Abstract

The objective of this research is to discuss the interest of China in refusing imports of mangosteen fruits from Indonesia in 2013. China is the largest market for mangosteen, ass well as the largest horticulture exporter for Indonesia. However, after the enactment of ASEAN-China Free Trade Area (ACFTA), Indonesia is flooded by imports horticulture products. Hence, in 2012 Indonesian government issued 4 cross- sector regulations for domestic product protection.The theoretical framework used in this research is neo-mercantilism, which discusses the theory of protection in forms of tariff barrier and nontariff barrier. This research uses qualitative approach with literature study data collection method. This research uses primary and secondary data. Primary data were obtained from the Ministry of Agriculture, Ministry of Commerce, the Central Bureau of Statistics and other primary documents. While secondary data were obtained from books, articles, journals and printed and online mass media. Level of analysis used in this research is nation state concept. Based on results the analysis of the theoretical framework, it can be concluded that there are correlations between Indonesian horticulture protection against the ban on China’s mangosteen import from Indonesia. Moreover, it can also be seen that China wants a Mutual Recognition Agreement (MRA) with Indonesia.Keywords: ACFTA, Horticulture, Interest, Mangosteen, MRA, Protection

Abstract

This research analyzes the factors of increase of Indonesia nutmeg export to European Union. The Export obstructed by quality standards of nutmeg in 2010-2011, whiches Indonesia received 21 notification from Indonesian Rapid Alert System for Food and Feed (INRASFF), based on notification from European Rapid Alert System for Food and Feed (EU -RASFF). In case, the export obstructed causd by detection of nutmeg containing aflatoxin or fungus that are concern for health. This research applying descriptive qualitative methods and library research. The author used international cooperation theori by K.J. Holsti with the level of the nation-state analysis with liberalism perspective. The sources of this research are from of journals, books, publications, articles and internet.This study focused on Indonesian government efforts to increase exports of nutmeg to global market, especially to the EU market. The effort is Trade Support Programme II (TSP II) cooperate with European Union in October 2011 util October 2015. The purpose of TSP II cooperation for aid repair coordination and transparency of trade policies related to increased exports and repair quality suitability export products, including agricultural products such as nutmeg. The results of this study is, increasing exsport indonesia proved the value of EU imports in 2013 worth US $ 32.15 million, and in April 2015 increased by 20.7% to US$ 86,096 million. Abstract

This Research is a contemporer study which analyzes about motivation of Germany to accepting many refugees from middle East, especially Syiria. Refugees is an issue that has existed since the world war ended. After War, World experienced many losses, not only the material and environment, but also make their population move to other country as refugees.Researcher analyzed this case using qualitative methods to find data and facts through some literature. The literature collected from books, journals, mass media and websites. Researcher use English School perspective which believe that country is main actor,this mazhab divided three pilars. The level analysis of the research is international system and also use foreign politic theory by Walter Carlsnaes.From this research it can be seen, Germany acccepting refugees because it has demography problen and needs a productive labour.Keywords: Motivation, Refugees, Demographics, labor

Abstract

Ethnic conflict happened in Srilanka caused of given different right form Tamil ethnic and Sinhalee ethnic on this country. This conflict has been happened since 1947 until 2003. Were Tamil ethnic is an party whose want to separate from Srilanka government. It happened because Srilanka government doesn’t give equal right to Tamil ethnic. Tamil ethnic claim that the government just gived the right just for Sinhalee ethnic. Tamil ethnic through LTTE does many ways to get the equal right from Srilanka government including doing demonstration, kipnap, robbing, gun attacks etc. Srilanka government ever do some intern peace negotiation to both party but they cannot find resolution to resolve the conflict. Finally both party intioted Norwey government to become mediator to help resolve the confict. Norwey successfully resolve the conflict by sustaining the peaceThe conflict resolution in the period 2002-2009 shows the changing in the phase of conflict resolution by the existing involvement of Norwegian as the third party in the whole process of conflict resolution, cease fire agreement, conflict symetricalisation, the formation of Sri Lanka Monitoring Mission (SLMM) and the implementation of a series of conflict negotiation round table between both parties process via economic immediate assistance and joint taks force.

Abstract

This research aims to explain the interest of Indonesia implement tax amnesty in 2016-2017. Currently, taxes are the dominant source of state budget. Almost 70% of state revenue comes from the tax sector. However, the tax collection system in Indonesia has not been able to run well. This has resulted in a lack of tax revenues that can be used for state development. In order to increase tax revenue, Indonesia implements tax amnesty policy. The policy is valid since its enactment on July 2016 that is with the issuance of Law no. 11 of 2016.Data of this research was obtained from books, journals, articles, official documents and websites that support the hyphothesis. The author used Neo-merkantilism approach by Robert Gilpin. The theories used in this research concist of International Relations and Economic Growth by Harrod-Domar, and National Interest by Hans J. Morgenthau.The result of this research shows that there is an economic politic interest of in the implementation of tax amnesty policy in 2016-2017. With the adoption of this policy, Indonesia can improve its taxation data base and reform it, which is a taxation politic to participate in Automatic Exchange of Information (AEoI) cooperation in the section of taxation. Abstract

Rhinoceros or rhinocerotidae is a large mammal native to Africa and Asia. The entire rhinoceros family, the Rhinocerotidae, was included in Appendix I CITES (Convention on International Trade in Endangered Species of Wild Flora and Fauna) in 1997. It means trade of this species and their products is strictly prohibited for commercial purposes. However rhino population are in crisis, an instable demand for their horns is driving rhino poaching levels to unprecedented levels. Vietnam is directly responsible for high level of poaching in southern African countries. As the world’s largest consumer of rhino horn, the demand for rhino horn in Vietnam is driving the increase in rhino poaching crisis in South Africa and bring this species to extinction.This paper aims to describe the effectiveness of CITES implementation in tackling rhino horn trade in Vietnam, the reasons for the ineffectiveness of its implementations and determine the main factors that cause the ineffectiveness. To achieve this objectives, it is used a qualitative method through literature reviews and policy documents.The findings of this paper shows that the opportunity to increase the income offered by rhinoceros horn trading business can be a special attraction for the international mafia which ultimately makes it difficult for the government to apply the CITES regulations so that CITES implementation runs ineffectively and the rhino horn trade in Vietnam still continues.Keywords: rhinoceros, implementation, CITES, rhino horn trade,Vietnam

Abstract

Japan signed a peace treaty in September 1951 with member states of the United Nations (UN) and at the same time Japan also signed a military agreement with the U.S (Japan-U.S Security Agreement). After that the role of the Japanese military in the International World was reduced, in 2015 during the reign of Prime Minister Shinzo Abe issued a new Japanese security bill, which according to Abe, the Japanese New Security Bill had a positive impact both inside and outside the country, and also increased its role in the alliance with the United States. The United States warmly welcomed the proposal and ratification of the Japan New Security Bill, the United States hoped that by implementing Japan's Japan New Security Bill it could help put the burden on Security and Defense.This research uses Realism as the Perspective by Paul.R.Viotti and Mark V.Kauppi. Realism holds that peace is formed because of the balance of power . This research use regionalization for level of analysisby Mohtar Mas’oed. This research also use using the concept of national interest by Alex Mint and the concept of foreign policy decision-making. The sources in this study were obtained from library research and internet research. Japan's New Security bill became the first step for Japan to increase its role in the defense sector and its cooperation with the United States, due to the increasing role of the Japanese military, it made a symmetrical situation in the alliance relations between Japan and the United StatesKey words : Japan New Scurity Bill, Security, Japan, Military Cooperation.

Abstract

Pakistan has applied for a financial loan from an IMF institution backed by deteriorating economic conditions. The IMF approved the request for assistance after going through various discussions and certain considerations. Financial assistance from the IMF is accompanied by the terms of the policies needed for these conditions. One of them is liberalization of the agricultural sector.This research was analyzed using a structuralism perspective and supported by dependency theory and neoliberalism theory within the scope of international political economy studies. The formulation of all arguments, facts, and theoretical frameworks in this research is guided by the method of qualitative explanation. The data collection technique in this study is through literature study. Data is obtained and collected through journals, books, research papers, news articles, official publications, conference papers, and later from internet pages that have been related in this case research.One of the implementations of the liberalization policy by Pakistan was done by removing subsidies. Such as subsidy of agricultural inputs and domestic food prices. Liberalization also requires that the government's role in controlling food supply be reduced. With various factors influencing, the policies taken by Pakistan on the recommendations of the IMF, they have a negative influence on the problem of Pakistan's food security.Keywords: IMF, agricultural liberalization, food security, Pakistan

Abstract

The research analyzes The I-EU CEPA (Compeherensive Economic Partnership Agreement) Towards The Decreased of Textile Export Indonesian’s to Italy. extile Products is one of the mainstay in Indonesian Export commodities. Indonesia is targeting EU market, one of them is Italy. The Indonesian government is working hard to reach an agreement I-EU CEPA that has reached the fourth stage of negotiations. If this cooperation reach an agreement as desired by the Indonesian side, then Indonesia has a great chance to dominate the EU market.The research teoritically has been built by using Liberalism perspective. The kind of this research is qualitative research. The data is based on secunder data through literature study such as book,website, and each other.The final result of this research is not yet reached agreement between Indonesia and EU related trade agreement of CEPA have an effect on to decrease value of Export of Textile and Textile Product Indonesia to Italy. The talks are reaching the fourth round. The EU deliberately draws the outcome of this agreement, if Indonesia gains freedom of trade then Indonesia will dominate the EU market. Indonesian government. Abstract

The tensions on the Korean Peninsula have had an impact on the surrounding countries. North Korea with their nuclear weapons development makes South Korea feel their country is threatened. North Korea's nuclear test in early 2016 makes South Korea put highly concern on this issue, then prompted South Korea to re-consider and approve suggestions from the United States to place Terminal High Altitude Area Defense (THAAD) in South Korea. The achievement of the agreement with the United States then get opposition from China. According to China, THAAD can not provide solutions for the situation on the Korean peninsula. This research uses a realism perspective which is then supported by the national security theory of Barry Buzzan and some concepts such as the regional security complex, and security dilemma. This study also used a nation-state analysis level with a research focus on the factors that make adult China THAAD in South Korea, and all of data, arguments, fact in this research afterwards using a qualitative explanation method.This research then formulates answer of the research question related to China’s opposition to THAAD. There are three important points that led to china’s opposition to THAAD, first, including China’s attention to the THAAD’s radar capabilities that could harm china’s national security, second, the existence of THAAD provide a strategic dilemma for china to face their allies North Korea, and third the existence of THAAD also impacted China’s security dilemma on south korea and their allies.Keywords: Korean Peninsula, South Korea, China, National Security, Opposition, THAAD
