Abstract

This research aims to analyze the implementation of tourism development policies at Pasir Putih Wates Beach by referring to the District Regulation. Rembang No. 12 of 2019. This research also identifies factors that influence policy implementation. Factors influencing policy implementation are presented by comparing four theories according to Van Horn and Van Metter, Edward III, Marilee Girdle and Mazmanian and Paul. The research method used is descriptive qualitative. Implementation of tourism development policies at Pasir Putih Wates Beach includes the development of public infrastructure, public facilities and tourism facilities. This research found problems in the implementation of District Regulations. Rembang No. 12 of 2019 covers the issue of budget limitations and management quality. The implementation of developing tourist accessibility for Pasir Putih Beach is not yet optimal because the management has not provided and has not developed a transportation system in the form of public transportation and supporting transportation facilities. Factors inhibiting the implementation of Pasir Putih Beach tourism development policies in Rembang Regency include standards and targets, resources and communication between organizations. The researcher's recommendation is that the management of Pasir Putih Wates Beach needs to collaborate with the private sector; Pasir Putih Sand Beach managers need to increase training so that the quality of managers increases; Pasir Putih Sand Beach management needs to collaborate with the Transportation Department to expand transportation routes to tourist attractions in Rembang Regency.

Abstract

Responsive governance is the aspiration of all layers of society to support the principles of good governance. The Secretariat of the Regional House of Representatives (DPRD) of Central Java Province has introduced an innovation in the form of the E-Wadul Dewan service, which is a digital-based platform for the people of Central Java Province to submit complaints. The research problem formulated in this study is: How is the implementation of the E-Wadul Dewan feature of the Secretariat of the DPRD of Central Java Province from the perspective of responsive governance? This research uses a qualitative descriptive method. Furthermore, the analysis uses the responsive governance framework by Vij & Gil-Garcia (2017) and Maksimovska & Stojkov (2019). The findings of this research are as follows: First, the action plans to be implemented must be structured and integrated to provide appropriate responses to existing situations. However, there is a need to improve the capacity of the Public Relations staff of the Secretariat of the DPRD of Central Java Province. Second, although the E-Wadul Dewan has adopted SOP-based service standards, its validity is still minimal because the SOP used is only a basic concept and has not been officially ratified due to lengthy bureaucratic processes. Third, the method for measuring public satisfaction with the E-Wadul Dewan feature is based on the Community Satisfaction Index (IKM) with a score of 88.4 (satisfied). Fourth, the integration performed by E-Wadul Dewan includes system integration and coordination. Fifth, public complaint reports received can influence the policies planned by the Secretariat of the DPRD of Central Java Province through initiative regional regulations (Raperda). Sixth, inclusivity efforts are made by adding disability-friendly features to E-Wadul Dewan to accommodate these special groups. Therefore, it can be concluded that the use of the E-Wadul Dewan feature is quite responsive and aligns with the research framework. However, there are still some characteristics that can be improved

Abstract

The village fund is part of the transfer to the regions aimed at supporting the funding of governance, development, community empowerment, and community in the village. The purpose of this study was to describe the implementation of village fund policies in the development of physical infrastructure in Giripurno Village and identify the factors that influence the implementation process. This study uses descriptive qualitative methods with data collection through observation, interviews, and documentation. The theory used is the equation of phenomena from various models of top-down policy implementation. The results showed that the implementation of the village fund policy in the development of physical infrastructure in Giripurno village has not fully run according to the provisions of the current legislation because the village fund distribution process is still based on previous regulations. The supporting factors for policy implementation are sufficient human resources and equipment, clear and consistent communication between organizations, good disposition of implementers, and supportive environmental conditions in the form of open-minded people, livelihoods that focus on the agricultural sector, improving education levels and high enthusiasm of the community. Meanwhile, the factors that hinder the implementation process are inadequate budget resources, lack of maximum communication between organizations, and policy environment conditions that include low quality of society, strong paternalistic culture, diverse patterns of community behavior, and differences in income levels.

Abstract

This research aims to analyze Public Private Partnerships in developing tourist destinations in the Conto Tourism Village, Wonogiri Regency and analyze the success factors of Public Private Partnerships. The author uses the theory of Public Private Partnership principles according to Satyanaryama and Yescombe and analyzes factors according to Kurniadi's theory. The research method uses a qualitative approach with data collection techniques in the form of observation, interviews and documentation. The results of the research are that the principles of public private partnership in developing tourist destinations in the Conto Tourism Village, Wonogiri Regency are not yet fully optimal. The principle of partnership in village government collaboration with the private sector is based on an MOU for the use of village treasury land. The principle of benefit is carried out through the provision of infrastructure carried out by both parties which can be beneficial for the people of Conto Village. The principle of competition in this collaboration does not apply the principle of competition. Principles of risk control and management in partnerships are carried out optimally through mitigation and management stages. The principle of effectiveness is carried out in village government partnerships with the private sector, seen from the clarity of programs in accordance with common goals and improving the quality of services in infrastructure management and maintenance. Efficient Principles in partnerships, this collaboration has an effective principle, namely that the provision of existing infrastructure is able to accelerate development in the village as well as improve infrastructure management and maintenance. Success factors include government capability, opportunistic behavior, attractive rewards, legal certainty, and PPP institutions. The success factor that was not implemented was the institutional public private partnership.

Abstract

Ketahanan Pangan yang merupakan strategi Sustainable Development Goals (SDG’S) dapat diwujudkan melalui urban farming atau pertanian perkotaan. Upaya pengelolaan urban farming di Kota Semarang berdasarkan Peraturan Walikota Semarang Nomor 24 Tahun 2021 tentang Gerakan Pembudayaan Pertanian Perkotaan di Kota Semarang. Peraturan tersebut menjadi pedoman stakeholders dalam menjalankan perannya dalam pengelolaan urban farming di Kota Semarang termasuk di Kelurahan Sampangan yang melibatkan berbagai stakeholders. Penelitian ini bertujuan untuk menganalisis peran stakeholders dan faktor pendukung dan faktor penghambat peran stakeholders dalam pengelolaan urban farming di Kelurahan Sampangan, Kota Semarang. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui kegiatan observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa setiap stakeholders mempunyai tugas dan fungsi dalam pengelolaan urban farming di Kelurahan Sampangan yang terdiri dari stakeholders pemerintah (Dinas Pertanian Kota Semarang dan Kelurahan Sampangan), bisnis (PT. Bank BRI Regional Office Kota Semarang), masyarakat (KWT Puspitasari, PKK RW 03 Kelurahan Sampangan, RW 03 Kelurahan Sampangan), akademisi (Universitas Negeri Semarang), dan media massa (Jawapos Radar Semarang). Peran stakeholders dalam penelitian ini terdiri dari: policy creator, koordinator, fasilitator, implementor, dan akselerator. Kesimpulan dari penelitian ini adalah masih ditemukan peran antar stakeholders yang belum optimal sehingga menghambat pengelolaan urban farming di Kelurahan Sampangan. Saran dari penelitian ini adalah stakeholders meningkatkan komunikasi agar tidak terjadi kesalahan penafsiran informasi, menambah jumlah tenaga Penyuluh Pertanian Lapangan Kecamatan, mengajak dan merangkul wanita usia muda, meningkatkan kerja sama dengan media massa, serta mengoptimalkan pemenuhan fasilitas urban farming.

Abstract

One of the benchmarks for human development can be seen from the HDI. In the last 5 years, the HDI for Wonogiri regency shows that the HDI for women has lagged behind the HDI for men. Starting from these problems, the Government of Wonogiri Regency is trying to increase the HDI for women by involving multi-sectoral actors. The involvement of multi-sectoral actors raises complex relationships between actors which are then theoretically referred to as network governance. This study aims to analyze the process of network governance whether it has been implemented optimally or not by actors, as well as to analyze the driving factors for the formation of network governance. This study uses network governance theory from Klijn & Koppenjan with 4 indicators of analysis, namely Actor, Interdependency and Frames, network management, institutional features and Interaction & Complexcity: output. The research method used is descriptive qualitative method with data collection through interviews and literature study. The results of the study show that the network governance process in an effort to increase the HDI of women in Wonogiri Regency has not been implemented optimally. Actor, Interdependency and Frames and network management indicators have been implemented by actors, but institutional features and Interaction & Complexity: output has not been maximized by actors. In addition, the driving factor for the formation of network governance is the actor's own internal motivation to seek to increase the HDI of women. The advice given in this study is that actors can make regulations governing the sustainability of the network, network long-term planning, and the need for programs that are integrated in all dimensions of HDI.

Abstract

The DKI Jakarta Provincial Government's complaint channel called Cepat Respon Masyarakat (CRM) has successfully resolved 953,623 public complaints with a resolution of 93.45% since 2016. The high volume of public complaints in DKI Jakarta, which reaches hundreds of thousands every year, shows the urgent need for an efficient complaint management system through the Cepat Respon Masyarakat service. One of the CRM complaint handling is carried out by the Government Bureau through the Expert Facilitator who is tasked with verifying and validating the results of the complaint follow-up. This study aims to analyze the responsiveness and factors that influence the responsiveness of Expert Facilitators in the implementation of CRM complaint handling. This research uses descriptive qualitative methods with data collection techniques of interviews, observation, and documentation. The responsiveness of Expert Facilitators is seen based on the phenomenon of the attitude of bureaucratic apparatus in responding to complaints and service users in Agus Dwiyanto's responsiveness theory (2006). The results showed that the responsiveness of the Expert Facilitator was still found lacking due to the low knowledge of the Expert Facilitator regarding the regulations used in responding to complaints and the mechanism for disseminating service information carried out by the Expert Facilitator had not been conveyed to the community as a whole. Internal factors that affect the responsiveness of Expert Facilitators consist of: background work experience of Expert Facilitators and open communication between the Government Bureau and Expert Facilitators. While external factors that affect the responsiveness of the Expert Facilitator include: the condition of the CRM complaint handling server, community behavior, government cooperation, and environmental conditions.

Abstract

The village of Krandegan is a pioneer of digital villages that implements e-government as an innovation in public services through the Si Polgan application. (Sistem Informasi dan Pelayanan Online di Desa Krandegan). The Si Polgan application has made Krandegan Village the only village in Purworejo Regency with an e-government product in the form of an application. However, since the initial implementation of the Si Polgan Application until now, several issues have been identified, including: there are still letter services that cannot be carried out online, limited financial resources, insufficient supporting facilities and infrastructure, and a 2 lack of available human resources. This research aims to analyze the implementation of e- government through the Si Polgan Application and to identify the supporting and inhibiting factors in its implementation in Krandegan Village. The research method used is a qualitative descriptive method utilizing primary and secondary data sources. The research results indicate that the implementation of e-government through the Si Polgan Application in Krandegan Village has not yet been carried out in accordance with the two indicators of e-government implementation, namely the indicators of application provision and development, and the indicators of human resource development. Supporting factors identified in the implementation of the Si Polgan Application are found in the support and value factors, while the inhibiting factor identified in the implementation of the Si Polgan Application lies in the capacity factor, specifically the lack of human resources, financial resources, and technological infrastructure.

Abstract

Penanganan pengaduan memiliki korelasi yang erat dengan pelayanan publik sebab penanganan pengaduan yang baik, dapat meningkatkan kualitas pelayanan publik. Hal ini karena penanganan pengaduan dapat membantu dalam mengidentifikasi masalah yang dihadapi organisasi publik dari aduan yang di sampaikan masyarakat dan organisasi publik bisa memperbaikinya. Penanganan Pengaduan yang dilaksanankan di RSUD dr, R, Soetrasno Rembang penting untuk dilaksanakan secara optimal sehingga bisa mewujudkan pelayanan publik yang baik bagi masyarakat. Tujuan penelitian ini yaitu untuk menganalisis penanganan pengaduan dan menganalisis hambatan penanganan pengaduan di RSUD dr. R. Soetrasno Rembang. Penelitian ini menggunakan metode penelitian kualitatif, teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan penanganan pengaduan di RSUD R. Soetrasno Kabupaten Rembang masih mengalami beberapa hambatan dalam menangani pengaduan, namun tidak signifikan dari segi internal, tetapi terdapat tantangan yang perlu diatasi terkait kurangnya partisipasi masyarakat dalam memaksimalkan penggunaan pelayanan pengaduan. Petugas juga masih mengalami hambatan dan kurang mampu untuk melaksanakan penanganan pengaduan. Saran yang dapat peneliti berikan adalah dengan mengadakan edukasi dan sosialisasi, RSUD R. Soetrasno dapat mengadakan program edukasi dan sosialisasi kepada masyarakat terkait pentingnya penggunaan pelayanan pengaduan, evaluasi rutin dan pengembangan lanjutan, serta pelatihan dan pengembangan kepada petugas.

Abstract

The city of Semarang implemented electronic e-retribusion system in 2018. E- Retributions were carried out with the aim of increasing the efficiency and reducing the costs of retribusion colletion . However, there has been a decline in E-Retribution income at Bangetayu Market, one of which is due to changes in the form of public services from previously manual system to automatic through the use of E-Retribution. The aim of the research is to determine the public value with Bangetayu Market traders in using e-retribusi in add the research finds.. Apart from that, to find out the factors that encourage and hinder traders in using e-retribution at Bangetayu Market.. In this research, the researcher used a qualitative descriptive method using data collection techniques in the form of interviews, observation and literature study. Based on data obtained from research results, Bangetayu Market traders do not accept e-retribution because traders consider e-retribution to be less profitable for traders, less suitable for use, traders are less happy in using it, traders have difficulty using e-retribution. However, the existence of levies can increase traders' trust in officers and increase traders' knowledge in using e-money.
