Abstract

This study aims to find out the thoughts of Abdurrahman Wahid about pluralistic democracy and its influence in Indonesia. Pluralistic democracy is a theory initiated by Robert A. Dahl. Therefore, the formulation of the problem in this research is what Abdurrahman Wahid's thinking about pluralistic democracy and its influence in Indonesia. This research uses qualitative research approach with descriptive research type with data collection is done by method of research library.From the results of the research shows that Abdurrahman Wahid is an Indonesian intellectual figure who expressly accepted democracy as a final preference for a political or state system especially in Indonesia which has a diversity of ethnic groups. Abdurrahman Wahid stated that democracy must be accompanied by the recognition of plurality, social justice, economically, politically, and legally so that the unity of Indonesia remains intact within the Unitary State of the Republic of Indonesia. Democratic values such as social justice, freedom, recognition of individual rights, and social norms and local wisdom of the Indonesian nation must be fought for the life of the nation.Keywords: Pluralistic Democracy, Abdurrahman Wahid, Political Thought

Abstract

Rokan Hulu regency consists of 16 districts and 157 villages / wards, from the District 16 is 1 sub-district which is very minimal in meeting the electricity needs of the District of North Tambusai. To meet the demand for electricity in addition to coming from PLN, the public use of diesel engines, generators, and kerosene. To meet the needs of electricity evenly local governments can not be done in full because of the limited authority of the regions in the provision and management of electricity. However, local governments are still trying to supply power to all villages with cooperation SOEs namely PLN and the private sector in providing rural electricity. These efforts are supported by the development of road infrastructure of local governments as access to entire villages that have not been electricity. This study aims to determine the role of local government's role in meeting the Rokan Hulu electrical equalization and constraints of local government's role in meeting the Rokan Hulu kebtuhan electrical equalization. This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories. Based on the results of this study concluded that the electricity problems that occurred in the district of North Tambusai has not been resolved to the fullest. The role of government in meeting the electricity needs of the community in the District Tambusai new North evident from developments in the electricity grid and already there are 2 villages that have electricity from PLN, aid ginset from the government for each village, development cooperation power biogas (PLTBg), and the form bring in new investors to manage and develop the electric power biogas derived from palm oil that is still not a clear sign of the start of construction. Abstract

Bencana asap Riau tahun 2014 telah menyebab banyak warga masyarakat yang menderita sakitseperti asma, iritasi kulit dan terkena pneumonia. disebabkan lambatnya pemerintah menyelesaikan masalah kabut asap di Riau, maka berbagai organisasi masyarakat sipil bangkit melakukan berbagai upaya membela masyarakat yang pada akhirnya mampu memaksa pemerintah pusat terlibat dalam menyelesaikan masalah asap Riau. Kajian ini bertujuan untuk menganalisis faktor yang menyebabkan munculnya kesadaran berbagai organisasi masyarakat sipil dan berbagai upaya yang dilakukan organisasi tersebut di Pekanbaru mendesak pemerintah daerah dan pemerintah pusat agar segera membebaskan masyarakat dari kabut asap. Pengumpulan data dilakukan dengan melakukan wawancara dengan informan penelitian antara lain: pihak organisasi masyarakat sipil yang bergerak dibidang lingkungan, organisasi intra dan ekstra kampus yang peduli dengan masalah asap, forum komunikasi pemuka masyarakat Riau, dan Pemerintah Provinsi Riau dan Pemerintah Pusat.Hasil kajian menunjukkan bahawa. Proses penyadaran dilakukan dengan mengundang elemen-elemen OMS berdiskusi secara berulang- ulang guna menyakinkan bahwa kabut asap ini tidak akan selesai tanpa upaya penegakan hukum yang tegas terhadap pelaku, terutama perusahaan besar. Akhirnya mereka memiliki kesadaran yang sama, memiliki rasa percaya dan bersepakat melakukan gerakan bersama. Ada dua upaya yang dilakukan oleh masyarakat sipil riau, yaitu perjuangan melalui jalur hukum formal (Litigasi) dan perjuangan dengan tidak melalui jalur hukum formal (Non litigasi).

Abstract

Otorita Batam is a New Order institution ( assumed ORBA) still deputize regime of otoritarian Soehartowith three especial activity namely economics, political and inseparable law. System governance reformUUD 1945 cannot give impact to existence of Otorita Batam and make product institute of ORBA thisremain to be strong as a self-supporting institution. This research aim (i). Analysing and explainingposition of Otorita Batam at reform era in system governance of Indonesia. ( ii) Identify and factorsformulation causing the increasing of independence power of Otorita Batam reform execution era of areaautonomy in Indonesia. This research use approach of political and political economics of law. ThisResearch type qualitative. Method data collecting research of field, circumstantial interview anddocumentation with informan. While method analyse data use analytical discriptioin. Result of researchget, (i) The actor or importance group maintaining existence of Otorita Batam in system governance ofIndonesia. That is why policy of Otorita Batam which only in the form of Decision of President remain tobe defended, even contradiction and weaker than law. Whereas, cause factors gain strength of OtoritaBatam era execution of decentralization (local autonomi) caused its strong (ii) Domicile power of CentralGovernment and weaken law him Governance of Area and Otorita Batam at variance with LocalGovernment. Both this factor show if institute made in this ORBA represent the part of regime ofotoritarian which remain ( Neo-Soehartois). Abstract

The existence of adat institutions is recognized in the government system of the Unitary Republic of Indonesia. This includes traditional institutions that exist at the village level. In the regulation of the Minister of Home Affairs No. 18 of 2018 concerning Village Social Institutions and Village Adat Institutions, it is stated that the village customary institution or other designation is an institution that carries out the customs function and forms part of the original arrangement of the village that grows and develops on the initiative of the village community. Singingi River Basin Formerly a kingdom called the Singingi kingdom which has a complete structure down to the country or village under its shelter. An interesting phenomenon is that the king in the Singingi River Basin is held by two people who have the title Datuk Khalifah. This study aims to explain history so that the emergence of two kings in the Singingi sect and describe the structure of traditional institutions in the country under its aegis. The theory used is the Geneological-Territorial customary law community alliance theory. The study used a qualitative method with the documentation method and was strengthened by conducting interviews with 8 informants and then analyzed through data triangulation. The research findings show that the Singingi river basin was formed based on geneological and territorial ties. The structure of adat institutions in each country modeled on the structure of adat institutions at the center of the kingdom, although there were variations in the application in each country.

Abstract

Negative campaigning and a black campaign in order to win the general election is very common in manycountries including Indonesia. Negative campaigning and a black campaign in the form of the issue of uglinessand disadvantages of each candidate occurs before the implementation of the PSU and published in variouslocal media that it becomes a little more information would influence voters in their choice. This study aims toreveal the extent of the influence of negative campaign against voters in their choice at PSU election of Mayorand Deputy Mayor of Pekanbaru in 2011. This study uses quantitative methods to multistage random samplingtechnique to draw the 120 survey respondents are spread across six districts in the city of Pekanbaru. The Datawere taken through a questionnaire enclosed further analyzed and presented in the form of frequency tables andcrosstable. The results showed the majority of respondents chose a particular candidate because of too manynegative issues other candidates. A Couple of Septina-Muluk Erizal were not elected by voters due to thenegative issues that get fixed on Septina many negative issues such as allegations of power greedy, want topreserve the family's power (political dynasty) and the negative stigma that women should not be leaders.Keywords: Lots of negative issues, not elected

Abstract

Berdasarkan Peraturan Menteri Dalam Negari Nomor 84 Tahun 2015 Tentang Susunan Organisasi dan Tata Kerja Pemerintahan Desa Pasal 6 ayat 2, dinyatakan bahwa  Kepala desa memiliki tugas  untuk memberdayakan masyarakat desa. Selanjutnya dalam Pasal 6 ayat 3 poin disebutkan bahwa pemberdayaan tersebut termasuk pemberdayaan dibidang ekonomi. Tanaman Aren mempunyai potensi memberdayakan ekonomi masyarakat desa dengan potensi hasilnya yang jauh lebih tinggi dibandingkan kebun karet maupun sawit.  Menurut Asosiasi Aren Indonesia Provinsi Riau, sangat sedikit pemerintah desa yang mau memberdayakan ekonomi masyarakat melalui budidaya Aren. Hal unik terlihat di desa Koto Tuo Barat, berupa sudah ada beberapa orang masyarakat Desa Koto Tuo Barat telah mulai menanam tanaman aren dan pemerintah desa Koto Tuo Barat terlihat mempunyai komitmen memberdayakan masyarakat melalui tanaman aren sebagaimana dimuat dibeberapa media massa. Dengan demikian politicall will pemerintah desa Koto Tuo Barat memberdayakan masyarakat melalui budidaya aren menarik untuk dikaji. Penelitian ini bertujuan menggambarkan sejauhmana polititicall will pemerintah desa yang diukur dengan beberapa indikator. Penelitian menggunakan metode kualitatif yang dilakukan dengan mewawancara pihak terkait yaitu kepala desa dan perangkat desa serta masyarakat Koto Tuo Barat, serta Asosiasi Aren Indonesia Daerah Riau dan Asosiasi Aren Indonesia Daerah Kampar. Selain itu profil desa dan dokumen lainnya digunakan untuk memperkuat temuan penelitian. Temuan penelitian menunjukkan Pemerintah desa Koto Tuo Barat telah memiliki komitmen mengembangkan budidaya aren untuk meningkatkan ekonomi masyarakat diukur dari indikator inisiatif, pilihan kebijakan. Namun masih lemah dalam hal memobilisasi para pihak, komitmen publik  dan pengalokasian anggaran yang memadai untuk pengembangan budidaya aren, kemauan belajar dan beradaptasi.

Abstract

Teknologi merupakan sebuah alat yang dipakai seseorang sebagai alat bantu untuk penyelesaian tugas maupun pekerjaan. Perkembangan teknologi semakin cepat diikuti dengan perkembangan sistem informasi berbasis teknologi. Pemanfaatan teknologi informasi dan komunikasi (TIK) dalam sistem e-government mempunyai tugas untuk melaksanakan pelayanan administrasi kepada masyarakat. Penelitian ini bertujuan untuk mengetahui pemanfaatan TIK yang diharapkan berguna bagi pelayanan terhadap masyarakat agar lebih baik, efektivitas internal organisasi pemerintahan semakin meningkat dan akses masyarakat terhadap informasi dalam lingkungan pemerintah semakin mudah. Dalam hal ini penulis menggunakan jenis penelitian deskriptif kualitatif yang merupakan sebuah metode penelitian yang memanfaatkan data kualitatif dan dijabarkan sejara deskriptif. Hasil penelitian ini menunjukkan bahwa Masyarakat mengetahui info mengenai pelayanan publik pada desa melalui situs web yang artinya penyebaran informasi berupa pengumuman atau kegiatan yang ada di Kelurahan Tembilahan Hulu sudah dapat diakses. Berdasarkan hasil penelitian tersebut, diperoleh kesimpulan bahwasanya Kelurahan Tembilahan hulu telah memakai TIK untuk meningkatkan pelayanan public terhadap masyarakatnya

Abstract

This study discusses how to evaluation the performance of the Pekanbaru City Government in managing the ground water tax in this case the Pekanbaru City Revenue Agency as a revenue support function. The purpose of this study is to find out how to evaluation the performance of the Pekanbaru City Government in managing ground water taxation and inhibiting factors evaluation the performance of the Pekanbaru City Government in managing groundwater tax.The theoretical concept used in the study is performance evaluation with input, output and outcome indicators. This study uses qualitative research methods, with descriptive data review. In collecting data, researchers used interview, observation, and documentation techniques.The study showed that the evaluation of the performance of the Pekanbaru City Government in managing ground water tax was not optimal. This is evidenced by the unachievement of the ground water tax target each year and is caused by the lack of seriousness of the Pekanbaru City Government in managing this ground water tax. However, there are also inhibiting factors that affect the performance of local governments in managing ground water taxes, namely the lack of staff, inadequate facilities and infrastructure, and the lack of community participation. Keywords: Performance Evaluation, Groundwater Tax
