Abstract

Public service digitalization is an important element in modern governance to improve efficiency, accessibility, and transparency. However, the implementation of digital applications often faces challenges, as found in the application "Tangerang Live," a digital public service platform from the Tangerang City Government. This study aims to analyze the factors that influence citizens' intention to use the application with the Technology Acceptance Model (TAM) framework, reviewing the influence of Perceived Usefulness (PU) and Perceived Ease of Use (PEOU) on Behavioral Intention to Use (BIU). A quantitative methodology was applied, collecting primary data through structured questionnaires from 107 purposively selected respondents who were residents of Tangerang City, had experience using the application, and were over 17 years old. The collected data was analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to evaluate the relationships between variables. The findings demonstrate that both perceived usefulness and perceived ease of use significantly and positively influence behavioral intention to use. This indicates that users are more inclined to adopt the "Tangerang Live" application when they perceive it as practical, time-saving, and easy to navigate.

Abstract

The SIAP OM website was designed to facilitate online population administration services by the Demak District Population and Civil Registration Office. However, its implementation still faces various obstacles. This study aims to analyze the quality of E-Government on the SIAP OM website based on the dimensions of efficiency, trust, reliability, and citizen support. This research uses the E-Govqual theory proposed by Papadomichelaki Mentzas which consists of the dimensions of efficiency, trust, reliability, and citizen support as research indicators and uses the Community Satisfaction Survey (SKM) method based on the Regulation of the Minister of Administrative Reform and Bureaucratic Reform Number 14 of 2017 concerning Guidelines for Preparing Community Satisfaction Surveys for Public Service Delivery Units as a method of calculating IKM. This research uses a descriptive quantitative approach, with data collected through questionnaires and interviews. The research population includes the people of Demak Regency who have accessed the SIAP OM website, with a sample size of 100 respondents. The questionnaire was distributed through social media Instagram and WhatsApp. The selection of sources was carried out by purposive sampling. The sources of this research are the Secretary of Dindukcapil Demak Regency and users of the SIAP OM website. In analyzing the data using the Community Satisfaction Survey calculation and calculated using Microsoft Excel. The results showed that the overall service quality of the SIAP OM website is still classified as “D” or “Not Good” with an IKM score of 63.41, characterized by low efficiency, trust, reliability, and community support in using e-government services.

Abstract

Population document services are a basic right of citizens. One of the efforts to fulfill it is by implementing the Si D'nOK Application. The Si D'nOK application was created to facilitate the management of administration and population documents in Semarang City. However, previous research shows that the implementation of the Si D'nOK Application has many obstacles. Theoretically, if there are still obstacles to the use of the Si D'nOK Application, then people's intention to use it will also be low. Based on this hypothesis, the purpose of this study is to analyze the factors that affect behavioral intention to use the Si D'nOK Application using the UMEGA model. There are seven variables analyzed, namely performance expectancy, social influence, perceived risk, and facilitating conditions as independent variables; effort expectancy and attitude as intervening 1 and 2, respectively; and behavioral intention to use as the dependent variable. This research uses a quantitative approach through a survey of 100 users of the Si D'nOK Application. Data analysis was performed with SmartPLS version 4.1.0.9. The results showed that performance expectancy have a positive effect on attitude by 14.7%; effort expectancy have a positive effect on attitude by 15.7%; social influence has a positive effect on attitude by 6.2%; perceived risk has a negative relationship and has no effect on attitude by 1%; facilitating conditions have a positive effect on effort expectancy and usage behavioral intention by 75.3% and 16.2%, respectively; and attitude have a positive effect on usage behavioral intention by 46.2%. There are suggestions that can be proposed, namely education and tutorials, complaint services, and directions to RT/RW to introduce the Si D'nOK Application.

Abstract

The Government of the Republic of Indonesia has established Presidential Regulation Number 72 of 2021 concerning the Acceleration of Stunting Reduction. This regulation serves as a guideline for implementing interventions aimed at accelerating stunting reduction, with a target prevalence of 14% by 2024. In executing this intervention, the National Population and Family Planning Board (BKKBN) has developed the Elsimil program for prospective brides and grooms, which is also implemented in Ungaran Barat District. However, communication regarding this program has not been optimal. This research aims to analyze the communication of the Electronic Program for Ready to Marry and Pregnant (Elsimil) in Ungaran Barat District and to examine the supporting and inhibiting factors. The method used in this study is descriptive qualitative, with data collection conducted through interviews and documentation. The results indicate that communication regarding the Elsimil program in Ungaran Barat District has not yet reached its full potential. Aspects of communication clarity and consistency are lacking due to limited face-to-face interactions, and there are still prospective brides and grooms who do not adhere to online guidance properly.This study recommends that family assistance teams implement more flexible scheduling for support sessions, improve technology with more stable internet connections, and enhance collaboration with religious affairs offices (KUA) to make Elsimil certificates a mandatory document in the marriage registration process.

Abstract

This study was conducted to determine the quality of service to outpatients at Diponegoro National Hospital through a service quality approach. This research is a quantitative study using descriptive methods. Respondents in this study were 98 respondents, who were taken with non-probability sampling techniques and purposive sampling approaches. This research was conducted on outpatients with BPJS at Diponegoro National Hospital. Data collection techniques through observation, questionnaires and documentaries. The data was analysed using the SERVQUAL model. The results of the analysis show that the reliability indicator falls into quadrant IV, namely excessive, where patient perceptions of RSND services are higher than their expectations so that RSND has succeeded in exceeding patient expectations, especially in terms of timeliness and accuracy of service. Then the physical evidence indicator is in quadrant III, which is low priority, which indicates that although its performance is still less than optimal, this aspect does not have a major influence on overall patient satisfaction. Then, the responsiveness and assurance indicators are in quadrant II, namely maintaining achievement, where the performance provided by RSND in providing services to patients is good and needs to be maintained. Finally, the empathy indicator is in quadrant I, namely the main priority, which shows that this indicator has a weakness that is considered still not optimal which must be corrected immediately because it has a major influence on patient satisfaction. Based on these results, it is necessary to improve the empathy indicator with training for staff in order to provide optimal service for RSND patients.

Abstract

This study examines the failure of gender mainstreaming policies in the context of regional development in Indonesia. Using evidence from Wonogiri which has a significant gap in the Human Development Index (HDI) between men and women, this study examines the failure of gender mainstreaming policy implementation at the regional level. Qualitative research methods are applied through document analysis and in-depth interviews with local policy actors. The results show that although gender mainstreaming is a national mandate, its implementation at the regional level is symbolic, uncoordinated, and hampered by technical limitations and weak political will. These findings highlight that institutional fragmentation and decentralized governance structures are major obstacles to achieving gender equality. In conclusion, strengthening local policy capacity is needed so that gender mainstreaming can function as a substantive instrument in promoting equitable and inclusive development.
