Abstract

ABSTRACT This study specifically analyzes stunting prevention in East Flores Regency within a patriarchal culture. It aims to explain the challenges and impacts of the patriarchal culture of the Lamaholot community in Adonara on the success of the Gerobak Cinta program. Through a qualitative method, researchers conducted data collection using interview techniques. Data collection from secondary data. The collected data was analyzed using Moser's gender analysis framework to uncover women's roles and power relations that contribute to the program's achievements. The results show that the Gerobak Cinta policy design is still at the level of practical gender needs. This program has not maximally encouraged strategic gender needs related to awareness of power relations and also balanced roles between men and women in parenting, eating patterns and also the context of the cultural environment. Men are still considered as breadwinners and are not much involved in health activities, especially reducing stunting. Men still determine access and control over nutritious food sources for the family. Women are often presented as objects of the program so that they increase their double burden in the domestic and public spheres. Women's target groups have also not been seen to play a role in the Situation Analysis, even though they themselves need to convey what their problems are so that the intervention is really specific. Therefore, gender analysis is needed in every empowerment and development process carried out by the government, including Gerobak Cinta. ABSTRAK Studi ini secara spesifik menganalisis penanggulangan stunting di Kabupaten Flores Timur dalam budaya patriarki. Tujuannya untuk menjelaskan tantangan dan dampak budaya patriarki masyarakat Lamaholot, Adonara terhadap keberhasilan program Gerobak Cinta. Melalui metode kualitatif, peneliti melakukan pengumpulan data menggunakan teknik wawancara. Pengumpulan data dari data sekunder. Data yang terkumpul dianalisis menggunakan kerangka analisis gender Moser untuk menyingkap peran perempuan dan relasi kuasa yang berkontribusi pada capaian program. Hasil penelitian menunjukkan bahwa desain kebijakan Gerobak Cinta masih berada pada tataran kebutuhan gender praktis. Program ini belum mendorong secara maksimal kebutuhan gender strategis terkait penyadaran akan relasi kuasa dan juga peran yang seimbang antara laki-laki dan perempuan dalam pola asuh, pola makan dan juga konteks lingkungan budaya. Laki-laki masih dianggap sebagai pihak pencari nafkah dan tidak banyak terlibat dalam kegiatan kesehatan terutama penurunan stunting. Laki-laki masih menjadi penentu akses dan kontrol terhadap sumber makanan bergizi bagi keluarga. Perempuan sering hadir sebagai objek program sehingga mereka menambah beban ganda mereka dalam ranah domestik dan publik. Kelompok sasaran perempuan juga belum nampak terlihat berperan dalam Analisis Situasi, padahal mereka sendiri perlu menyampaikan apa yang menjadi permasalahannya sehingga intervensinya benar-benar spesifik. Karena itu butuh analisis gender dalam setiap proses pemberdayaan dan pembangunan yang dilakukan pemerintah termasuk Gerobak Cinta.

Abstract

This study was designed with a focus on the adoption of Indigenous Public Administration (IPA) values in the development of Indonesian public administration theory and practice, especially in the economic policy sector. This study aims to evaluate and critique the practice of Western Public Administration (WPA) in implementing the traditional market revitalization program and describe the local wisdom value of Gelu Epen practice as a revitalization model. The method used is qualitative with a descriptive approach. Data collection techniques through interviews, observations and documentation. Data analysis techniques are carried out by data reduction, data presentation and drawing conclusions. This study found four important things. First, the traditional market revitalization program by the government is often criticized for focusing on organizing and developing market buildings, rather than improving the economy, organizing market management and preserving local cultural heritage. Second, the factors causing the failure of the revitalization program include: the intervention of WPA practices, strong government dominance and the neglect of participation from local social and economic institutions. Third, the success of the revitalization of the Waiwuring traditional market cannot be separated from the government's efforts to revive the Gelu Epen (barter) tradition which is a local cultural heritage of Lamaholot. Fourth, the values, norms and principles of Gelu Epen practice such as equality or justice (Ha'ma), mutual trust (No Keni'ine), kinship (Haba Breun) and tolerance (Onga Arep), are maintained to maintain the achievement of the economic and social functions of the Waiwuring market.
