Abstract

ABSTRACT Maintaining stability of the National jurisdiction security, particularly in the Indonesian eastern waters is one of the roles of Indonesian Navy which is implemented in the Maritime Security Opeation (MSO) by assigning Navy Patrol Ships (PC). In terms of capabilities and the number of Indonesian PC compared to the extensive area of the MSO sector, it still considered to be not optimal, so the Navy need to think and perform right calculations in the assignment of PC and choose Navy Bases as the initial position of MSO by PC. This study aims to create a set covering model in calculating the assignment of patrol ships to create a set covering model to calculate the assignment of patrol ships optimally by minimizing assigned patrol ships number however can still cover all patrol sectors. This model also used the Analytic Network Process (ANP) approach to select the Naval base as the initial base for patrol ships in implementing MSO. Optimization results were to assign 12 patrol ships which could cover 18 patrol ships and 3 Naval bases from 9 bases that can be used as an initial base for PC in the implementation MSO. Abstract

The workload of an organization is related to the efficient and effective utilization of human resources so that it can realize the vision, mission and objectives of the organization. Various methods are used to optimize the number of personnel in an organization, so that each task can be completed effectively and efficiently. KRI Diponegoro-365 personnel as the TNI Maritime Task Force, the Garuda Contingent can not be separated from the problems regarding the lack of conformity to workload with the allocation of the number of available personnel. To overcome this, an analysis of workload measurement is needed which can then be used for determine the allocation of the right number of personnel needed in each division. This study uses the measurement of NASA-TLX mental workload and physical workload according to TNI Roles. Both of these methods are then compared between mental and physical burden that occurs. From the results of the comparison, it was found that physical workload is needed in the completion of tasks in each division. After a comparison, then the determination of the allocation of the number of personnel will be carried out using the physical workload approach based on the description of the tasks in each division. The results of the calculation will then show the division that has excess or lack of personnel. The overall results obtained from this study can be concluded that the number of maritime task force personnel using the Diponegoro class KRI is appropriate, but the allocation of personnel in each division needs to adjust to the existing workload. Abstract

The future threat to the world, including Indonesia, is natural disasters. The Navy as a means of state defense places natural disaster management as a form of military operation task other than war. Landing Ship Tank (LST) type warship is a defense system capable of delivering logistics on a large scale directly to disaster locations via beaching. The main problem is still finding delays and failures in logistics delivery caused by equipment damage with the biggest loss being the sinking of warships. The aim of the research is to minimize the occurrence of risk events by making a risk management design based on the ISO 31000 framework which focuses on warship operations. The method used by the House of Risk (HOR) is divided into two stages. HOR stage 1 focuses on ranking the Aggregate Risk Potential (ARP) value with the help of a Pareto diagram to determine the selected risk agent, which then requires treatment on a priority scale. The results of the HOR stage 1 are then entered into the HOR stage 2 to obtain the most effective preventive action. The results obtained, there are 8 risk agents that need to be handled. Furthermore, based on brainstorming with the Expert (the commander of the warship) obtained 12 mitigation actions that can be implemented immediately. Keywords: Risk Analysis, Landing Ship Tank, HOR

Abstract

ABSTRACT Scheduling is an assignment activity related to a number of constraints, a number of events that can occur in a period of time and place or location so that the objective function as closely as possible can be fulfilled. In the hierarchy of decision making, scheduling is the last step before the start of an operation. Scheduling the assignment of KRI in Koarmatim is an interesting topic to be discussed and resolved using a mathematical method. The scheduling process of KRI assignments at Koarmatim is done to produce annual JOP / JOG. This process requires not only rapid follow-up, but also requires systematic steps. The scheduling of assignments applied by Koarmatim is currently carried out by personnel by not using mathematical calculations. The ship assignment scheduling process in this research was carried out using the Binary Integer Programming (BIP) method approach with the aim of minimizing costs and maximizing the purpose of the ship assignment. The scheduling observed was 25 ships carrying out operations for 52 weeks (1 year). The mathematical formulation of the BIP model is made up of one objective function and Three constraint functions. Then the development of the BIP model is then completed, the computer uses Excel Solver. The results obtained that the BIP model applied to scheduling KRI Koarmatim assignments is the maximum coverage area reached is 93,651,234 NM2, with an area safeguard level of 76,11 from the entire area of operating sector I to IX (1,230,442 NM2). BIP is an appropriate method to be used as a method in scheduling the assignment of KRI in Koarmatim. Keywords: Scheduling, Ship assignments, Binary Integer Programming

Abstract

The Naval Academy must spur its potential to be able to compete with other tertiary institutions. To make it happen certainly need a good improvement. The Navy Academy's performance evaluation system in terms of operational and administrative aspects is not optimal. Based on the planned improvement of the Naval Academy which is compiled annually it is still needed. The report on the implementation of work programs and budgets at the end of the year is not yet sufficient to measure the actual performance of the Navy Academy, by the required assessment system that can be used by management to improve performance and performance at the Navy Academy. The results of this evaluation are very important for the planning and determination of strategic steps and strategies to achieve the vision, mission and coordination objectives. Research Methods that Support Performance Measurement Systems using the Balanced Scorecard method. The design of a performance appraisal system that is in accordance with the concept of the Balanced Scorecard in this study used 8 strategic objectives as a criterion for evaluating the performance of tertiary institutions consisting of 27 KPIs.Keywords: Performance Measurement, Framework, Balanced Scorecard.

Abstract

STTAL is an educational institution to improve the student capability in managing naval technology. Annually, STTAL graduates diplomas and produces final task from the research of students. This product will then be exhibited at official exhibitions of the Indonesian Navy. The information system is designed for the final project and research of STTAL students. This information system is web-based to facilitate the information about the tools that are displayed and will help exhibition crews in conveying information about the tools to the visitors. This information system is easy to use, by scanning the QR Code on the device by Android smartphone application. Abstract

Increasing population growth also contributes to the increasing need for homes or dwellings as basic human needs. Many ways people do to meet these needs, among others, by buying from someone else, building it yourself or by buying a house in a housing developer. Houses besides being a basic human need, it is also used as an indicator of one's success and as an asset for business development and an increase in the economic value of the owner. Prospective home buyers certainly have criteria that are considered in choosing a house. Many of the existing criteria are often followed by the availability of more than one choice of the house to be able to meet these criteria. Therefore, the writer tries to try to make a Decision Support System in a Home Purchase that will later help prospective home buyers in deciding which house to buy. The decision-making method used in this system is an analytical hierarchy process (AHP) as a form of decision-making model that is suitable for multi-criteria and multi-alternative problems with the main input being human perception. Combined with the Borda method which is one method of group decision making that can combine the results of perceptual analysis (the results of AHP analysis) from several decision makers. it is necessary to have a group decision-making technique (group decision support system). So that the resulting home purchase decision can be accepted by all decision makers (family). From the results of the calculation and voting process, House X was chosen with 9 votes. Abstract

As an archipelago which has a wider sea area than land, Indonesia, in this case the oil company, must be able to serve and accommodate oil throughout the Indonesian sea, especially the eastern region. The lack of tanker cause the run out of fuel oil in remote areas, so there needs to be a sector division included in oil companies. The method used by researchers was the Analytic Network Process (ANP) approach and the set covering problem method. By determining the right dock location for the Tanker, the dock would be able to cover the entire existing sector, and through the determination of the proper tanker assignment plan, the entire territory of Eastern Indonesia would be able to be covered by the presence of the Tanker. The results of the study show that the candidate starting point assignment was produced by 4 (four) ports as the starting point for the assignment of tankers. These ports consist of Ambon in charge of covering sectors 4, 5, 6 and 7, Makasar port was in charge of sector 1 and to cover sector 3 while Tegal port is in charge of covering the patrol sector 2

Abstract

Pelaksanaan Operasi Keamanan Laut (opskamla) di TNI AL masih belum dapat diukur performansinya, seberapa efektif dan efisien kemampuan TNI AL dalam melaksanakan opskamla dan mengukur faktor-faktor (variabel) yang mempengaruhi opskamla tersebut serta melaksanakan optimalisasi sarana dan prasarana keamanan laut yang disadari masih belum memadai. Situasi operasional yang serba tidak menentu (uncertainty) mengakibatkan sulit untuk mendapatkan data yang lengkap tentang masalah opskamla dihadapkan dengan keterbatasan alutsista dan banyaknya ancaman/pelanggaran yang terjadi.. Untuk mereduksi berbagai kesalahan yang mungkin timbul, maka dibuatlah suatu model Bayesian network pada perhitungan performansi opskamla dengan pendekatan causal mapping. Causal Mapping digunakan untuk membentuk struktur jaringan pada bayesian network. Bayesian network merupakan sebuah directed acyclic graph yang dapat merepresentasikan aspek kualitatif dan aspek kuantitatif pada sebuah distribusi probabilitas. Penelitian ini bertujuan untuk membuat suatu model sistem yang dapat dijadikan sebagai instrument/alat dalam menentukan performansi variabel yang membangun model opskamla. Model ini dibuat dengan menggunakan expert opinion dan studi literatur sebagai dasar penyusunan variabel dan hubungan saling ketergantungan. Selanjutnya dilaksanakan penentuan prior probability dan conditional probability tables menggunakan kuesioner yang diberikan kepada para expert. Data yang didapat selanjutnya dihitung menggunakan software Genie 2.0 dengan hasil kemampuan TNI AL yang ada saat ini apabila diukur performansinya dalam melaksanakan opskamla di wilayah timur hanya memiliki performansi sebesar 64%. Dari 25 variabel independent yang ada selanjutnya dilaksanakan analisis sensitivitas yang menghasilkan 4 buah variabel dengan kontribusi paling besar yaitu kebijakan pimpinan TNI AL, kualitas tenaga pengajar , kuota BBM dukungan operasi dan peraturan pemerintah.

Abstract

Sebagai upaya untuk mengukur kinerja yang terintegrasi di suatu instansi di TNI AL yang pada umumnya hanya terpaku pada laporan pertanggungjawaban finansial. Penggunaan metode Integrated Performance Measurement System (IPMS) ditujukan untuk memperbaiki sistem pengukuran kinerja. Metode tersebut dirancang di Kolat Koarmatim untuk dianalisa pencapaian Program Kerja tahun 2015 dan 2016, diperoleh 23 KPI berdasarkan stakeholders requirement Kolat Koarmatim. Untuk mengetahuai keterpengaruhan antar kriteria digunakan DEMATEL,dilanjutkan untuk mengetahui bobot tiap sub kriteria dan masing-masing KPI yang teridentifikasi. Berdasarkan scoring system menggunakan OMAX dan Traffic Light System, Dari hasil pengukuran kinerja tahun 2015 yang telah dilakukan, diperoleh Indeks kinerja total sebesar 7,697 sebagai hasil dari scoring dengan menggunakan metode Objective Matrix (OMAX) dan apabila menggunakan traffic light system berada pada kategori kuning yang berarti target pengukuran kinerja (achievment) tahun 2015 masih belum tercapai walaupun sudah mendekati ambang batas target yang diinginkan, terdapat 11 KPI yang berwarna hijau , 11 KPI yang warna kuning dan 1 KPI warna merah. Hasil pengukuran kinerja tahun 2016 yang telah dilakukan, diperoleh Indeks kinerja total sebesar 8,344 sebagai hasil dari scoring dengan menggunakan metode Objective Matrix (OMAX) dan apabila menggunakan traffic light system berada pada kategori Hijau yang berarti target pengukuran kinerja (achievment) sudah tercapai (memuaskan) dengan sebaran terdapat 16 KPI yang berwarna hijau, 6 KPI yang berwarna kuning dan 1 KPI yang berwarna merah . KPI berindikator merah merupakan KPI yang berada dibawah target yang telh ditetapkan oleh Kolat Koarmatim sehingga menjadi prioritas utama untuk dilakukan perbaikan. 2 KPI yang berada pada indikator merah tersebut meliputi pelaksanaan uji Gloagaspur KRI (U) dan Perencanaan Pengembangan(Renbang).
