Abstract

Pemilu serentak tahun 2019 adalah pengalaman baru dalam sejarah demokrasi elektoral Indonesia, yang mana dengan diselenggarakannya Pemilu Eksekutif dan Pemilu Legislatif secara serentak ini berdampak pada peningkatan partisipasi masyarakat serta memunculkan coattail effect atau Efek Ekor Jas. Efek ini berasal dari popularitas figur calon presiden dan figur calon wakil presiden. coattail effect terjadi disaat pemilih memilih secara berurutan dan disaat pemilu diselenggarakan serentak, lebih banyak pemilih yang memutuskan kandidat lokal terlebih dahulu sebelum memilih daftar partai (Rheault, Blais, Aldrich, & Gschwend, 2020). Penelitian ini bertujuan untuk mengetahui seberapa besar pengaruh antara coattail effect terhadap tingkat kehadiran dan preferensi memilih pada Pemilu serentak tahun 2019 di Kecamatan Magelang Utara, Kota Magelang. Dengan menggunakan metode kuantitatif dan analisis regresi linier sederhana, penelitian ini melibatkan 100 responden yang diambil secara acak di 5 kelurahan yang ada di Kecamatan Magelang Utara. Penelitian ini mengungkapkan bahwa coattail effect yang berasal dari popularitas pasangan calon presiden dan wakil presiden memiliki pengaruh yang sangat besar terhadap tingkat kehadiran pemilih dengan persentase sebesar 89,6% dan preferensi memilih dalam menentukan pilihannya dalam Pemilu dengan persentase sebesar 88,9%.

Abstract

This recearch is based on the lack of marketing land for transaction activity of regional agriculture products which is causing people open their own trade space illegally existing in Grobogan Regency, exactly in Ahmad Yani St. This is causing aesthetic, sanitation, and city comfort distrurbance and also causing traffic jam around the location. This research will be describe the role of Grobogan Regency Government in overcoming that which based on Perbup No. 35 in 2008 contained Main Tasks, Function, Description of Position’s Tasks and Working Procedure of Department of Industry’s Organization, Trade, Mining and Energy Grobogan Regency. This research aims to identify the role of Grobogan Regency Government in the way to develop Agro Holticulture Market.Type of this research is qualitative by phenomenological approach. Source of data is found from primary data through interviewing the informant or key person by Purposive Sampling Technique. Meanwhile, the secondary data comes from document data, archives, and other sources relate to this research. Collecting data technique in this research uses interview, observation, and documentation. Meanwhile, analysis techique wich is used in this research is qualitative data analysis by analyzing in the form of explanation, description and concluding of indication which is researched.Result of this research is found that the role of Grobogan Regency Government in Developing Agro Holticulture Market is as a policy functionary, by the activities such as development, data colletion, collecting and booking tax and controlling admnistration management of regional market. Other result in field shows that Agro Holticulture Market’s development from year to year is increasing continually whether from total sellers side, incresing of rent result every year and increasing of Locally Generated Revenue through market retribution. This is of course not separated from local government’s role as an actor in the way to develop Agro Holticulture Market.Keywords: Role of Government, Agro Holticulture Market, Grobogan Regency.

Abstract

Pemilu adalah sarana pelaksanaan kedaulatan rakyat. Pada 9 Desember 2015 telah dilaksanakan Pemilihan Walikota dan Walikota Semarang yang diikuti oleh tiga pasangan calon. Pilwakot Semarang tahun 2015 dimenangkan oleh paslon nomor dua yaitu Hendi-Ita yang diusung oleh Partai PDI-P, Nasdem, dan Demokrat dengan perolehan suara sebanyak 320.273 suara. Masyarakat etnis Tionghoa sebagai salah satu kelompok minoritas rata-rata memiliki partisipasi politik yang rendah. Partisipasi pemilih etnis Tionghoa di Kelurahan Tawang Mas pada Pilwakot Semarang tahun 2015 hanya sebesar 58,24% . Permasalahan yang dikaji dalam penelitian ini adalah mengapa partisipasi pemilih Etnis Tionghoa di Kelurahan Tawang Mas rendah dan apa saja faktor yang menyebabkannya. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan teknik pengumpulan data yaitu wawancara, studi kepustakaan, dan dokumentasi. Hasil dari penelitian ini adalah rendahnya partisipasi etnis Tionghoa di Kelurahan Tawang Mas disebabkan oleh: 1) Ketidaktertarikan masyarakat terhadap Pilwakot; 2) Kejenuhan masyarakat; 3) dan Kurangnya sosialisasi Pemilu. Faktor internal yang menyebabkan rendahnya partisipasi etnis Tionghoa di Kelurahan Tawangmas pada Pilwakot Semarang yaitu: 1) Apatisme; 2) Kejenuhan terhadap Pemilu; 3) dan Kesibukan sehari-hari. Sedangkan faktor eksternalnya yaitu kurangnya sosialisasi Pemilu dan tidak terealisasinya program Pemerintah. Budaya Politik masyarakat etnis Tionghoa di Kelurahan Tawangmas adalah subjek-partisipan. Perilaku memilih etnis Tionghoa Kelurahan Tawang Mas dianalisis menggunakan pendekatan sosiologis dan psikologis. Motivasi memilih masyarakat etnis Tionghoa adalah Afektual-emosional.Kata Kunci : Partisipasi, Kelompok Minoritas, Etnis Tionghoa

Abstract

Suku Anak Dalam is a remote traditional community that exists within theJambi’s forest. Forest exploration and exploitation, which getting higher thesedays, limits the room for a movement and pushes the Suku Anak Dalam habitat.They have to settle and assimilate like the normal society. One of the tribes isSuku Anak Dalam in Muara Kilis Village, Tebo Sub-Province, Province of Jambi.At the year of 2014, Indonesia held a Presidential and Vice PresidentialElection. For the first time, the Suku Anak Dalam participated in Election fromthe first stage until the last stage. They got the suffrage and were listed in the FinalVoter List. This research’s purpose is to find out about the suffrage usage by SukuAnak Dalam at Muara Kilis Village, Tengah Ilir Sub-district, Tebo Sub-Province,Province of Jambi in Presidential and Vice Presidential Election year 2014. Casestudy : the role of Jenang Suku Anak Dalam.The author used qualitative method for the research by collecting the datawhich are interview and documentation. The source came from primary data andsecondary data. The subject of the research was the Members of Suku AnakDalam, Temenggung of Suku Anak Dalam, Jenang of Suku Anak Dalam, PelitaKita Community, and Muara Kilis’ Village Secretary.As can be seen from the backgrounds and the research methods that theauthor used, the result is Suku Anak Dalam does not understand the purpose of theelection. They only vote based on the affinity and advantage that they get in theform of service and assistance. Jenang’s role as a connector between the SukuAnak Dalam and Outside People can affect the intake of the Suku Anak Dalam’sdecision.Keywords: Suffrage, Suku Anak Dalam and Presidental Election.

Abstract

ABSTRACTThis research was conducted to explain the government's efforts by Joko Widodo and Jusuf Kalla as an effort to establish a dialogue for Papua's vertical conflict resolution.This study uses a qualitative-descriptive research methodology because this study explains phenomena relating to current and experienced situations, attitudes and views that are present at the moment, the relationship between variables contradicts two or more conditions, the effect on a condition, and the difference between facts. This study is conducted by asking for information to the primary subject, namely the source and main informants and secondary subjects, as additional data sources, reinforced by literature. The data then explained the efforts made by the Government of Joko Widodo and Jusuf Kalla as an effort to establish a dialogue for resolving Papua's vertical conflict as a new government paradigm, it’s also approached establishing relationships with conflict actors and stakeholders supporting inter-Papuan consultations, helping Papua prepare a resolution process potential conflict with the central government, and understand the conflict between the government and pressure groups and separatist groups.The results of the study indicate that the Government policies of Joko Widodo and Jusuf Kalla in seeking dialogue on the resolution of Papua's vertical conflict have challenges. The dialogue paradigm that has misconceptions, where dialogue as a concept and approach that has not been properly understood, and factors that influence dialogue efforts on vertical conflict resolution in Papua have not succeeded where the history of integration and identity, political violence, development failure, and marginalization of Papuans as the root the problems that occur in Papua and West Papua have not been resolved completely by the government.In the future the Government of Joko Widodo and Jusuf Kalla needs to re-consolidate state institutions that run solitary and inconsistent in understanding dialogues that are not biased. The governments of Joko Widodo and Jusuf Kalla also need to have a long-term main strategy in making projections of various aspects and dimensions that have connections between one another to be in harmony and not fragmented.Keywords: Dialogue, Conflict Resolution, Papua, Joko Widodo's Government

Abstract

One of the village autonomy to organizing and managing its own in political and governmental area is realized by election activity to vote its own leader through head of village election (Pilkades). On Pilkades, there are political dynamics and local issues, such as money politics and patronage. On June 22nd 2013, Pilkades was held in Cangakan, Kasreman, Ngawi with two candidates. The purposes of this research are to identify mode of money politics that happened on Pilkades and to explain the formation of patronage between candidates and patron on Pilkades Cangakan that was held on 2013.The method used in this research is a qualitative research method with data collection techniques are interviews, literature study, and documentation. To determine the subject in this research used purposive sampling, snowball sampling, and random sampling. Primary information are obtained through in depth interview. Besides that, secondary information are obtained through head of Cangakan village office and Regent of Ngawi office.The study shows that there are some modes of money politics, they are: 1) Distributing cash to voters directly (vote buying, bribery, and preventing polls); 2) Distributing cash to voters indirectly (vote buying by a vote broker); 3) Distributing object to voters group directly (election bribery); and 4) Abuse of power by ijon politics. That money politics strategy indirectly had some correlation to the formation of patronage, because it generated the election cost so high. Patronage that created between candidates as clients and third actors as patron inconsequence of economic factor to covered their high cost candidacies. One of the candidate even became a client for some patron. The exchanged not only about money, but the client also mortgaged bengkok field (when he officially win the election) and made the voters as a commodities. Key Words  :  Money politics, Patronage, Pilkades

Abstract

North Sumatra is one of the provinces that has held 2018 simultaneous local elections.This local election was attended by two pairs of candidates, namely Eramas and Djoss.Eramas won in the Regencies/Cities where the majority of the population was Muslim andnon-Batak ethnicity, while Djoss won in the Regencies/Cities where the majority of thepopulation was Christian and Batak ethnicity. In this case, it is thought that identitypoliticization took place in each process of the elections. The purpose of this research was todetermine the process of political dynamics in the 2018 North Sumatra Local Election and toidentify forms of identity politicization in the 2018 North Sumatra Local Election.This research uses descriptive qualitative method with data collection techniques throughinterviews and documentation. In this study, primary data obtained through direct interviewswith informants determined from the linkage of these informants with research problems, andsecondary data obtained from Provincial KPU Decisions and related articles. The researcherfocused the informants on the main party cadres supporting the two candidate pairs, namelythe Gerindra Party and the PDI-Perjuangan Party, political consultants, and local politicalobservers.The results of this study indicate that the process of identity politicization is carried outby both pairs of candidates. However, identity politicization carried out by Djoss is not asactive as what Eramas does. Eramas intensively provides stimulus to the community relatedto the issue of sons and daughters of religious issues, while the politicization of identitycarried out by Djoss was more about an abstark approach, there was no direct involvementin any activity, but only attended without initiating it.The process of identity politicization carried out by Eramas can be said to be theirstrategy in winning the 2018 North Sumatra Local Election. This is an adoption of thedynamics that occurred in the 2017 DKI Jakarta Local Election, while identity politicizationdone by Djoss is a common thing as a complement to their vision and mission to build NorthSumatra. It is expected that each pair of candidates will prioritize socialization to the publicabout the vision and mission and superior programs that will be carried out in developing theregion for the next period and to the next researcher, is expected to interview and explore asmuch information as possible to key informants.Keywords: The 2018 North Sumatra Local Election, Politicization of Identity, Ethnicity,Religion

Abstract

Indonesia’s voter participation rate in the General Election years ago tends to decrease. Because of this situation, the General Election Commissions of Indonesia create a program namely the Democratic Volunteers for every region in Indonesia. The Democratic Volunteers become the extensions of the hand of the General Election Commissions to educate and give socialization about the General Election that has the main purpose to increase the community participation in using their voting rights. The purpose of this research is to analyze the role of the Democratic Volunteers in the socialization of the 2019 simultaneous General Election in Salatiga and Brebes. This research uses the theory of political participation, political socialization, and volunteerism by using the descriptive qualitative method. The data collection was done by using in-depth interviews as the primary data and the secondary data obtained through study documentation reports. The result of the research shows that the Democratic Volunteers of the General Election Commissions in Salatiga and Brebes had done their role and duty to give the socialization of the voter education to the society. By applying several methods of socialization such as using media as equipment for the socialization and also setting socialization goals, to make these activities more attractive to educate the society. With good cooperation, the Democratic Volunteers activities for the General Election in 2019 have increased the voter participation rate in Salatiga and Brebes. There are several obstacles encountered by the Democratic Volunteer in socializing the 2019 simoltaneous General Election, but they are always trying their best and find solutions for the socialization activities that can go well in society

Abstract

AbstrakDewasa ini, dinamika politik di Indonesia semakin umum menjadi konsumsi masyarakat. Ormas terbentuk bukan semata untuk menjadi wadah untuk menyalurkan aspirasi dan ideologi politik, juga karena fitrah dan tugasnya berbeda. Namun, ormas memiliki peran yang cukup besar sebagai pemersatu para aktor atau pelaku politik. Di Kabupaten Banjarnegara, ormas Syarikat Islam (SI) berperan besar dalam proses atau aktivitas politik.Anggota SI Banjarnegara tercatat sebagai anggota beberapa Partai Politik yang berbeda. Sebagian menduduki jabatan di lembaga legislatif daerah (DPRD) Kabupaten Banjarnegara. Dalam Pemilihan Bupati dan Wakil Bupati Kabupaten Banjarnegara Tahun 2017, beberapa anggota SI tergabung dalam Tim Sukses setiap pasangan calon mewakili Partai Politik yang berbeda.Partisipasi Politik anggota SI dalam Pemilihan Bupati dan Wakil Bupati Kabupaten Banjarnegara tergolong tinggi. Mulai dari partisipasi politik yang terendah sampai Partisipasi Politik yang aktif yaitu sebagai Tim Sukses dalam Pilkada. Sebelumnya, pihak SI telah menghimbau kepada seluruh anggotanya dengan sebuah Maklumat untuk menggunakan hak pilih dalam Pemilu tersebut. Namun, dengan catatan harus menjaga jarak yang sama terhadap semua Pasangan Calon.Warga SI diperbolehkan berpolitik dengan ideologinya masing-masing namun tidak membawa nama besar Syarikat Islam. Partisipasi Politik yang tertinggi terbukti dengan adanya anggota SI yang tergabung dalam Tim Sukses pada Pemilihan Bupati dan Wakil Bupati Kabupaten Banjarnegara.

Abstract

The interest group is one of the non-formal actors who also have the influence to play an active role in the dynamics of local politics with the various efforts and strategies they undertake. The presence of these organizations certainly creates a new dynamic at the social and political level. The mass base which is the source of the strength of mass organizations in moving, makes the mass organization a new commodity in the world of practical politics. This research focused on the Islamic Defenders Front (FPI) as one of the Islamic organizations. The discussion in this study seeks to reveal how much the role of the FPI towards the political dynamics that occurred during the 2017 DKI Jakarta Pilkada and the factors that caused FPI to play an active role in the dynamics.
