Abstract

The overcrowded conditions of correctional institutions and detention centers have made it challenging to enforce social distancing rules and are highly susceptible to the transmission and spread of the Covid-19 virus. In response, a new policy program to limit visits to detention centers as a prevention of Covid-19 in Jepara has been implemented. This qualitative research describes and analyzes the visit restriction program at the Class IIB Detention Center in Jepara as a strategic measure to prevent the spread of the Covid-19 virus. The program includes face-to-face visits, safekeeping of goods and food, and mechanisms for receiving complaints. The analysis shows that the policy's implementation is running well, with proper infrastructure and adequate support. However, challenges such as expensive telephone kiosks and non-transparent packaging for goods and food have been identified. The research suggests continued compliance with basic rules to control the pandemic and making adjustments to address the identified challenges.

Abstract

The Tourism Awareness Group (POKDARWIS) is the driving force of tourism at the village level. POKDARWIS Manggar is the manager of Wonolopo Tourism Village, Mijen District, Semarang City. POKDARWIS Manggar as the manager of the Tourism Village has several problems such as the lack of human resources, the lack of participation for the surrounding community, and the uneven knowledge of tourism villages among POKDARWIS members. The purpose of this research is to find out the capacity development of POKDARWIS Manggar in the development of Wonolopo Tourism Village along with the driving and inhibiting factors. This research method is descriptive qualitative. The data collection techniques used were interviews, observation, documentation, and literature study. Capacity development was studied using the theory proposed by Grindle which includes three dimensions of capacity development, namely human resource development, organizational strengthening, and institutional reform. The results showed that POKDARWIS Manggar has conducted capacity development in its organization, but experienced several obstacles in its implementation. The driving factors are shared commitment, leadership, innovation, internal participation, networks, and information. The inhibiting factors for capacity building at POKDARWIS Manggar are regulation and community participation.

Abstract

The high maternal mortality rate (MMR) cases in Semarang City in 2015, totaling 35 cases of MMR, has become a health issue that requires an appropriate health solution. Therefore, the Semarang City government established the SAN-PIISAN Program, which focuses on addressing MMR, child mortality (AKB), and stunting. The SAN-PIISAN Program is a health program that involves collaboration between the government, private sector, and civil society. In implementing the program, there is involvement of cadre roles as part of the civil society. However, there are issues with the cadre roles, the lack of awareness among cadres to fulfill their roles and the shortage of cadre workforce, resulting in dual roles. The aim of this research is to understand the role of cadres in the SAN-PIISAN Program in Semarang City and to identify the supporting and hindering factors for cadres in fulfilling their roles. The research method used is descriptive qualitative. The data collection techniques include observation, interviews, documentation, and literature review. The theory used is the role theory according to Jim Ife and Frank Tesoriero, which includes facilitative, educational, representative, and technical roles. The result of the research indicate that cadres have been fulfilling their roles, but they have some lack initiative in technical roles such as data collection and reporting. The supporting factor for cadre roles in fulfilling their duties is role behavior or a responsibility they had, while the hindering factors include the occurrence of dual roles among cadres and excessive job demands

Abstract

Berdasarkan RENSTRA Disporabudpar Kabupaten Tangerang Tahun 2019-2023, Pantai Tanjung Kait adalah salah satu pantai yang sangat berpotensi karena tidak hanya memiliki objek wisata pantai, sehingga pantai ini sangat diminati oleh masyarakat. Namun, belakangan ini Pantai Tanjung Kait mengalami sepi pengunjung yang disebabkan oleh banyak faktor. Banyaknya permasalahan di Pantai Tanjung Kait tentu tidak dapat diselesaikan oleh satu instansi saja mengingat adanya keterbatasan sumber daya yang dimiliki, sehingga Pemkab Tangerang berupaya dengan melakukan kerja sama dengan berbagai pihak atau yang disebut collaborative governance. Penelitian ini bertujuan untuk menganalisis proses collaborative governance dalam pengelolaan wisata Pantai Tanjung Kait serta faktor yang mendorong atau menghambatnya. Metode penelitian yang digunakan adalah deskriptif kualitatif. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa proses collaborative governance dalam pengelolaan Pantai Tanjung Kait sudah berjalan, tetapi masih belum optimal. Hal ini karena masih terdapat aktor yang belum menunjukkan komitmen yang kuat dalam kegiatan forum koordinasi, seperti kurang berpartisipasi secara aktif. Dalam upaya membangun kepercayaan juga masih terdapat aktor yang bersikap kurang terbuka yakni belum menyampaikan informasi secara menyeluruh. Faktor pendorong kolaborasi ini yaitu adanya kondisi awal yang baik karena para aktor memiliki kesadaran untuk berkolaborasi yang didorong oleh adanya keterbatasan sumber daya dari masing-masing aktor serta keberadaan pemimpin yang telah melakukan berbagai upaya dalam pemberdayaan aktor yaitu melalui pelatihan, pembinaan serta monitoring. Sedangkan, faktor penghambatnya adalah faktor desain institusional yaitu mencakup aturan dasar dalam proses kolaborasi dimana keterbukaan antar beberapa aktor dalam kolaborasi ini masih kurang.

Abstract

Homelessness and beggars are a social problem. The city of West Jakarta experiences an increase in the number of homeless people and beggars every year. Therefore, the aim of this research is to analyze the organizational performance of the West Jakarta Social Service in implementing social rehabilitation programs to reduce the number of homeless people and beggars, as well as analyzing the factors that influence the organizational performance of the West Jakarta Social Service in implementing social rehabilitation programs using organizational performance measurement theory. according to Dwiyanto which includes productivity, service quality, responsiveness, responsibility, accountability, and the theory of factors that influence organizational performance using Mahmudi's theory, namely team factors, system factors and contextual factors. The method used is a descriptive qualitative method. The results of this research show that the performance of the West Jakarta Social Service Department is running well even though there are indicators that are not yet optimal, namely productivity and the factors that can influence the performance of the Social Service Department in implementing social rehabilitation programs are team factors, system factors and contextual factors. Of these three factors, the ones that hinder the performance of the West Jakarta City Social Service Department in implementing social rehabilitation programs are system factors and also contextual factors.

Abstract

This research aims to identify and analyze the role of stakeholders in managing the Tapak Mangrove Forest in Tugurejo Village, Semarang City. The method used in the research is descriptive qualitative. The research results show that Central Java Provincial Environment and Forestry Service as government elements who plays the role as a policy creator and facilitator. The Semarang City Environmental Service and the Semarang City Fisheries Service from the government act as facilitators. Tugurejo Subdistrict is a stakeholder from the government element who acts as a coordinator. CV Akar Energi Mandiri is a private stakeholder with a role as a facilitator. Community services of HMIK FPIK Undip is a stakeholder from academic elements who plays the role of facilitator and accelerator. Furthermore, the Prenjak Group and Pokdarwis Bina Tapak Lestari from community elements who plays as coordinators, facilitators and implementers. Last, Community of Tapak from society elements who plays the role as facilitator. Therefore, there needs to be efforts from all stakeholders involved to carry out management according to their respective roles and duties.

Abstract

Collaboration is one of the eight elements in ASN's Core Values of AKHLAK. These ASN Core Values with AKHLAK are a summary of the main values of the State Civil Service in accordance with Law no. 5 of 2014 concerning State Civil Apparatus. The Rembang Regency Environmental Service is one of the regional organizations that has various collaborations. Collaboration in environmental matters is very important because environmental problems are complex problems, involve many parties, and have a broad impact, especially on the future of future generations. This research aims to describe the collaborative culture at the Rembang Regency Environmental Service and to explain the supporting and inhibiting factors in the implementation of collaborative culture at the Rembang Regency Environmental Service. The method used in this research is qualitative with interviews as the instrument. The results of the research show that the collaborative culture that has occurred so far has been running well, which is characterized by the existence of a work team, trust and positive empowerment carried out by employees of the Rembang Regency Environmental Service. However, miscommunication at the Waste Management UPT ultimately made the collaborative culture weak. Supporting factors consist of division of power, leadership, management style, and formalization, while inhibiting factors consist of unclear problem boundaries, unclear legal basis for collaboration, and low level of employee education. The suggestions given are to provide outreach regarding ASN work culture, organize further training and education for employees with low levels of education, collaborate with local stakeholders, and develop work guidelines that are clear and easy to understan

Abstract

Pelayanan publik merupakan aktivitas pemerintah untuk memenuhi kebutuhan pelayanan seperti pelayanan barang, jasa atau lain sebagainya yang dilakukan oleh penyelenggara layanan publik. Salah satu upaya yang ditetapkan oleh pemerintah pusat dalam penyelenggaraan pelayanan publik adalah membangun sistem Mal Pelayanan Publik (MPP) yang bertujuan untuk mengintegrasikan pelayanan publik pada satu tempat sebagai upaya meningkatkan kecepatan, kemudahan, jangkauan, kenyamanan, dan keamanan pelayanan. Dalam pelayanan publik hal yang perlu diperhatikan yaitu perilaku pemberi layanan yang berperan dalam terciptanya kepuasan bagi pengguna. Penelitian ini bertujuan untuk mengetahui hubungan antara perilaku pemberi layanan dengan kepuasan pengguna Mal Pelayanan Publik di Kabupaten Kudus. Menggunakan metode kuantitatif dengan pengumpulan data menggunakan kuesioner dan studi kepustakaan. Metode analisis data menggunakan analisis rank spearman. Hasil penelitian menunjukkan bahwa mayoritas masyarakat Kabupaten Kudus berpersepsi bahwa perilaku pemberi layanan pada Mal Pelayanan Publik Kabupaten Kudus baik dan masyarakat berpersepsi puas terhadap kinerja pemberi layanan disana. Berdasarkan hasil uji rank spearman 0,241 dan taraf signifikansinya yakni 0,016 hasil koefisien perilaku pemberi layanan mempengaruhi kepuasan pengguna, sehingga semakin baik perilaku pemberi layanan di Mal Pelayanan Publik Kabupaten Kudus akan meningkatkan kepuasan pengguna jasa pelayanan tersebut.

Abstract

Pengelolaan sampah di Kabupaten Jombang yang masih belum dilakukan secara optimal menjadi latar belakang penelitian ini. Masalah yang muncul mengenai mekanisme pengelolaan sampah, mulai dari pengurangan, penanganan, pemilahan, pengumpulan, pengangkutan, penyelenggaraan kelembagaan, dan pelaksanaan pemrosesan akhir yang belum dapat dilakukan secara optimal. Tujuan penelitian ini untuk memahami tinjauan kelembagaan pengelolaan sampah di Kabupaten Jombang. Metode yang dipergunakan dalam penelitian ini menggunakan penelitian deskriptif kualitatif dengan bersumber dari data primer dan sekunder. Hasil penelitian menjelaskan mengenai beberapa hal. Pertama, kepemimpinan dalam kelembagaan pengelolaan sampah dilakukan oleh Dinas Lingkungan Hidup. Konteks visi misi dan tujuan didasarkan pada keselarasan dengan Pemerintah Kabupaten Jombang. Selaku leading sector utama dari Dinas Lingkungan Hidup dan hubungan kerjasama kelembagaan dilakukan dengan berkoordinasi kepada Unit Pelaksana Teknis (UPT) Pengelolaan Sampah, Bank Sampah, Pasukan Kuning, dan OPD terkait. Kedua, strategi berpedoman pada Renstra Dinas Lingkungan Hidup Kabupaten Jombang tahun 2018-2023. Kegiatan pengembangan lembaga/pegawai masih belum dilakukan secara jelas dan periodik. Ketiga, komunikasi pihak komunikator dilakukan oleh Dinas Lingkungan Hidup. Penyampaian pesan kepada internal pegawai DLH dilakukan melalui langsung atau tidak langsung. Media sosial yang dipergunakan mulai dari Instagram, Website, dan Houtline SIAPS. Impact dalam komunikasi yang dilakukan secara implementasi sudah tepat. Keempat, norma formal berpedoman pada regulasi pemerintah, Perda No. 3 Tahun 2019, Perbup Nomor 56 Tahun 2022, Perbup Nomor 52 Tahun 2019, Perda Nomor 13 Tahun 2023. Sedangkan, norma informal mengenai SOP, SPK, himabuan, komitmen, dan kepercayaan. Kelima, sumber daya kelembagaan, pendanaan bersumber dari APBN, APBD, CSR, dan pendanaan lainnya yang sah. Sumber daya aparatur masing-masing lembaga sudah dilakukan dengan baik. Msnajerial kinerja didasarkan pada Surat Perjanjian Kerja yang dilakukan.

Abstract

Pertumbuhan penduduk usia lanjut saat ini telah dialami berbagai negara termasuk Indonesia. Kenaikan penduduk lansia merupakan tren yang positif karena mengindikasikan peningkatan angka harapan hidup. Namun pertumbuhan ini perlu diimbangi dengan peningkatan kesejahteraan hidup lansia agar di kemudian hari tidak muncul persoalan baru akibat lonjakan penduduk lansia tanpa persiapan yang matang. Salah satu program pelayanan kesehatan yang diberikan kepada lanjut usia di Indonesia adalah posyandu lansia. Program posyandu lansia bertujuan meningkatkan status dan kualitas hidup lansia dengan pemberian pelayanan yang berupa pelayan kesehatan promotif dan preventif. Sayangnya program posyandu lansia belum dimanfaatkan oleh seluruh lansia secara optimal. Pada posyandu lansia di wilayah kerja Puskesmas Limbangan, kehadiran lansia baru mencapai angka 7,02% pada triwulan pertama 2022. Penelitian ini kemudian berupaya menganalisis partisipasi lansia serta faktor-faktor yang berhubungan dengan partisipasi lansia pada posyandu lansia di wilayah kerja Puskesmas Limbangan. Tipe penelitian ini adalah deskriptif kuantitatif dengan pengumpulan data melalui kuesioner dan observasi. Sampel penelitian berjumlah 98 orang yang diambil dengan teknik accidental sampling. Hasil penelitian menghasilkan rata-rata nilai partisipasi lansia sebesar 2,32 dari skala 4. Artinya saat ini partisipasi lansia dalam program posyandu lansia di wilayah kerja Puskesmas Limbangan masih kurang. Faktor yang terbukti berhubungan dengan partisipasi lansia adalah jenis kelamin, sementara faktor lain yang diuji yakni usia, tingkat pendidikan, pekerjaan dan pengahsilan ternyata tidak berkorelasi. Saran yang diberikan adalah Puskesmas Limbangan dapat menggencarkan sosialisasi program, mengikutsertakan lansia dalam diskusi dan pengambilan keputusan, berasama tokoh masyarakat mengajak lansia lakilaki aktif berpartisipasi, serta dapat menggabungkan kegiatan posyandu dengan aktivitas non olahraga.
