Abstract

This study aims to explore the role of information technology, particularly the application of e-government, in the recruitment process for General Elections Commission (KPU) members, focusing on administrative reform in Bali. It emphasizes the optimization of administrative reform through an e-government-based recruitment system. Utilizing a qualitative research framework, this study employed a descriptive approach with a post-positivist perspective. Data were collected through interviews, observations, and document analysis, followed by systematic stages of data reduction, presentation, and conclusion drawing. Both qualitative and quantitative data were collected from primary and secondary sources and validated through source triangulation and determination. Informants were purposively selected based on several criteria, including expertise, involvement, and familiarity with the Information System for KPU Members and Adhoc Bodies (SIAKBA). Bali was chosen as the study site due to its status as a democratic benchmark in Indonesia and a globally recognized tourism appeal despite low public participation in elections. The findings indicate that SIAKBA supports administrative reform across five dimensions: information, transparency, participation, collaboration, and information technology in the provincial-level recruitment process. The study concludes that the administrative reform implemented through the recruitment system at KPU of Bali aligns with the principles of e-information, e-commerce, and e-democracy. This study recommends that e-democracy be further optimized in recruitment processes, considering the growing interest of individuals in joining KPU and contributing as democratic actors. Theoretical findings suggest that e-government has emerged as a standard for achieving administrative transformation.

Abstract

Planning the needs of the State Civil Apparatus (ASN) is an important part of bureaucratic reform to increase the effectiveness and efficiency in the management of human resources of the apparatus. The Klungkung Regency Government has adopted the State Civil Apparatus Information System (SIASN) Planning Service to improve the quality of planning for the needs of the State Civil Apparatus. Previously, planning the needs of State Civil Apparatus employees in Klungkung Regency was carried out manually or not through a nationally integrated system. This study aims to analyze the implementation of SIASN Planning Services in Klungkung Regency and identify its inhibiting factors. Using a qualitative approach, data is obtained through interviews, observations, and documentation. The results of the study show that the implementation of SIASN Planning Services in Klungkung Regency has provided benefits in data integration and planning transparency. However, there are still obstacles such as limited skilled human resources, data mismatches in the system, and lack of socialization and training for users. This study recommends increasing user capacity, improving systems, and improving infrastructure support to optimize the implementation of SIASN Planning Services.

Abstract

This study aims to determine the effect of leadership style, work discipline and compensation on employee performance at Hotel Bagus Jati Gianyar. The population in this study were employees of Hotel Bagus Jati Gianyar, with a sample of 53 respondents. The method used was saturated sampling, where sampling used the entire population. The data analysis technique used was multiple linear regression analysis. Based on the results of the study, partially and simultaneously leadership style, work discipline and compensation have a positive and significant effect on employee performance at Hotel Bagus Jati Gianyar. The leaders of Hotel Bagus Jati Gianyar should be able to protect employees, improve employee discipline such as reprimanding employees who are late or employees who always ask for permission with unreasonable reasons, and it is also recommended to maintain employee work-life balance such as adjusting salaries or compensation according to working hours, job positions and government regulations.

Abstract

This study aims to analyze the effect of work ability, discipline and work motivation on employee performance in a company. The research method used is quantitative. The research sample consisted of 61 employees selected by purposive sampling. Data were analyzed using multiple regression tests. The results showed that work discipline has a significant effect on employee performance, with a p-value of 0.025. Meanwhile, work ability and work motivation do not have a significant effect individually on employee performance, with p-values ??of 0.722 and 0.191 respectively. However, work motivation has a significant direct effect on employee performance with a p-value of 0.015, when combined with other variables. Simultaneously, work ability, discipline, and work motivation have a significant effect on employee performance, as evidenced by the F test with a p-value of 0.000.

Abstract

This study aims to analyze the challenges in implementing good governance in the management of the administration of people with disabilities at the Population and Civil Registration Office in Badung Regency. Badung Regency was chosen because it has the highest regional revenue in BaliProvince and a significant population of people with disabilities. The research employs a qualitative approach. Data were collected through interviews, observations, and analysis of official documents. Informants were selected through purposive sampling, involving 10 individuals from government officials and people with disabilities. The results show that the Population and Civil Registration Office in Badung Regency has implemented various inclusive initiatives, such as mobile administrative services and accessibility facilities. However, the effectiveness of these services is still hindered by limitations in human resources and uneven socialization (sosialisasi). The five main challenges in implementing good governance are limited human resource capacity, uneven socialization, weak supervision mechanisms, communication barriers, and inadequate physical accessibility. The impact of exemplary governance implementation is seen in increased service accessibility and strengthened rights for people with disabilities, although these impacts are not evenly distributed geographically. It is concluded that implementing good governance has brought significant progress, but greater efforts are still needed to achieve truly inclusive and equitable services. Research recommendations include enhancing human resource capacity, strengthening socialization, and improving physical accessibility to enhance the quality of administrative services for people with disabilities in Badung Regency.

Abstract

"General Election" or often known as "Election" is a means of exercising people's sovereignty which is held every five years directly, publicly, freely, secretly, honestly and fairly. The main element that supports the successful implementation of elections is logistics, especially ballots for the President and Vice President. The purpose of this community service is to find out the preparation of ballots for the President and Vice President Elections held in Sesetan Village. The implementation method consists of five stages, namely 1) Ballot preparation, 2) Ballot distribution, 3) Ballot Casting, 4) Reception of Ballots, 5) Recapitulation of Ballots. The results of these stages show the occurrence of several obstacles such as the preparation and packing process is feared to spend a long duration due to the large number of voters and the number of polling stations (TPS), but after the division of tasks and responsibilities these obstacles can be anticipated.

Abstract

Public policy reform in Indonesia has emerged as a critical area of study over the past few decades, necessitating a comprehensive examination of its underlying instruments and models. This research aims to identify essential components and develop strategic frameworks for the effective reform and reformulation of public policy within the Indonesian government. Through an extensive thematic analysis of previous policy reforms, this study highlights recurring themes and successful patterns that inform best practices. Findings underscore the urgent need for reforms in the public service and agribusiness sectors, as well as the broader governance framework, to enhance policy effectiveness and societal outcomes. While political stability remains a vital prerequisite for successful public policy implementation, it is insufficient in isolation. The integration of Multi-Level Governance (MLG), active stakeholder engagement in policy development, and the incorporation of technological advancements are pivotal for facilitating meaningful reforms. Furthermore, political and governance reforms are essential to address emerging challenges. The adoption of data and system analytics within government agencies has shown promise in enhancing policy initiatives; however, it raises critical concerns about privacy and accountability. In the context of Indonesia's dynamic and diverse landscape, this research advocates for a strategic dissemination of substantial data to various stakeholders to foster informed decision-making and effective public policy reform. Reformasi kebijakan publik di Indonesia telah muncul sebagai area studi yang kritis selama beberapa dekade terakhir, yang memerlukan pemeriksaan menyeluruh terhadap instrumen dan model yang mendasarinya. Penelitian ini bertujuan untuk mengidentifikasi komponen penting dan mengembangkan kerangka strategis untuk reformasi dan reformulasi kebijakan publik yang efektif dalam pemerintahan Indonesia. Melalui analisis tematik yang komprehensif terhadap reformasi kebijakan sebelumnya, penelitian ini menyoroti tema-tema yang berulang dan pola sukses yang dapat menginformasikan praktik terbaik. Temuan menunjukkan kebutuhan mendesak akan reformasi di sektor pelayanan publik dan agribisnis, serta kerangka tata kelola yang lebih luas, untuk meningkatkan efektivitas kebijakan dan hasil sosial. Meskipun stabilitas politik tetap menjadi prasyarat vital untuk pelaksanaan kebijakan publik yang sukses, hal ini tidak cukup jika berdiri sendiri. Integrasi Multi Level Governance (MLG), keterlibatan aktif pemangku kepentingan dalam pengembangan kebijakan, dan penggabungan kemajuan teknologi merupakan hal yang penting untuk memfasilitasi reformasi yang bermakna. Selain itu, reformasi politik dan tata kelola diperlukan untuk mengatasi tantangan yang muncul. Adopsi data dan analitik sistem dalam lembaga pemerintah menunjukkan janji dalam meningkatkan inisiatif kebijakan; namun, ini menimbulkan kekhawatiran kritis mengenai privasi dan akuntabilitas. Dalam konteks lanskap Indonesia yang dinamis dan beragam, penelitian ini menganjurkan untuk penyebaran data substansial secara strategis kepada berbagai pemangku kepentingan guna mendorong pengambilan keputusan yang terinformasi dan reformasi kebijakan publik yang efektif.

Abstract

Peningkatan aktivitas transportasi, pertumbuhan jumlah penduduk, serta perkembangan sektor industri di Kota Denpasar telah memicu peningkatan tingkat pencemaran udara yang berdampak negatif terhadap kesehatan masyarakat dan kualitas lingkungan hidup. Sebagai respons terhadap permasalahan tersebut, diterapkanlah konsep smart city yang berorientasi pada modernisasi tata kelola perkotaan melalui pemanfaatan teknologi informasi dan komunikasi untuk menciptakan sistem lingkungan yang cerdas, efisien, serta berkelanjutan. Penelitian ini bertujuan untuk menganalisis berbagai tantangan yang dihadapi dalam penerapan konsep smart city sebagai upaya pengendalian pencemaran udara di Kota Denpasar. Pendekatan penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi langsung, serta studi dokumentasi dari beberapa instansi terkait, antara lain Dinas Lingkungan Hidup dan Kebersihan (DLHK), Dinas Perhubungan (Dishub), serta Dinas Komunikasi dan Informatika (Diskominfo) Kota Denpasar. Hasil penelitian menunjukkan bahwa penerapan konsep smart city melalui sistem Denpasar Cyber Monitor dan Air Quality Management System (AQMS) berperan penting dalam mendukung kegiatan pemantauan kualitas udara secara digital dan real-time. Meskipun demikian, implementasi program ini masih menghadapi berbagai kendala seperti lemahnya koordinasi dan integrasi antarinstansi, ketergantungan terhadap dukungan dari pemerintah pusat, serta rendahnya tingkat partisipasi masyarakat dalam menjaga kualitas udara. Oleh karena itu, penerapan smart city di Kota Denpasar memiliki potensi yang signifikan untuk mengurangi pencemaran udara apabila didukung dengan penguatan infrastruktur teknologi, peningkatan kapasitas sumber daya manusia, serta pengembangan partisipasi aktif masyarakat secara berkesinambungan.

Abstract

Tingginya jumlah wisatawan asing yang datang ke Bali belum sepenuhnya diikuti dengan optimalisasi dalam pemungutan retribusi wisatawan asing (Foreign Tourist Levy). Kondisi ini mendorong Pemerintah Provinsi Bali untuk berinovasi melalui pengembangan aplikasi Love Bali sebagai bentuk penerapan konsep E-Government di sektor pariwisata. Aplikasi ini dirancang untuk meningkatkan transparansi, efisiensi, serta akuntabilitas dalam proses pengelolaan pungutan retribusi secara digital. Tujuan penelitian ini adalah untuk menganalisis sejauh mana penerapan E-Government melalui aplikasi Love Bali mampu mendukung tata kelola pemungutan retribusi wisatawan asing di Provinsi Bali. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi lapangan, serta dokumentasi terhadap Dinas Pariwisata Provinsi Bali dan pihak-pihak terkait lainnya. Hasil penelitian menunjukkan bahwa penerapan aplikasi Love Bali telah berjalan efektif sebagai sarana pembayaran digital bagi wisatawan asing. Aplikasi ini mempermudah proses administrasi, mempercepat pencatatan transaksi, serta meningkatkan transparansi dan akuntabilitas dalam pengelolaan dana retribusi. Selain itu, keberadaan aplikasi Love Bali mencerminkan komitmen pemerintah daerah dalam memanfaatkan teknologi digital untuk meningkatkan kualitas pelayanan publik di bidang pariwisata. Implementasi sistem ini juga menjadi bukti nyata transformasi digital pemerintahan daerah menuju tata kelola yang modern, efisien, dan berkelanjutan. Secara keseluruhan, Love Bali berkontribusi signifikan dalam mewujudkan pariwisata Bali yang transparan, tertib, dan berdaya saing global.

Abstract

This study aims to analyze the accountability of the archiving system at the Bali Provincial General Election Commission (KPU) from a good governance perspective, focusing on four key accountability dimensions: legal and honesty accountability, process accountability, program accountability, and policy accountability. The research was conducted at the Bali Provincial KPU Office using a descriptive qualitative approach. Data were collected through in-depth interviews with the Chairperson of KPU Bali, the Head of the Finance, General Affairs and Logistics Division, the Head of the General Affairs and Logistics Subdivision, SRIKANDI system operators, and media representatives. The researcher also carried out direct observations of archival practices and analyzed supporting documents, including Law No. 43 of 2009, PKPU Regulation No. 17 of 2023, and the KPU’s archival retention schedule. Data were processed using an interactive analysis model consisting of data reduction, data display, and conclusion drawing. The findings show that KPU Bali has implemented an archival system that complies with established legal frameworks and formal procedures, covering document creation, storage, digitalization, and disposition, with destruction requiring approval from ANRI. The use of the SRIKANDI and SINAR applications strengthens process accountability by modernizing archival management and improving administrative efficiency. From a program perspective, the archiving system supports the overall performance of election administration and institutional duties. Policy accountability is reflected in public information transparency through the Public Information and Documentation Officer (PPID) and consistent communication with the media. The archival system at the Bali Provincial KPU operates in an accountable and transparent manner in line with good governance principles, although further improvements in facilities, human resources, and digital optimization are needed to ensure sustainable and effective public information services.
