Abstract

ABSTRAKFenomena Global Budaya K-pop telah meramabat hingga masuk kedalam Indonesia, Budaya Korea tersebut masuk pertamakali melalui K-Drama, setelah itu mulailah Industri musik korea mulai meluncur di Indonesia. Masuknya budaya Korea memberikan dampak yang tidak hanya sekedar musik dan penampilan idolanya, tetapi juga menawarkan ruang emosional yang unik bagi penggemarnya. Salah satu yang menjadi tempat untuk menyalurkan emosional adalah Alternative Universe (AU), penelitian ini menggunakan metode kalitatif deskriptif, dengan menggunakan teknik purposive sampling untuk mengumpulkan data. Dalam penelitian ini tidak hanya akan memberikan pemahaman yang lebih baik tentang dinamika cerita fiksi AU, tetapi juga akan menunjukkan betapa pentingnya ikatan emosional, dampak global, dan tanggung jawab penulis untuk membuat karya yang bermakna bagi pembaca.Kata kunci: Alternative Universe,  Hubungan Emosional, K-pop

Abstract

The aim of this research is to explain the political and legal aspects of changes in the terms of office of village heads in Indonesia and to analyze the maslahah perspective. This research is a descriptive-analytic literature study using a normative approach. The results of this research are that the current term of office and period of the village head is considered insufficient to develop the village due to the tension and polarization of society after the Village Head Election, the village head's term of office being too short will result in failure to achieve the vision and mission. However, this cannot be used as an absolute reason for extending the term of office of the village head, considering that it will be the entry point for changes to be made in aspects of the terms of the executive institutions of the president, governor, regent, mayor and legislative institutions, both the DPR and DPD at the center and also in the area. The extension of the term of office at the village government level has the potential to make the democratic climate of village government unhealthy and can even foster oligarchy in the village. Giving a village head a long term of office is not a guarantee that a development climate will be developed, the village head is actually required or given a challenge to work effectively and efficiently within the specified period in developing the design of his village. In the perspective of maslahah murlah, namely establishing laws in matters that are not mentioned at all in the Qur'an or al-Sunnah, with consideration for the benefit or interests of human life which is based on the principle of attracting benefits and avoiding damage. The extension of the village head's term of office is actually contrary to the concept of maslahah murlah.

Abstract

This research is motivated by the high number of acts of corruption in Indonesia currently and it is deemed necessary to implement anti-corruption education in schools as a preventive measure from an early age. Anti-corruption education in schools is a strategic effort to shape students' character with integrity and responsibility. This educational concept not only emphasizes understanding corruption as a social problem, but also on developing strong moral values ​​in forming honest and transparent attitudes and behavior. This research uses a qualitative descriptive method with interview, observation and documentation data collection methods. The data analysis used was through data triangulation and continued with drawing conclusions. This research explores the concept of character education in the context of anti-corruption education and the challenges faced in its implementation in the educational environment. These challenges include limited resources, lack of understanding and awareness of the importance of anti-corruption education, as well as resistance to cultural change that supports integrity. To overcome these challenges, this research suggests a collaborative approach between schools, anti-corruption institutions and communities to increase understanding and commitment towards anti-corruption education. Proposed strategies include developing inclusive curricula, ongoing training for teachers, and building a school culture that encourages honesty and accountability.

Abstract

The issue in this research is how the effectiveness of Madrasah Ibtidaiyah Negeri (MIN) as a working unit of the Ministry of Religious Affairs. This study aimed to evaluate the policies of Madrasah Ibtidaiyah Negeri as a working unit of the Ministry of Religious Affairs. This study used a mixed method (quantitative and qualitative). The findings in this study are: First, the process of learning in MIN is still good, despite its position as a workingunit (PIU). Second, management functions (planning, implementation and reporting of program) at MIN is good, despite many obstacles on the planning aspects of the program, although the process pays no regard to needs assessment and does not involve stakeholders more broadly. Third, MIN does not have proper personnel both in terms of quantity and quality. Fourth, with regard to accountability aspects of financial management accountability, MIN still experiences difficulties in an attempt to follow Government Accounting Standard (SAP). Fifth, the context of the arrangement of the future, most of the Heads of Office of Religious Affairs of Cities and Regencies and agree that MIN should remain a working unit, while the Principals agree that should remain a working unit. However, MIN effectiveness as a working unit requires structural support or the Deputy Head andTreasurer.

Abstract

The tendency of an Islamic university to open general subject faculties or program can be seen from the process of transformation and institutional change of the university. STAINs that are mandated to develop Islamic study are experiencing dilemma between following the trend of people need and being consistent with developing Islamic teaching. This study discusses about STAIN Pontianak that develops religious study programs and STAIN Curup that develops general study programs. This study uses qualitative descriptive method and shows that religious study programs in STAIN Pontianak can be developed due to its ability while general courses in STAIN Curup is popular as marked by the increasing number of graduates of general courses and high absorption in the formal sector. Challenge in the development of flagship study programs in STAIN is the parallel between Islamic values and general competence as the requirement of the region. The government is required to provide certainty in the development of study program in STAINs to actualize the development of excellent and competitive study program.

Abstract

Penelitian ini dimaksudkan untuk mengkaji lebih mendalam tentang proses kebijakan pendidikan gratis pasca pemilihan kepala daerah langsung (pemilukada) di kabupaten banyuwangi meliputi penyelenggaraan kebijakan pendidikan gratis pemerintah kabupaten banyuwangi dalam tahapan formulasi, implementasi, dan evaluasi kebijakan. berdasarkan karakteristik tujuan penelitian yang ingin dicapai, maka pendekatan penelitian ini menggunakan penelitian kualitatif. penelitian ini menghasilkan beberapa temuan: dilihat dari efektifitas kebijakan public, maka pada tahapan formulasi kebijakan, pengambil keputusan berorientasi pada policy initiation dimana pemecahan masalah publik menekankan pada interest actor pengambil kebijakan yang jangkauannya lebih pendek. sehingga memunculkan fragmentasi antar lembaga eksekutif dan legislatif. selain itu, kemampuan aparatur pemerintah kabupaten dalam hal ini dinas pendidikan sebagai pelaksana kebijakan, belum efektif karena lemahnya sdm dan struktur organisasi penyelenggara kebijakan yang sempit sehingga komunikasi antar pelaksana program terdistorsi.

Abstract

AbstractThe purpose of this study is to determine: 1) local government policies in the implementation of 12-year compulsory education, 2) policies of the Ministry of Religious Affairs on the implementation of 12-year compulsory education in Madrasah Aliyah (Islamic Senior High School) and 3) the readiness of Islamic Senior High School in infrastructure, financial, and educational staff aspects of 12-year com­pulsory education. This study used the qualitative approach with a policy analysis. Data sources were obtained and collected from interviews, observation and documentation. The findings included: comple­tion of 9-year compulsory education at Elementary School/ Islamic Elementary School and Junior High School / Islamic Junior High School in Districts / Cities of the study target areas completed, except for a small portion of areas whose GER and NER have not met 95% as pilot program requirements of 12- year compulsory education. Policies of Provincial, District, and City Governments have largely led to the pilot program of 12-year compulsory education. Meanwhile, the policies of the Ministry of Religious Affairs had not prepared the regulatory device, either regulations, guidelines or other technical guidance related to the pilot program of 12-year compulsory education in Islamic Senior High School. The as­pect of the availability of infrastructure and facilities in Public Islamic Senior High School is adequate and appropriate to the national standards, whereas most Private Islamic Senior High School does not meet minimum standards based on the standardized infrastructure and facilities. Meanwhile, for the financing aspect, no balance between revenue and expenditure is yet found, especially at Private Islamic Senior High School annually.AbstrakTujuan penelitian ini adalah untuk mengetahui: 1) kebijakan Pemerintah daerah terhadap penye­lenggaraan wajib belajar 12 Tahun, 2) kebijakan Kementerian Agama terhadap pelaksanaan program wajib belajar 12 tahun di Madrasah Aliyah dan 3) kesiapan Madrasah Aliyah dalam aspek sarana­prasarana, pembiayaan, dan tenaga kependidikan dalam program wajib belajar 12 tahun. Penelitian ini menggunakan pendekatan kualitatif dengan analisis kebijakan (policy analysis). Sumber data digali dan dikumpulkan dari hasil wawancara, observasi dan dokumentasi. Hasil penelitian ditemukan antara lain: Penuntasan wajib belajar pendidikan dasar 9 tahun pada jenjang SD/MI dan SMP/MTs di Ka­bupaten/Kota pada daerah sasaran penelitian telah tuntas, kecuali sebagian kecil daerah yang APK dan APM belum memenuhi 95% sebagai sarat rintisan program wajib belajar 12 tahun. Kebijakan Pemda Propinsi, Kabupaten, dan Kota sebagian besar telah mengarah pada rintisan program wajib belajar 12 tahun. Sedangkan kebijakan Kementerian Agama belum menyiapkan perangkat regulasi, baik peraturan, pedoman, dan petunjuk teknis lainnya terkait rintisan program wajib belajar 12 tahun di madrasah Aliyah. Pada aspek ketersediaan sarana prasarana di MAN telah memadai dan sesuai standar nasional, sebaliknya di madrasah swasta sebagian besar belum memenuhi standar minimum berdasarkan standar sarana prasarana. Dan pada aspek pembiayaan belum terjadi keseimbangan antara pendapatan dan pengeluaran khususnya pada madrasah swasta dalam setiap tahunnya.

Abstract

AbstractThis paper examines various perspectives on the management of madrasah education that include:Firstly, what is the government’s perspective on the management option of madrasah, is it the government’s authority (the Ministry of Religion) or madrasah management option is the authority of local government? Second, Why does the financing of madrasah require increasing portion of the budget that is equivalent to ordinary schools? Third, why do we need improvement and expansion of authority for the managerial organizational structure in the Ministry of religion from the level of directorate to be directorate general level ?. The results of the study are first, the managerial authority of madrasah in the perspective of public administration shows that the management of madrasah is the domain of the government and has been delegated by the government to the Ministry of Religion. Second, the budget implementation for madrasah has not met twenty percent of the State Budget (APBN) as well as from the Regional Budget (APBD) as mandated by the constitution. This non-proportional budgeting has impacted the implementation of madrasah to be non-optimal. Third, the management organization of madrasah education in the Ministry of Religion is not optimal in serving the organization of madrasah. Increased authority and expansion of madrasah education management organization structure is an urgent need in order to balance the scope of development and organizational capacity.AbstrakTulisan ini mengkaji berbagai perspektif tentang pengelolaan pendidikan madrasah meliputi: Pertama Bagaimana perspektif administrasi pemerintahan terhadap pilihan pengelolaan madrasah sebagai kewenangan pemerintah (Kementerian Agama) ataupun pilihan pengelolaan madrasah sebagai kewenangan pemerintah daerah? Kedua, Mengapa pembiayaan madrasah membutuhkan peningkatan porsi anggaran yang setara dengan sekolah? Ketiga, Mengapa dibutuhkan peningkat an kewenangan dan perluasan struktur organisasi pengelola madrasah di Kementerian agama dari level direktorat menjadi direktorat jenderal?. Hasil kajian adalah, Pertama, Kewenangan pengelolaan pendidikan madrasah dalam perspektif administrasi pemerintahan menunjukkan, bahwa pengelolaan pendidikan madrasah merupakan domain pemerintah dan secara delegatif telah diberikan oleh pemerintah kepada Kementerian Agama. Kedua, Anggaran penyelenggaraan pendidikan madrasah belum memenuhi dua puluh persen dari Anggaran Pendapatan dan Belanja Negara (APBN) serta dari Anggaran Pendapatan dan Belanja Daerah (APBD) sebagaimana dimandatkan konstitusi. Penganggaran yang belum proporsional ini telah berdampak terhadap penyelenggaraan madrasah yang tidak optimal. Ketiga, Organisasi pengelola pendidikan madrasah di lingkungan Kementerian Agama belum optimal dalam melayani penyelenggaraan pendidikan madrasah. Peningkatan wewenang dan perluasan struktur organisasi pengelola pendidikan madrasah merupakan kebutuhan mendesak dalam rangka menyeimbangkan antara ruang lingkup pembinaan dan kapasitas organisasi

Abstract

AbstractAn accelerated social living in the mid of advanced sciences and technology has influenced the norm and values systems of the community. Islamic education oriented to achieving perfect human beings has been responsible for constructing educational and learning process. Ideally, Islamic educational method is rational, challenging, dialogic, empirical, and forrward thingking, which presents religion into societal living. Islamic education need systemic reformulation of their institutional roles and functions and methodically moves to the creation of a learning model that is capable of giving new color to the (religious) value learning.

Abstract

AbstractThe development of Islamic education for marginalized community should be handled in different wayfrom any other that has better access to adequate education. In some regions where the people have little access to development and are isolated and far from passable infrastucture such as Jayapura, the Islamic education, called Madrasah, is addressed to focus on self-empowerment especially to solve their facing problems in a more independent manner while perceiving either the problem analysis or expected requirement level. To this end, the government may play a companion role to provide both direct and indirect support toward an improved Madrasah education for the community in question. Therefore, a greater public participation can be realized through tirelessly maintained cultural values of self-reliance and mutual help so that the developed model will become a people’s education. Madrasah in marginal communities would provide public participation as part of the development for the better. AbstrakPengembangan pendidikan madrasah di komunitas marjinal sudah sepantasnya berbeda perlakuannya dengan komunitas lain yang lebih banyak mendapatkan akses pendidikan yang memadai, di komunitas yang masyarakatnya sulit mendapatkan akses pendidikan yang memadai. Di komunitas yang masyarakatnya sulit mendapatkan akses pembangunan, terpencil, dan jauh dari infrastruktur yang memadai, seperti jayapura maka layanan pendidikan madrasahnya lebih diarahkan pada pemberdayaan diri, terutama untuk memecahkan persoalannya sendiri secara lebih mandiri dengan melihat analisis persoalan dan tingkat kebutuhan yang diharapkan. Dalam posisi ini, pemerintah bertindak sebagai pendamping yang akan memberikan support scala langsung maupun tidak langsung terhadap peningkatan pendidikan madrasah di komunitas marjinal. Oleh karena itu, tingkat pelibatan masyarakat lebih besar karena kultur yang dimilikinya masih kuat nilai-nilai keswadayaan dan gotong royong sehingga model madrasah yang dikembangkan merupakan pendidikan masyarakat. Madrasah di komunitas marjinal akan memberikan partisipasi masyarakat sebagai bagian dari pengembangan ke arah lebih baik.
