Abstract

The aim of this research is to determine and describe the implementation of the Family Hope Program in improving the standard of living of young children in Wonokusumo Village, Surabaya City. The research method used is qualitative descriptive research. Data collection techniques use interviews, observation and documentation. The technique for determining informants is purposive sampling analysis and snowball sampling. The data analysis technique uses interactive model data analysis developed by Miles Huberman, namely Data Collection, Data Condensation, Data Presentation, and Conclusion Drawing and Verification, according to the research focus based on policy implementation theory according to Charles O Jones with three indicators, (1) Organization (2) Interpretation (3) Application. The results of the research are, (1) the organization, policy implementers understand what they are doing in accordance with their main duties and functions, (2) Interpretation, policy implementers refer to related regulations, namely Minister of Social Affairs regulation number 1 of 2018, and guidelines for implementing the Family Hope Program. They have carried out activities in accordance with what is written in the regulations, the procedures for implementing each activity have also been carried out appropriately by the policy implementers. (3) application, the program targets also understand what they are doing, such as participating in mentoring activities, procedures for receiving assistance, so that this is applicable. Therefore, the existence of this family hope program assistance is still not able to improve the standard of living of young children even though policy implementers can carry out their respective main tasks and functions, and parents of early childhood have been applicable in carrying out procedures in accordance with coordination with the policy implementer.

Abstract

The allocation of large funds as a hope that can put the welfare of villagers, and therefore in its management is required to apply the concept of good governance that can create prosperous and prosperous citizens using three principles, namely: 1) Transparency; 2) Accountability; 3) Community Participation. Village funds are one of the sources of problems for people to commit acts of corruption, because the realm is in small and remote areas so that it needs supervision in its allocation. There are cases of corruption in village funds, where the village funds are used and utilized to improve public services in the village. The category of corruption cases that has the highest number of cases is corruption of village funds. The existence of village funds makes a source of income for each village, including income for the Village Budget which is used as village development. Village development plays a very important role in the welfare of the community, therefore in the process a budget is needed to implement all development activity plans, the revenue and expenditure budget obtained by each village is a budget plan set by the Village Head. The village head is a village government official who has responsibility for the central and regional governments in exercising his authority, namely organizing village households. Of the several corruption cases in Sidoarjo, one of which occurred in Ngaban Village, Tanggulangin Subdistrict in 2021, where the village head embezzled 174 million for personal gain. The purpose of this study is to describe in depth the Transparency of Village Budget Management in Ngaban Village, Sidoarjo Regency. Using qualitative research methods has a descriptive nature and tends to use analysis. The results showed that the application of the transparency dimension has been carried out well in the transparency of village revenue and expenditure budget management in Ngaban Village, Sidoarjo Regency by the Ngaban Village Government. However, there are two indicators of the transparency dimension that have not gone well.

Abstract

This study aims to explore the role of the Extra-Campus Student Organizationsincorporated in the Cipayung Group, namely: Indonesian National StudentMovement (GMNI), Indonesian Islamic Student Movement (PMII), IndonesianStudent Association (HMI), Indonesian Christian Student Movement (GMKI) ),and the Catholic Students Association of the Republic of Indonesia (PMKRI) inraising awareness of the nation defense in East Java. This study uses a qualitativeapproach with data collection techniques in the form of content analysis ofcredible news, in-depth interviews, and focus group discussions (FGD) oninformants or informants selected based on purposive techniques. The dataanalysis technique used is an interactive model, and the data validity test techniqueuses triangulation. The results of this study indicate that the Copying Group interms of regeneration implanted the values of the country's defense throughcompulsory material delivered in activities ranging from member recruitment,primary education and training, and further training. In terms of scientific studiesand issues, the Copying Group often conducts study discussions that also carry thetheme of defending the country. In terms of student actions or movements, thevalues of state defense instilled through efforts to criticize government policiesthat are considered non-Pancasila. Copying Group members also carry outcommunity service which aims to instill in their members that love for themotherland and willingness to sacrifice for the nation and state. Then it can beconcluded that the Copying Group has a role in raising awareness of the defense ofthe student state in East Java.

Abstract

Partisipasi politik masyarakat pada pilkada serentak 2024 mengalami penurunan yaitu pada 2020 sejumlah 76,09% sedangkan pada tahun 2024 sejumlah 71,18%, sementara Generasi Z merupakan pemilih pemula pada pilkada 2024. Permendagri Nomor 36 Tahun 2010 menekankan pentingnya pendidikan politik bagi masyarakat dalam pengembangan kehidupan demokrasi melalui pendidikan formal dan non formal. UPN "Veteran" Jawa Timur yang berkarakter bela negara memiliki mata kuliah wajib dan mata kuliah lainnya. Penelitian ini bertujuan mengetahui Pengaruh Pendidikan Politik Terhadap Partisipasi Politik Generasi Z Pada Pilkada Serentak 2024 pada mahasiswa UPN "Veteran" Jawa Timur. Penelitian ini menggunakan metode kuantitatif dengan pendekatan asosiatif, dengan mengoperasionalkan 2 variabel pendidikan politik (X) dan partisipasi politik (Y). Kuesioner digunakan untuk mengumpulkan data, dan peringkat Spearman, uji koefisien determinasi, dan uji-t digunakan untuk analisis. Dengan nilai signifikansi kurang dari 0,001, temuan penelitian menunjukkan korelasi yang kuat antara pendidikan politik dan keterlibatan politik. Hubungan yang sangat kuat dan searah ditunjukkan oleh nilai korelasi sebesar 0,847. Pengaruh pendidikan politik terhadap partisipasi politik adalah 71,75%, artinya meskipun faktor-faktor di luar cakupan model penelitian ini memengaruhi sisanya sebesar 28,25%, pendidikan politik memiliki pengaruh sebesar 71,75% terhadap keterlibatan politik. Menurut uji hipotesis statistik, ada hubungan yang substansial antara keterlibatan politik generasi Z dan pendidikan politik, sebagaimana ditunjukkan oleh nilai t-hitung (31,826) > t-tabel (19,9).

Abstract

Sidoarjo Regency is the smallest and most populous area in East Java, with 23% of the population being teenagers aged 10-24 years. Sidoarjo Regency has quite a lot of early marriages among teenagers. In 2023, around 201 marriage dispensations will be recorded, most of which are due to marriage by accident. Therefore, the Sidoarjo Regency government continues to strive to reduce the number of early marriages. Through Department of Women's Empowerment, Child Protection and Family Planning, Sidoarjo Regency, prevention of early marriage is carried out with the Generasi Berencana (GenRe) program. This program provides knowledge to change adolescent behavior patterns for the better. This research aims to describe the implementation of the GenRe program in preventing early marriage in Sidoarjo. The research method used in this research is descriptive with a qualitative approach. This research focuses on the implementation of the GenRe program in preventing early marriage among teenagers in Sidoarjo using Merilee S. Grindle's approach which consists of Content of Policy and Context of Implementation. The research results show that the GenRe Program in Sidoarjo has been implemented considering that the marriage dispensation is slowly decreasing. However, its implementation is considered to have not been optimal due to the fairly wide reach and lack of funding and support from several parties to provide outreach. In conclusion, the GenRe Program in Sidoarjo was able to bring about change even though there were obstacles in its implementation.

Abstract

Strategy serves as a system that can regulate the existing power and resources through public organizations (government) aimed at the public interest .The purpose of this study was to describe the strategy of the Randupitu village government of Pasuruan Regency in waste management at TPS 3R Pempes. This type of research uses a qualitative descriptive approach with data collection techniques by observation, in depth interview, and documentation. The focus of this research is based on Geoff Mulgan's (2009) government strategy theory: purposes, environment, direction, action, and learning. The results showed (1) The establishment of TPS 3R Pempes was in accordance with the needs of the community, (2 From the internal and external environmental factors, all parties have been optimally involved and play an important role in implementing the 3R principles, but there are still obstacles, (3) the direction carried out was clear and in line with the objectives, (4) waste management was optimal by producing the main product, namely Rdf. However, the application of the 3R principle in the community is still low, and (5) regular evaluations are carried out between stakeholders. Overall, this strategy shows the synergy between planning, action, evaluation, and participation that forms sustainable village environmental governance.

Abstract

Surabaya City is one of the cities that often launches various innovations in the field of population administration services, namely the Lontong Balap program. The Lontong Balap program is the result of a collaboration between the Population and Civil Registry Office and the Surabaya City District Court which provides various services related to population administration that require a court decision since 2021. In practice, the socialization of the Lontong Balap program is still uneven so that the program's objectives have not been achieved and there is still a lack of Human Resources (HR) in the district court. This study aims to analyze and describe the effectiveness of the Lontong Balap program in population administration services in the city of Surabaya that require a court decision. This research method uses a qualitative descriptive method using the theory of effectiveness with the criteria of program understanding, right on target, on time, achievement of goals, and real change. The results of the study showed that the criteria for understanding the program were still less effective, the criteria for right on target showed that they were still less effective, the criteria for timeliness showed that they were quite effective, the criteria for achieving goals showed that they were still less effective, and the criteria for real change showed that they were still less effective. So the Lontong Balap program is still not effective in making it easier for people to take care of population administration that requires a court decision.

Abstract

The impacts of Pandemi Covid-19 such as poverty and unemployment. However, the number of poor people and the unemployment rate in the city of Surabaya decreases every year. This means that the Surabaya City Government has attempted to provide a solution by establishing community empowerment programs such as labor-intensive programs for poor families. One example is Padat Karya Paving GePREK (Mutual Cooperation, Empowerment and Community Economy). This program has been implemented in 10 sub-districts out of 31 sub-districts in the city of Surabaya. Therefore, this research aims to measure the success of the Padat Karya Paving GePREK for Poor Families in the City of Surabaya using a quantitative method with a descriptive approach of one variable, namely the success of the program is measured by indicators of the objectives of the padat karya in accordance with Surabaya Mayor Regulation Number 83 of 2023 concerning Padat Karya Programs in the City of Surabaya. Data was obtained through questionnaires, interviews and documentation. This research consisted of 79 respondents. The research results, this program was considered successful in achieving program objectives with a percentage of 63%.

Abstract

This study aims to evaluate the implementation of the First 1000 Days of Life (HPK) Movement Program as a key strategy for reducing stunting in Sumberasih District, Probolinggo Regency. The program, established under Regent Regulation No. 15 of 2019 concerning the Acceleration of Integrated Stunting Prevention, was assessed using the public policy implementation model proposed by Randall B. Ripley and Grace A. Franklin, which focuses on three dimensions: compliance with regulations, smooth execution of routine functions, and achievement of intended outcomes. The study employed a qualitative descriptive method, with data collected through interviews, observation, and documentation involving local government officials, health center staff, and community health cadres. The findings reveal that, while most policy implementers demonstrate compliance with established procedures, challenges remain in program execution and outcomes. Several activities—such as nutritional supplementation, exclusive breastfeeding, and immunization—faced irregular participation and limited adherence among target groups. Consequently, the program has yet to achieve significant reductions in stunting prevalence in Sumberasih District. Strengthening inter-sectoral coordination, enhancing community engagement, and ensuring adequate resource allocation are essential to improving the program’s effectiveness in achieving sustainable stunting reduction.

Abstract

Pemilihan Kepala Daerah atau yang sering kita dengar dengan sebutan Pilkada Serentak Tahun 2024 ialah peristiwa yang penting untuk jalannya demokrasi yang ada di Indonesia, termasuk di Kota Surabaya ini. Oleh karena itu untuk menjamin pelaksanaan Pilkada ini berjalan lancar, aman, dan sukses Pemerintah Kota Surabaya membuat strategi salah satunya adalah membentuk sebuah tim yaitu Tim Desk Pilkada. Tim ini dibentuk untuk mengawal pelaksanaan pemilu serta menentukan hal apa yang akan diambil untuk menghadapi tantangan dalam Pilkada. Artikel ini bertujuan untuk menganalisis strategi yang diimplementasikan oleh Pemerintah Kota Surabaya dalam melaksanakan Pilkada serentak melalui Tim Desk. Pembuatan Tim Desk Pilkada merupakan salah satu strategi utama untuk memastikan setiap tahapan pemilihan ini berjalan dengan lancar.
