Abstract

In this article, we as authors would like to discuss a comparative study of the concept of an ideal state according to Ibn Rushd and Al-Farabi, both of whom were Muslim scholars who lived in the Middle Ages, a period when Islam flourished with knowledge ranging from politics, law, philosophy, medicine, architecture, and so on. The purpose of this study is to identify the differences in their formulations regarding how a state can become the best possible framework, whose implementation has a significant impact on the lives of its people. The research method employed in this study is library research. In his previous explanation, Ibn Rushd emphasised three concepts, namely the ideal state, which is the sovereignty of the people (al-siyadah), freedom (al-hurriyah), equality (al-musawah), and diversity (pluralism). These concepts form the basis for a just and prosperous state according to his thinking. Meanwhile, Al-Farabi's concept of the ideal state, called al-Madinah al-Fadhilah, is a state that aims to achieve worldly and eternal happiness for all its citizens. This state is led by a wise philosopher-king who has extensive knowledge and is able to lead society towards moral and spiritual perfection. By introducing the concept of Philosopher-Prophet Leadership (scholars), Happiness, Structured Society, Justice and Prosperity, a Just Economic System, Education and Morality.

Abstract

This study discusses a good governance system from the perspective of Ibn Taimiyah and its impact on community development. The type of method in this study, the author uses the library research method. This method was chosen because it facilitates the identification of research discussions. The approaches used include conceptual and legislative approaches to the subject. The data used are secondary data, obtained indirectly through library studies. This research was conducted using a qualitative approach by collecting reference sources in the form of reading books in print or online media that are related to the problem being studied. The results of the discussion show that there are several aspects of good governance or Good Governance initiated by Ibn Taimiyah, namely supporting the welfare of society in order to build good and correct governance. Therefore, Ibn Taimiyah stated that the government is an institution that builds important sectors such as politics, social, education, and economy because all of these can have a big influence on people's lives. According to him, social justice is related to human rights, so that violation of justice will cause crime and loss. Therefore, whatever form, name, or sign is used by the government and the state, as long as it helps realize social justice, must be obeyed and fully supported. Ibn Taimiyah also stated that the government as a very important institutional institution and he also stated that there are two things in determining a country and the leadership sector of the country with what it is.

Abstract

This study aims to analyze the phenomenon of unemployment from the perspective of human resource development based on Islamic values, specifically through the maqasid al-shari’ah approach. Conventional development models focused solely on economic growth often fail to comprehensively address unemployment issues because they neglect the dimensions of ethics, social justice, and spirituality. This study employs a qualitative method using a literature review approach, examining various classical and contemporary works related to Islamic economics and human development. The findings indicate that unemployment is not merely an economic issue but also reflects a failure in the holistic management of human resources. From the perspective of the maqasid al-shari’ah, development must be directed toward the protection of religion, life, intellect, lineage, and wealth, which implicitly demands the creation of fair, productive, and dignified employment opportunities. Therefore, a reconstruction of development policies is necessary one that focuses not only on macroeconomic indicators but also on the comprehensive enhancement of human quality. This study is expected to provide a conceptual contribution to the development of public policies based on Islamic values to address unemployment in a sustainable manner.

Abstract

Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kompetensi dan etika juru sembelih halal (Juleha) di Kecamatan Slahung dalam rangka mendukung pemenuhan standar halal nasional. Latar belakang kegiatan ini didasarkan pada masih ditemukannya praktik penyembelihan tradisional yang belum sepenuhnya sesuai dengan syariat Islam serta minimnya pelatihan formal yang diikuti oleh para juru sembelih. Metode pelaksanaan dilakukan melalui beberapa tahapan, yaitu sosialisasi kepada pemangku kepentingan, pendataan dan pemetaan kompetensi awal juru sembelih, pelatihan terpadu berbasis teori dan praktik, serta evaluasi melalui observasi dan kuesioner. Materi pelatihan mencakup hukum penyembelihan halal, etika dan adab, teknik penyembelihan yang sesuai syariat, serta aspek kebersihan dan manajemen alat. Hasil kegiatan menunjukkan adanya peningkatan pemahaman dan keterampilan peserta, yang sebelumnya didominasi oleh praktik turun-temurun tanpa standar baku. Dukungan pemerintah dan partisipasi mahasiswa turut memperkuat keberhasilan program. Kegiatan ini berkontribusi dalam membentuk juru sembelih yang kompeten, profesional, dan sesuai syariat serta berpotensi direplikasi secara berkelanjutan di wilayah lain.

Abstract

This study is grounded in the evolving political, legal, and social dynamics in Indonesia, where, despite not being a religious state, Islam as the majority religion continues to exert a significant influence on the direction of change. The study aims to provide an in-depth analysis of the implementation of the Islamic political system and to evaluate its relevance in the context of Indonesia as a modern state based on Pancasila, with a particular focus on governmental practice in Kecamatan Anyer, Banten Province. A qualitative method with a phenomenological approach was employed, concentrating the analysis on the administration of sub-district government. The findings show that the integration of the Islamic political system in Indonesia is not realized through the formalization of an Islamic state ideology, but rather through the adaptation and negotiation of Islamic values within a democratic and pluralistic framework. In the context of the Anyer Sub-District Government, the relevance of Islamic political values is evident in their function as a source of ethics and morality that contributes to shaping the character of public officials and to formulating just and civilized policies. The apparatus of Kecamatan Anyer have applied values consistent with the Prophet’s political principles, although implementation remains uneven due to bureaucratic constraints and low levels of community participation. The values of syura (consultation), justice, and exemplary leadership are shown to be relevant in supporting the effectiveness of development deliberations and in improving the quality of public service. This study affirms that the Prophet’s political values can be adapted within a modern democratic system without altering the fundamental structure of the state and can make both theoretical and practical contributions to strengthening governance grounded in ethics and religious values. Overall, the integration of the Prophet’s political values can serve as an applicative guideline for improving the quality of local government in Indonesia.

Abstract

Although abortion regulation has received considerable attention in legal and ethical scholarship, studies that specifically examine abortion for rape survivors within Indonesian health law from the perspective of Maqāṣid al-Sharīʿah remain limited. This study aims to analyze the legal framework governing abortion for rape survivors as stipulated in Government Regulation No. 28 of 2024 on Health and to assess its conformity with the objectives of Islamic law. The research employs a qualitative approach with a normative-doctrinal design through library research. Data were collected using documentary analysis of primary legal sources, such as statutes and classical fiqh literature, as well as secondary sources in the form of scholarly books and reputable journal articles, and were analyzed descriptively and analytically using a maqāṣidī taḥlīlī approach focused on the principle of the protection of life (ḥifẓ al-nafs). The findings indicate that the regulation demonstrates substantive alignment with the objectives of Islamic law, particularly in the protection of life, intellect, lineage, and honour, as evidenced, among other things, by the determination of a 14-week gestational limit prior to ensoulment. Nevertheless, the study also identifies various procedural obstacles that may hinder rape survivors’ access to safe and affordable abortion services. The study concludes that the regulation of abortion for rape survivors in this government regulation represents an implementation of the principles of necessity (ḍarūrah) and public interest (maṣlaḥah), and recommends strengthening institutional coordination and health service procedures to ensure effective and just protection for survivors. This study offers both theoretical and practical contributions to the development of Islamic law and reproductive health policy in Indonesia. Abstract

The concept of Ahlu al-Halli wa al-‘Aqdi formulated by Al Mawardi in Al-Ahkam al-Sultaniyyah represents an important foundation of classical Islamic political thought concerning leadership selection and governance. This study aims to analyze and critically examine Al Mawardi’s concept of Ahlu al-Halli wa al-‘Aqdi and its relevance to modern democratic politics from the perspective of Ibn Taymiyyah. The research employs a normative juridical and descriptive-analytical approach through the study of classical Islamic political literature and contemporary democratic systems. The findings indicate that Ahlu al-Halli wa al-‘Aqdi functioned as a representative body authorized to appoint and dismiss leaders based on criteria of justice, knowledge, and social influence. However, the mechanism differs significantly from modern democratic institutions such as the People’s Consultative Assembly (MPR), the House of Representatives (DPR), and Regional Representative Councils (DPRD), whose members are directly elected by the people through periodic elections. In Al Mawardi’s framework, leadership succession tended to be elitist and limited to certain authoritative groups. From Ibn Taymiyyah’s perspective, the legitimacy of political authority should prioritize public welfare (maslahah) and justice, allowing flexibility in governance systems according to social and political contexts. The study concludes that although the concept of Ahlu al-Halli wa al-‘Aqdi remains relevant as an ethical foundation for leadership and representation, its implementation requires contextual reinterpretation to align with democratic principles, public participation, accountability, and modern constitutional governance.

Abstract

This study examines the practice of preventing marriage known as "Ngalor Ngulon" in Tumpakkepuh Village, which is primarily Muslim. This custom forbids marriage if the prospective groom's residence is situated in the north-west direction relative to the prospective bride's residence, as it is considered to result in calamities such as discord, mortality, or financial hardships. This research employs a qualitative methodology utilizing a sociological-legal framework. Data were collected via interviews with village heads, traditional authorities, religious leaders, and community members, in addition to direct observation. Literary analyses pertaining to Islamic jurisprudence concerning 'urf and matrimony further substantiate this research. The study's findings indicate that the practice of "Ngalor Ngulon" is categorized as 'urf fasid due to its lack of foundation in Islamic law. Islam does not forbid marriage depending on the orientation of the residence; instead, it underscores the fundamental principles and prerequisites of marriage. This tradition is preserved as a cultural heritage. This study aims to enhance the community's comprehension of the Islamic notion of marriage and to illuminate scholars' perspectives on the interplay between local customs and sharia law.

Abstract

This study examines Ibn Taymiyyah’s perspective on waqf development and its application in university development in Indonesia. Using a descriptive qualitative method and content analysis approach, this research analyzes classical Islamic legal thought, contemporary waqf practices, and the implementation of waqf-based funding in several Indonesian Islamic universities. The findings show that Ibn Taymiyyah viewed waqf as a flexible and productive instrument aimed at maximizing public benefit (maṣlaḥah). He permitted the exchange, sale, or redevelopment of unproductive waqf assets when such actions generated greater social and educational benefits. This principle is highly relevant to the contemporary context of higher education financing in Indonesia, where universities increasingly require sustainable and independent funding sources. The study identifies four major forms of waqf development based on Ibn Taymiyyah’s thought: utilization of waqf proceeds, istibdal of unproductive assets, investment flexibility, and land financing. Several Indonesian universities have implemented these principles through productive waqf management, infrastructure development, scholarship programs, and educational investment schemes. This study argues that waqf can function not only as a religious instrument but also as a sustainable financial model for strengthening higher education development in Indonesia.
