Abstract

Salah satu tema isu yang ada dalam kajian Hubungan Internasional yaitu membahas kaitan antara globalisasi dan teknologi. Kedua aspek tersebut berkaitan erat dan sangat mempengaruhi jalannya proses bernegara. Pengabdian ini akan mengkaji lebih jauh terkait dengan pengaruh globalisasi dan teknologi dalam proses bernegara, khususnya pada aspek pemilihan umum, yaitu penggunaan e-voting untuk meminimalisir kekurangan yang dimiliki surat suara. Di Indonesia sendiri, penerapan e-voting sebenarnya sudah pernah dilakukan, akan tetapi masih dalam skala yang sangat kecil. Maka dari itu, apabila Indonesia hendak menerapkan sistem e-voting dalam skala yang lebih luas, harus dilakukan sosialisasi kepada masyarakat. Kegiatan pengabdian dilakukan dengan metode presentasi, diskusi, dan tanya jawab kepada kurang lebih 30 siswa-siswi di Sekolah Menengah Atas Negeri 01 (Unggulan) Indralaya Utara Kabupaten Ogan Ilir dengan tujuan untuk memberikan informasi dan pemahaman mengenai demokrasi digital melalui penggunaan sistem e-voting. Setelah kegiatan pengabdian dilakukan siswa-siswi mendapatkan pengetahuan dasar terkait praktik demokrasi dan pengaruh globalisasi dalam berdemokrasi secara umum; pemahaman terkait penggunaan sistem e-voting sebagai wujud praktik berdemokrasi digital; dan mengikuti simulasi pemilihan ketua dan wakil ketua OSIS yang menggunakan sistem e-voting.

Abstract

This community service aims to intervene the cognitive, effective, and psychomotor aspects of micro and small business actors in utilizing information and communication technology (ICT) as a tool to help their marketing, sales, and business transactions in e-commerce. The target group for service activities is 60 (sixty) villagers who live in three villages (Tanjung Dayang Selatan Village, Tanjung Dayang Utara Village, and Mandi Angin Village) in South Indralaya District, Ogan Ilir Regency, who are eligible and selected purposively. Transfer knowledge and skills using tutorial lectures, discussions, and practicum/simulation methods for two days at the Tanjung Dayang Selatan Village Hall. To maintain the continuity of activities, the service team collaborates with the Tanjung Dayang Selatan Village Youth Organization as a partner in implementing the service. Quantitatively, this project is evaluated by holding a pre-test and post-test which are analyzed using the t-test. Qualitatively, evaluation is carried out through observation and discussion with participants to identify weaknesses and obstacles faced by participants. The community service carried out over the past two days succeeded in increasing community knowledge about the digital market. The increasing of knowledge was statistically robust, t(59) = 29.4030, p < 0.05. Further assistance is needed so that this knowledge can trigger real practices among citizens in utilizing the digital market as a product marketing medium. The service team recommends to policy makers, both at the village and district level, to provide policy support and financial support for economic actors in the digital market.

Abstract

This article designed to examine patronage practice in the 2014 general election in Ogan Ilir district, South Sumatera Province, Indonesia, before and after election in one electoral area (Ogan Ilir 1). We apply Nine Step to Victory (Alamsyah, 2015) framework to achieve this goal. Our key informants are some legislative candidates and their brokerage or winning team at various level. Primary data gathered through depth interview and secondary data collected from the government institution. This data will be analyzed using interactive model (Miles, Huberman, and Saldana, 1994). Drawing on the qualitative approach, we find that, before election day, all candidates in this area practicing vote buying and patronage to get political support from the voters. A form of patronage dominated by club goods, and cash transfer (transport allowance, communication and consumption cost, and vote buying). We do not find incumbency candidate who is practicing fork barrel. After election day, especially when the winner candidates, has been working as a legislator, he has an obligation to continuing patronage through informal and cultural networking (personal or community event). In this various event, he must deliver goods, services, or money to the people (as an individual or group). Our results are strengthening the previous finding that all candidates have begun implementing patronage strategy when they are recruiting the winning team, campaign, and realize vote buying. Family, especially extended family, and friendship is the primary foundation for all candidates to build brokerage (the winning team) structure. All candidates also using “by name by address” strategy to guide vote-buying practice. We discuss this finding, showing limitation and agenda for the research on this topic.
