Abstract

The implementation of the Electronic-Based Government System (EBS) is a crucial component in bureaucratic reform to improve the quality of public services through the use of information technology. However, the success of its implementation in Indonesia still faces challenges related to infrastructure, human resources, and local political contexts such as the practice of dynasty politics. This study aims to examine the impact of EBS on the quality of public services, with a particular focus on its potential to increase transparency and accountability to mitigate dynasty politics in the context of the East OKU Pilkada. Through a literature review approach that reviews relevant theories such as SERVQUAL, the Technology Acceptance Model, and Public Value Theory, this study analyzes the determinants of the success of EBS. The main findings show that EBS can theoretically improve the reliability and responsiveness of services, and strengthen accountability. However, its effectiveness in the field is highly dependent on the ease of use of the system by the community and is hampered by infrastructure gaps between regions. Therefore, it is concluded that to achieve the full potential of EBS, the government needs to prioritize the development of equitable digital infrastructure, provide comprehensive training for civil servants, and conduct continuous evaluation of the running system. ABSTRAKPenerapan Sistem Pemerintahan Berbasis Elektronik (SPBE) merupakan komponen krusial dalam reformasi birokrasi untuk meningkatkan kualitas layanan publik melalui pemanfaatan teknologi informasi. Namun, keberhasilan implementasinya di Indonesia masih menghadapi tantangan terkait infrastruktur, sumber daya manusia, dan konteks politik lokal seperti praktik politik dinasti. Penelitian ini bertujuan mengkaji dampak SPBE terhadap kualitas layanan publik, dengan fokus khusus pada potensinya dalam meningkatkan transparansi dan akuntabilitas untuk memitigasi praktik politik dinasti pada konteks Pilkada OKU Timur. Melalui pendekatan kajian literatur yang meninjau teori relevan seperti SERVQUAL, Model Penerimaan Teknologi, dan Teori Nilai Publik, penelitian ini menganalisis faktor penentu keberhasilan SPBE. Temuan utama menunjukkan bahwa SPBE secara teoretis dapat meningkatkan keandalan dan responsivitas layanan, serta memperkuat akuntabilitas. Akan tetapi, efektivitasnya di lapangan sangat bergantung pada kemudahan penggunaan sistem oleh masyarakat dan terhambat oleh kesenjangan infrastruktur antarwilayah. Oleh karena itu, disimpulkan bahwa untuk mencapai potensi penuh SPBE, pemerintah perlu memprioritaskan pengembangan infrastruktur digital yang merata, menyelenggarakan pelatihan aparatur secara komprehensif, dan melakukan evaluasi berkelanjutan terhadap sistem yang berjalan.

Abstract

The purpose of this research is to obtain an explanation of the influence of regional revenue and capital expenditure on regional financial performance and its impact on economic growth. The research method used is quantitative with hypothesis test using path analysis, Research results show that the influence of regional revenue and capital expenditure on regional financial performance is large and significant. similarly, the impact of regional financial performance on economic growth is very large and significant, therefore regional revenue, particularly original regional income must continue to be boosted through various intensification and extensification programs that can increase regional revenue as well as capital expenditures that can increase improve services to the community, so the community more productive in living their life and can participate in implementing regional development. with a productive community, economic growth will increase, which will improve community welfare. The conclusion of this research is that regional revenue and capital expenditure have a large influence, that is 74.30%, on regional financial performance, while the influence of financial performance on economic growth is very large, that is 81.00%. Abstract

This study aims to analyze the utilization of the Medan City Communication and Informatics Office website in providing public information. The research method used is descriptive qualitative, with data collection techniques that include observation, interviews, and documentation. Data processing was done using NVivo software to identify key themes in the qualitative data. The findings indicate that although the Diskominfo Medan website presents updated news, it lacks interactive menus, public service features, and community engagement. Therefore, content structure optimization, human resource development, and integration of two-way communication features are essential to achieving the goal of public information transparency.

Abstract

The Muna District Government has also applied SIRUP to ease the announcement of procurement of goods and services. But the general success of this information system in the work units of Muna Regency has not been much studied. So that in this study, it will be tested the success of the information system on the General Procurement Plan in Muna Regency based on Delone and McLean Model of the information system. The purpose of this study is to evaluate how well the information system worked in the work units of the regency's government. The evaluation applies the Delone and McLean model with six dimensions: system quality, service quality, information quality, user satisfaction, user usage, and net benefit. This research uses quantitative approach with descriptive and statistical analysis methods. There is only one finding that system quality significantly influences usage. Meanwhile, system quality, information, and service significantly affect user satisfaction. Therefore, the conclusion is that the government needs to increase innovation and improve the management of service and system quality to enhance user engagement and raise awareness of the SIRUP Application, thereby increasing user satisfaction with it.   Keywords: Delone and McLean, SIRUP Application, Success Analysis, Procurement Announcement, Information System.
