials; held a formal meeting between officials; create a circular chain necessary to officials; lifting coordinator; making organizations handbooks, guidelines for work procedures, and sets of rules; and is associated with a nexus. In addition the results of this study also describes some of the reasons behind the lack of coordination, namely: lack of supervision, lack of communication, lack of awareness of the importance of coordination, lack of participants who have the competence, financial support and limited facilities, lack of political commitment, and other inhibiting factors.The conclusions of this study mentions how the implementation of coordination between the Government of Riau Province and the Government of Rokan Hilir in dealing with land and forest fires in Rokan Hilir on 2010-2013 has been quite good, but the intensity of the implementation of such coordination is still lacking done by the Riau provincial government to local government Rokan Hilir and vice versa. Cause of the weak implementation of such coordination is the lack of supervision, lack of communication, lack of awareness of the importance of coordination, lack of participants who have the competence, financial support and limited facilities, lack of political commitment, and other inhibiting factors. Abstract

Rokan Koto Ruang Village does have a lot of potential and some of the potential of the village in Rokan Koto Ruang Village can be developed through Village-Owned Enterprises, such as agricultural, plantation, fisheries, livestock, forest product management and tourism. With good professional management and management, the village potential can be maximally developed to improve community welfare. The Rokan Koto Ruang Village-Owned Enterprise is owned by the community and it is seen that the growth of business results generated by the Rokan Koto Ruang Desa-Owned Business Entity is not beneficial for the Village and cannot be utilized properly.The purpose of this study is first, knowing the potential of the village can be developed by the village government of Rokan Koto Ruang. Secondly, to find out the Factors that are the obstacles to the Village Government in developing village potential. The type of research that I use in this case is a type of descriptive research with qualitative analysis methods. The location of this research was conducted in Rokan Koto Ruang Village due to having a lot of potential that could be developed such as agriculture, plantation, fisheries, livestock, mining, forestry, and tourism. Data collection techniques that the author did by way of observation, interviews and documentation. While data analysis is done by qualitative analysis.The results of this study indicate that Rokan Koto Ruang Village has tremendous natural resource potential in the form of tourism potential, agriculture, plantations, livestock, and superior products as a result of the creativity of the community of Rokan Koto Ruang Village. Tourism potential that can be developed in Rokan Koto Ruang Village, with the creativity of the managers of BUMDes and the Village Government, tourism villages can be realized as long as the Village Government must be committed to developing this tourism potential and must improve Human Resources for the welfare of the community. But in developing tourism in Rokan Village, Koto Ruang also faces many obstacles. The main problems are infrastructure, promotion / information media and transportation. In addition, business management of tourist attractions that are still not developed in accordance with the wishes of tourists.
