Abstract

In an increasingly digitally connected world, it is imperative to provide education on network and information technology crime trends. Where networks and information technology are an integral part of everyday life. Nevertheless, a small number of individuals are vulnerable to cybercrime, including data theft, phishing emails, and computer viruses, as a result of a lack of education and understanding of information technology trends. Therefore, it is imperative to have a comprehensive understanding of cybercrime threats, including phishing, scam/malware viruses, and Distributed Denial of Service (DDoS) attacks on a network. This will increase awareness and security in the use of information technology in the community, especially among students of SMA Negeri 2 Baubau, Southeast Sulawesi Province, Indonesia. The method used to implement abdimas for students of SMA Negeri 2 Baubau. This method consists of four stages: Laying the groundwork, planning, information gathering/analysis, and following up on findings The results of the students' CPD activities showed an increased awareness and understanding of cyber threats and how to protect themselves online. Indicators of success are changes in student behavior in safer internet use, such as changing passwords regularly and being more careful in sharing personal information online. It is hoped that this education on crime trends in the field of information technology and networking can be useful in developing self-awareness, self-protection, and mitigating the impact of cybercrime attacks in the digital realm.

Abstract

Masalah pada penelitian ini adalah beberapa pegawai ada yang tidak bisa dalam menjalankan pekerjaannya menggunakan komputer dan masih kurangnya kecakapan dalam menjalankan tugas, cara menyampaikan informasi kepada penerima informasi masih belum memuaskan dan masih kurangnya tindakan dalam berkomunikasi sesuai dengan pesan yang disampaikan dan kurangnya tanggung jawab pegawai dalam melaksanakan tugasnya sehingga pekerjaan yang dilakukannya menjadi kurang maksimal. Metode yang digunakan dalam penelitian ini menggunakan kuesioner dan observasi. Teknik analisis data yang digunakan yaitu uji regresi sederhana, koefisien korelasi, uji t, uji regresi berganda, uji determinasi dan uji f. Pengujian hipotesis pertama yaitu variabel kompetensi terhadap kinerja pegawai menunjukkan bahwa kompetensi berpengaruh signifikan terhadap kinerja pegawai. Pengujian hipotesis kedua yaitu variabel komunikasi terhadap kinerja pegawai menunjukkan bahwa komunikasi berpengaruh signifikan terhadap kinerja pegawai, dan pengujian hipotesis ketiga menunjukkan bahwa bahwa kompetensi dan komunikasi berpengaruh signifikan terhadap kinerja pegawai. Oleh karena itu, untuk meningkatkan kinerja, pegawai harus memiliki kompetensi sehingga dapat mengendalikan dan memiliki kemampuan dalam menyelesaikan tugas-tugasnya dengan didukung juga cara berkomunikasi dengan baik antar pegawai. Agar pegawai dapat bekerja secara maksimal untuk meningkatkan kualitas maupun kuantitas, maka kompetensi perlu di perhatikan sehingga kompetensi yang dimiliki dapat terus ditingkatkan lebih baik lagi

Abstract

The numerous legal instruments and various agencies involved in the protection of women and children have not led to a reduction in violence against women and children; rather, the incidence has been increasing annually. The primary reasons for the rise in violence against women and children are the lack of education and awareness regarding human rights, gender equality, and gender-based violence, as well as the insufficient support from communities or social networks closest to the victims. This can result in victims feeling isolated and without a place to report or seek help. The method used in this community service program was training on case recording and reporting of violence against women and children. The result of the training was an increase in participants' knowledge regarding the forms of violence against women and children, the roles and duties of the Village Task Force for the Protection of Women and Children (PPA), as well as the procedure for handling cases of violence against women and children. The success of this program was measured using questionnaires administered before and after the training to assess the participants' knowledge and understanding of case recording and reporting of violence against women and children.

Abstract

The purpose of this community service activity is to facilitate a comprehensive understanding of the legal protection of Intellectual Property Rights (IPR) among Micro, Small and Medium Enterprises (MSMEs) in Balo Bone Village. This socialization was motivated by the lack of awareness and understanding of MSME actors of the importance of IPR protection in protecting their products, trademarks, and innovations from the threat of infringement. The method used consisted of interactive counseling, group discussions, and simulations of IPR registration through official government platforms. The results of this activity show that participants' understanding of the concept of intellectual property rights (IPR), the benefits of legal protection, and the technical procedures associated with IPR registration has increased. The increase in participants' understanding of Intellectual Property Rights (IPR) reached an average of 43%. Indicators of improvement include an understanding of the concept of IPR which increased by 30%, the benefits of IPR protection increased by 45%, and the technical procedures for IPR registration increased by 55%. Evaluation was carried out through pre-test, post-test, and interactive simulation. These results demonstrate the effectiveness of the socialization in increasing participants' awareness and understanding, supporting them to protect their innovations and business brands independently. It is expected that this activity will enable MSMEs in Balo Bone Village to effectively utilize intellectual property rights (IPR) protection to ensure the sustainability and competitiveness of their enterprises in local and global markets.

Abstract

Government discretion plays a crucial role in enhancing the efficiency of public service delivery, particularly in addressing complex societal needs. This study aims to explore the dimensions of governmental discretion, examining its potential to improve public service quality while identifying inherent challenges. The research employs a qualitative approach, including case studies, and identifies key factors influencing discretion, such as organizational culture, resource management, and legal frameworks. While discretion can encourage innovation and responsiveness, it also carries risks of mismanagement and reduced accountability without appropriate safeguards. The study's findings indicate that regional government discretion, although effective in improving public service efficiency, must be implemented with consideration of existing challenges, such as limited resources and managerial capacity. The novelty of this research lies in the integration of the concept of discretion with digital technology and the enhancement of public participation. It also offers concrete recommendations on how to improve the effectiveness of discretion in the context of more transparent and accountable local government practices. This research further emphasizes the importance of creating a clear legal framework that supports better management of discretion without posing the risk of abuse of power.

Abstract

The main problem in this study is that the percentage of poor people in 2023 increased by 0.22 percent compared to 2022. The purpose of this study is to provide an overview of the poverty condition in Kota Baubau. The method used in this research is a mix method, namely qualitative and quantitative. Qualitative analysis was conducted by collecting data using interview techniques to find out the poverty reduction program of Kota Baubau in 2023 which is divided into three clusters, namely the expenditure reduction cluster, the income generation cluster, and the poverty reduction cluster. Quantitative analysis Quantitative analysis was also used to analyze and interpret data obtained from the Central Bureau of Statistics (BPS) of Baubau City and BPS of Southeast Sulawesi. The results showed that Baubau City experienced an increase in the growth of the number of poor people from 12,690 people in 2022, to 13,290 people in 2023. The poverty depth index of Baubau City was documented in 2022 at 0.80, there was an increase in 2023 at 1.21. The poverty severity index of Baubau City was recorded at 0.17 in 2022, but increased again to 0.48 in 2023. The poverty line of Baubau City in 2022 amounted to 376,932 (Rp/Capita/Month) which in 2023 increased by Rp82,031 to Rp412,008. The novelty of this research lies in the use of a mixed methods approach combined with bibliometric analysis and three-cluster strategy mapping in assessing the effectiveness of poverty alleviation programs specifically in Baubau City.

Abstract

This study aims to evaluate the extent to which the National Legislation Program (Prolegnas) Priority is able to achieve the legislative formation targets in terms of both quantity and quality for the period 2015 to 2029. As a planning instrument for national legislation, Prolegnas is expected to serve as a foundation for creating a legal system that is harmonious, effective, and responsive to the needs of society. However, in practice, the implementation of Prolegnas often falls short of expectations. This research employs a normative legal method with statutory and conceptual approaches, and the data are analyzed using a descriptive qualitative technique. The data sources include official Prolegnas documents, legislative performance reports, and relevant academic studies. The findings indicate that the success rate of the Priority Prolegnas in recent legislative periods has ranged only between 13% and 20% of the established targets. This reflects a discrepancy between planning and legislative realization. Several key inhibiting factors include sectoral egos among legislative and executive institutions, low public participation in the legislative process, weak synchronization and harmonization of regulations, and a lack of post-enactment evaluation of legislation. The study concludes that there is a pressing need for more realistic and measurable legislative planning, stronger public engagement, and improved legal substance quality. Prolegnas should not only focus on the quantity of legislation but also prioritize the quality of regulations in order to produce fair, relevant, and effective laws that respond to the dynamic needs of society.

Abstract

Poverty remains a significant and persistent challenge for Central Buton Regency, with various issues hindering the effectiveness of poverty reduction programs. This activity aimed to assist the Government of Central Buton Regency in preparing the 2024 Regional Poverty Reduction Implementation Report (LP2KD), as mandated by Presidential Instruction of the Republic of Indonesia Number 4 of 2022 and Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 53 of 2020. The implementation method involved initial coordination (kick-off meeting), observation of data needs, and Focused Group Discussions (FGD) with Regional Apparatus Organizations (OPD) to identify the root causes of poverty. The main outcome of this activity was the completion of the 2024 Regional Poverty Reduction Implementation Report (LP2KD) for Central Buton Regency. This report presents a comprehensive analysis of poverty conditions, identifies existing problems, and provides practical recommendations for the formulation of more effective and targeted poverty reduction policies.

Abstract

Black holes are thermodynamic objects that emit Hawking radiation near the event horizon of a black hole according to the theory of quantum gravity in curved space-time. This radiation is manifested as the temperature of a black hole, known as the Hawking temperature. According to black hole thermodynamics, the black hole horizon area corresponds to the entropy. The increase in the horizon area is predicted due to the influence of dark energy, which can push the horizon of the black hole away from its center, thus significantly affecting the radiation of the black hole. Here, we investigate the Hawking temperature of the Schwarzschild black hole under the effect of quintessence dark energy. The results show that the increase in quintessence reduces the horizon radius of the black hole and lowers its Hawking temperature, highlighting the direct relationship between dark energy and black hole dynamics.

Abstract

The performance of ZnO-based nanostructured photodetectors has garnered significant interest due to their potential for high sensitivity and fast response in ultraviolet and optoelectronic applications. This review aims to comprehensively analyze recent advancements in enhancing ZnO photodetector performance through single doping and codoping strategies. This study synthesizes findings from peer-reviewed research articles published over the past five years. The results indicate that specific dopants, such as F, Mg, Ti, and Co+Ni, significantly improve key performance parameters, including responsivity, sensitivity, and detectivity. Codoping approaches, particularly with In+Ga or Sn+Ti, exhibit synergistic effects that further enhance carrier mobility and reduce trap states, resulting in external quantum efficiencies exceeding 10⁹%. The review concludes that the careful selection and concentration of dopants, nanostructure design, and scalable fabrication methods are crucial for optimizing ZnO-based photodetectors. This work contributes by offering a structured synthesis of performance trends, identifying research gaps, and outlining future directions for developing high-performance and industry-ready ZnO photodetector technologies.
