Abstract

The Muna District Government has also applied SIRUP to ease the announcement of procurement of goods and services. But the general success of this information system in the work units of Muna Regency has not been much studied. So that in this study, it will be tested the success of the information system on the General Procurement Plan in Muna Regency based on Delone and McLean Model of the information system. The purpose of this study is to evaluate how well the information system worked in the work units of the regency's government. The evaluation applies the Delone and McLean model with six dimensions: system quality, service quality, information quality, user satisfaction, user usage, and net benefit. This research uses quantitative approach with descriptive and statistical analysis methods. There is only one finding that system quality significantly influences usage. Meanwhile, system quality, information, and service significantly affect user satisfaction. Therefore, the conclusion is that the government needs to increase innovation and improve the management of service and system quality to enhance user engagement and raise awareness of the SIRUP Application, thereby increasing user satisfaction with it.   Keywords: Delone and McLean, SIRUP Application, Success Analysis, Procurement Announcement, Information System.

Abstract

The purpose of this research is to explanation of regional revenue and capital expenditure on regional financial performance and its impact on economic growth. A quantitative method with hypothesis testing through path analysis was employed. The research investigates four variables: regional revenue and capital expenditure as independent variables, regional financial performance as the intervening variable, and economic growth as the dependent variable. The sample comprises complete data over a ten-year period (2012–2023). The findings indicate that regional revenue and capital expenditure significantly influence regional financial performance, accounting for 74.30% of the variance, while regional financial performance strongly affects economic growth, contributing 81.00%. This study proposes a novel conceptual framework that integrates the dynamic interrelationships among these variables. It advances previous research by highlighting the collective and interdependent effects of fiscal factors on regional development, offering new theoretical insights and practical implications for regional policy and financial management. Abstract

The Banyumas Regency Government provides services to the community and establishes interactive government and public services through a public communication space called "Lapak Aduan." In practice, Lapak Aduan, which utilizes social media platforms, serves as a bridge for the public to interact with the relevant local government agencies, with a maximum response time of 3 hours. However, Lapak Aduan often fails to meet the specified response time for public complaints, and the lack of public engagement has led to low utilization of the complaint platform. This research aims to identify the reasons for the public's lack of interest in the Lapak Aduan application and improve Lapak Aduan's service standards. This study adopts a qualitative research method, utilizing data collection techniques such as observation, interviews, and documentation. The findings indicate that the Lapak Aduan application still has numerous shortcomings in terms of usefulness and ease of use, hindering its ability to facilitate public digital complaint services. Consequently, the public's interest in utilizing Lapak Aduan remains low, necessitating periodic socialization efforts to ensure that the community can fully benefit from its convenience.

Abstract

Digital transformation in the public administration sector has triggered significant changes in governance, with a focus on improving transparency, efficiency, and strengthening public trust through the implementation of e-Government initiatives. In Indonesia, where there is a tendency toward skepticism toward government institutions, the use of digital solutions such as the SiMAWAS platform implemented in Pekalongan Regency aims to strengthen internal oversight. This study proposes the development of an online consultation feature on the SiMAWAS platform to address the limitations of one-way communication that have hitherto constrained productive interaction between the Internal Government Oversight Agency (APIP) and the entities under its supervision. By adopting a design-based research approach based on the Lean User Experience (Lean UX) methodology, this study identifies user needs through documentation studies, informal interviews, and non-participant observations. A high-level prototype was developed using Figma, which includes consultation features, automated route settings, and real-time notification systems. Prototype testing was conducted using the Cognitive Walkthroughs and System Usability Scale (SUS) methods, involving 30 respondents, with an average SUS score of 82.5, indicating a good level of usability. The developed feature enables two-way communication, reduces response time, and enhances transparency through clear and open documentation of interactions. Despite challenges in terms of digital literacy and limited internet access, inclusive user-based design provides a more accessible solution for various user groups. The findings of this study contribute a practical model that can be adapted by local governments to strengthen internal oversight functions by utilizing interactive digital tools, in line with e-Government principles of creating accountability and expanding public engagement.
