Abstract

Accountability can be interpreted as a form of obligation to account for the success or failure of development implementation in achieving a predetermined goal and target, a medium of accountability carried out periodically. Accountability is a benchmark for a government in carrying out its responsibilities in the most significant and minor governments (villages). This study aims to analyze the accountability of village fund allocation in Sumber Harapan Village, Tanah Miring District, Merauke Regency. The method used in this study uses qualitative methods with a descriptive approach, and data collection techniques in this study include observation, interviews, and documentation. Data analysis uses data analysis, reduction, presentation, conclusion, and verification. The results showed that the accountability dimension of village fund management in Sumber Harapan Village, Tanah Mirirng District, Merauke Regency in its implementation has not been maximized due to the lack of transparency from the village government to the community level of Sumber Harapan Village at large, where the community is the beneficiary of the use of village funds.

The study results show that Wasur village is potentially wise, has a variety of potential non-timber forest products, including eucalyptus oil, ant nests, and orchids. This potential has so far been managed directly by the village community facilitated by BTNW but the management has not been carried out optimally because facilities are needed. the community is inadequate and some are not functioning (damaged). This is why some potential non-rich forest products are currently not being managed. In self -monitoring the management of non-timber forest product natural resources in Wasur Village, the BNTW has not been carried out optimally, The supervisors have only focused on aspects of the utilization of natural resources, while monitoring the use of facilities used by the community in managing non-timber forest products BTNW has not Entirwely carried out this, it can be seen that the Balai has made no effort to repair damaged facilities so that they can function again. Abstract

Satlinmas is a civil society organization that has the duty and function to protect and maintain security for the community, but in reality Satlinmas has not carried out its duties and functions properly. The purpose of this study is to analyze the role of community protection units (Satlinmas) in maintaining public security and order in Samkai Village, Merauke Regency. The research method used is a qualitative method with a descriptive approach. Data collection techniques are observation, interviews and documentation. Data analysis techniques are data reduction, data presentation and conclusions. .The results showed that the community protection unit (Satlimnas) in Samakai Village, Merauke Regency has not been optimal in carrying out its role in accordance with community expectations and the demands of laws and regulations both in terms of protection, peace, and also guarantees for the order of community life. This can cause crimes to continue to occur in Samkai Village because Satlinmas who are tasked with providing protection and security for the community have not carried out their role with a sense of responsibility. Another thing is counterproductive where linmas should provide protection for the community, precisely linmas people also participate in committing crimes. There is no moral responsibility of the community to maintain security and order together because without community support, it is difficult to create a safe and orderly situation so that better peace of life can be realized.

Abstract

The purpose of this study was to determine the effectiveness of social assistance programs by the Social Service in providing social assistance to orphanages in Merauke. The research method uses a qualitative approach. To obtain this research data, researchers interviewed 14 informants who were designated as research informants. Data analysis using qualitative methods, a discriptive approach. The author's data analysis technique uses three stages, namely, data reduction, data presentation, and conclusions. The results of this study researchers that the effectiveness of social assistance from the Social Service to the Kartini Merauke orphanage has been effective but not maximized because the assistance provided is adjusted to the existing budget related to the social assistance budget. This is in accordance with the measure of effectiveness of social assistance programs, one of which is related to income, namely the government must set a minimum income limit for each citizen in order to meet their daily needs. The adaptability or flexibility of the aid provider has not adjusted to the needs of the target group as a beneficiary. Therefore, there is a need for external involvement to take part in social assistance programs.
