Abstract

This study examines the implementation of the pentahelix model in the development of Paksebali Tourism Village toward sustainable tourism in Klungkung Regency. Using a qualitative approach, data were collected through in-depth interviews with government officials, academics, business actors, tourism group (Pokdarwis) managers, and community members, supported by field observations and documentation studies. The data were analyzed using inductive thematic coding to identify collaboration patterns, actor roles, and key challenges. The findings show that the government functions as a regulator and facilitator through policy support, infrastructure development, and capacity-building programs, although coordination between agencies remains inconsistent. Academic involvement contributes to potential mapping and community mentoring but is generally short-term and lacks continuity. Business actors strengthen the tourism economy but tend to work independently, resulting in limited integration with village development plans. The community becomes the core driver of attractions and tourism activities, yet still faces obstacles in service standards, digital literacy, and human resource capacity. The media element shows the weakest performance, with limited digital promotion and minimal collaboration with external media partners. Overall, the realization of the pentahelix model in Paksebali has begun but is not yet optimal. Strengthening coordination mechanisms, sustaining programs, enhancing digital promotion, and improving stakeholder synergy are essential to support sustainable tourism development.

Abstract

Abstract

Effective communication strategies are needed in handling Covid-19. The Bali Provincial Government uses a ritual-based communication strategy in its Covid-19 handling policies. This study aims to examine the effectiveness of the communication strategy on the level of community compliance. The conducted qualitative research was from April 2020 to August 2021. In-depth interviews with council of the Parisada Hindu Dharma Indonesia (PHDI) Bali, Traditional Village Assembly (MDA) Bali, and the community. Observation of public response and study of mass media and social media literature. The data were analyzed using a critical approach to cultural studies emphasizing ritual-based communication strategies and community responses. The results showed a change in the community's comeback from a high level of compliance to indifference. This article offers a message that the priest must convey ritual-based communication as a referent of power, not otherwise taken over by structural strength so that the community still obeys the directive.

Abstract

The goal of SDGs (Sustainable Development Goals) is to realize transparency and accountability of government performance, clean and accountable bureaucracy, and effective, efficient, and organized public services with good quality. E-voting has a strategic position in realizing the SDGs indicators, especially when looking at the potential of the KPU, ranging from the use of technology, human resources, and relationships with a wide range of stakeholders. This research uses a qualitative research design. Data were collected through in-depth interviews, documentation studies and observation. The research findings show that the SDGs indicators, especially in the field of governance and law, have been implemented by KPU through the practice of transparency, accountability of government performance, clean and accountable bureaucracy, effective and efficient public services, and quality through the optimal utilization of information technology. The practical implication is the recommendation to implement e-voting based on the results of the potential analysis conducted by KPU. The social interest arising from applying SDGs in the electoral field is the opening of optimal public participation space in the electoral stages. This research has successfully provided recommendations for the implementation of the General Election to be held in 2024.gb777

Abstract

This study aims to critically analyze how political communication practices carried out by the General Election Commission (KPU), regional head candidates, and the mass media contribute to fulfilling the public's right to electoral information in the context of local democracy in Bali. Using a qualitative approach with an exploratory case study design, this study combines data from in-depth interviews, focus group discussions (FGDs), and digital content analysis to examine the relationship between transparency, political communication, and public participation in the 2024 Bali Regional Elections. The results show that the Bali KPU has made efforts to fulfill the principle of the right to information through the provision of digital channels, the publication of electoral data, and cooperation with local media. However, the communication patterns that have been established are still one-way and lack deliberation. Meanwhile, candidates' political communication strategies are dominated by image-based and symbolic politics approaches that emphasize image and emotional slogans over policy program substance, creating information asymmetry between candidates and voters. Local media and digital spaces also do not fully serve as vehicles for political education, but rather as arenas for electoral promotion. This study confirms the gap between formal and substantive transparency in local political communication practices. Therefore, the fulfillment of the public's right to electoral information needs to be realized through more educational, participatory, and interactive political communication. This study contributes to the development of academic discourse on information politics and public accountability and provides practical implications for strengthening transparent and integrity-based local democracy
