Abstract

Artikel ini bertujuan mengeksplorasi apakah pandemi corona virus disease 2019 berpengaruh terhadap penyelenggaraan Pilkada? Jawaban atas pertanyaan tersebut dieksplorasi melalui tiga fokus: dinamika kebijakan, tata kelola penyelenggaraan, dan partisipasi masyarakat dalam Pilkada. Lokus kajian yang di pilih dalam melakukan ekspolarsi ketiga fokus tersebut yaitu tata kelola Pilkada oleh KPU Kabupaten Lombok Tengah, karena fungsi Administrasi Pemilihan dimandatkan kepada KPU Kabupaten. Melalui alat analisis teori fungsionalisme-struktural dan metode penelitian kualitatif, ditemukan informasi bahwa kebijakan pemerintah yang menetapkan pemunugtan suara Pilkada serentak tanggal 9 Desember 2020 menimbulkan pesimisme publik karena masih pada masa pandemi COVID-19. Pesimisme publik terlihat dari dua kehawatiran, rendahnya partisipasi politik masyarakat dan munculnya kluster Pilkada. Nyatanya, setelah Pilkada dilaksanakan, partisipasi politik masyarakat mencapai 71,16 persen, lebih besar dibandingkan Pilkada 2015 yang hanya 61,41 persen. Demikian halnya kluster penyebaran COVID-19 dalam Pilkada tidak terjadi. Dalam penyelenggaraan Pilkada Kabupaten Lombok Tengah tidak ditemukan jajaran penyelenggara yang terpapar COVID-19 dalam menjalankan tugasnya. Faktor berpengaruh terhadap keberhasilan tata kelola Pilkada tersebut adalah  berfungsinya struktur stakeholders secara kolaboratif dalam penyelenggaraan tahapan.

Abstract

This study is to analyze the impact of Political Border Disputes in the City of Kupang and Kupang Regency. Regional boundary disputes that occurred in the Nasipanaf region began since the enactment of Law Number 5 of 1996 Establishment of the Kupang Second Level Regional Municipality. on April 25, but the territorial borders were not taken seriously by the Government. The physical boundary between Kupang City and Kupang Regency on the ground is that there are still unclear boundary points, especially in the Nasipanaf region between Kelurahan Penfui and Desa Baumata Barat which have not been agreed between the two parties. The method used in this research is a qualitative descriptive method based on case studies as the sample in this study there are people from both the research locus and the government as the authorized party for decision making. The findings obtained in this study indicate that there has been a clash between residents resulting in conflict over the past few years. In addition, administrative issues also become a problem for people who are in the border area and infrastructure development also influence in the dispute over this area.

Abstract

The development of Islam in the political arena in Indonesia is interesting to be analyzed comprehensively. The purpose of this paper is to analyze the existence of Islamic political parties after the 2019 simultaneous general elections. The main problem in political life in Indonesia is the decline of public trust in political parties. One of the main reasons is the corruption case that ensnared politicians. The presence of Islamic political parties is hopefully able to bring a change and alter the ugly stigma from the society towards the political parties. This study is qualitative in nature with a case study of PKS as a participant in the 2019 simultaneous general election, using an institutional assessment of the existence of political parties. The dynamics and existence of PKS before the 2019 general election were categorically high. It means that the PKS movement was active in society by offering strategic programs and policies for voters. PKS has a structured party system starting from the regeneration system to constituent treatment that can increase the number of voters in the 2019 elections. This research shows that regeneration carried out through tarbiyah can instill party ideology in cadres, but fails to raise the party in a fast time. Based on the political dynamics of PKS during the Jokowi-JK administration period 2014-2019, identity politics was able to increase voter participation and increase PKS votes in the 2019 elections.

Abstract

Debat kandidat merupakan salah satu metode kampanye yang berfungsi untuk mengenalkan janji politik pasangan calon. Janji politik ialah visi, misi dan program kerja yang diusung kandidat capres dan cawapres serta menjadi acuan utama penyusunan RPJMN bagi paslon terpilih. Jokowi-JK sebagai pemenang Pilpres 2014 membawa janji politik berjudul Nawacita, yang pada akhir kepengurusannya berdasarkan survei terdapat 58,2% yang belum/tidak mengetahuinya. Permasalahan dalam penelitian ini ialah masih minimnya kepercayaan masyarakat terhadap janji politik, sulitnyamasyarakat untuk mencari tahu realitas janji politik serta minimnya penelitian tentang realisasi janji politik Jokowi-JK. Teori yang digunakan penelitian ini ialah teori kampanye politik, janji politik dan kebijakan publik. Adapun penelitian ini bertujuan untuk mengidentifikasi dan mengetahui realitas janji politik Jokowi-JK dengan menggunakan metode penelitian kualitatif deskriptif melalui Teknik pengumpulan data Documentary Review dengan mengakses rekaman video debat capres dan cawapres tahun 2014 serta dokumen laporan resmi pemerintahan Jokowi-JK. Selama lima tahun pemerintahan Jokowi-JK, telah dilaksanakan sebanyak 43 janji politik dari 56 yang telah dijanjikan, 13 janji politik yang tidak dilaksanakan tidak memberi pengaruh terhadap perolehan suara Jokowi sebagai pertahana pada Pilpres 2019 terbukti dengan perolehan suara Jokowi yang justru meningkat dari Pilpres 2014. Secara umum realisasi janji politik Jokowi-JK telah berhasil dengan capaian 76,79% janji yang dilaksakan serta menangnya kembali Jokowi pada Pilpres 2019.

Abstract

Elections should be held with direct, public, free, and secret principles by anational, permanent and independent Election Commission (KPU). But often the electionis colored by cheating, manipulation and violation. Violations occurring in the GeneralElection already have their own legal framework, including the completion of violationsof the code of conduct of election organizers handled by the General ElectionsAdministrator's Council (DKPP). Settlement of violations is important because itconcerns the election justice system, namely the extent to which violations are resolvedthoroughly. According to the provisions of Law No. 8 of 2015 on Pemilukada heldsimultaneously in 269 regions, consisting of 9 provinces, 224 districts and 36 cities inIndonesia. Therefore in this study will be discussed the role of DKPP which includesmechanisms and strategies undertaken DKPP in the face of Pemilukada 2015.Based on the research results have some conclusions. The mechanism forresolving code violations in DKPP includes complaints administration, administrativeverification administration and material verification, court administration and decisionadministration. DKPP's verdict is final and binding on several categories based on theweight or severity of a violation committed. Election Organizer in Pemilukada 2015 isconsidered to have integrity, it can be seen from number of election organizers examinedby DKPP more that rehabilitated or not proven to violate, compared with provenviolation. DKPP preventive measures to prevent violations of the code of conduct ofelection organizers include three programs, namely general socialization, FGD (FocusGroup Discussion) and special socialization.Some suggestions from the results of this study, that the Election Organizershould comply with the code of conduct of the election organizers, the awareness shouldbe strongly entrenched, for candidate pairs and election participants should not onlymake the election organizers a mere target of anger, but also must always maintain ethicsand norms in competing during the Pemilukada.Keyword : DKPP, mechanism for resolution of code violation, Pemilukada 2015.

Abstract

ABSTRAKDalam beberapa waktu terakhir, variasi, frekuensi dan intensitas gerakan peralawan semakin kompleks. Terdapat ketidakadilan yang membuat masyarakat melakukan perlawanan seperti pada perlawanan masyarakat Luar Batang Jakarta terhadap kebijakan revitalisasi kawasan pesisir. Perlawanan masyarakat Luar Batang dikarenakan mereka menginginkan kampung ini tidak ditertibkan oleh pemerintah melainkan dijaga dan dilestarikan. Adapun tujuan dari penelitian ini adalah untuk mengtahui dinamika perlawanan masyarakat Luar Batang Jakarta terhadap kebijakan revitalisasi kawasan pesisir dan faktor – faktor yang mempengaruhi masyarakat dalam melakukan perlawanan tersebutMetode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data yaitu observasi, wawancara dan studi dokumen. Informan pada penelitian ini adalah Aktor Perlawanan dari masyarakat Luar Batang, beberapa masyarakat Luar Batang yang terkena dampak kebijakan revitalisasi dan Kepala Bidang Pemerintahan Bappeda Provinsi DKI Jakarta.Hasil peneltian menunjukan bahwa perlawanan masyarakat Luar Batang adalah perlawanan secara tim (Team Work) terbagi atas 3 tugas yaitu mengedukasi masyarakat, mengumpulkan bukti surat hak atas tanah, dan membangun jaringan lintas sektoral. Dengan pembagian tugas tersebut tercipta 3 bentuk perlawanan masyarakat Luar Batang yaitu aksi massa, jalur hukum dengan memperjuangkan hak atas tanah, dan diplomasi. Adapun faktor – faktor yang mempengaruhi masyarakat Luar Batang untuk melakukan perlawanan adalah faktor hsitoris, agama, hak atas tanah, dan kebijakan yang dianggap merugikan masyarakat.Rekomendasi yang dapat diberikan untuk pemerintah adalah ketika dalam merumuskan, menetapkan dan melaksanakan suatu kebijakan harus melibatkan masyarakat didalamnya sehingga masyarakat mengetahui tujuan dari kebijakan tersebut sehingga meminimalisir konflik antara masyarakat dan pemerintah.Kata Kunci: Perlawanan Masyarakat, Gerakan Sosial Baru dan Kebijakan

Abstract

Indonesia has already implementing direct elections as many as four times since1999. Direct Election aims to choose the leaders of the country in accordancewith the will of the people through the system and the mechanism that has beendetermined. The political dynamics and non-state actors that participate in theelection on every few always changed. The changes occur is then affect the resultof votes at the General Election was held. As happened in the Pati District, theresult of the total votes for candidate for legislative election for members of theLocal Parliament of also experienced the movement since the Election 2004 untilthe election year 2014.The purpose of this research to know the image of a shift inthe attitudes of the mass political constituencies in the Pati District from theLegislative Election Year 2009 to the Legislative Election Year 2014, and to knowthe factors that cause a shift in the attitudes of the mass political constituencies inthe Pati District from the Legislative Election Year 2009 to the legislative electionyear 2014.The research method used in this writing qualitative research method.That is based on the primary data source the vote recapitulation data is thenanalyzed and supported by the secondary data which is derived from the interviewto voters in Pati district based on their experiences and knowledge.Based on the results of research can be known that in Pati is a shift in theattitudes of the mass political voter from one political party to the other politicalparties. A shift occurred from voice in the legislative year 2009 to the legislativeelection year 2014 almost happened in every sub-districts in Pati. The result ofthe existence of a shift in the sound affect the composition of the Legislativemembers of the DPRD Pati. While to know the factors that affect the changes inthe behavior of voters used the sociological approach, psychological, politicalrational, and dominant cognitive problems. Known factors that affect a shift in theattitudes of the mass political constituencies in the Pati district was divided intotwo factors namely common factors and special factors. Common factors consistof the influence of the mass media, Figure candidates and national leaders of theparty, the emergence of new parties, corruption cases that traps cadres ofpolitical party in the period of the reign of 2009-2014.Recommendations for further research, more deepen the cause of thephenomenon that is found in this research. Abstract

In 2015, the executive and legislative goverment made dicision for the implementation of simultaneous elections which held for every region whom governor / mayor terms of service would complete by 2015. On 9th December 2015, the elections held, one of the region is Surakarta. Among every citizens who have voting rights in the elections, there are people with physical or mentally boundaries, people with different abilities. Regulation and condition had adjusted to ease diffable people who used their voting rights, but it was under expectation. The objective of this research was to find out diffable voter's political perception towards election in Surakarta by 2015. This research used Almond & Verba indicators to answered the problems in line with the purpose of the research, which is knowledge, participation, and assessment to election. Accessibilty was added too as additional indicator to find out the implementation of election.This research used quantitative and descriptive method which analyzed and presented in tabular formed, processed by SPSS program to generate valid results. Population for this research was all diffable voters in Surakarta, and 54 samples taken by stratified random sampling technique. The result showed that most of diffable voter's political perception was in good level, they have searched for the information and participated the election. In order to make the election will be accessible for diffable voters, goverment shall increase the  service and capacity of the facilities and infrastructures that suitable for their needs.  Keywords: Election; Perceptions of Different Voters; Access Election

Abstract

Pati local elections in 2017 which only included one single candidate leaving an interesting political phenomenon. Of the 101 regions in Indonesia that conduct head local election (PILKADA), there are only 9 regions whose Pilkada consists of single candidates, one of them is Pati. In Pati, "empty box" have triumphed in several polling stations. The victory is based on several things and certainly can not be separated from the influence of a social movement that intensely campaigning and influencing people to choose "empty box". The purpose of this study is to find out about the dynamics of the victory of empty box and the winning factors of empty box in the Pati Election of 2017.The method used in this research is the qualitative technique with the method of collecting observation data either through interviews and/or document studies. The selected informants were the citizen in three villages of Margoyoso sub-district and the volunteers of AKDPP and related parties.The results of this research shows that the victory of empt box in a number of Voting Station consists of several stages. And the victory happened is due to the society's disappointment of petahana, the influence of AKDPP social movement and the problem with the construction of a cement plant permit.The recommendation that can be given is the strengthening of civil society, so that the public can control the governance and licensing of AKDPP to become a legitimate and more organized movement by registering to Kesbangpol.Keywords: Local Election, Empty Box Victory, New Social Movement

Abstract

ABSTRACTPekalongan city is autonomous region, which means it has a self-governing management with respect to its local or internal affairs. Pekalongan city establishes a sub district merger policy in order to create public service effectiveness and budget efficiency. This research aims to describe the implication of implementation sub district merger policy toward social and political dynamics in Pekalongan city.The type of this research is analysis descriptive. Qualitative approach is applied, to describe situation or phenomenon in details. The data sources used are primary and secondary data. Informants are chosen using purposive sampling method. Informants are people who have knowledge, experience, and deep insight to the political and social dynamics of sub district merger policy in Pekalongan city. This research uses 3 (three) methods to collect the data: interview, observation, and document study.The results of this research find that the implication of implementation sub district merger policy by Pekalongan city government causes vertical and horizontal conflict. The sub district merger policy in Pekalongan city causes changes of region nomenclature. Pekalongan citizen who highly give respect to cultural values, considered that the change of region nomenclature imply the abolishment of the history.The dispute of sub district merger policy happened when Pekalongan’s mayor and vice mayor Election Day. Some candidates use this opportunity to acquire society sympathy by giving campaign related the solution of the dispute of sub district merger policy.This research suggest to Pekalongan city government to involve the society as the policy object to their decision making process, so that the following policy will not rise the conflict for the executive and legislative.Keywords: public policy, sub district merger, conflict
