Abstract

Digital transformation in the public administration sector has triggered significant changes in governance, with a focus on improving transparency, efficiency, and strengthening public trust through the implementation of e-Government initiatives. In Indonesia, where there is a tendency toward skepticism toward government institutions, the use of digital solutions such as the SiMAWAS platform implemented in Pekalongan Regency aims to strengthen internal oversight. This study proposes the development of an online consultation feature on the SiMAWAS platform to address the limitations of one-way communication that have hitherto constrained productive interaction between the Internal Government Oversight Agency (APIP) and the entities under its supervision. By adopting a design-based research approach based on the Lean User Experience (Lean UX) methodology, this study identifies user needs through documentation studies, informal interviews, and non-participant observations. A high-level prototype was developed using Figma, which includes consultation features, automated route settings, and real-time notification systems. Prototype testing was conducted using the Cognitive Walkthroughs and System Usability Scale (SUS) methods, involving 30 respondents, with an average SUS score of 82.5, indicating a good level of usability. The developed feature enables two-way communication, reduces response time, and enhances transparency through clear and open documentation of interactions. Despite challenges in terms of digital literacy and limited internet access, inclusive user-based design provides a more accessible solution for various user groups. The findings of this study contribute a practical model that can be adapted by local governments to strengthen internal oversight functions by utilizing interactive digital tools, in line with e-Government principles of creating accountability and expanding public engagement.

Abstract

The increase in the number of Small & Medium-Sized Enterprises (SMEs) in Bogor City is not in accordance with Economic Growth according to GRDP and increased employment opportunities in Bogor City. Goverment Regulation of Bogor City Number 4 of 2021 concerning Empowerment, Development and Protection of Cooperatives and Micro Enterprises in the City of Bogor aims to grow and develop businesses in the context of developing the regional economy, especially employment opportunities for the community while simultaneously encouraging domestic production in Bogor City. Perca craft SMEs Center is a community business in Bogor City that has potential because it is considered capable of playing a role in improving and restoring the community's economy, creating new jobs, alleviating poverty and sports which are still crucial problems in the area and empowering the community. environment by utilizing waste (used cloth) from the convection business that can be utilized into products that have high value and selling power. The purpose of this study was to describe the internal and external factors faced by perca craft SMEs, describe the development strategy for perca craft SMEs and determine priority strategies in the development of perca craft SMEs in Bogor City. This research uses a descriptive qualitative research method by collecting data in the form of interviews, documentation and observations using SOAR analysis (strengths, opportunities, aspirations, and results) which then produces alternative strategies which will be prioritized according to the main strategy using the litmust test. The results of this study indicate a strategy that can be implemented in the development of MSMEs in patchwork craftsmen, namely expanding the market network with several shopping centers in the city of Bogor and outside the city of Bogor and always participating in regional, national and even international events, then maximizing social media and e-commerce. commerce in its online promotion as a whole e-commerce that can be accessed by all people so that patchwork products are increasingly recognized by the public and can even go-international and collaborate with pentahelix which was built with various parties/stakeholders in its development to become a strong and independent MSME role in improving the community's economy by optimizing the potential of sustainable local resources.

Abstract

This research is conducted to create an adaptive and sustainable Smart City ecosystem model for Banyuwangi Regency in response to challenges of digitalization and sustainable development in the region. The study emphasizes three pillars: building digital infrastructure, improving stakeholder cooperation, and formulating regulations conducive to technological innovation. Employing an exploratory qualitative method, the research was conducted through 18 in-depth interviews, direct observation, document analysis, and FGDs with diverse stakeholders. The collected data were analyzed using a paradigmatic model to construct a "Smart Sustainable City Ecosystem" tailored to Banyuwangi's characteristics and challenges. This study yields a digital ecosystem model incorporating policies to advance digital infrastructure, community digital literacy, and the regulation of technological innovation, adaptable across contexts. This development model would enable the continuity of Smart City development in Banyuwangi through an all-encompassing, adaptive strategy for environmental change. This study is only focused on the Banyuwangi area, and the data are collected from several stakeholders. It is suggested that future research, using multiple longitudinal studies, assess the model's effectiveness.
