Abstract

North Sumatra is one of the provinces that has held 2018 simultaneous local elections.This local election was attended by two pairs of candidates, namely Eramas and Djoss.Eramas won in the Regencies/Cities where the majority of the population was Muslim andnon-Batak ethnicity, while Djoss won in the Regencies/Cities where the majority of thepopulation was Christian and Batak ethnicity. In this case, it is thought that identitypoliticization took place in each process of the elections. The purpose of this research was todetermine the process of political dynamics in the 2018 North Sumatra Local Election and toidentify forms of identity politicization in the 2018 North Sumatra Local Election.This research uses descriptive qualitative method with data collection techniques throughinterviews and documentation. In this study, primary data obtained through direct interviewswith informants determined from the linkage of these informants with research problems, andsecondary data obtained from Provincial KPU Decisions and related articles. The researcherfocused the informants on the main party cadres supporting the two candidate pairs, namelythe Gerindra Party and the PDI-Perjuangan Party, political consultants, and local politicalobservers.The results of this study indicate that the process of identity politicization is carried outby both pairs of candidates. However, identity politicization carried out by Djoss is not asactive as what Eramas does. Eramas intensively provides stimulus to the community relatedto the issue of sons and daughters of religious issues, while the politicization of identitycarried out by Djoss was more about an abstark approach, there was no direct involvementin any activity, but only attended without initiating it.The process of identity politicization carried out by Eramas can be said to be theirstrategy in winning the 2018 North Sumatra Local Election. This is an adoption of thedynamics that occurred in the 2017 DKI Jakarta Local Election, while identity politicizationdone by Djoss is a common thing as a complement to their vision and mission to build NorthSumatra. It is expected that each pair of candidates will prioritize socialization to the publicabout the vision and mission and superior programs that will be carried out in developing theregion for the next period and to the next researcher, is expected to interview and explore asmuch information as possible to key informants.Keywords: The 2018 North Sumatra Local Election, Politicization of Identity, Ethnicity,Religion

Abstract

DKI Jakarta is one of province in Indonesia which has highest number for sexual violence for kids in Indonesia, but DKI Jakarta Government has not been able to manage this problem yet. National Child Protection Commission is LSM which focuses in child protection that is caused of inoptimal Government in handling Child problems in sexual violence cases which every year the total cases are increasing. National Child Protection Commission has independent principle, public responsibility, sets the opportunity and chance out to the child in participating by respecting and taking side on child’s basic principle.Method that isused in this research is qualitative research method by desrctiptive approach through direct monitoring in field and legal documents from Central Data and Information of National Child Protection Commission. Technique of data collecting by interviewing National Child Protection Commission and the victim’s family of sexual violence which becomes National Child Protection Commission’s client and monitoring, then it is analyzed qualitatively. Efforts from National Child Protection Commission in handling the victim of sexual violence consist of psychological service and advocation service.Results of this research shows that the existence of National Child Protection Commission has important role for its efforts in sexual violence for child protection in DKI Jakarta though there is still perceived less optimal which is caused of obstacles and limits which are had and faced by National Child Protection Commission. Abstract

ABSTRACTIn 2014 Indonesia once again held elections to vote Legislatives, President and Vice President. Generally, Legislative Election collects a better participation number compare to Presidential Elections. But in subdistrict level, East Tegal collected more votes on Presidential Election and the highest participations rate (2,47%) among other subdisctrict. It is really the contrary of Margadana that have the biggest slump participation rate (5,08%) In Tegal on Presidential Election.  This study aim is to analyse the voters political participation difference tendencies and  the determine factors that affect the voters political participation on Legislative Elections and Presidential Elections in East Tegal and Margadana based on the external factors (structural and figures candidate) and internal factors (sociological, psychological, and rational choice). This study uses survey methode by distributing questionnaires to the respondents. The targets in this study are 40 voters in East Tegal and 40 voters in Margadana that selected by using cluster random sampling.The results shows there is significant difference of psychological factor on Legislative Election. The majority respondents in East Tegal tend to choose candidates while the majority respondents in Margadana tend to choose the supporting party of candidates. Whereas there is no found any difference factors that affect voter turnout in both district over Presidential Elections. In general the technical problems causes of non-voting behaviour either on Legislatif or Presidential elections in East Tegal and Margadana. The flurry of activities, unreacheable polling station from the workplace, or temporary move in tto he other city for work / study and the difficulties of changing polling station rules are the reason voters did not vote.  The advice can be given to General Elections Commission(KPU) of Tegal as election organizers are expected to increase more thorough and equitable dissemination to the public, especially regarding technical at the election so as to facilitate voters in participating, especially for voters who spend more time outside the city. In addition, the Commission can strengthen the good relations to other government agencies that assist the implementation of the election, NGOs, community leaders, or volunteer in providing political education to the community. Expected with increasing political knowledge society they will be more aware of the importance of their participation in the election.Keywords: Political participation influence factors, Legislative Elections, Presidential Elections.

Abstract

AbstrakBuruh migran Indonesia masih menjadi kelompok yang rentan terhadap beragam permasalahan, di samping kontribusinya dalam menambah pendapatan negara. Situasi rentan menjadi implikasi dari belum mewujudnya tata kelola migrasi tenaga kerja yang aman, juga belum terpenuhinya kepentingan-kepentingan buruh migran Indonesia yang menjadi tanggung jawab negara. Dalam perkembangan era Reformasi, permasalahan yang dihadapkan pada buruh migran menjadi perhatian publik, utamanya bagi kelompok masyarakat sipil yang berfokus memperjuangkan hak-hak buruh migran, salah satunya Migrant CARE. Penelitian ini bertujuan untuk melihat bagaimana peran Migrant CARE sebagai entitas masyarakat sipil dalam mengadvokasi kepentingan buruh migran Indonesia pada rentang waktu tahun 2014-2016, serta menganalisa apa saja yang menjadi faktor pendukung dan faktor kendala bagi Migrant CARE dalam menjalankan peranannya.Tipe penelitian ini adalah kualitatif yang bersifat deskriptif analitis. Data diperoleh dari sumber data primer dan data sekunder yang digunakan sebagai instrumen analisis. Teknik pengumpulan data yang digunakan di antaranya adalah wawancara mendalam, studi pustaka/dokumen, dan observasi.Hasil penelitian menunjukan peran Migrant CARE sebagai entitas masyarakat sipil pada tahun 2014-2016 mampu membangun upaya-upaya yang solutif dalam mengadvokasi kepentingan-kepentingan buruh migran Indonesia. Hal ini ditunjukkan melalui serangkaian peran Migrant CARE dalam melakukan pendampingan kasus, advokasi kebijakan, penelitian, juga pemberdayaan buruh migran untuk mendorong gerakan inisiatif pewujudan tata kelola migrasi tenaga kerja yang aman dan kedaulatan bagi buruh migran. Beberapa faktor yang mendukung peran Migrant CARE adalah citra positif, strategi dan tujuan yang diterima secara sosial dan dukungan dalam aspek finansial maupun politik. Kendati masih ditemukan beberapa faktor yang menjadi tantangan, seperti perspektif pemerintah yang belum berpihak kepada buruh migran, praktik korupsi dalam pelayanan buruh migran, serta dinamika internal organisasi. Rekomendasi dari penelitian ini ditujukan kepada Migrant CARE untuk lebih memperhatikan aspek keberlanjutan dari peran yang dilakukan, serta kepada Pemerintah untuk dapat lebih mengapresiasi dan memberikan ruang pelibatan yang luas kepada elemen masyarakat sipil dalam perumusan kebijakan.Kata Kunci: Peran Masyarakat Sipil, Migrant CARE, Buruh Migran

Abstract

This study aims to determine the Electoral System used in the Ephorus HKBP election, the stages used in the selection of Ephorus through 5 (five) key stages of the Election and the Election Organizing Model used in the 2016 HKBP Ephorus Election.This type of research is a type of case study research through a qualitative approach. Source of data used in the form of primary data derived from the results of indepth interviews with informants and secondary data in the form of archives and documentation.This study found the Electoral System used in the Ephorus Selection was the Two Round System (TRS) Election System with Vote Counting with the Kuesquisent system namely the number of voters divided by the number of candidates. Unlike the Praeses Election that uses the Block Vote System (BV), the vote counting is done through ranking instead of candidates who achieve absolute/ majority votes as much as 50%+1. Then in 5 (five) key Elections, namely the List of Voters, candidates, campaings, Voting and Vote Counting and Determination of Elections results. And the Electoral implementation Model used is an independent Organizing Model but does not have a Body to regulate the policy and implementation of the Election but only done by the Synod Godang HKBP Committee.The results of this study recommend that the election of Ephorus be maintained between the mixing of Protestant Christianity and the Toba Batak Tribe and produce an Election System that has never been studied before.Keywords : Election, Ephorus Election, HKBP

Abstract

AbstractIndonesian migrant workers are still being a vulnerable group who facing a various problem, beside their contribution for the national budget income. Vulnerability situation became an implication of the unsafe labor migration processes, and also the un-fulfillment of the rights and interests of migrant workers which is being a responsibility of the state. In the age of democratization on Reformation-era, migrant workers issue and problems are being a public attention. Especially for the civil society organization that have a focus on struggle to advocates the rights and interest of Indonesian migrant workers, one of them is Migrant CARE. This research aims to see how the role of Migrant CARE as an entities of civil society in advocating the interests of Indonesian migrant workers in 2014 through 2016, and also to analyze for the supporting and obstacles factors for Migrant CARE in carrying their role.The type of research is qualitative analytical descriptive. Data was obtained from several sources such as primary data and secondary data that used as an instrument of analysis. Data collection techniques used were in-depth interviews, literature/documents study, and observation.The results showed that the role of Migrant CARE as civil society entities in 2014-2016 was effective to build a solutional efforts in advocating the interests of Indonesian migrant workers. This was manifested through the Migrant CARE's performances in their advocacy efforts, from law assistance to policy advocacy, developing a research, as well as empowering migrant workers by encourage the initiative of safe labor migration and sovereignty for migrant workers, through a social movements. Some of the supporting factors for Migrant CARE to carried their role such as the positive image, strategies and goals that were socially accepted, and support in financial and political aspects. Although, there are several obstacles factors such as the government's ray perspective to see migrant worker problems, corruption in the labor migration services, and also internal situation in the Migrant CARE’s organization. Recommendations from this research are addressed to Migrant CARE for giving more attention about their role’s sustainability, other recommendation addressed to Indonesian Government for giving more appreciation and bigger space of involvement to civil societies in policy-making processes.Keywords: Role of Civil Society, Migrant CARE, Migrant Workers

Abstract

This recearch is based on the lack of marketing land for transaction activity of regional agriculture products which is causing people open their own trade space illegally existing in Grobogan Regency, exactly in Ahmad Yani St. This is causing aesthetic, sanitation, and city comfort distrurbance and also causing traffic jam around the location. This research will be describe the role of Grobogan Regency Government in overcoming that which based on Perbup No. 35 in 2008 contained Main Tasks, Function, Description of Position’s Tasks and Working Procedure of Department of Industry’s Organization, Trade, Mining and Energy Grobogan Regency. This research aims to identify the role of Grobogan Regency Government in the way to develop Agro Holticulture Market.Type of this research is qualitative by phenomenological approach. Source of data is found from primary data through interviewing the informant or key person by Purposive Sampling Technique. Meanwhile, the secondary data comes from document data, archives, and other sources relate to this research. Collecting data technique in this research uses interview, observation, and documentation. Meanwhile, analysis techique wich is used in this research is qualitative data analysis by analyzing in the form of explanation, description and concluding of indication which is researched.Result of this research is found that the role of Grobogan Regency Government in Developing Agro Holticulture Market is as a policy functionary, by the activities such as development, data colletion, collecting and booking tax and controlling admnistration management of regional market. Other result in field shows that Agro Holticulture Market’s development from year to year is increasing continually whether from total sellers side, incresing of rent result every year and increasing of Locally Generated Revenue through market retribution. This is of course not separated from local government’s role as an actor in the way to develop Agro Holticulture Market.Keywords: Role of Government, Agro Holticulture Market, Grobogan Regency.

Abstract

AbstractThe problem of corruption in Indonesia seems like an unseparated part of the government. Many different ways and efforts have been made by the government of Indonesia against corruption since the old order era, the new order era, even the reformation era  and. One of many causes which predisposes to a weak eradication of corruption in the era of new order and the older order is the ‘top down’ method that used, where the eradication of corruption is can be done only if there is an instruction from superior (in this case the president).            Different from the method of ‘bottom up’ where the eradication of corruption is done after there are any advisory from the citizen. This method is more appropriate with the democracy governance system, where the freedom of citizen to give an opinion and to contend is an important role to supervise the government. Indonesian Corruption Watch (ICW) is one of many organization which represents civil society, which also a pioneer of social movement on eradicating corruption. In 2012 the role of civil society is mostly needed in eradicating corruption, wherein the attempt to criminalizes KPK occured.               In that time ICW with the coalition of anticorruption citizen have made an action #SaveKPK to rescue the institution. This research uses qualitative method with study case. The result of this research shows that there are three main roles played by ICW as a representation of civil society in fighting against corruption. First, is the role as a facility to amplifies the ‘Good Governance’ in society. Second, is the role as a link between the society and the government. And the Third is a role to support public campaign to urge the reformation of law, politics and bureaucracy that is conducive for the extermination against corruption. Key Words: Civil Society, ICW, Corruption.

Abstract

Cases of social violence is amount on behalf of religion carried out by intolerant groups against to Jemaat Ahmadiyah made the writer interested in carrying out this research. Destruction Mosque’s Al-Kautsar of Jemaat Ahmadiyah in Kendal, aren’t the first time an action violations community of human rights by intolerant group in Indonesia. This research to determine how the beginning of the presence Jemaat Ahmadiyah, to describe the causes of the destruction of the Al-Kautsar’s Mosque by Jemaat Ahmadiyah, and to identify the factors that caused the destruction of the Al-Kautsar’s Mosque by Jemaat Ahmadiyah Purworejo, Ringinarum, Kendal. The method of research is descriptive qualitative with techniques data collection with interviews, observation, and document review. The data obtained is then analyzed using data source triangulation.The results of the research is the beginning of the first time Jemaat Ahmadiyah in Purworejo, the presence of Jemaat Ahmadiyah in Purworejo wasn’t fully acceptable to the people of Purworejo Village. As a minority community in this village, Jemaat Ahmadiyah often gets discrimination from intolerant people in their villages. The determination of the Fatwa’s MUI and the SKB Tiga Menteri is always the reason for intolerant groups to carry out intolerant actions. The feeling hatred from society to Jemaat Ahmadiyah made the people have to destroy Al-Kautsar’s Mosque of the Jemaat Ahmadiyah. The factors underlying the destruction of the mosque are due to minority factors, social factors, religious factors and policy factors. The need for an attention government stance in establishing law and describing a small amount of space for minority society can minimize the occurrence of acts of discrimination among majority society with minority society.Key Words : Ahmadiyah, Destruction, Mosque, Government, Minority

Abstract

ABSTRAKSantri merupakan kaum yang taat kepada ajaran Islam, menjadikan ajaran Islam sebagai tuntunan dalam melaksanakan kegiatan. Namun dewasa ini, politik santri mengalami kemunduran sejak reformasi. Partai-partai Islam tidak mampu mempertahankan konsistensi pemilih akar rumputnya sehingga dari pemilu tahun 2004-2014 partai Islam tidak mampu keluar sebagai juara. Pragmatisme partai politik Islam diduga menjadi penggerus pemilih akar rumputnya sendiri yang menyebabkan politik aliran menghilang dari fenomena politik nasional. Meskipun demikian, hal tersebut tidak terjadi dalam politik lokal dimana Kauman sebagai daerah santri di tengah-tengah hingar bingar kota abangan Semarang masih ditemukan politik aliran yang terafiliasi kepada PKB. Pemilu tahun 2004 PKB memperoleh suara terbanyak sebesar 29,23 % sedangkan tahun 2009 PKB mengungguli perolehan suara di Kauman sebesar 26,45 %, sedangkan tahun 2014 PKB keluar sebagai pemenang dengan 37,13 %. Penelitian ini menggunakan metode kualitatif alamiah dengan studi kasus di Kauman Semarang. Hasil penelitian ini menunjukkan pola sosio-religius melalui pelestarian tradisi-tradisi Islam Jawa di Kauman menyebabkan timbulnya kohesi sosial yang cenderung kuat. Kohesi sosial ini disebabkan karena tradisi di Kauman dilaksanakan secara gotong royong, dan pada tahun 1961 adanya pertempuran identitas santri Kauman dengan PKI atas perebutan Masjid Agung Kauman. Dengan pola sosialisasi partisipatif membentuk pola kehidupan politik masyarakat Kauman dilakukan melalui metode penetrasi PKB yang mengikuti tradisi di Kauman dan melibatkan tokoh masyarakat dan kyai sebagai role model masyarakat Kauman. PKB menjadi pilihan politik masyarakat Kauman dengan nilai-nilai walisongo dan lambang bintang sembilan. Masyarakat Kauman akan tetap memilih PKB meskipun tidak mengetahui calonnya dan yang terpenting adalah PKB bukan siapa calonnya. Berdasarkan hasil tersebut menunjukkan bahwa PKB masih memiliki pendukung akar rumput yang menandakan politik aliran masih ada di tingkat lokal. Kata Kunci:  PKB, Kauman, Politik Aliran
