Abstract

The rise of innovations in the public sector creates something new in delivering public services. This study aims to analyze value-added in the practices of service innovation in the public sector. Drawing on desk research method, this study uses secondary data from literature sources. Innovation becomes a way to create value-added in public service sphere. This study concludes that some innovations created in the integrated service units in Pontiana Municipality and Tanah Bumbu District are included in innovation process which delivers efficiency and easiness values for the users of SITU, SIUP and TDP services. The innovation in the two service agencies has succeeded to reduce service delivery duration and minimized the occurrence of opportunity lost among citizens so that the innovation creates public value.Furthermore, those innovation practices demonstrate that there is an adjustment of network community governance in the process of public service administration.

Abstract

This paper aims to discuss problematizations of discretion issue in the Administration Law 2014. Discretion is one of some discussed issues in the Administration Law which provides a legal guidance for bureaucrats to conduct their jobs. Drawing on Bacchi’s WPR (What is problem represented to be?) approach to policy analysis, this paper interrogates what ‘problem(s)’ is (are) produced in the policy document, what presuppositions are used as arguments to support the ‘problems’, what left as unproblematic issue that is absence in the policy problematizations, and what effects are produced by the ‘problem’ representation. The paper finds out that rules and procedures are the key concepts which assumed as policy ‘problems’ related to discretion issue. Neglecting the certain rules and procedures will be considered as doing illegal action. Only public managers have the discretionary power or managerial discretion, but in a limited room, because of upper manager’s intervention. However, this discretion policy remains an inefficient and rigid process in facing certain situation because, in exercising discretion, they have to obey certain rules and procedures. In addition, staffs do not have discretionary authority within their jobs although they might also face some certain situation which needs to make decisions.

Abstract

This research aimed to explore research innovation model in the Office of Religious Research and Development (RRD), Ministry of Religious Affairs (MORA) in Semarang. Research innovation model includes new ideas, practices, and methods in research field to further enhance the quality of research. The new ideas, practices, and methods consist of things that have been implemented, existed and practiced by the research institutions. This research used the qualitative approach and fact-finding method. The data were collected in several ways, such as experience and observation, interview, and secondary data. The result revealed the leader of the Office of RRD Semarang ideas concerning the importance of establishing quality-based policy research. In practice, those ideas were implemented in at least four forms of innovation which are the existences of (1) The Research’s Internal Quality Guarantor Team, (2) Electronic Journals, (3) Collaborative Research and Development, (4) Policy Brief, and (5) MPEP Team. Those innovations were considered as a process and product innovation. Finally, it concluded that the leadership factor had a significant role in this organization to create such innovations.

Abstract

The 2013 curriculum is currently oriented towards developing student character education. In character education, there are character values ​​that need to be integrated into each subject matter. One way to integrate character values ​​is by using the VCT model. The purpose of this study is to analyze the VCT model in integrating character values ​​in the 2013 curriculum. The method used in this study is a literature study using book sources and articles both national and international journals. The focus of the study in this study is to explain the integration of character values ​​using the VCT model to support the 2013 curriculum. The results show that the VCT model is a highly recommended model for integrating character values. The integration of character values ​​is carried out through clarifying the values ​​related to the conflicts raised in learning. The process of internalizing character values ​​through VCT will be more profound, because students choose the internalized values ​​freely. An important stage of the VCT model is at the stage of providing a stimulus, because at this stage students are expected to understand the problem conflict.

Abstract

This study aims to determine the effect of thematic collaborative learning on critical thinking skills. This research is a quasi-experimental study with a pretest-posttest control group design. The research subjects were fourth grade students of Mangunan State Elementary School, Yogyakarta city. The sample was selected based on random sampling while the instrument used in this study was an Essay test to measure critical thinking skills. The data that has been collected is then analyzed using the t-test. The results showed that there are differences in critical thinking skills in thematic learning between students who learn to use collaborative learning and students who learn to use expository. Students who study using thematic collaborative learning have a higher level of critical thinking skills than students who learn using the expository learning model.

Abstract

Long COVID, or Post-Acute Sequelae of SARS-CoV-2 infection (PASC), is an emerging global public health challenge. This study aims to quantitatively assess the prevalence, symptom profiles, and long-term consequences of Long COVID while evaluating the preparedness of healthcare systems to manage its impact. A cross-sectional analysis was conducted on 5,000 individuals from high-, middle-, and low-income regions who experienced COVID-19. Results show that 30% of participants reported persistent symptoms, with fatigue (60%), cognitive impairment (45%), and shortness of breath (40%) being the most common. Long COVID disproportionately affected older adults, females, and those with pre-existing conditions. Furthermore, 50% of patients reported an inability to return to work, highlighting the condition’s significant economic burden. Healthcare utilization was high, with 70% of patients requiring outpatient visits and 45% needing rehabilitation services. However, healthcare system preparedness was found to be inadequate, particularly in low-income countries, where only 40% of patients had access to necessary care. Specialized Long COVID clinics and rehabilitation programs were the most effective interventions, with 60% of patients reporting improvement. These findings underscore the urgent need for healthcare system reforms and targeted interventions to address the long-term impacts of Long COVID.

Abstract

This study aims to determine the extent to which the implementation of online PKS training is successful. His study used an evaluation with Kirkpatrick's model approach to measure aspects of reaction, learning, behavior and results. As a result, 91.65 percent of training participants showed a high positive reaction to the implementation of the training, and all participants showed behavioral changes in attitudes and actions when carrying out the task of managing the learning and education process in schools. In addition, using non-parametric Mann-Whitney analysis, it can be concluded that there has been an increase in the knowledge of PKS training participants on the aspects of managerial abilities, entrepreneurial development and supervisory skills. The results of the study explained that all training participants passed the training with very satisfying results. Thus, the online mode PKS training has been implemented and resulted in strengthening the capacity of school principals in various required competencies. It is recommended, for the next implementation, it should focus on using pedagogical flexibility to produce a profile of school principals who have a professional vitality construction.Keywords: Capacity Building, Kirkpatrick Model and PKS Training.
