Abstract

The results of the 2018 Cirebon City Regional Head Election won by the candidate pair Nasrudin Azis and Eti Herawati were rejected by the candidate pair Bamunas Setiawan and Effendi Edo. They considered the election results to be a legally flawed decision and arose due to negligence in election governance by the Cirebon City KPU in 2018 due to an incident of opening ballot boxes that were not taken seriously. This problem then prompted the conduct of a Re-Vote (PSU). The method used in this study is a qualitative method with a case study approach that adopts the basic thinking of Creswell (2013). The results of this study revealed that there was indeed negligence of human resources in the incident of opening ballot boxes during the 2018 Regional Elections voting in 24 polling stations. In addition, other incidents also contributed to the malpractice of the 2018 Cirebon City Regional Elections, such as inaccurate delivery of ballot boxes, delays in the delivery of ballot boxes, and violations of the code of ethics of the chairman of the KPU. This study concludes that it is true that there was malpractice committed and caused by the Cirebon City KPU in the 2018 Cirebon City Election which was supported by general factors due to the incompetence of human resources of election organizers and special factors due to the unprofessionalism of the Cirebon City KPU institution in 2018. ABSTRAK Hasil Pemilihan Kepala Daerah Kota Cirebon Tahun 2018 yang dimenangkan oleh pasangan calon Nasrudin Azis dan Eti Herawati ditolak oleh pasangan calon Bamunas Setiawan dan Effendi Edo. Mereka menilai hasil pemilihan tersebut merupakan keputusan cacat hukum dan timbul akibat kelalaian tata kelola Pemilu oleh KPU Kota Cirebon tahun 2018 akibat adanya insiden pembukaan kotak suara yang tidak ditanggapi dengan serius. Permasalahan tersebut kemudian mendorong dilakukannya Pemungutan Suara Ulang (PSU). Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan studi kasus yang mengadopsi pemikiran dasar Creswell (2013) . Hasil penelitian ini mengungkapkan bahwa memang terjadi kelalaian sumber daya manusia dalam insiden pembukaan kotak suara saat pemungutan suara Pilkada 2018 di 24 TPS. Selain itu, insiden-insiden lain juga turut mendorong malapraktik Pilkada Kota Cirebon tahun 2018 seperti tidak tepatnya pengiriman kotak suara, keterlambatan pengiriman kotak suara, dan pelanggaran kode etik ketua KPU. Penelitian ini menyimpulkan memang benar adanya malapraktik yang dilakukan dan disebabkan oleh KPU Kota Cirebon pada Pilkada Kota Cirebon tahun 2018 yang didukung dengan faktor umum karena tidak kompetennya sumber daya manusia penyelenggara Pemilu dan faktor khusus dikarenakan tidak profesionalnya lembaga KPU Kota Cirebon tahun 2018. Abstract

Regional head elections (Pilkada) are a crucial moment in Indonesia’s political dynamics, but in 2024, political polarization reached its peak, causing significant impacts on local democracy. This study aims to investigate the phenomenon of political polarization in the 2024 regional elections and analyze its implications for the sustainability of local democracy in Indonesia. Through a mixed approach that combines qualitative and quantitative analysis, this study attempts to understand the root causes of political polarization, measure the level of polarization in different regions, and evaluate the resulting political consequences. Political polarization in the context of the 2024 regional elections reflects the increasing tension between different political parties, especially in terms of ideological conflicts and differences in political views. It is influenced by factors such as national polarization, local political dynamics, and the increased use of social media as a tool to amplify divisive political narratives. The results show that political polarization in the 2024 local elections has far-reaching impacts on local democracy, including decreased public political participation, heightened political tensions, and the risk of social conflict that could potentially undermine political stability. The long-term implications of this political polarization highlight the need for appropriate measures to strengthen local democracy and rebuild public trust in the political process. In this context, efforts to promote inclusive political dialog, improve people’s political literacy, and reduce excessive political tension are crucial to maintaining the health of local democracy in Indonesia. Only with these measures can local democracy develop positively and embody strong and inclusive democratic principles amidst complex political dynamics.

Abstract

This research objective was to examine the integrity of the election organizers by analyzing the factors that led to the issuance of the Constitutional Court Decision Number: 12/PHP.BUP-XIX/2021 regarding the recount of the 2020 Simultaneous Regional Head elections in Sekadau Regency. It was known that the lawsuit resulting from the recapitulation of votes was filed by the pair Rupinus-Aloysius as the incumbent. The pair received 56,479 votes or 49.2 percent. Meanwhile, the rival pair Aron-Subandrio received 58,023 votes or 50.8 percent. This research used a descriptive qualitative method through a case study approach, which examined a "single instrumental case". Data collection techniques were done through an informant interview (in-depth interview) and document studies. The data was obtained by taking directly from the sources of the General Election Commissions, The General Election Supervisory Agency (Bawaslu), and the Sub-district Election Committees of Sekadau Regency. The research results first showed the organizers' negligence factor during recapitulation by entering Form C. The results of KWK Holograms from 65 Polling Stations (TPS) in the Belitang Hilir Sub-district into one box must remain in the box at each Polling Station. Second, the Sekadau Technical Guidance Factor of General Election Commissions (Bimtek) for Commitment Making Officer was not optimal. The technical guidance focused on using the Recapitulation Information System (Sirekap) for two days. When the process/ stages were carried out without integrity, the election results were also not with integrity, i.e., it is due to the organizers' poor integrity.

Abstract

Political polarization has become increasingly prevalent worldwide, posing significant challenges to social cohesion, democratic governance, and civic participation. Various factors, including ideological divisions, socio-economic disparities, and the rise of digital echo chambers, have exacerbated this phenomenon. Amidst this backdrop, educational institutions have emerged as pivotal actors in addressing political polarization by fostering inclusive communities and promoting civic engagement among students and faculty members. This study aims to identify the key challenges and opportunities faced by educational institutions in addressing political polarization, examine the effectiveness of existing interventions and programs, and propose evidence-based recommendations for enhancing the role of educational institutions in building inclusive communities. This study employs a qualitative research design utilizing a literature review as the primary methodological approach. The data for this research are obtained from various scholarly sources, including academic journals, books, reports, and policy documents, accessed through academic databases, institutional repositories, and online libraries. In conclusion, this research sheds light on the crucial role that educational institutions play in combating political polarization by fostering inclusive communities and promoting civic engagement among students. Through an analysis of the various mechanisms and strategies employed, it becomes evident that educational institutions are vital platforms for bridging ideological divides and nurturing a culture of tolerance and respect for diverse perspectives.

Abstract

This study aims to develop a comprehensive synthesis of the dynamics of social identity and economic values ​​in Sasak traditional wedding dowry practices, with a focus on the role of the Baiq and Lalu clans in shaping social expectations and increasing dowry values. Using the Systematic Literature Review (SLR) method, this study examines literature indexed in Scopus, Google Scholar, and DOAJ for the period 2018–2025. The results indicate that dowry is a multidimensional construct that reflects complex interactions between cultural, social, and economic aspects, and plays a significant role in reinforcing social hierarchy through status symbols and cultural identity. The findings also indicate that most research is descriptive and has not systematically integrated cross-disciplinary approaches, leaving a gap in understanding the transformation of dowry values ​​amidst the currents of modernization. This study recommends three directions for further research: reinterpreting dowry values ​​by the younger generation, developing a dowry model based on social and economic justice, and examining the impact of cultural commercialization on the sanctity of customary practices. The theoretical and practical implications of this study are expected to enhance the understanding of local culture and support adaptive social policy reform grounded in traditional values.

Abstract

Elections are essential democratic processes that require integrity, professionalism, and adherence to electoral laws. However, the 2018 Cirebon Mayoral Election faced allegations of electoral malpractice, leading to a re-voting order by the Constitutional Court. This research analyzes the Re-voting events in the 2018 Cirebon Mayor and Deputy Mayor Elections. There were allegations of fraud committed by election organizers in Cirebon raised by the Bamunas Setiawan and Effendi Edo candidate pairs. However, the existence was denied by the Cirebon City KPU at the case title of the dispute hearing on the results of Pilwakot Cirebon 2018 at the Constitutional Court of the Republic of Indonesia. This research focuses on analyzing qualitative studies with a case study strategy. Data obtained through literature study. This phenomenon is pure negligence in electoral governance by the KPU, which disrupts professionalism in the institution.
