Abstract

The extremely high waste production of 110.77 cubic meters per day (dlh.pemalangkab.go.id, 2024) in Moga District makes waste management a crucial issue. In addition to the overcapacity of the final processing site (TPA), low public understanding of waste sorting and processing is a major obstacle to waste management in Moga District, Pemalang Regency. Moga District was chosen as the location for this community service program because it is one of the largest waste producers in the southern region of Pemalang Regency. The 3R principle socialization activity, held in conjunction with the Community Service Program (KKN) of the BDS (Bina Desa Sakti) program at Pancasakti University, Tegal, aimed to educate the community and administrators of the 3R waste processing site (TPS) in Banyumudal Village, Moga District, about the importance of optimizing the 3R TPS in waste management.

Abstract

This study aims to comprehensively analyze the implementation, impact, and supporting and inhibiting factors of budget efficiency in governance, focusing on Indonesia, Singapore, and Argentina. The approach used is a Systematic Literature Review of publications from 2020–2025, which are analyzed bibliometrically to map the dynamics of fiscal policy, budget management methods, and institutional structures that affect the efficiency of public resource allocation. The results of the study show that Indonesia implements efficiency through austerity policies and budget transfers to priority programs, Singapore emphasizes flexible results-based reallocation supported by comprehensive digitalization, while Argentina prioritizes radical fiscal reform through spending cuts and bureaucratic restructuring. These policies have proven capable of improving fiscal indicators and increasing fiscal space, but at the same time they create trade-offs in the form of the risk of economic slowdown and significant social burdens if they are not balanced with protection for vulnerable groups. Limitations in this study that need to be acknowledged by the academic community. Operational studies on the budget policy implementation process are limited by the use of secondary data. Future research should use a mixed-method approach or more measurable quantitative analysis. The database should be expanded to include non-Scopus sources such as Google Scholar, SSRN, and official government policy Keywords:  Efficiency; Budgeting; Government; Governance;

Abstract

General elections are held with the intention of electing community representatives who can then form a government, continue the independence movement, and uphold the integrity of the Unitary State of the Republic of Indonesia. Political parties themselves are a forum for association and gathering of people to participate in government guaranteed by the constitution. In becoming election participants political parties and members of political parties must register through the Political Party Information System (SIPOL) created by the election organizers, namely the General Election Commission in order to help make it easier for political parties to register and assist the KPU in carrying out the stages of verification and determination of political parties participating in elections as well as creating more transparent and accountable parties and increasing orderliness of political parties in the registration stage. The purpose of this research is to describe the application of political party information systems, especially in Tegal City, as well as to describe the quality of political parties. This study uses a qualitative descriptive research method, with data analysis techniques using Nvivo analysis to obtain systematic analysis results. The results of the study show that the application of the Political Party Information System at the Tegal City KPU and the Tegal City political parties is said to be quite good. Where from the KPU and political parties they feel very facilitated by the existence of SIPOL as a tool for registering, verifying, and determining political parties participating in elections, as well as the level of transparency and accountability of political parties has increased since the existence of SIPOL
