Abstract

Tujuan penelitian ini untuk mendeskripsikan strategi pengelolaan sampah di Super Depo Sutorejo Kota Surabaya. Jenis penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data secara observasi, wawancara, dan dokumentasi. Fokus penelitian ini berdasarkan teori implementasi strategi Hunger & Wheelen dalam (Hendro et al, 2021) : program, anggaran, dan prosedur. Hasil penelitian menunjukkan : 1) Super Depo Sutorejo mampu melampaui target pengurangan timbulan sampah sebesar 47,93% dari target yang ditetapkan dalam PerWali Kota Surabaya (sebesar minimal 35,29%) dengan menerapkan startegi pengelolaan sampah prinsip 3R (reduce, reuse, recycle). 2) program yang diterapkan, yaitu : a. prinsip reduce, untuk mengurangi timbulan sampah yang tidak dapat dikelola masuk ke Tempat Pembuangan Akhir menjadi sebesar 52,07% melebihi target yang ditetapkan (maksimal 64,71%). b) prinsip reuse, berhasil menjadikan 13,59% timbulan sampah menjadi bahan baku daur ulang sampah plastik. c) prinsip recycle, berhasil mendaur ulang 34,34% menjadi bahan baku kompos. 3) Anggaran yang bersumber dari APBD Kota Surabaya dikelola untuk menjalankan reduce, reuse, recycle dalam pengurangan timbulan sampah. 4) Prosedur strategi pengelolaan sampah sesuai dengan kapasitas penggunaan mesin.

Abstract

The development of an interactive SIOBEL (Sistem Informasi Bela Neagara) application requires the application of User Centered Design in the UI/UX design phase. In this context, User Centered Design becomes an important cornerstone in ensuring an optimal user experience and meeting the needs of users when using the SIOBEL application as a platform to integrate state defense values with oubound. By applying UCD, the UI/UX wireframe design of the SIOBEL application can create a better and satisfying user experience. Users will feel engaged and comfortable when using the application.

Abstract

Indonesia's geographical location makes it a country prone to natural disasters. The effects of climate change in Indonesia also cause environmental damage that results in disasters. The cause of a series of natural disaster symptoms cannot be separated from human actions that damage nature, so disaster mitigation needs to be done as a form of anticipation. Disaster management in each region has a particular institution, the National Disaster Management Agency, abbreviated as BNPB. One of the BNPB programs that aims to increase the independence and resilience of communities living in vulnerable areas is the Destana program. Wedoro in Waru Subdistrict is a disaster-prone area, especially in floods, and has been running the Destana program since 2022. Researchers are interested in researching the evaluation of the Destana program in Wedoro. The purpose of the research is to evaluate and provide recommendations for the Destana program in Wedoro according to 6 indicators in the form of effectivity, efficiency, adequacy, equity, responsivity, and accuracy. The type of research conducted is descriptive qualitative, using the William N. Dunn evaluation method and data collection techniques of observation, interview, and documentation. The results showed that of the six fulfillment of evaluation indicators, there was one indicator that had not gone well, namely the efficiency indicator, due to the lack of utilization of human resources, so it could be concluded that the Destana program in Wedoro could be continued by increasing human resources in Wedoro Village.

Abstract

Implementation of the policy for protecting children with disabilities in Rumah Anak Prestasi (RAP) by referring to Surabaya City Regional Regulation Number 3 of 2023 concerning Amendments to Regional Regulation Number 6 of 2011 concerning Implementation of Child Protection. The number of children with disabilities in Surabaya City in 2023 is 2,562 children, this is not comparable to the number of registrants in the 2023 RAP, a total of 599 children. The research method used is descriptive qualitative. Data collection was carried out by observation, interviews and documentation. There were 4 informants, the Head of the Rehabilitation Division at the Surabaya City Social Service, the Head of the State Children's Village UPTD, RAP administrative staff, and the parents of participants at the Achievement Children's Home. Data analysis (1) data condensation, (2) data display, and (3) drawing conclusions/verification. The results of the research on the implementation of the policy for protecting children with disabilities at the RAP were said to be successful with various training and services provided to participants at the RAP in Semolowaru and Sonokwijenan. Conclusion: The implementation of the policy for protecting children with disabilities in the City of Surabaya (case study of the Achievement Children's Home) was successful, seen from the various training and services provided to participants of the RAP in Semolowaru and Sonokwijenan. However, the organizational capability, information and support factors need to be improved.

Abstract

The National Narcotics Agency is a government agency or institution directly appointed by the President to handle drug abuse in Indonesia, including Surabaya City. Drug abuse is a significant social problem in Surabaya City because Surabaya is the second largest business city in Indonesia with a high population density. The National Narcotics Agency (BNN) of Surabaya City has made various efforts to prevent drug abuse. This research aims to find out the drug prevention strategy carried out by the Surabaya City BNN through 3 indicators, namely primary, secondary and tertiary prevention. This research uses qualitative methods with data collection techniques carried out by observation; document study; and in-depth interviews with informants. Determination of informants was done by purposive technique on key informants, then continued with snowball technique. The data validity checking technique used is data triangulation. The results showed that the Surabaya City BNN strategy has been carried out well in primary prevention and secondary prevention, but in tertiary prevention the Surabaya City BNN still does not have sufficient facilities and infrastructure to carry out inpatient rehabilitation.

Abstract

Industri wisata diharapkan mampu mempercepat pertumbuhan ekonomi dan menstimulasi sektor-sektor produktif lainnya. Wisata Air Embung “Bandung Bondowoso” adalah objek wisata yang dikembangkan oleh Pemerintah Desa Sidobandung Kabupaten Bojonegoro. Pada bulan Agustus-September terjadi penurunan pendapatan pada objek wisata, sedangkan Badan Usaha Milik (BUM) Desa Bandung Bondowoso mengalami keterbatasan modal dalam mengembangkan Objek Wisata Air Embung “Bandung Bondowoso” karena itu diupayakan kerjasama antara Pemerintah Desa Sidobandung dengan pihak non pemerintahan. Penelitian ini bertujuan untuk menganalisis secara mendalam proses collaborative governance pengembangan Objek Wisata Air Embung “Bandung Bondowoso” Kabupaten Bojonegoro. Jenis penelitian termasuk deskriptif kualitatif dengan teknik penentuan informan menggunakan teknik purposive sampling dan snowball, sementara teknik pengumpulan data yaitu; wawancara, observasi dan dokumentasi. Hasil penelitian menyatakan bahwa; 1) dialog tatap muka muka melibatkan Pemerintah Desa Sidobandung, BUM Desa Bandung Bondowoso dan Politeknik Perkapalan Negeri Surabaya dan dilaksanakan secara berurutan, 2) membangun kepercayaan diantara dimulai dari pemaparan program kegiatan dan proyek, pengesahan Surat Perjanjian Kerjasama, pelaksanaan program kegiatan sesuai yang tercantum pada surat perjanjian kerjasama, serta pelaksanaan evaluasi, 3) komitmen terhadap proses ditunjukkan melalui pelaksanaan sosialisasi pengelolaan objek wisata, sosialisasi penerapan dan pelatihan pemasangan Pembangkit Listrik Tenaga Surya (PLTS) Apung, 4) pemahaman bersama semua pemangku kepentingan memiliki pemahaman yang sama akan visi dan misi serta tujuan yang menguntungkan semua pihak atau pemangku kepentingan, 5) hasil antara proyek pembangunan PLTS Apung secara signifikan belum menurunkan pengeluaran objek wisata, serta tab dan aplikasi kasir yang diberikan PPNS hanya digunakan oleh kios milik BUM Desa Bandung Bondowoso yang ada pada objek wisata. Secara umum disimpulkan empat proses collaborative governance pengembangan Objek Wisata Air Embung “Bandung Bondowoso” yang meliputi dialog tatap muka, membangun kepercayaan, komitment terhadap proses dan pemahaman bersama sudah terlaksana cukup baik, sedangkan proses kolaboratif terakhir yakni hasil antara masih memerlukan adanya kerjasama lanjutan.

Abstract

A birth certificate is a document that every citizen in Indonesia must have as legal proof of a person's identity issued by the Population and Civil Registration Service of the City of Surabaya. Following digital developments, the management of birth certificate services has become different from before. Digitalization must also make all public services innovative. The Surabaya City Population and Civil Registry Department created a KNG (Klampid New Generation) innovation as an online population administration service. There are problems with birth certificate services in Medokan Ayu Village related to websites that sometimes have errors, long document verification processes, data input errors by residents, and even incomplete files. This research aims to analyze the effectiveness of birth certificate service management. The research method used is descriptive qualitative with the type of action research. Data collection techniques through interviews, observation, and documentation. The research focus is based on public management principles, namely 1) Accountability, 2) Transparency, 3) Responsive, 4) Professional, 5 Effectiveness, 6) Efficient, 7) Adaptive, 8) Rational. The results of the research show that the accountability of the population administration officers can be held accountable by not abusing citizen data, transparency of the KNG which can be accessed by all residents of the city of Surabaya, fast responsiveness regarding file submissions, the effectiveness of the birth certificate service can provide output results of birth certificate documents with the ease provided, efficiency of time and energy by residents and Adminduk officers, adaptation to face differences in submitting birth certificate files, rationality with a systematic flow, requirements and time period for issuing birth certificates that are clear, professionalism of Adminduk service officers as proven by the "Integrity Pacts" oath. So that the effectiveness of birth certificate service management can provide benefits from the output results provided.   Keywords: Management; Public Service; Administration

Abstract

This study aims to analyze the implementation of people's market management policies in North Keputran Market, Surabaya in realizing a clean, safe, comfortable, and fair market. Using the George C. Edward III policy implementation model, this study evaluates four key variables: communication, resources, disposition, and bureaucratic structure. The method used is qualitative descriptive with data collection techniques through interviews, observations, and document analysis. The results show that despite efforts to implement policies, there are still challenges in terms of communication, resource allocation, and bureaucratic coordination. The conclusion of this study is that the achievement of a clean, safe, comfortable, and fair market still faces obstacles, so more consistent policy enforcement and better resource management are needed.

Abstract

The aim of this research is to determine leadership influence on the performance of Village-Owned Enterprise (BUMDesa) Employees of Lontarsewu Gresik RegencyThe research used quantitative methods because it suits the purpose of this research, which aims to measure the leadership influence on the performance of BUMDesa Lontar Sewu employees, Hendrosari Village, Menganti District, Gresik Regency. Based on the results of processing, analysis, and discussion of research data, several points can be concluded as follows coefficient of determination value on the influence between leadership variables and employee performance is 0,55. Correlation coefficient value for the relationship between leadership variables and employee performance variables is 0,74 which interpreted as a strong level of relationship. It can be concluded that the better the leadership of the BUMDesa director, the better the performance of BUMDesa Lontar Sewu employees. The average value of the measurement components based on descriptive analysis of the leadership variable is 4,4 with a very successful interpretation; and the average value of the measurement component of the employee performance variable is 4,6 with a very high interpretation.

Abstract

The purpose of this study is to evaluate the performance of the Badan Kesatuan Bangsa dan Politik (Bakesbangpol) in overseeing community organizations (ormas) in Surabaya. This evaluation aims to ensure that ormas operate within the legal framework and contribute positively to social stability and community development. The study highlights the importance of Bakesbangpol's role in mediating between the government and community organizations, thereby enhancing public participation in development processes and addressing challenges related to compliance with regulations. To achieve the study's objectives, a qualitative research methodology was employed, which included data collection through interviews, surveys, and direct observations. The researcher gathered reports from various ormas, conducted interviews with their leaders, and distributed questionnaires to participants to assess their satisfaction and the impact of the programs. The triangulation of data sources, including direct field observations, allowed for a comprehensive understanding of the effectiveness of the programs and the challenges faced by the organizations. The results of the study indicate that while Bakesbangpol has made significant strides in overseeing ormas, challenges remain in ensuring compliance with regulations and enhancing the effectiveness of programs. The findings reveal that some ormas struggle with awareness of legal requirements, which can lead to conflicts with government authorities. Additionally, the study suggests that Bakesbangpol's efforts in facilitating dialogue and providing support to ormas are crucial for fostering a collaborative environment. Overall, the evaluation underscores the need for ongoing monitoring and capacity-building initiatives to strengthen the role of ormas in community development and social harmony.
