Abstract

Coconut waste, a largely untapped resource, holds immense potential for efficient utilization. However, this commodity's current production has yet to generate significant added value as coconuts are primarily used for coconut oil, and the fiber is often discarded as waste. This service research identifies challenges and communication barriers in using coconut dregs at the Gedebage Main Market, Bandung City. By employing the Community Research (CBR) service method through Forum Group Discussions (FGD), we aim to collaborate with the community to explore various approaches to the issues they face. Data was collected through a qualitative approach, including in-depth interviews, field observations, and literature studies. The service research findings reveal several challenges in utilizing coconut waste, such as infrastructure problems, licensing constraints, and the need for better-trained human resources. Meanwhile, communication obstacles faced include technical obstacles, namely the lack of accompanying staff or communicators who carry out outreach and provide information on the potential use of coconut dregs to the community. Technological obstacles include the unavailability of the required modern coconut waste processing machines. Institutional obstacles include unclear roles and responsibilities of the parties involved and the need for coordination between stakeholders in utilizing coconut waste. Your active participation and support are crucial in overcoming these obstacles and realizing the full potential of coconut waste.

Abstract

Public service is one of the main indicators of local government performance in realizing effective governance that is responsive to public needs. However, the quality of public services at the sub-district level still faces several problems, such as complicated procedures, delays in service delivery, and low empathy among civil servants. This study aims to analyze the influence of transformational leadership on improving the quality of public services in Cisarua District, Sumedang Regency. This research method uses a quantitative approach with a descriptive-verifiable approach. Data were collected through questionnaires distributed to 55 respondents consisting of leaders, employees, and public service users in Cisarua District. The data were analyzed using validity and reliability tests, as well as simple linear regression to examine the relationship between transformational leadership (X) and public service quality (Y). The results of this study confirm that the implementation of transformational leadership in Cisarua District encourages civil servants to work more professionally, innovatively, and with a strong focus on public satisfaction. Therefore, it is recommended that the local government strengthen leadership training and development programs that emphasize transformational characteristics to continuously improve the quality of public services.

Abstract

Digital transformation in public services is a crucial phenomenon in the modern era of governance, which demands efficiency, transparency, and accountability. One effort undertaken by the Ministry of Religious Affairs of the Republic of Indonesia is the implementation of the Marriage Management Information System (SIMKAH), which is expected to improve the quality of marriage registration services across all Religious Affairs Offices (KUA). This study aims to analyze the implementation of SIMKAH at the KUA in Ciparay District, Bandung Regency, by examining supporting factors, obstacles, and its impact on public services. A qualitative case study approach was used, collecting data through interviews, observations, and documentation studies. The data were then analyzed using George C. Edwards III's policy implementation model, which encompasses aspects of communication, resources, disposition, and bureaucratic structure, and is supported by theories of good governance and e-government. The results indicate that the implementation of SIMKAH has brought positive changes in terms of service efficiency, data accuracy, and transparency in administrative processes. However, it faces challenges such as limited digital infrastructure, technological literacy, and resistance from some members of the public to the use of new technologies. This study recommends increasing human resource capacity, strengthening technological infrastructure, and implementing a more intensive outreach strategy to maximize SIMKAH's future use.

Abstract

Community health centers (Puskesmas) play a leading role in Indonesia's healthcare system, making service quality a crucial public concern. This study aims to analyze the implementation of the Puskesmas accreditation policy and its impact on service quality at Campaka Community Health Center, Cianjur Regency. A qualitative case study approach was used, with data collected through in-depth interviews, participant observation, and document analysis. Data were analyzed using the Miles and Huberman interactive model. The results showed that accreditation implementation was effective during the preparation and survey phases, characterized by improved administrative governance, standardized procedures, improved facilities, and increased staff motivation. However, post-survey implementation showed a decline in consistency due to weak monitoring mechanisms, limited human resources, high administrative workloads, and decreased staff commitment. Accreditation had a positive effect on service quality across all SERVQUAL dimensions: reliability, responsiveness, tangibles, assurance, and empathy, but this improvement tended to be temporary and unsustainable. This study concluded that accreditation at Campaka Community Health Center is still event-oriented and has not been fully internalized as a quality culture. This study contributes to the policy implementation and health care literature by highlighting the importance of post-accreditation monitoring, human resource strengthening, and continuous quality management to ensure continuous improvement in primary health care.

Abstract

One of the main problems in the Family Planning (FP) program in Sumedang Regency is the low participation of men, especially in the use of the Male Operative Method (MOP) or vasectomy. The contributing factors include limited public knowledge, the stigma against MOP, and the lack of education and access to service facilities. This study aims to analyze the implementation of the male family planning service policy using the Male Operative Method in Jatinangor District, Sumedang Regency, with a focus on policy effectiveness, inhibiting factors, and strategies for optimizing male family planning services. The research method used is a qualitative approach with data collection techniques through observation, interviews, and documentation. Research informants consisted of health workers, family planning field officers (PLKB), Family Planning Assistant Cadres, and male family planning acceptors who use the MOP method. Data analysis was carried out interactively through data reduction, data presentation, and systematic conclusion drawing. The results of the study indicate that the implementation of the male family planning service policy using the MOP method in Jatinangor District has been implemented, but still faces challenges. The main inhibiting factors include limited access to services, limited public understanding of male family planning, a lack of trained medical personnel, and suboptimal coordination between agencies. However, there are also supporting factors, such as supportive government policies and the active role of family planning counselors in several villages.

Abstract

The Smoke-Free Area (KTR) policy not only functions as a regulatory instrument, but also as a means of health education aimed at fostering awareness and healthy living behavior in the community. However, the implementation of the KTR policy in Situraja District, Sumedang Regency, has not been optimal, despite being regulated in Sumedang Regency Regulation Number 17 of 2014. This study aims to analyze the implementation of the KTR policy from a public health education perspective and identify supporting and inhibiting factors as a social learning process. The study used a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and documentation studies. Research informants included sub-district officials, village officials, public facility managers, health educators, and the community. Data analysis was conducted using an interactive model that includes data reduction, data presentation, and conclusion drawing. The results of the study indicate that the implementation of the KTR policy as a health education medium is not optimal, which is characterized by weak educational socialization, limited learning support resources, low commitment of implementers in the educational function, and the lack of development of education-based operational procedures. This condition results in low understanding and internalization of healthy living values in the community. Therefore, it is necessary to strengthen health education strategies, increase human resource capacity, and integrate participatory learning approaches in the implementation of KTR policies to increase the effectiveness of education and the sustainability of healthy community behavior.

Abstract

Firefighting services are a strategic form of public service that plays a crucial role in protecting public safety and property from fire risks. This study aims to analyze the implementation of firefighting service policies at the Cianjur Regency Fire Department, identify the inhibiting factors affecting their implementation, and formulate strategic efforts to improve service quality. This research employs a qualitative descriptive approach. Data were collected through in-depth interviews, field observations, and document analysis involving key informants, including structural officials, operational officers, and public service staff. Data analysis was conducted through data reduction, data presentation, and conclusion drawing, while data validity was ensured through triangulation techniques. The findings indicate that the implementation of firefighting service policies in Cianjur Regency has been carried out but has not yet reached optimal performance. Policy communication and understanding of standard operating procedures are relatively adequate; however, limitations remain in terms of human resources, facilities and infrastructure, and budgetary support. In addition, inter-agency coordination has not been fully effective, which affects the response time in handling fire incidents. The disposition of policy implementers reflects a high level of commitment and professionalism, although it is constrained by workload and limited facilities. This study concludes that improving the quality of firefighting services in Cianjur Regency requires strengthening resources, enhancing cross-sectoral coordination, optimizing facilities and infrastructure, and continuously developing the capacity of firefighting personnel.
