Abstract

After 9/11, the U.S. have been so adamant on eradicating terrorism all over the world, and adopted a foreign policy that focuses on counterterrorism named „war on terror‟. The war on terror have been targeting terrorist groups like al-Qaeda, and most recently, its foremost focus is on ISIL. While the U.S. promised to erase all terrorism in the world, the policy still has some imbalance towards whom it applies to. Towards ISIL, the U.S. and its coalition have made subsequent progress on their counterterrorism efforts while towards other groups, such as Boko Haram, the policy application has been stagnant with not much progress. This thesis is a qualitative research using Mill‟s Method of comparative study to see the differences of each policy and will explore and analyze the reasons why the counterterrorism effort of the U.S. is unequal, focusing on its differences of counterterrorism policy towards ISIL and Boko Haram using Analytical Eclecticism as a tool. Furthermore, this thesis will also incorporate defensive realism and liberal internationalism to analyze the possible reasons on why U.S.‟s counterterrorism policy has a difference between whom it applies to. The result of this study shows that U.S. have a political interest in Syria including its rivalry with Russia and its needs to contain Russia‟s power in the Middle East and its interest to topple Assad from the Syrian government.

Abstract

In November 2018 Mahathir Mohamad, who re-assumed the position of Prime Ministerof Malaysia stated that Malaysia would not ratify ICERD. It is considered by some to be asetback for the struggle of equalization of racial rights in Malaysia. Previous research on racialdiscrimination in Malaysia focused mostly on the human rights side and the roots ofdiscrimination itself without specifically addressing the issue of ICERD. This study will analyzethe rationale behind Malaysia's refusal to ratify ICERD using an idiosyncratic theory.Researcher place the level of analysis at the individual level, by examining Mahathir Mohamad.By analyzing elements of Mahathir Mohamad’s leadership style, the researcher argues that thestrong driving factor behind Malaysia's refusal to ratify ICERD is an element of Mahathir'sexperience and interest in politics as a person who was predominantly Malay-chauvinist becauseof his Malay-centric ideas.

Abstract

France is the fourth largest immigrant recipient in Europe and most of them areMuslim. Thus, France is currently ranked as the largest number of Muslim in Europe. Thiscauses domestic social and political conflict in the form of violence and discrimination knownas Islamophobia. This study aims to analyze on how the emerge of Islamophobia became adomestic threat through France immigration policy. Through the concept of linguisticconstructivism and securitization theory, this study try to analyze the development ofIslamophobia in France. This study argues that France pressure group and political eliteplay an active role in the process of politicizing Islamophobia as a security issue, so thatIslamophobia institutionalized by the France government into France immigration policysuch as prohibition of religious symbols and immigrant restriction. However, it is found abottom-up securitization process influenced by the public opinion.

Abstract

Fiji, Papua New Guinea, Solomon Islands and Vanuatu are countries in the SouthPacific that share ethnic, racial and cultural similarities. With historical burden that had beencolonized by the western nations, they formed the MSG to take their own sovereignty. Papuawhich is part of Indonesia have Melanesian ethnicity are considered to have no sovereignty oftheir own. So ULMWP wants to get independence from Indonesia and got supported by severalMSG member countries. Therefore, Indonesia has an interest to cease ULMWP byapproaching MSG members using Soft Power. Soft Power is a way to get the desired resultsthrough cultural, domestic values and foreign policy. This research argues that Indonesia usecultural and foreign policy that have succeeded in reducingsome member of MSG support toULMWP

Abstract

The Convention on Elimination of All Forms of Discrimination Against Women (CEDAW) in 1979 should be an international standard for regulating the universality of women's human rights throughout the world. However, in reality, CEDAW cannot be applied universally. This is because of the obstacles caused by the policies of several countries which decided not to ratify CEDAW. Sudan is one of the countries that chose to not ratify CEDAW as a basis for regulating the rights of men and women in their country. Previous research on Sudan's policy of not ratifying CEDAW tends to base its analysis through a feminist approach that focuses more on depictions of women's oppression. So that previous research, has not been able to find any concrete reasons regarding Sudan's decision of not ratifying CEDAW. This study uses constructivist theory that looks at state behavior based on non-material factors namely identity, norms, values and culture. The author believes that Sudan's policy of not ratifying CEDAW is caused by a mismatch between Sudan's domestic norms and universal norms under CEDAW.

Abstract

Pakistan is one of the 189 countries that had been ratified Convention on the Elimination of All Forms of Descrimination Against Woman (CEDAW), a convention that protects women rights. However the practice of honour killing still occured on women in Pakistan. This paper will provide an explanation on why there is still an honour killing practice even though Pakistan had been ratified CEDAW. This paper will use constructivism theory to analyze this problem, more specifically using cultural concept. It is based on the author argument that seeing the main reason the occurance of honour killing is not because mere legal factors. The autor emphasize that the patriarchial culture is the main reason why honour killing continue to occur until now.

Abstract

On March 2018, Germany halted arms export temporarily to Saudi Arabia concerning Saudi Arabia’s involvement in Yemeni Civil War. Then on October to November 2018, as a response to the assasination of a journalist named Jamal Khashoggi, Germany stopped all arms export to Arab Saudi. Since Saudi Arabia is one of the biggest arms buyer in the world including for Germany, those actions subsequently caused a decrease in exports value in 2018 compared to 2017. Beside that, Germany also received lots of pressure from European Union countries includin United Kingdom and France. However, Germany decided to stand with their stance, even extended the sanction on March 2019. In analyzing the case, constructivism theory, more specifically, the concept of identity and norms will be used. German identities as a democratic and pacifist country, also human rights as an international norms will be used in this research. This research is an explanative type research, also a qualitative research using congruence analysis method with literature research as data collecting method. The results of this study indicate that only Germany’s identity as a pacifist country and human right norms are influential in the German policy making process.

Abstract

Debate over Responsibility to Protect in ASEAN has not reached any consensus up until now. This is caused by a clash between Responsibility to Protect and ASEAN Way. Some argues that Responsibility to Protect is applicable in ASEAN, while the rest thinks otherwise. By using norm localization as part of constructivism, this research aims to give a brand new notion that Responsibility to Protect might be applied partially in ASEAN. A case of study about Myanmar humanitarian crisis in 2008 serves a set of implicit yet explicit proves on how Responsibility to Protect can be applied in ASEAN. Data were collected using literature study and official documentaries, and analyzed using causal-process tracing. The result of this research shows that ASEAN had penetrated all steps in Responsibility to Protect localization. Although the final step isn’t perfectly done yet, ASEAN is proved to be receiving the main principal of Responsibility to Protect

Abstract

USA was one of its parties who signed Paris Agreement on the first date it was open for signature. Nevertheless, the euphoria of leading the world by example could not last longer. It happened when Donald Trump was inaugurated as the 45th President of the US on January 2017, succeeding Barack Obama. He announced that US would withdraw from the Paris climate accord. With his announcement, President Trump has snubbed the international climate policy community, also confused numerous world leaders and civilians across the world. Previous article journals on US withdrawal from the accord mostly focused on the national interest of US, and effects of the US withdrawal from Paris Agreement on the accord. In the present paper, authour would find another factor behind influencing Trump’s decision to quit from the accord connected emotion theory. Researcher argues that Trump’s emotion specifically his anger is one of the factors that influences US quit from the Paris Agreement.

Abstract

Indonesia is the largest archipelago country in the world and consists of 17,504 islands. In July 2017 through the Coordinating Ministry for Maritime Affairs (Kemenko Maritim), Indonesia launched a new map of the Republic of Indonesia. Changes and improvements have occurred in some parts of the Natuna waters into the North Natuna Sea which is still included in the Indonesian Exclusive Economic Zone (EEZ). This study aims to provide an understanding of the impact of the North Natuna Sea policy on Indonesia-China Bilateral Relations and provide an explanation of how Indonesia's bilateral relations are related to violations and overlapping territories that occur in the North Natuna Sea. This research uses qualitative research methods with descriptive research type. Furthermore, this study uses the concepts of International Relations, Bilateral Relations and Diplomacy. The results of this research in the political field are that Indonesia and China agree to jointly maintain the stability of the LCS dispute area by strengthening each other's military. While in the economic field, both agreed not to include conflicts over regional sovereignty, which might disrupt bilateral relations in both investment and trade.
