Abstract

still found in the city of Surabaya where many residents of the city of Surabaya still find it difficult to operate the National Police Traffic Corps Digital Application which is promoted by the Polrestabes. Whether it's residents who are unable to use digital applications, the application often has errors, several regional police officers cannot access the application, long queues and so on. This research aims to describe in depth the effectiveness of the Driving License (SIM) extension service based on the National Police Traffic Corps Digital application at the Surabaya Police Traffic Unit. This research uses a qualitative descriptive method focusing on effectiveness theory as a work orientation, namely (a) resources, funds, facilities and infrastructure; (b) the quantity and quality of goods or services produced; (c) time limit; and (d) the procedures that must be followed, by collecting data through observation, interviews and documentation. Data analysis techniques use interactive models. The results of this research show that the effectiveness of the SIM renewal service carried out at the Surabaya Police Traffic Unit is quite effective, but at several points there needs to be improvements and improvements in terms of services, namely in terms of resources, funds, facilities and infrastructure. Apart from that, there are indicators that are effective, namely the quantity and quality of goods or services that have been produced, and two other indicators that are quite effective, namely the time limit and procedures that must be followed.

Abstract

Indonesia is a country that has cultural and religious diversity. This research aims to analyze the perceptions of the people around Maha Vihara Majapahit regarding tolerance as a factor in accepting cultural and religious diversity. Through qualitative interview methods, data was obtained from a number of sources to provide the views of visitors who visited this site. The research results show that the surrounding community's perception of tolerance plays an important role in encouraging acceptance of cultural and religious diversity. Factors such as education, experience of intercultural interactions, and religious values influence an individual's perception of tolerance. These findings have important implications in efforts to promote intercultural harmony and religious diversity in society. Further research could explore effective strategies to increase positive perceptions of tolerance in various cultural and religious contexts.

Abstract

Abstract:  The Social Rehabilitation Program for Uninhabitable Houses abbreviated as rutilahu is a program to improve the quality of housing through repairs as a whole and/or entirely with the principles of acceptability, transparency, accountability, integration, partnership, solidarity, benefits and participation. This study aims to describe in depth the process of collaborative governance in the Social Rehabilitation Program for Uninhabitable Houses in the City of Surabaya. This type of research uses descriptive qualitative techniques with the determining informants through purposive and snowball sampling techniques. Data collection techniques used were observations, interviews, and documentation. Data analysis techniques using "interactive model of analysis" by Miles and Huberman (2014). The collaborative governance process is analyzed by theory (Ansell & Gash, 2007) including face to face dialogue, trust building, commitment to the process, shared understanding, and intermediate outcomes. The results showed that the collaboration process had been successfully carried out at the face to face dialogue, trust building, share understanding, and intermediate outcome stages between the DPRKPP of Surabaya City with BP2P Jawa IV, Baznas Surabaya, YMI ITS, Victory Community Church of Surabaya, KTPR, Bank Mandiri, and from private donor. Meanwhile, the collaboration process at the commitment to the process stage has been quite successful between the parties. In the commitment to the process stage, the majority of the collaborating or participating parties do not yet have written documents that can strengthen their collaborative relationship, so at least a letter of agreement is needed stating or known by the parties concerned.

Abstract

Stunting merupakan permasalahan gizi dikarenakan asupan gizi yang tidak mencukupi standar dalam jangka waktu lama, yang disebabkan karena makanan yang dikonsumsi tidak sesuai dengan kebutuhan gizi di tubuh anak pada 1.000 hari pertama. Stunting ini juga disebabkan oleh beberapa faktor, diantaranya yaitu riwayat infeksi, permasalahan ekonomi orang tua, minimnya pengetahuan dari orang tua mengenai kandungan gizi yang ada dalam asupan makanan anak, dan lain sebagainya. Stunting dapat menyebabkan dampak buruk bagi anak yaitu dapat menyebabkan anak tersebut mudah sakit, postur tubuh yang tidak maksimal, serta perkembangan kemampuan kognitif yang lemah. Dalam pencegahan stunting dapat dilakukan dengan berbagai cara, salah satunya yaitu dengan Pemberian Makanan Tambahan (PMT). Pemberian Makanan Tambahan (PMT) ini merupakan upaya memberikan tambahan makanan dalam mencukupi kebutuhan gizi pada anak. Tujuan dari Pembagian Makanan Tambahan (PMT) di Desa Banjarsari Kabupaten Probolinggo ini yaitu untuk memberikan informasi dan penegtahuan kepada masyarakat desa betapa pentingnya penanganan masalah stunting, salah satunya melalui kegiatan PMT ini. Metode yang digunakan yaitu dengan pendekatan Participatory Action Research (PAR) yang berorientasi pada pemberdayaan masyarakat. Hasil capaian dari kegiatan PMT ini yaitu pada pemanfaatan hasil panen sayur pakcoy melalui media hidroponik yang diolah menjadi pudding pakcoy yang diberikan pada kegiatan posyandu ini dinilai cukup efektif dalam penurunan angka stunting di Desa Banjarsari.

Abstract

This study aims to reveal the representation of women in the short film Demi Nama Baik Kampus from the perspective of Sara Mills' critical discourse analysis. This research includes descriptive qualitative research with a critical paradigm. The research data are characters' speeches that show the form and meaning of actors' positions, while the data source comes from the short film Demi Nama Baik Kampus. The data collection was done by a note-taking technique that refers to Sara Mills' critical discourse analysis theory. The results showed that (1) the subject position is occupied by Sinta; (2) the object position is occupied by Mr. Rector and Mr. Arie; and (3) the audience position is directed to take themselves from the perspective of Sinta as a victim of sexual harassment who was silenced for the sake of maintaining the good name of the campus. At the end of the story, women are represented as brave, persistent, tough, strong, and powerful. In general, the implications of this research emphasize a more positive paradigm, inspire more responsible and inclusive media use, and promote the development of narratives that support gender equality and women's empowerment.Keywords: representation, women, short films, Sara Mills

Abstract

Fostering awareness of state defense or what is commonly called PKBN is the government's effort to create deterrence to strengthen the defense of the Unitary State of the Republic of Indonesia in the face of all opportunities and threats from within and outside the country. The East Java 'Veteran' National Development University implemented PKBN through extracurricular activities through the Student Activity Unit (UKM) so that a policy of fostering state defense awareness was formed for bidikmisi students at the East Java 'Veteran' National Development University. The purpose of this study was to determine the implementation of state defense awareness policies in bidikmisi students at the 'Veteran' National Development University in East Java. This research is a descriptive qualitative research with research focus based on Edward III's policy implementation model, namely communication, resources, disposition and bureaucratic structure. The results showed that the implementation of the policy of fostering awareness of state defense in Bidikmisi students at the National Veterans Development University of East Java could not be carried out optimally.

Abstract

Provinsi Jawa Timur menghadapi tekanan signifikan dalam hal pembangunan dan konsumsi, yang menyebabkan peningkatan volume limbah, termasuk limbah B3 yang berbahaya dan dapat merusak lingkungan. Pengelolaan limbah B3 secara efisien sangat penting dalam upaya mencapai tujuan zero waste. Penelitian ini bertujuan untuk mengkaji strategi PT. Pratama Jatim Lestari dalam mengelola limbah B3 menuju program net zero waste. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif, berfokus pada penerapan strategi yang mempengaruhi keberhasilan program net zero waste berdasarkan teori Kooten. Hasil penelitian menunjukkan bahwa strategi organisasi yang diterapkan relevan dengan visi, misi, program, dan kegiatan perusahaan, meskipun belum optimal karena masih dalam tahap pembangunan. Strategi program dilaksanakan dengan baik dan sesuai dengan sasaran, serta menghasilkan profit. Selain itu, strategi pendukung sumber daya dan strategi kelembagaan juga terlaksana dengan baik, dengan adanya sinkronisasi dan sinergi antara pemilik dan pelaksana program. Implikasi dari penelitian ini menunjukkan pentingnya sinergi dan kesinambungan antara berbagai strategi dalam upaya mencapai net zero waste di Jawa Timur

Abstract

Policy is a government activity aimed at providing positive impacts for the wider community. The success of a policy is determined not only by its formulation process but also by its implementation.The implementation of the subscription parking policy in Tuban Regency has shown quite effective results with the involvement of various stakeholders working together with the Tuban Regency Environmental and Transportation Agency, leading to an increase in parking fee revenue. Therefore, this study aims to further examine the implementation of the subscription parking policy in Tuban Regency.The research method used in this study is a qualitative descriptive method, analyzing based on Adam Smith's Implementation Model with several research focuses, including idealized policy, target groups, implementing organization, and environmental factors.The results of the study show that the focus on idealized policy has been effective, as evidenced by the interactions initiated by policy formulators such as the Environmental and Transportation Agency, the Regional Revenue Management Unit (UPT PPD), BPKPAD, the police, official parking attendants, and parking service users. The focus on target groups has been effectively achieved by raising public awareness and ensuring the safety and comfort of parking service users. However, the implementing organization was less effective due to insufficient attention to parking service users. The focus on environmental factors, influenced by cultural, social, economic, and political elements, supports the success of the subscription parking policy in Tuban Regency.

Abstract

In this era of increasing development, the needs and desires of society are becoming increasingly complex. Because one third of Indonesia's population is children. Therefore, the state must pay special attention to children and their role in the continuation of the country's development. One of the ways the government protects children is through their right to identity, therefore the government creates child privacy protection services through the Child Identification Card (KIA) program, especially aimed at children under the age of 17. The Child Identification Card (Kia) program, guarantees the protection of fair legal certainty and the right to equal treatment in the eyes of the law, including the collection of demographic information and provides a child's body identification card This card is intended to facilitate the acquisition of his or her site (Kia) This study aims to analyze the effectiveness of the child identification card project service in Wonokromo village. This research method uses a qualitative method using a descriptive method. Data were collected through interviews, observations, and documentation. This research discusses the theory of effectiveness. It consists of three indicators: goal achievement, integration, and adaptation. The results showed that the effectiveness of the Child Identity Document (IKD) program services in improving child welfare in Wonokromo Sub-district, Surabaya City was evidenced by three performance indicators that went well according to their designation.

Abstract

Penelitian ini bertujuan untuk menganalisa faktor-faktor yang mampu mempengaruhi wujud partisipasi masyarakat terkait kegiatan pengelolaan dan pelestarian lingkungan hidup di kampung edukasi sampah Kelurahan Sekardangan. Pendekatan penelitian yang digunakan adalah kuantitatif asosiatif dengan teknik pengumpulan data menggunakan kuesioner atau angket berskala likert, serta teknik analisis data menggunakan uji korelasi Spearman-Rank dengan bantuan program SPSS 26 untuk menjawab hipotesis yang diajukan terkait tingkat hubungan faktor-faktor yang mempengaruhi partisipasi masyarakat. Hasil penelitian menunjukkan adanya korelasi yang signifikan antara kesempatan berpartisipasi dengan partisipasi masyarakat, kesempatan dengan kemauan dan kemampuan, serta kemauan dan kemampuan dengan partisipasi masyarakat. Kesimpulannya adalah kesempatan berpartisipasi merupakan unsur penting dalam meningkatkan wujud partisipasi masyarakat kampung edukasi sampah dalam kegiatan pengelolaan dan pelestarian lingkungan hidup, sekaligus menjadi faktor pendorong tingginya kemauan dan kemampuan masyarakat untuk berpartisipasi.
