Abstract

The 1945 Constitution of Indonesia ensures education access for all citizens. Law No. 19 of 2011 ratifies the Convention on the Rights of Persons with Disabilities (CRPD), emphasizing inclusive education. Despite efforts by several universities, including Universitas Andalas, challenges remain. A preliminary survey with five students with disabilities at Universitas Andalas identified barriers such as communication difficulties, limited library resources for the visually impaired, and inadequate public facilities. However, no formal research or evaluation indicators have been developed to assess the university's inclusivity. This study aims to develop self-evaluation indicators for improving inclusive education at Universitas Andalas. Using qualitative and quantitative methods, it examines challenges, formulates evaluation indicators, and assesses implementation. The proposed indicators cover seven aspects: institutional policies, admissions, learning, socio-psychological support, physical accessibility, graduate preparedness, and teaching methods. The evaluation results highlight institutional policies, social support, and learning methods as the strongest aspects, whereas physical accessibility scores the lowest. Universitas Andalas attained a self-evaluation score of 483, categorizing it as "Moderately Inclusive." Key recommendations include improving infrastructure such as accessible dining areas, specialized learning tools, laboratories, and libraries. Additional measures include career training programs, inclusive teaching workshops for faculty, periodic policy updates, and enhanced counseling services. These improvements aim to establish Universitas Andalas as a more disability-friendly institution, ensuring equal opportunities for all students.

Abstract

ImplementingAgile Governance in Regional Government Organization (RGO) is crucial for improving the efficiency and effectiveness of public services. However, its implementation still faces various challenges such as rigid and slow bureaucracy, lack of cross-functional collaboration, suboptimal utilization of digital technology, and human resources who are not accustomed to Agile work patterns. This research is designed to develop implementation strategies forAgile Governance at Regional Government Organization (RGO). The aim is to accelerate the transformation towards a moreAgile Governance in Regional Government Organization (RGO). The research methodology adopts the MEAD (Macroergonomics Analysis and Design) macroergonomics approach that integrates human factors, technology, and work organization. In evaluating the current conditions and the importance of performance indicators, a survey was conducted using a questionnaire validated by the Content Validity Index (CVI) and analyzed using Importance-Performance Analysis (IPA). The first priority results will be used to design strategies and Key Performance Indicators for each of the proposed strategies. The research findings indicate a gap between the current conditions and the importance levels of Agile Governance performance aspects. IPA identified several priority areas that require improvement, including career development and training, risk management, transparency, job suitability, adequacy of work facilities and employee welfare. Based on these findings, strategies and Key Performance Indicators (KPIs) were formulated to enhance the implementation of Agile Governance in Regional Government Organization (RGO).

Abstract

PT. X is one of the companies located in Dumai Industrial Region, produces fertilizer. This company has three production plants. The production capacity of the first plant is 450 tons/day, the second plant produces 750 tons/day and the third plant produces 700 tons/day. PT. X is supported by 2 sub companies, they are PT. A and PT. B. PT. A operates 5 bagging lines and PT. B operates 3 bagging lines. The fertilizer bagging process has three steps where each step has its own work station: putting the labeled sack to the hook followed by filling the sack with fertilizer, installing the tie cable, and sewing the fertilizer filled sack. From the initial survey, it was found that the processing time is not optimal to reach production target. PT. A and B have to set 24 working hours per day to run the target resulting on frequent over time, excessive fatigue and the negative impact of physically and mentally for the workers. Author’s hypothesis is the current condition has been one of the reasons for a decline of the production output. Therefore, the purposes of the research are to find the impact of current working hours and shift work pattern on the physical and psychological response of the workers and to calculate the standard time required to complete one cycle of bagging process. This standard time is very crucial to determine production target thus determine the optimal working hours and shift rotation. Measuring of heart rate are collecting results of a questionnaire of NASA-TLX are the parameters used to evaluate the physical and psychological response of workers. Two workers from different group worker, different shift work, from PT. A and PT. B were selected as samples to evaluate their heart rate pattern. The questioner spread out to all workers. Time standard was determined by observing and taking data of 40 bagging cycles for each shift work. The results show that shift work affecting the physiological response of workers in PT. B in the category between moderate to extreme especially for working element of arranging fertilizer sack to the pallet. This result was found for the two group workers. Frequent short rests between times are required to provide quick recovery for the workers and reduce excessive fatigue. Average standard time complete one bagging cycle was 0.12 minutes and 0.13 minutes for PT. A and PT. B, respectively. These standard times can be used to set the production output target for the two companies. Last, short rotation shift work with an additional number of workers is recommended for the shift pattern

Abstract

The increase in household electrical energy causes shrinkage of energy so that efforts are needed to conserve energy, especially electrical energy. One attempt to reducing the scarcity of electrical energy is by changing behavior. Changes in the behavior of electricity consumption can be influenced by psychological factors (norms, awareness, etc.), demographic factors (age, gender, income, etc.), and other factors such as regulations or policies from the government to conserve energy. This study seeks to determine the effect of psychological and regulatory factors on the behavior of household electricity consumption based on age. The method used was to conduct a survey by distributing questionnaires, the respondents obtained were 808 respondents. The results of the questionnaire were processed using the Structural Equation Model Partial Least Square (SEM-PLS) using the Smart-PLS software. The results of this study indicate that psychological and regulatory factors can explain their effect on the behavior of electrical energy consumption for ages <30 years of 50.9%. For 30-50 years old it is 49.5% while those> 50 years old are 59.3% and the rest is explained by other factors / variables outside those that have been studied so that it can be concluded that psychological factors and regulatory factors have a significant and significant influence. positive behavior towards household electrical energy consumption at all ages. it is expected that the results of this study can become the basis for making stronger regulations or policies in the field of energy conservation.
