Abstract

ABSTRACT The implementation of local wisdom-based tourism is the development and development of sustainable tourism that pays attention to the sustainability of the culture that lives in the community and the quality of the environment and in order to increase prosperity and prosperity of the people. The research objective to be achieved is to obtain an actual picture of the polemics that occur in the development process and development of local wisdom-based sustainable tourism in Jatiluwih Village. This study uses descriptive qualitative methods with data collection techniques in the form of interviews, observation, and documentation. The indicators used to dissect the results of the research are the theory of sustainable tourism and the concept of tri hita karana. The results of this study indicate that the implementation of tourism in Jatiluwih Village has been running but has not been optimal. Abstract

ABSTRACT Ecotourism development is part of a sustainable tourism policy. Ecotourism aims to support environmental preservation of nature and culture, also increase community participation to provide economic benefits to the community and local government. One of the villages that began to developing ecotourism is Nyambu Village in Tabanan Regency. Ecotourism development through the Langgeng Ecotourism program begins with the excavation of village potential in the form of natural and cultural resources. The purpose of this study is to find out and understand the implementation of community-based ecotourism development (case study: langgeng ecotourism program in Nyambu Village, Tabanan Regency). The method used in the research is qualitative with descriptive analysis. The results of the research show that implementation of Nyambu Village ecotourism development has been going well but problems still arise in the community’s concern to protect the environment, especially in the management of plastic waste. Abstract

ABSTRACT Transportation Goverment Agency of Tabanan Regency is the government's institute as the practitioner in improving the quality of transportation services, especially management of parking fees at the public roadside. This research uses descriptive qualitative methods. The results of this study indicate that the target and the realization of public roadside parking fees for the last three years (2015-2017) continues to increase. But in the other side, there are still problems in terms of input indicators that need to be addressed such as the quality of human resources and the potential for parking retribution seen from the number of vehicles increasing each year which has implications for the availability of parking spaces. One strategy to improve the performance of the Tabanan Regency Transportation Service in collecting parking fees at the public roadside is the increase in parking rates and the use of electronic parking machines. Abstract

ABSTRACT Neutrality in the bureaucracy can be influenced by a patron-client culture, political elite intervention, and job motivation. This research was conducted on the Regional Government of Gianyar Regency. This study uses a case study with a qualitative descriptive research type. The unit of analysis in this study is head and staff in Gianyar Regency Goverment. The purpose of this study was to find out how the process of dismissal of the Regional Secretary of the Gianyar Regency was in the perspective of bureaucratic neutrality to improve the quality of the Gianyar Regency area. The technique of data collection is done by field studies, namely through observation, interviews and documentation studies. The results of the analysis show that the rational bureaucracy has not been carried out maximally and there is still political intervention in the regional government bureaucracy. Abstract

ABSTRACT Implementation of Bali Governor Regulation No. 67 of 2016 concerning 2017’s Minimum Wages must be overseen by the Labor Inspector of the Department of Manpower and Energy Mineral Resources of Bali Province. This research was conducted because implementation minimum wages isn’t optimal, especially tourism sector in Denpasar. This can be seen from number of complaints submitted by workers. The system of implementing supervision is carried out by repressive control in two ways, first by prior notification of business actors to be examined. Second by inspective, examining directly in the company. The conclusion is, implementation control of minimum wages has been implemented well. However, there’re still a number of obstacle, 1) Lack of labor inspectors 2) Low understanding and awareness of companies and employees of regulations 3) Insensitivity to workers reporting violations that occur in the company. The efforts made to overcome these obstacles by 1) Maximizing the potential of Labor Inspectors 2) Conducting socialization to workers and company management 3) Providing guidance to the object of control. Abstract

ABSTRACT The purpose of this study was to analyze the effectiveness of contract labor performance in the Manpower Office and Denpasar City Competency Certification by using measurement indicators namely quantity, quality, timeliness, adaptability, work performance, and job satisfaction. This research uses descriptive qualitative method with data collection techniques in the form of observation, interviews, and documentation. The results of this study indicated that the effectiveness of the performance of fully contracted labor can be said to be good but has not been able to be implemented by several contract workers. This can be seen from the six indicators used, where only indicators of quality, adaptability, and work performance have been properly while the indicators of quantity, timeliness, and job satisfaction have not optimaly implemented. Abstract

ABSTRACT Health is a desire for all people in each region both in the city and in the village. Indonesia itself has Law No. 18 of 2008 concerning Waste Management, this is proof of the government's seriousness in terms of combating waste, which is increasing in number each year and also various characteristics of Tangkas Village, Klungkung Subdistrict, Klungkung Regency is one of the villages in Bali that has its own way of dealing with waste issues starting from the village level. The results of this research show the collaboration between Tangkas Village Government and TPS3R Darma Winangun (Reduse Waste Management Site, Reuse, Recycle) has continued to strive to always invite Tangkas Village people to care more about waste problems and their impact on the environment, the role of the Village Government Tangkas and TPS3R (Reduse Waste Management Site, Reuse, Recycle) Darma Winangun should have a short-term goal by determining the achievement of the number of customers of Darma Winangun's TPS3R (Reduse Waste Management, Reuse, Recycle). Abstract

ABSTRACTo The problem that occurred in Saba Village as a location in this study was the lack of competency and professionalism of existing human resources in managing village funds. This study aims to analyze the accountability of planning, implementation and accountability of Village Funds in Saba Village. This study uses qualitative methods with descriptive methods. The results of this study indicate that village fund management planning has implemented accountable, transparent and participatory principles that are open to the community. Implementation has implemented the principles of transparency, accountability and participation by involving the public in supervision and providing criticism and suggestions. Accountability in reporting and accountability of village funds is carried out in accordance with the mechanism based on the provisions even though there are still negligence from village government officials and the activity management team (TPK). Abstract

ABSTRACT Paksebali Tourism Village is designated as a tourist village area based on Regulations of Regent of Klungkung No. 2 of 2017. BUMDES (Village-Owned Enterprises) Paksebali is an institution whose task is to develop all the potential of the village. The purpose of this study is to see the extent to which the effectiveness of the BUMDES Paksebali in the process of community empowerment develops the Paksebali tourism village in accordance with the stated goals and plans. Measurement of effectiveness uses the Masruci theory with 3 variables that affect the level of effectiveness of an organization with a source-based approach, an approach based on a process and approach based on goals. The results of this study indicate that there are still shortcomings implemented by BUMDES in community empowerment, one of which is in the recruitment process and the lack of facilities used by the community when working on BUMDES units. Abstract

ABSTARCT The development of Human Resources to support the organization of Sacred Monkey Forest Management (Mandala Suci Wenara Wana) is not directly proportional to the development of Natural Resources like the Sacred Monkey Forest Sanctuary itself. On the other hand, only acceptable human resources are local people in the village only in accordance with the policies implemented in Desa Pakraman Padangtegal itself. Based on that policy, the Sacred Monkey Forest Management is experiencing of the human resources crisis to support the management itself. So that both the village and management create an empowerment program of human resources to teach and improve the ability of the community to be accepted to work in the village owned business units, especially Sacred Monkey Forest Management. The purpose of this research is to evaluate the efforts made by the Sacred Monkey Forest Management and Desa Pakraman Padangtegal in empowering their Human Resources through the empowerment programs they carry out. The problems from the Human Resources empowerment programs will be analyzed analyzed through the Bridgman & Davis Public Policy Evaluation theory which refers to the four indicators of input, process, output and outcome of the empowerment program. The findings based on these indicators that the cause of the human resource crisis that occurred until now caused by the lack of interest and enthusiasm of the local community from Desa Pakraman Padangtegal to follow the programs that has been held caused the lack of qualified Human Resources to work in the village owned business units or Management Sacred Monkey Forest itself besides indeed because of policies that have been implemented by the village since the beginning.
