Abstract

In act No. 2 of 2011 on political parties mention one of the functions of political parties is as a means of political education for members dan the public to become Indonesian citizens who are aware of their rights and obligations in society, nation and state. This means that all political parties in Indonesia have an obligation to educate the whole society, with materials that have been provided for in Act No. 2 of 2011 on political parties.This study aimed to describe the role of DPD NasDem Party in providing political education to the people in Pekanbaru city, and the factors inhibiting for political education. The method used is descriptive qualitative, data collection was done by interview and documentation. Sources of data obtained from DPD NasDem Party Pekanbaru, and futhermore, the data obtained from study site will be processed and analyzed further by way of outlining the facts which has been found from the study site.The results showed that DPD NasDem Party Pekanbaru had done political education to the general public, however, given the political education is not maximized. The several things that affect the political education so that political education was to be not optimal. The study recommends the need for change in providing political education to the people, good change of form of communication, material, and methods of implementation, in order to achieve the real goal of providing political education to the community.Keyword : political parties, Partai Nasional Demokrat (NasDem), and Political education

Abstract

Granting of regional autonomy to accelerate the realization of community welfare through improving services, empowerment and community participation. The spirit of reform in the field of politics, government and development and society has colored the journey of regional autonomy for the achievement of duties and functions of governance and development, including human development. Human development is always at the forefront of development planning, since the essence of development is human development, the improvement of this priority will also improve the welfare of society as measured by the Human Development Index. Siak Regency is one of the Daerah Otonomi Baru (DOB) in Indonesia which is ranked fifth best of 34 Districts/Cities in Indonesia, and has been named Indonesia’s Best New Autonomous Region, from 10 New Autonomous Region as New Autonomous Region. Then from the 10 new autonomous regions that get the highest score is Siak Regency given by Indonesian Governance Index (IGI). The purpose of this research is to know the strategy undertaken Siak Regency Government in improving Human Development Index year 2011-2016. Tis research is a qualitative approach, with descriptive type of data collection is done by observation, interview and documentation. This research was conducted in Siak Regency. The result of this research is the success of human development which is marked by the increase of Human Development Index is a concrete manifestation that Siak regency has perfomed its duty in giving maksimal service to society in building quality of human life to achieve decent living. Siak Regency Government has made policy through program that refers to the improvement of Human Development Index, among others: (1) improvement of health degree through life expectancy, (2) increasing the scope and quality of education service, (3) improving decent living standards of the community through the community economy. So with the increasing Human Development Index, the Government has been able to improve the welfare of the community. Keywords: Strategy, Human Development Index

Abstract

The implementation of the policy in principle is a way so that a policy can achieve its purpose. Policy implementation is the most important stage in the process of policy. Assistant Regulation number 9 Year 2012 about SIM aims in order to make the code of conduct services in the issuance of a DRIVER'S LICENSE that is transparent, effective, efficient, and accountable with the principle of legality, professional, proportionate, transparency, accountability and participatory.The purpose of this research is to know the publishing service of the SIM implementation and to know the factors that hampered in the implementation of the policy of the Ministry of the publishing LICENCE. This type of research is a qualitative descriptive method and location of the research carried out at the unit Office of traffic Polresta Pekanbaru.The analysis of the data found in the study used research formula to answer by using the theory of analysis of the factors affecting the implementation of the policies of Charles Edward III that those factors is communication, sources, trend-trend or behavior and bureaucratic structure.The results of the analysis of the resulting data indicated that implementation of the policy of the Ministry of the Publishing LICENCE has not been going well for in influence by factors of communication, resources, bureaucratic structure and disposition of implementation. In addition about the factors that affect the implementation of the policy of the Ministry of the issuance of driver's license, other research results regarding the implementation of a policy that until now has not been fullest due to the presence of a factor of availability of resources less, the compliance of the community, the lack of control and supervision, and the integrity of the implementing policy.Keywords : Implementation, Policy, Service

Abstract

The study, entitled "Coordination between the Government of Riau Province and the Government of Rokan Hilir in handling forest fires (Karhutla) in Rokan Hilir on 2010-2013". Land and forest fires in Rokan Hilir is a serious problem, so treatment requires integration of resources or involving stakeholders in the regions. Various attempts to control land and forest fires has been done by the Government of Riau Province and the Government of Rokan Hilir, but the course of the second vertical coordination of the local government level is not optimal. Therefore, the authors formulate the problem regarding the implementation of the coordination and the cause of the lack of coordination between the provincial government and the Government of Rokan Hilir in dealing with land and forest fires in Rokan Hilir on 2010-2013.This study shows how coordination has implemented the Riau Provincial Government and the Government of Rokan Hilir tackle land and forest fires in the form: held a coordination meeting between officials; held a formal meeting between officials; create a circular chain necessary to officials; lifting coordinator; making organizations handbooks, guidelines for work procedures, and sets of rules; and is associated with a nexus. In addition the results of this study also describes some of the reasons behind the lack of coordination, namely: lack of supervision, lack of communication, lack of awareness of the importance of coordination, lack of participants who have the competence, financial support and limited facilities, lack of political commitment, and other inhibiting factors.The conclusions of this study mentions how the implementation of coordination between the Government of Riau Province and the Government of Rokan Hilir in dealing with land and forest fires in Rokan Hilir on 2010-2013 has been quite good, but the intensity of the implementation of such coordination is still lacking done by the Riau provincial government to local government Rokan Hilir and vice versa. Cause of the weak implementation of such coordination is the lack of supervision, lack of communication, lack of awareness of the importance of coordination, lack of participants who have the competence, financial support and limited facilities, lack of political commitment, and other inhibiting factors. Abstract

Rokan Koto Ruang Village does have a lot of potential and some of the potential of the village in Rokan Koto Ruang Village can be developed through Village-Owned Enterprises, such as agricultural, plantation, fisheries, livestock, forest product management and tourism. With good professional management and management, the village potential can be maximally developed to improve community welfare. The Rokan Koto Ruang Village-Owned Enterprise is owned by the community and it is seen that the growth of business results generated by the Rokan Koto Ruang Desa-Owned Business Entity is not beneficial for the Village and cannot be utilized properly.The purpose of this study is first, knowing the potential of the village can be developed by the village government of Rokan Koto Ruang. Secondly, to find out the Factors that are the obstacles to the Village Government in developing village potential. The type of research that I use in this case is a type of descriptive research with qualitative analysis methods. The location of this research was conducted in Rokan Koto Ruang Village due to having a lot of potential that could be developed such as agriculture, plantation, fisheries, livestock, mining, forestry, and tourism. Data collection techniques that the author did by way of observation, interviews and documentation. While data analysis is done by qualitative analysis.The results of this study indicate that Rokan Koto Ruang Village has tremendous natural resource potential in the form of tourism potential, agriculture, plantations, livestock, and superior products as a result of the creativity of the community of Rokan Koto Ruang Village. Tourism potential that can be developed in Rokan Koto Ruang Village, with the creativity of the managers of BUMDes and the Village Government, tourism villages can be realized as long as the Village Government must be committed to developing this tourism potential and must improve Human Resources for the welfare of the community. But in developing tourism in Rokan Village, Koto Ruang also faces many obstacles. The main problems are infrastructure, promotion / information media and transportation. In addition, business management of tourist attractions that are still not developed in accordance with the wishes of tourists. Background Issue In Illegal Mining That Occurred In The Village Merangin Are Frequent Landslides That Disrupt The Flow Of Traffic And Environmental Damage Will Occur. This Is Caused By The Illegal Miners Who Do Not Have Permission To Mine A Location That Complies With Government Regulations No. 09 Of 2008 On Mining Processed. The Purpose Of This Study Is The First To Analyze The Kampar District Government Oversight In Dealing With Illegal Mining In Rural Districts Merangin Kuok Kampar District. 2 To Analyze The Obstacles In The Implementation Of The Supervision And Control Of Illegal Miners In The Mountain Stone Village Districts Merangin Kuok Kampar District. This Research Is Done With Qualitative Approach With Descriptive Type. Informants Selected As The Information And Data Collected By Interview And Search Of Documents As Research Data.Based On The Results Of The Analysis Conducted By The Author, The Author Can Draw The Conclusion That Government Oversight Of Kampar District In Tackling Illegal Mining Rock In The Mountain Village Of Kampar Regency Merangin Districts Kuok Still Not Implemented, Because The Lack Of Effort Made By The Government So That The Miners Are Still Active Mine.Keywords : Government Oversight.

Abstract

The purpose of this study is to analyze the implementation of the Satuan Tugas Sweep Pengap Liung (Satgas Saber Pungli) in the Riau Forestry Service. And to analyze the factors that inhibit the supervision of the Clean Sweep Task Unit (Satgas Saber Pungli) in the Riau Province Forestry Office. The type of research used is qualitative research, informant using snowball sampling technique and as informant in this research is Member of Satuan Tugas Sapu Bersih Pungutan Liar (Satgas Saber Pungli) Riau Province, Riau Forestry Office and Regional Office of Law and Human Rights Riau (Posko Saber Pungli ). The data type of this research is primary and secondary data with source of data from informant and documentation. While for data collection in research through interviews and documentation. Based on the result of the research, it can be seen that the form of supervision of Satuan Tugas Sapu Bersih Pungutan Liar (Satgas Saber Pungli) of Riau Province against illegal acts committed by the state apparatus in Riau Province outline through the community in the form of reports or public complaints in the implementation of public services. Supervision by the Clean Sweep Task Unit (Satgas Saber Pungli) Riau Province in accordance with the laws and regulations. One of the obstacles that hindered the illegal levy action because there has been no strict sanction in the form of direct dismissal without going through the judicial process for government officials who are proven to be caught red-handed. For that it is suggested in this study the officers (state apparatus) to carry out their duties in accordance with the authority and not abuse his power to seek profit from the community. To the government to presumably pay more attention to the criminal acts of illegal levies on the community because in this case the role of government is needed to eradicate the practice of illegal levies to roots. Abstract

This study aims to determine determine the planning process in the provision and maintenance of facilities and tourism infrastructure in Kuantan Singingi and knowing the obstacles in the provision and maintenance of facilities and tourism infrastructure in Kuantan Singingi. This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories. Facilities and infrastructure attractions Niagara Falls Thunder Gemurai and seven levels Batang Koban incomplete and means that there is also in no circumstances be maintained so it can not be used as a toilet ,, there kondisisnya is damaged, the door has been dated and can not be used again , as well as locker rooms, condition was broken so visitors who came difficult to find a place to change clothes and places of worship / prayer room less kept clean, especially the floors were dirty and no equipment to pray like, sejadah, mukenah, and other-other. During this time there is no effort from the parties involved to make improvements of facilities and infrastructure that has suffered such damage The conclusion that the provision and maintenance of Infrastructures in Kuantan Singingi Tourism Attraction in Niagara Falls Thunder Gemurai and seven levels Batang Koban incomplete and not well maintained. Obstacle to the provision and maintenance of facilities and infrastructure in Kuantan Singingi Tourism is of limited funds, human resources, ie, not all employees in the department of culture youth and sports tourism Kuantan district Singingi the educational background in tourism and a lack of community support around. Abstract

Public service is basically an effort carried out by a person, group or bureaucracy to provide assistance and facilities to the community in achieving a certain goal. The purpose of a public service in general is to be able to satisfy the public regardless of anything. The background of this research is that the staff of the Long Ikis Sub-District Office in public services lacked discipline so that the services provided at the Camat's Office were not optimal. The formulation of the problem from this research is How is the application of employee discipline in public services at the Office of the Long Ikis Sub-District of Paser Regency, East Kalimantan in 2016?This study aims to determine the application of employee discipline in public services at the Office of the Long Ikis Sub-District of Paser Regency, East Kalimantan Province in 2016 and to find out the causes of indiscipline in public services at the Office of the Long Ikis Sub-District in East Kalimantan Paser Regency in 2016. This study uses qualitative with descriptive research types. Data collection techniques used were interviews and documentation. Data analysis was carried out in a descriptive manner on the Discipline of Employees in Public Service in the Office of the Long Ikis District Head of 2016 obtained from written documents and interviews.The results showed that the discipline of employees in public service at the Long Ikis Sub-District Office in 2016 had not run optimally, this was seen from several problems such as time discipline, task discipline and behavioral discipline. The reasons for the low discipline of employees in public services at the Office of the Long Ikis Sub-District of Paser Regency in East Kalimantan in 2016 are due to goals and abilities, role models, inherent supervision, legal sanctions and firmness. Keywords: Local Government, Public Service, Discipline

Abstract

Performance is the result of work carried out with the expected value. The work is targeted to be achieved by an organization in order to achieve the goal. The work that is to be achieved not only describe the end point of the planning work, but also shows the work of organizing the system, filling job, leadership style and employee control all these are factors supporting the work of achieving the desired result by a unit of work.This study is a descriptive study using a qualitative approach as a tool of analysis. The research was conducted in the Pasir Pengaraian, Rokan Hulu with a focus on Performance Analysis Penitentiary in the Guidance for Correctional Learners in Prison Class II B Pasir Pengaraian along with factors that constrain the development process. The theory used is the theory of relative or destination (Doeltheorien). The technique used in data collection were interviews, observation and documentation. After conducting research hence writers can conclude that the process of improving that has not been the protege correctional institution in class II a correctional institution b Pasir pengaraian students correctional institution and the difficult to produce guidance that effective , efficient , and successfully to . Factors that most affect the implementation of guidance of students in a correctional institution not maximum is the capacity of inhabitant of lapas excessive ( over the capacity of ) , funds , lapas officers , as well as experts .Keywords: Performance, Development, Correctional Learners.
