Abstract

With the dominance of top-down development, the aspirations of the community's ideas in every stage of construction development are not perfectly absorbed, resulting in community antipathy towards every government policy. Therefore, to recreate public sympathy, the government released a program to strengthen village governance and development (P3PD) or better known as the village fund program. The AHP (Analytical Hierarchy Process) method is used to analyze the results of the questionnaire so that the weight value of the criteria and sub criteria can be known as the basis for selecting the implementation of construction activities. Based on the results of the analysis, the weight value of the criteria can be found as follows: quality criteria are the main criteria in the selection of construction projects with a weight of 0.235, cost with a weight of 0.203, time with a weight of 0.192, community participation with a weight of 0.144, labor with a weight of 0.117 and administration with a weight of 0.110.

Abstract

In a construction project, preparation work typically includes tasks related to setting up work facilities, conducting field investigations, obtaining permits, and non-structural activities. The Jakarta Sewerage Development Project Zone 1, Package 2, which involves the construction of sewers in Area 1-1, is currently in the preparation phase and is experiencing challenges due to a complex permit process. This has led to minimal progress as the initial project planning did not consider the time needed to secure the necessary permits for implementation. The author is therefore evaluating the project timeline to gauge performance during the preparation phase before actual construction begins. This study utilizes the Critical Path Method (CPM) scheduling technique in Microsoft Project to pinpoint critical activities. Upon analysis, it was found that the budget plan for Package 2 of the Jakarta Sewerage Development Project (Zone 1) was detailed and included various work descriptions, with a total budget of IDR 862,292,086,196. However, delays have occurred, resulting in a 17-day setback in the project schedule, necessitating work acceleration. To bring the project duration back in line with the original schedule as per the contract, acceleration was required. This was carried out on the Shaft Construction C-8.1, which was initially set to take 80 days but was shortened to 63 days through time acceleration, incurring a cost of IDR 23,279,288.

Abstract

Provision of Sports Prasarana is an attempt to fulfill the basic rights of the public to obtain services in sports activities, as listed in Law of the Republic of Indonesia Number 11 of 2022 concerning Sports 2022. The growing automotive industry is one important sector that significantly contributes to Indonesian economic growth. Based on the Surabaya City for 2021-2026 calls for the creation of an integrated area, with the Gelora Bung Tomo area serving as an international sports center and integrating with the growth of trade and service functions in Surabaya's surrounding areas. The aim of this study is to measure the amount of investment income and revenue limits in an effort to reduce the risks associated with the investment in the circuit. We carry out flow calculations using the Net Present Value (NPV), Internal Rate of Return (IRR), Benefit Cost Ratio (BCR), and Payback Period (PP) methods, and then analyze the sensitivity. We reviewed the sensitivity analysis based on several parameters, including commercial rent income and circuit management costs. The development of Tomo's Gelora Circuit is sensitive to a loss of income from the rental of business or commercial premises of 8%, which will affect a decline in profit, resulting in a negative net present value (NPV) and prolonging the rate of return. Additionally, it is sensitive to an increase in management costs by 12%.

Abstract

The rescheduling of the initial schedule carried out on the Bahtera Elang Perak Indonesia Office Construction project has an impact on increasing the duration of work causing the project completion target to be delayed from the time it should be. Increasing the project completion target can affect the amount of costs incurred. The contract value for this office construction project is Rp. 13,908,226,157 with a work duration of 43 weeks to 54 weeks.  The current condition of work progress at week 31 is -0.225% while the total actual cost or that has been incurred during the work is Rp. 3,191,740,254. To overcome this, an analysis is carried out on the value of the estimate at complete (EAC) and time estimate (TE) of the Surabaya BEPI Office Construction Project using the earned value method. This method combines the elements of cost, schedule, and work performance.  The earned value method aims to determine the estimated cost and time of project completion. From the results of the analysis conducted in the 41st week, it was obtained that the estimated cost and time to complete the project implementation (EAC) was 14,289,833,105, - and the estimated time (TE) was 499 days, which was 121 days later than the original schedule.

Abstract

The Pondok Jati housing complex is less able to receive or accommodate rainwater discharge due to changes in channel dimensions, shallowing of channels, and dirt due to waste from people who do not care about the local environment. To anticipate this, it is necessary to repair and build infrastructure that functions as a flood controller according to the characteristics and conditions of the location. Efforts made for this are to redesign drainage at low cost. Hydrology and Hydraulics methods are applied to obtain a 5-year planned discharge and existing channel discharge, to plan channels with a 5-year planned return period. The existing channel discharge for the Pondok Jati housing complex is obtained as much as 0.450 m3/sec, and modeling is carried out in accordance with SNI 02-2406-1991: Procedures for general planning of urban drainage. With the redesign, the planned channel dimensions are obtained measuring 0.50 m x 0.75 m, in the form of a square without a cover.

Abstract

Adequate availability of clean water is an essential basic need for urban communities, including in Dili City, the capital of Timor Leste, as clean water supports health, hygiene, and various economic activities. However, Dili City faces a number of challenges in providing optimal clean water supply, such as rapid population growth, uncontrolled urbanization, inadequate infrastructure, and a distribution leakage rate of up to 30%, which causes difficulties in accessing clean water for some communities. This study aims to analyze the demand and availability of clean water in Dili City, and calculate the ratio of clean water services based on existing data, using a positivistic approach and theoretical-analytical and empirical-analytical methods. The results show that the demand for clean water in Dili City reaches 129,060 liters per second, with the highest production capacity in Comoro Village, but the distribution of clean water services is not evenly distributed. Becora Village has the highest service ratio, while Balibar Village shows a low ratio.

Abstract

This research analyzes the cost and time performance of the WS Brantas reservoir rehabilitation project using the Earned Value method, addressing challenges such as cost overruns and schedule delays. The objectives include identifying cost and schedule deviations through the Schedule Performance Index (SPI) and Cost Performance Index (CPI) indicators, and evaluating the method's effectiveness in enhancing project management efficiency. Employing a qualitative descriptive approach, data were collected from nine project sites across Jombang, Tulungagung, and Blitar Regencies over six months, utilizing MS Project 2016 for analysis. Findings reveal significant deviations, with projects like Embung Kerjen incurring additional costs of Rp15,816,784 and an SPI of 0.66. The leading causes of delays included terrain constraints, material delays, and changes in work volume. The study underscores the importance of the Earned Value method as a standardization tool for project supervision, suggesting that its integration with project management technology can improve accountability and efficiency in budget use. This research provides valuable insights for academics and practitioners, offering practical solutions to common project management challenges and assisting government stakeholders in enhancing project supervision standards. By demonstrating the applicability of the Earned Value method in a government context, this study contributes to the development of effective infrastructure management strategies in Indonesia.

Abstract

Landslides along the Sumber Pasinan River in Mojokerto Regency, East Java, pose significant risks due to soil erosion and increased flooding during the rainy season. This study aims to analyze the acceleration of construction for a disaster emergency response project using the Critical Path Method (CPM) to minimize time and costs. Employing a quantitative research approach, primary data was gathered through direct observations at the project site, complemented by secondary data from relevant literature and project documents. The findings indicate that the implementation period was successfully reduced from 71 working days to 47 days, achieving a time acceleration of 24 days. This required the addition of 11 workers for the critical task of installing river stone masonry, which constituted 70.16% of the project's workload. The application of CPM proved effective in managing time and resources efficiently. The implications of this research highlight the importance of employing structured project management methodologies in disaster response construction projects. By demonstrating the effectiveness of CPM in accelerating project timelines while controlling costs, this study provides a valuable reference for future projects facing similar challenges. It also opens avenues for further research into the long-term impacts of workforce augmentation on project quality and cost-effectiveness in disaster management contexts.
