Abstract

Service quality is very influential in providing a public service. The quality of public services is defined as all forms of effort / totality of services carried out by the state apparatus to the maximum in accordance with the main rules and procedures determined so as to provide products or services based on suitability in order to meet the satisfaction, needs and expectations of the community as service recipients. This study aims to determine the Quality of Public Services at the Social Security Organizing Agency (BPJS) Office. The research method used in this research is a qualitative method with a descriptive approach. The population in this study were Klungkung Regency BPJS employees. The sampling technique used in this study used purposive sampling technique and obtained a sample of 3 informants consisting of the head of the office, BPJS employees, and BPJS health participants. The results of this study provide evidence that Tangible Evidence and Reliability in the quality of public services at the Klungkung Regency Health BPJS Office are not optimal. Responsiveness and Assurance in the quality of public services at the Klungkung Regency Health Office have not gone well. Empathy in the quality of public services at the Klungkung Regency Health BPJS Office is good. Abstrak Kualitas pelayanan merupakan hal yang sangat berpengaruh dalam memberikan sebuah pelayanan publik. Kualitas pelayanan publik diartikan sebagai segala bentuk usaha/totalitas pelayanan yang dilakukan oleh aparatur negara secara maksimal sesuai dengan aturan pokok dan tatacara yang ditentukan sehingga dapat menyediakan produk atau jasa berdasarkan kesesuaian dalam rangka memenuhi kepuasan, kebutuhan dan harapan masyarakat sebagai penerima layanan. Penelitian ini bertujuan untuk mengetahui Kualitas Pelayanan Publik Pada Kantor Badan Penyelenggara Jaminan Sosial (BPJS). Metode penelitian yang digunakan dalam penelitian ini yaitu metode kualitatif dengan pendekatan deskriptif. Populasi dalam penelitian ini karyawan BPJS Kabupaten Klungkung. Teknik penentuan sampel yang digunakan dalam penelitian ini menggunakan teknik Purposive sampling dan diperoleh sampel sebanyak 3 informan yang terdiri dari kepala kantor, pegawai BPJS, dan peserta BPJS kesehatan. Hasil penelitian ini memberikan bukti bahwa Bukti Langsung (Tangible) dan Kehandalan (Reliability) dalam kualitas layanan publik di Kantor BPJS Kesehatan Kabupaten Klungkung belum optimal. Daya Tanggap (Responsiveness) dan Jaminan (Assurance)  dalam kualitas layanan publik di Kantor Kesehatan Kabupaten Klungkung belum berjalan baik. Empati (Empathy) dalam kualitas layanan publik di Kantor BPJS Kesehatan Kabupaten Klungkung sudah baik. Kata Kunci : Kualitas Pelayanan Publik, Tangible, Reliablity, Responsiveness, Assurance, Empathy.

Abstract

Public service is one of the efforts that can be done by the government in order to prosper the community. In addition to public services, the quality of public services must also be considered so that people as customers feel satisfied when receiving services. Based on its nature, the quality of public services can be divided into 2, namely general ones, namely public services for the general public, and special ones, namely public services aimed at special communities. One of the special community groups is the group of prisoners, prisoners are given services in prisons or detention centers where they are fostered. Class IIB Gianyar State Prison is one of the agencies tasked with providing public services to prisoners' rights. Public services for the rights of prisoners carried out by Class IIB Gianyar Detention Center are very diverse, broadly speaking the public services provided include services in the field of prisoner development, services in the field of security and order, and services in the field of health and care for prisoners. This study used descriptive qualitative methods with data collection techniques in the form of observation, interviews, and documentation. The theory used in this study is the Kotler Theory which examines the quality of public services using 5 indicators, namely reliability, responsiveness, assurance, empathy, and tangible. Using this theory, it can be concluded that public services for the rights of prisoners in Class IIB Gianyar Detention Center can be said to be of high quality, but can still be improved in several ways, such as checking facilities and infrastructure regularly and adding facilities due to overcapacity prisoners.    Abstrak Pelayanan publik merupakan salah satu upaya yang dapat dilakukan pemerintah dalam rangka mensejahterakan masyarakat. Selain pelayanan publik, kualitas pelayanan publik juga harus diperhatikan sehingga masyarakat sebagai pelanggan merasa puas saat menerima pelayanan. Berdasarkan sifatnya kualitas pelayanan publik dapat dibedakan menjadi 2 yaitu bersifat umum yaitu pelayanan publik untuk masyarakat umum, dan bersifat khusus yaitu pelayanan publik yang ditujukan kepada masyarakat khusus. Salah satu kelompok masyarakat khusus adalah kelompok narapidana, narapidana diberikan pelayanan pada Lapas atau Rutan tempat mereka dibina. Rumah Tahanan Negara Kelas IIB Gianyar merupakan salah satu instansi yang bertugas untuk memberikan pelayanan publik terhadap hak narapidana. Pelayanan publik terhadap hak narapidana yang dilakukan Rutan Kelas IIB Gianyar sangat beragam, secara garis besar pelayanan publik yang diberikan meliputi pelayanan bidang pembinaan narapidana, pelayanan bidang keamanan dan ketertiban, serta pelayanan bidang kesehatan dan perawatan narapidana. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Teori yang digunakan dalam penelitian ini adalah Teori Kotler yang mengkaji kualitas pelayanan publik menggunakan 5 indikator yaitu reliability (kehandalan), responsiveness (daya tanggap), assurance (jaminan), empathy (empati), dan tangible (produk fisik). Dengan menggunakan teori tersebut dapat disimpulkan jika pelayanan publik terhadap hak narapidana di Rutan Kelas IIB Gianyar bisa dikatakan sudah berkualitas, namun masih dapat ditingkatkan pada beberapa hal, seperti pengecekan sarana dan prasarana secara rutin serta penambahan fasilitas akibat narapidana yang kelebihan kapasitas.

Abstract

This research discusses the strategy to increase the revenue of non-cash retribution (e-retribution) in Kediri Market, Tabanan Regency. Through analysis of the findings and SWOT analysis, it is concluded that although a strategy has been designed, its implementation has not been optimal. Several shortcomings were identified, including in environmental scanning, strategy formulation, strategy implementation, and evaluation and control. Based on the findings, suggestions were provided to improve the implementation of the strategy, including identification of the quality of employees, adjustment of the mission, periodic strategy development, and increased use of the systems provided. It is expected that by implementing these suggestions, strategy implementation can run more optimally. Abstrak Penelitian ini membahas tentang strategi peningkatan penerimaan retribusi non-tunai (e-retribusi) di Pasar Kediri Kabupaten Tabanan. Melalui analisis hasil temuan dan analisis SWOT, disimpulkan bahwa meskipun strategi telah dirancang, pelaksanaannya belum optimal. Beberapa kekurangan teridentifikasi, termasuk dalam pemindaian lingkungan, perumusan strategi, implementasi strategi, dan evaluasi serta pengendalian. Berdasarkan temuan tersebut, saran-saran diberikan untuk memperbaiki pelaksanaan strategi, termasuk identifikasi kualitas pegawai, penyesuaian misi, pengembangan strategi berkala, dan peningkatan penggunaan sistem yang disediakan. Diharapkan dengan menerapkan saran-saran tersebut, pelaksanaan strategi dapat berjalan lebih optimal. Abstract

This study aims to review and recommend community empowerment programs to improve non-formal education, focusing on hawker children in Denpasar City. Poverty and educational inequality are the main problems faced by these children. Community empowerment is realized through non-formal education programs implemented by the Lentera Anak Bali Foundation.The research method used is a case study method with a qualitative approach. Data was obtained through observation, interviews, and document analysis related to community empowerment programs conducted by the Lentera Anak Bali Foundation. Data analysis was conducted descriptively to illustrate the effectiveness of empowerment programs in improving non-formal education of hawker children. The results showed that the community empowerment program by the Lentera Anak Bali Foundation had a positive impact in increasing the interest in learning of hawker children. Although there are still some obstacles, such as half of children's interest in the program and the impact of the pandemic in 2020, collaborative efforts with the private sector and the implementation of skills training have made a positive contribution. Abstrak Penelitian ini bertujuan untuk mengkaji dan merekomendasikan program pemberdayaan masyarakat dalam rangka peningkatan pendidikan nonformal, dengan fokus pada anak pedagang asongan di Kota Denpasar. Kemiskinan dan ketidaksetaraan pendidikan menjadi permasalahan utama yang dihadapi oleh anak-anak tersebut. Pemberdayaan masyarakat diwujudkan melalui program pendidikan nonformal yang dilaksanakan oleh Yayasan Lentera Anak Bali.Metode penelitian yang digunakan adalah metode studi kasus dengan pendekatan kualitatif. Data diperoleh melalui observasi, wawancara, dan analisis dokumen terkait program pemberdayaan masyarakat yang dilakukan oleh Yayasan Lentera Anak Bali. Analisis data dilakukan secara deskriptif untuk menggambarkan efektivitas program pemberdayaan dalam meningkatkan pendidikan nonformal anak pedagang asongan. Hasil penelitian menunjukkan bahwa program pemberdayaan masyarakat oleh Yayasan Lentera Anak Bali memiliki dampak positif dalam meningkatkan minat belajar anak pedagang asongan. Meskipun masih terdapat beberapa kendala, seperti setengah minat anak terhadap program dan dampak pandemi tahun 2020, namun upaya kolaboratif dengan pihak swasta dan pelaksanaan pelatihan keterampilan telah memberikan kontribusi positif. Abstract

The aim of this research is to find out how collaborative governance is based on digital transformation through the Taring Dukcapil program at the Denpasar City Disdukcapil. This research is qualitative research with descriptive approach. Research data was obtained through interview techniques, observation, questionnaires, documentation, and literature study. The Head of the Data Utilization and Service Innovation Division of the Denpasar City Disdukcapil, The Young Expert Policy Analysis of the Denpasar City Disdukcapil, and the people of Denpasar City were the informants for this research. The results of this research show four indicators in Collaborative Governance based on digital transformation through the Taring Dukcapil program in the Denpasar City Disdukcapil, namely: 1) Initial conditions, namely the conditions behind the formation of the Taring Dukcapil program in the Denpasar City Disdukcapil along with its supporting resources. 2) Institutional design, namely the existence of regulations or mechanisms to realize collaboration. 3) Leadership, namely the Taring Dukcapil program which is an initiative of the leadership of the Denpasar City Disdukcapil. 4) Collaborative process, namely face-to-face dialogue between the Denpasar City Disdukcapil and PT. Gojek and Grab finally reached an agreement to collaborate. To maintain the existing collaboration, each party makes a cooperation agreement which is expected to support sustainable collaboration. Abstrak Tujuan penelitian ini adalah untuk mengetahui bagaimana collaborative governance berbasis transformasi digital melalui program Taring Dukcapil di Disdukcapil Kota Denpasar. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif. Data penelitian diperoleh melalui teknik wawancara, observasi, kuesioner, dokumentasi, dan studi kepustakaan. Kepala Bidang Pemanfaatan Data dan Inovasi Pelayanan Disdukcapil Kota Denpasar, Analisis Kebijakan Ahli Muda Disdukcapil Kota Denpasar, dan masyarakat Kota Denpasar merupakan informan penelitian ini. Hasil penelitian ini menunjukkan empat indikator dalam collaborative governance berbasis transformasi digital melalui program Taring Dukcapil di Disdukcapil Kota Denpasar, yaitu: 1) Kondisi awal, yaitu keadaan yang melatarbelakangi dibentuknya program Taring Dukcapil di Disdukcapil Kota Denpasar beserta sumber daya pendukungnya. 2) Desain kelembagaan, yaitu adanya regulasi atau mekanisme dalam menjalin kolaborasi. 3) Kepemimpinan, yaitu adanya program Taring Dukcapil merupakan prakarsa dari pimpinan Disdukcapil Kota Denpasar. 4) Proses kolaboratif, yaitu adanya dialog tatap muka antara Disdukcapil Kota Denpasar dengan PT. Gojek dan Grab sampai akhirnya mencapai kesepakatan untuk melakukan kolaborasi. Untuk menjaga kolaborasi yang telah terjalin, masing-masing pihak membuat perjanjian kerja sama yang diharapkan dapat mendukung terjadinya kolaborasi yang berkelanjutan. Abstract

Dunia kesehatan mulai sadar bahaya yang tersembunyi dibelakang pemakaian obat – obatan sintetik secara berlebihan, maka perhatian masyarakat kini berbalik terhadap pengobatan turun temurun. Salah satunya adalah pemanfaatan herbal tradisional loloh cemcem. Tujuan penelitian ini yaitu untuk mengetahui apakah budaya mengonsumsi loloh cemcem masih diterapkan hingga sekarang oleh masyarakat Desa Penglipuran. Pada penelitian ini menggunakan metode metode purpose sampling dan pendekatan sosiologi kesehatan dengan teknik wawancara mendalam dan kuisioner kepada masyarakat yang masih mengonsumsi loloh cemcem. Penelitian ini menggunakan teori fenomenologi sebagai akibat dari perilaku, kepercayaan serta persepsi masyarakat kepada budaya minum loloh. Hasil penelitian yang didapatkan yaitu budaya mengonsumsi loloh masih diterapkan hingga saat ini oleh masyarakat Desa Penglipuran sebab terdapat informasi melalui media cetak/media elektronik, keyakinan masyarakat kepada minuman tradisional, berkhasiat melancarkan buang air besar, meredakan panas dalam dan menambah cairan tubuh serta minimnya efek samping.

Abstract

The rapid development of the times accompanied by the currents of globalization has caused a process of change in culture in Indonesia. One of the changes felt by the community is the change in Hindu religious life. The changes that occurred in Hindu religious life along with the development and pace of globalization caused a cultural shift. This cultural shift certainly has an influence on the pattern of Hindu life in people's lives. Cultural shifts in Hindu religious life such as dress codes, lack of participation of the younger generation in religious activities such as ngayah, furniture, mekidung and the fading of traditions that develop in society. In addition, the changes that have occurred in Hindu religious life have occurred due to the development of tourism. This is due to technological advances that make it easier for people to make Bali a cultural-based world tourist destination. Currently, the existing cultural system is packaged by keeping up with the times. The purpose of this study is to find out how the development of Hindu religious life in the revolutionary era. Abstract

Advances in technology in the form of the internet make it easy to find information and entertainment through virtual space, one of which is YouTube. Youtube is a mass media that provides access for users to watch various videos from around the world. One type of YouTube program is the NERROR content segment. NERROR content is a video content segment created by YouTuber Nessie Judge which conveys various information on the horror genre. Aside from being a means of consuming information, this content is also popular because it provides a means for viewers to express their thoughts in the form of opinions related to the topic they are looking for. That way, researchers focus on examining how the phenomena and dialectics of the selective process of this NERROR content so that viewers choose and are interested in giving opinions. This discussion is supported by the theory of selective process media effects by using one of the concepts, namely selective exposure (media exposure). The research location is located in Denpasar and the type of research used is qualitative research supported by observational data collection techniques, in-depth interviews and documentation. The results of the study show that there are three impacts experienced by the audience after watching NERROR content, namely cognitive impact, affective impact and conative impact. Cognitive impact relates to knowledge and insight into something as seen from the audience's opinion of the content of NERROR and the audience's opinion of Nessie Judge. Then, affective impact relates to the audience's feelings regarding that seen from the audience's interest. And the last is the conative impact where this effect relates to the audience's response or action in responding to the topic of discussion of the NERROR content as seen from the results of the audience's attitude after watching NERROR content, namely the audience's personal opinion.
