Abstract

The Lapindo Mud Disaster has the potential to be developed into a dark tourism destination. This study aims to provide information and evidence for the formulation of policies and models to support the development of Lapindo as a dark tourism site. The analysis employs Creswell and Poth’s spiral analysis. The findings indicate that external factor components—competition, government policy, leadership, and finance—remain weak. Additionally, supply factor components, particularly the development of Lapindo as a dark tourism area, have not been addressed due to the absence of a specific dark tourism policy. Field evidence suggests that Lapindo has the potential to become a dark tourism destination, as it attracts many visitors, yet its sustainability remains uncertain. Therefore, an evidence-based policy must be formulated through a bottom-up, collaborative stakeholder approach. This study utilizes the Gunn & Var model to analyze field data, revealing that existing policies are still broad, top-down in nature, and fail to address the specific needs of dark tourism development. The proposed model enhances the Gunn & Var framework by incorporating a stakeholder synergy indicator, which emphasizes collaboration among five key actors in the formulation, implementation, and evaluation of policies, all under the leadership of regional authorities.

Abstract

The Sidoarjo Hot Mud Disaster which inundated several villages in the Porong, Jabon and Tanggulangin Districts caused various problems including social, political, economic problems as well as the paralysis of government services including services in the fields of education, health and regional administration carried out by the Village/District Governments affected by the mud. The areas affected by the mudflow are in accordance with the Map of Areas Affected by Mud Disasters in the attachment to Presidential Regulation No. 21 of 2017 concerning the Sidoarjo Mud Management Agency covering 2 villages in Jabon District, namely Besuki Village and Pejarakan Village, 1 Village, namely Renokenongo Village and 3 Villages, namely Mindi Village, Jatirejo Village and Siring Village in Porong District, 2 Villages in Tanggulangin District, namely Ketapang Village and Kedungbendo Village. In this research, a qualitative descriptive approach was used using interview, observation and documentation data collection techniques. This research uses program implementation theory by David C. Korten to determine the implementation of the Village/Subdistrict merger program in affected areas through 3 program implementation indicators, namely, Program, Implementing Organization and Group Targets. The results of the research state that the Sidoarjo Regency Government has implemented programs as an implementation of Regent Regulation Numbers 1 and 4 concerning the Merger of Subdistricts and Villages in Sidoarjo Mudflow Affected Areas. In interviews and observations conducted by the author, obstacles were also found in the implementation of the program, namely, the regulations regarding the merger of villages and sub-districts affected by mud still do not fully accommodate the problems that occur when merging villages and sub-districts affected by mud in Sidoarjo Regency

Abstract

Nutritional problems, especially about stunting, are a national problem, not least in Hulu Sungai Utara Regency. Based on data from the Alabio Inpatient Health Center UPT, the number of stunting toddlers in Sungai Pandan District in 2020 was 118 toddlers and in 2021 there were 121 toddlers. This study aims to (1) describe and analyze the evaluation of the community nutrition improvement program for the toddler category with stunting status, the study program for overcoming stunting with breastfeeding (GUSI) and (2) describe and analyze the supporting and inhibiting factors for the community nutrition improvement program for the stunting status category of toddlers in the sub-district Pandan River, Hulu Sungai Utara Regency. The research method used in this study is a descriptive method with a qualitative approach. Determination of informants purposively (aimed at), the analytical techniques used are data condensation, data display and verification. The results of the study showed that (1) the program for improving community nutrition in the category of toddlers with stunting status in the innovation of the movement to overcome stunting with breastfeeding (GUSI) has not run optimally, seen from the mother's awareness of nutritional intake and understanding of exclusive breastfeeding which is still low, (2) Factors supporters, 1. Abstract

This study aims to analyze the Productive Behavior Model of Public Elementary School Principals in Surabaya in terms of Psychological Capital and Organizational Culture with Public Service Motivation as a mediator. The approach used is a quantitative approach. Respondents in this study were 211 principals of public elementary schools in Surabaya. The data collection tool used is a questionnaire with a Likert scale. The data obtained were then analyzed using the SmartPLS 3.0 program. Testing the hypothesis with the PLS approach is carried out in two stages, namely testing the outer model and the inner model. The outer model test is carried out to prove the validity and reliability of all indicators for each variable. The inner model test is used to test the influence between variables according to the hypotheses previously set. The results showed (1) Psychological Capital has a direct and significant effect on productive behavior, (2) Psychological Capital has a direct and significant effect on Public Service Motivation, (3) Organizational Culture has a direct and significant effect on productive behavior, (4) Organizational Culture has a direct effect and significant to Public Service Motivation, (5) Public Service Motivation has a direct and significant effect on productive behavior, (6) Psychological Capital has an indirect effect on productive behavior through Public Service Motivation as a mediator.

Abstract

This paper examines the stakeholder collaboration model in the implementation of the policy banning the use of Cantrang fishing gear in Lamongan Regency, Indonesia. The study highlights the importance of multi-stakeholder engagement in addressing the challenges posed by Cantrang fishing gear, which has been linked to overfishing and environmental degradation. The issue of Cantrang fishing gear, also known as seine net fishing, has become a contentious topic in Indonesia, particularly in coastal areas like Lamongan Regency. The use of this gear has been associated with significant ecological consequences, including the depletion of fish stocks and the destruction of marine habitats. For instance, studies have shown that Cantrang nets can indiscriminately capture not only target fish species but also juvenile fish and non-target species, leading to a decline in biodiversity. This indiscriminate catch poses a threat not only to the fish populations but also to the livelihoods of local fishermen who depend on sustainable fishing practices. Through qualitative analysis and case studies, the research identifies key stakeholders, their roles, and the collaborative mechanisms that can enhance policy effectiveness. The findings suggest that a structured collaboration framework can facilitate better communication, resource sharing, and conflict resolution among stakeholders, ultimately leading to sustainable fishing practices in the region.

Abstract

Policy program evaluation is a systematic process for evaluating the effectiveness, efficiency, relevance and impact of a government policy or program. The main objective is to understand the extent to which the program or policy has succeeded in achieving its objectives, as well as to identify areas of improvement or adjustments needed. Policy evaluation is a step important in a sustainable public policy cycle, helping to ensure that policies can provide maximum benefits for the community. The State Children's Village is a program designed by the Surabaya City Social Service to provide services and protection to children who are in need and have social problems in their area. Evaluation of the development program for children with social welfare in the Surabaya City Social Service's State Children's Village was carried out comprehensively to ensure the effectiveness and positive impact of the program. The State Children's Village Program is an initiative of the Surabaya City Social Service which aims to provide guidance and assistance to children who suffer from social welfare. need, especially those who are considered recipients of social welfare or have social problems. This program focuses on developing children through training, coaching and mentoring so that they can live better, more humanely, and learn to behave normally. Through a comprehensive evaluation, the coaching program Kampung Anak Negeri can ensure that efforts to develop children in the city of Surabaya really have a significant impact in improving their welfare and creating better conditions for future generations.

Abstract

Public service innovation is said to be a breakthrough initiative from public agencies/institutions in an effort to improve the quality of public services. One of the new breakthroughs to improve the quality of public services provided by the Surabaya City Population and Civil Registry Office is the Klampid program in population administration services, especially the making of birth certificates. This study aims to analyze the success of Klampid's innovation in improving population administration services for making birth certificates in the Baratajaya Village, Surabaya City. The type of research used is descriptive qualitative method. While the research focus uses E-Government theory according to Harvard JFK School which has 3 elements, namely Support, Value, and Capacity. The results of this study indicate that the implementation of Klampid in making birth certificates has been going well, and is optimal because the community can benefit from having this Klampid providing services that are easy, fast, and do not require any costs. However, there are still things that need to be improved, such as more socialization for the community to understand and understand the programs implemented by the government and facilities and infrastructure such as computers, printers and scanners need to be improved.

Abstract

Untuk meningkatkan kualitas kepemerintahan lokal dengan semangat membangun,melayani dan memberdayakan masyarakat, diperlukan sinergitas antar sektor. Penelitian ini bermaksud; mendeskripsikan dan menganalisis perumusan program antar sektor, dan membangun model sinergitas perumusan dan pelaksanaan program antar sektor dikabupaten Gresik. Metode yang digunakan adalah metode kualitatif. Hasil penelitian sebagai berikut; meskipun kebijakan,sarana dan prasarana pendukung telah ada ternyata sinergitas antar SKPD kurang optimal. Perlu pembenahan birokrasi dan budaya birokrasi.paradigma good governance harus dipahami dan dijalankan sehingga pelaksanaan musrenbang bukan ssekedar memenuhi peraturan tetapi suatu kewajiban menampung aspirasi untuk meningkatkan pelayanan sesuai harapan warga masyarakat. Perlu peraturan tentang prosedur pelayanan birokrasi,meliputi pembagian tugas,koordinasi dan SOP.

Abstract

Keberhasilan dari suatu organisasi sangat ditentukan oleh kompetensi yang dimiliki Sumber Daya Manusia (SDM) di dalamnya. Tujuan dari penelitian ini adalah melakukan analisa terhadap kompetensi SDM Teknologi Informasi dan Komunikasi (SDM TIK) dalam Sistem Pemerintahan Berbasis Elektronik (SPBE) . Selain itu juga bertujuan untuk mengetahui desain pengembangan kompetensi SDM TIK Pemerintah Kota Surabaya di era SPBE. Menurut Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB) terdapat 6 bidang kompetensi yang wajib untuk dimiliki SDM di era SPBE, yaitu (1) Proses Bisnis Pemerintahan, (2) Arsitektur SPBE, (3) Data dan Informasi, (4) Keamanan SPBE, (5) Aplikasi SPBE dan (6) Infrastruktur SPBE. Narasumber penelitian ini adalah pimpinan yang ada di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BPKSDM) dan Dinas Komunikasi dan Informatika (Dinkominfo) Kota Surabaya. Metode pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Metode analisis data dilakukan secara deskriptif-kualitatif menggunakan pendekatan analisis kompetensi. Hasil dari penelitian ini menunjukkan bahwa SDM yang memiliki kompetensi TIK merupakan salah satu pondasi yang harus terbangun di era SPBE. Selain itu pengembangan SDM TIK perlu dijadwalakan secara rutin dalam kerangka acuan kerja dan dianggarkan dalam suatu dokumen perencanaan anggaran pada dinkominfo dan BKPSDM. Pengembangan SDM TIK juga perlu dimonitoring dan dievaluasi dampak dari kegiatan pengembangan SDM TIK tersebut. Saat ini salah satu langkah yang sedang dilakukan adalah melakukan review atau sosialisasi ulang terhadap aplikasi yang digunakan dalam keseharian bekerja oleh ASN yaitu eSurat, dari model review atau sosialisasi ini akan membantu para pengguna baru yang hanya mendapatkan transfer pengetahuan secara parsial dari pendahulunya

Abstract

Evaluasi kebijakan meliputi perumusan masalah-masalah kebijakan, program-program yang diusulkan untuk menyelesaikan masalah kebijakan, implementasi, maupun dampak kebijakan. Penelitian ini bertujuan untuk mengetahui pelaksanaan program pembangunan gedung sekolah oleh Dinas Pendidikan Kota Surabaya, kemudian mengidentifikasi dampak apa saja yang timbul serta merumuskan strategi kebijakan untuk mengatasi permasalahan yang dihadapi dengan menggunakan paradigma kualitatif dengan jenis deskriptif. Hasil penelitian menunjukkan bahwa terdapat masalah dalam pelaksanaan pembangunan gedung sekolah oleh Dinas Pendidikan yang meliputi permasalahan struktur kelembagaan, sumber daya (manusia, material, mesin, anggaran/money, metode), kesesuaian peraturan, inovasi serta keberlanjutan. Sedangkan dampak yang terjadi dapat bersifat individual, organisasional maupun sekolah. Upaya dalam mengatasi permasalahan dan dampak tersebut adalah dengan melakukan strategi kebijakan berupa perbaikan struktur kelembagaan, pemenuhan sumber daya, penganggaran pembangunan gedung sekolah secara tepat, analisis beban kerja yang lebih cermat serta penyusunan perencanaan serta rencana aksi program pembangunan gedung sekolah, baik jangka pendek, jangka menengah, maupun jangka panjang yang dikomunikasikan secara intens antara pihak sekolah, Dinas Pendidikan dan pihak swasta.
