Abstract

In 2013, China announces a mega project called Belt and Road Initiatives (BRI). This megaproject contain an investment up to US$ 1,6 trillion, in a bid to increase connectivity betweenAsia, Europe, and Africa. This research aims to review one of BRI projects in Laos, which isHSR (High Speed Rail). The HSR run between Kunming and Vientiane, with investment up toUS$ 6 billion. Many views that this project is nothing but a waste and unnecessary. Theburden of debt that Laos had from this project alarmed several entities, such as the WorldBank, and Asian Development Bank. For this project, Laos must contribute in a staggeringamount of US$715 million, many were acquired with loans from China. It is not mentioned ifLaos can’t repay the debt. Nowadays, China is Laos’s biggest trading partner. In thepresence of a rail connection, it is possible that Laos fall into economic dependency withChina. This research aims to prove Laos using bandwagoning as a strategy to gain economicbenefits. This is a qualitative research, with congruent method. The hyphotesis of thisresearch is Laos doing bandwagoning for economic gain. Laos is considered as Jackals inSchweller’s category. Laos take such big risk to increase what it achieved, a big economicgrowth. The result of this research is the hyphotesis is not fully true, as Laos considered asFox, not Jackals.

Abstract

Under President Rodrigo Duterte, Philippines pursues the so-called independent foreign policy that’s associated with the decline in its special relationship with the United States. By conducting a case study based on the theory of foreign policy restructuring, this research seeks to explain why the Philippines undertake foreign policy change in a dramatic and fundamental manner. Following Holsti, this research argues that the Philippines’ foreign policy restructuring is a response to non-military threat. The United States’ interference in Duterte’s anti-drug campaign and South China Sea (or SCS) policy constitutes such threat. This research finds that non-military threat led the Philippines to restructure its foreign policy that undermines its bilateral relations with the United States, while improving its relations with non-traditional state partners such as China and Russia.

Abstract

Russian-Ukrainian Conflict created unfortunate war crime actions led by Ukrainianvoluntary battalion, one of them was Azov Battalion. The crimes included underagemilitary recruitment, planned civilian attacks, and also torturing war prisoners. Thisresearch analyzed the war crimes of Azov Battalion using the perspective of Constructivisttheory of International Relations. The result of the research showed that Azov Battalion’swar crimes occurred due to identity factor and culture of organization. Different identitybetween pro-Ukrainian government in which Azov included inside and pro-Russianseparatist became the main reason for Azov Battalion to execute the crimes. Aside fromidentity, culture of organization which interpreting separatist as opponent while AzovBattalion in the other hand interpreted themselves as Ukrainian hero due to theirultranationalist ideology. The ideology of “The Idea of the Nation” formingultranationalist scheme to support the crime and create offensive culture in ATO operation.

Abstract

Immigrant become an important issue because some state used it for atool to fight for their interest. Tanjungpinang UNHCR discriminativepolicy for the sake of the interest of the donor state resulted a loss inUNHCR independency in giving a humanitarian aid. This researchobjective is to know United States through UNHCR within RefugeeStatus Determination giving in Rumah Detensi Imigrasi PusatTanjungpinang. In knowing that interest, used a theory called realismtheory. The type of this research is mixed methods that analyzed theTanjungpinang UNHCR discriminative policy that favor theAfghanistan nationality immigrant in Rumah Detensi Imigrasi PusatTanjungpinang. The discriminative policy that occur is to favor anAfghanistan nationality immigrants in term of giving the refugeestatus determination. The obtained result by this research shows thatUNHCR discriminative policy are not to bring United States interestto reform their image, but more to fight for their other interest.

Abstract

This research seeks to explain bilateral cooperation between Indonesia and Malaysia against transnational drugs trafficking from 2009 to 2013. Using the neoliberal institutionalist theory, this research focuses on the driving force behind the policy as well as the effectiveness of the cooperation. In the era of globalization characterized by the development of technology and information that has a big impact on the relationship between countries, transnational crimes become commonplace. One of salient transnational crimes is drugs trafficking. Geographical proximity between Indonesia and Malaysia is one of the reasonsbehind drugs trafficking across borders of both countries. After collecting primary and secondary sources obtained from archival as well as literature research, this research found that the bilateral cooperation between Indonesia and Malaysia against drugs trafficking was influenced by the fear of the destructive impact of drugs on the youth. Both drugs abuse and drugs trafficking have been perceived as a threat by two countries, especially in terms of human security. This is because most of the drugs consumer is younger generation who is considered very crucial to the nation in the future. Indonesia and Malaysia alike were realized that drugs trafficking is a national security matter so they crafted a kind of international regime to achieve their national interest.

Abstract

After collapse of the Soviet Union, two small republics in the Caucasus region named Armenia and Azerbaijan were involved in a bloody conflict to fight for an autonomous region called Nagorno-Karabakh. The ceasefire finally succeeded with the help of mediation by Russia in 1994. Nonetheless, efforts to reach a peace agreement through the mediation of the OSCE Minsk Group have still not succeeded in achieving doubled progress. Both countries were questioned again engaging in fierce fighting for several years. This study uses the Conflict Triangle theory as a substitute for analyzing the dimensions of the Nagorno-Karabakh conflict that is being developed with the process of mediation that has been carried out by the OSCE Minsk Group. The author assumes that currently the mediation carried out only focuses on repairing clothes. The results obtained from this study are that mediation carried out by the OSCE Minsk Group can focus on mediation at the government level only, meanwhile mediation at the community level (track-two diplomacy) relating to contributions related to cultural programs and climate change is not implemented at all , which resulted in a breakdown in the mediation of the reluctance of the public from both sides to compromise.

Abstract

The end of Japanese occupation during World War II made Japan finally provide war compensation assistance to its former colonies, including Indonesia, known as Japan ODA assistance. Over time, this assistance was also used by Japan as a means of maintaining good relations between Japan and Indonesia. After the ODA assistance took place for 50 years (1958-2008), then in 2008 Japan and Indonesia entered into bilateral economic cooperation through the Indonesia-Japan Economic Partnership Agreement (IJ-EPA) scheme. However, the cooperation that has been carried out for 10 years (2008-2018) has resulted an imbalance because the economic benefits were dominated by the Japanese, while the benefits gained by Indonesia were not significant. In addition to the economy, Japanese policy in the IJ-EPA is also used to dominate other fields. This research then aims to analyze the reasons why Japan is willing to conduct bilateral economic cooperation with Indonesia. There are domestic factors behind Japan cooperating with Indonesia through the IJ-EPA scheme. These factors will be analyzed using the concept of national interest and nation branding. This study argues that the IJ-EPA cooperation between Japan and Indonesia in the end only benefited the Japanese. Because besides dominating profits in the economic field, the IJ-EPA collaboration was also used by Japan to maintain its dominance in Southeast Asia.

Abstract

The flow of refugees arriving in the Europe Union has made the majority of European countries overwhelmed except for Germany that implements the Open-Door Policy under which the refugees are wholeheartedly welcome especially those coming from Syria. This study aims to analyze why Germany prefers to take a rather unique and unusual approach toward refugees by receiving larger number of Syrian refugees compared to other European states. This study applies the concept of memory and trauma in world politics to explain said phenomena. As widely believed, trauma and memory are two important factors that could affect the pattern of state policies. Written in qualitative approach, this study argues that the open door policy of Germany has been mainly driven by some human tragedy that took place within Germany in the past, namely Holocaust. The conclusion of this study is that the trauma of the Holocaust has created a memory that affects contemporary German politics and its political decision thereafter including in this case, the Open Door Policy.

Abstract

This research identifies the causes of the United Kingdom’s violation of the Basel Convention in the case of disposal of electronic waste from United Kingdom to Nigeria in 2003-2010. This research is using grounded theory, the research method draws conclusions and theories from the empirical data. The results of this research showed that the UK's non compliance to the Basel Convention lack of the UK's commitment to environmental and health issues. UK often received a warning from the European Commission and other countries regarding their transgressions of environmental issues at the global and domestic level since UK is more focusing on traditional issues of international relations, such as military, security and political issues. In addition, Nigeria's population demand on used electrical and electronic equipment is quite high, because many citizens are involved in this sector, either as recyclers or consumers. This is why UK continues to dispose its electronic waste to Nigeria.

Abstract

Global War on Terror Policy by the United States became the first step in the emergence of negative view of the United States and matters relating to it by the Muslim community, especially Indonesia. The rise of negative views on the United States, or what is commonly referred to as Anti-Americanism, is because they are considered to involve to the rise of terrorism movements in the name of religion so that many muslim receive discriminatory treatment. To improve relations with the Islamic world, the United States Government decided to create the KL-YES program with the aim of creating mutual understanding with the Islamic world. The purpose of this study itself is to describe the efforts made by the KL-YES program in order to create mutual understanding between Muslim communities and the American community. By using Soft Power Currencies concept from Alexander Vuving,this study is try to see how the KL-YES program is able to create interest in the targets to represent the goals to be achieved, which in this case improve the image of the United States in Indonesia. By using descriptive research type, using primary and secondary data, and using qualitative data analysis, this study shows that the KL-YES program is able to create a positive image of the participants through three variables, namely Benignty, Brilliance, and Beauty.
