Abstract

Improving Capacity building of village officials in the management of the Village Fund is a crucial step to ensure the effective, efficient, and appropriate use of funds. This research was conducted in Wasur Village, Merauke District, through an education and training programme designed to improve knowledge, skills and attitudes of village officials in managing the Village Fund. Methods methods used included a participatory approach by involving the apparatus actively in every stage, from needs identification to post-training evaluation. The results showed in the capacity of the village apparatus, which can be seen from their ability to their ability to develop better budget planning, improve the quality of financial financial reporting, and applying the principles of transparency and accountability in their management of the Village Fund. In addition, there were more positive attitudinal changes towards the importance of good governance in village governance. The discussion emphasised that continuous education and training as well as intensive technical assistance are key factors in maintaining the continuity of sustainability of the capacity building of the apparatus. In conclusion, the programme did not short-term impact but also instils a strong foundation for sustainable development in Wasur Village. It is recommended that similar programmes be held periodically involving various parties to ensure that village officials continue to adapt to the challenges and maintain the quality of Village Fund management for the welfare of the community.

Abstract

Public services are all activities to fulfill basic needs in accordance with the basic rights of every citizen to goods, services and/or administrative services provided by service providers. The task of central and regional governments is to provide public services that satisfy the community. Regional autonomy policies in Indonesia result in regional governments having responsibility and authority in determining minimum service standards. The fundamental problem in the service process is ethics. There are no standards regarding ethics and sanctions that specifically regulate violations committed by officials in public services. It is hoped that the granting of autonomy to district and city governments will be more responsive in responding to various problems developing in the regions so that development programs in meeting community needs become more effective. Regional governments through regional autonomy have great authority in determining policies, including policies regarding quality public services in accordance with the situation and conditions in the region. The changing demands and growing needs of society are changing the orientation of service quality. The quality of service is now determined by the community, not the government anymore. Thus, the assessment of service quality is not based on recognition from the service provider, but rather the service recipient (society).

Abstract

PKK is an empowerment movement that seeks for the economic independence of the community. The purpose of this study is to determine the Family Empowerment and Welfare program in realizing family economic independence in Kampung Kuler. The research method used is a qualitative method with a descriptive approach. The results showed that the PKK program in Kampung Kuler related to the skills program in the form of training that was carried out was effective but not optimal due to low awareness, responsibility and commitment to be involved in planning and implementing activities, initiatives and cooperation to continue alone and together is still low, continuous assistance from the village government does not yet exist, besides that there are also difficulties in marketing skill businesses, road access and communication networks have not been supported and there is no cooperative presence. So it can be seen from the indicators of process evaluation in planning and implementing activities not all mothers are involved, assistance and supervision from the village government are carried out only during the training period. In the benefit evaluation indicator, already providing income can also increase knowledge and skills, but not all mothers feel it. Then the consequence evaluation indicators, mothers can now help their husbands make a living, do not continue to hope for the help of the closest people to meet their needs, have knowledge and skills also have their own income even though they only meet basic needs but have not all experienced it..

Abstract

Employee Performance Analysis is critical to achieving its goals. Higher performance means increased efficiency, effectiveness, or higher quality from completing tasks assigned to an employee in an organization or company. That is the importance of a system and procedure for implementing work, especially regarding management. The researcher uses qualitative methods with data analysis techniques, namely data reduction, data presentation, and conclusion drawing. This research is included in the type of qualitative research with a descriptive description of the number of informants in this research was 8 people. Based on the research results above, it can be concluded that the performance of Kelapa Lima sub-district employees in providing services to the community in Kelapa Lima sub-district is quite good because in providing servants to the community, the sub-district employees always try to serve well. Everything is going well according to the procedures implemented in Kelapa Lima sub-district, starting from productivity, accountability, behavior, and participation. However, there are still obstacles to performing services in implementing services. Some people do not understand the equipment requirements to take care of files, and some still do not understand computer mastery, which hinders employee performance in service to the community.

Abstract

This research aims to analyze the implementation of Merauke Regent Regulation No. 142 on the Regency Investment General Plan and its impact on the dynamics of political economy and social development in Merauke City. Using a qualitative research method with descriptive-analytic analysis and data collection through literature study, this study found that the investment policy designed has not run optimally due to constraints in communication, resources, and complex bureaucracy. These factors cause the slow implementation of investment programs in strategic sectors such as agriculture and tourism. In the perspective of policy implementation theory, this study emphasizes the need for improvement in aspects of coordination, bureaucratic structure, and infrastructure support to achieve higher policy effectiveness. The conclusion of this study shows that with proper evaluation and adjustment, investment policy in Merauke has great potential in promoting inclusive economic development and sustainable social welfare. Abstract

Border areas are the front porch of the State, because border areas are areas that face other countries. In South Papua Province, specifically Sota District, which is a district that borders directly with the country of Papua New Guinea. Stakeholder collaborative management is important in managing border areas, especially in areas that have various dynamics such as the Sota State Cross Border Post (PLBN) in Merauke Regency. This research aims to analyze collaboration between various stakeholders in the management of PLBN Sota. This research uses qualitative methods to analyze data obtained through interviews, observation, documentation and literature study. The research results show that in the border area of ​​Sota District there are problems such as unauthorized border crossers, fuel smuggling, and also marijuana plant smuggling which require collaboration between stakeholders to minimize illegal actions.

Abstract

Pemberdayaan masyarakat adalah konsep penting dalam mencapai perubahan sosial yang adil, inklusif, dan berkelanjutan. Proses pemberdayaan melibatkan peningkatan akses terhadap sumber daya dan informasi, serta memperkuat kapasitas masyarakat untuk berpartisipasi aktif dalam pengambilan keputusan yang memengaruhi kehidupan mereka. Hal ini berkontribusi pada pengurangan ketimpangan, peningkatan kemandirian ekonomi, dan penguatan nilai-nilai demokrasi serta hak asasi manusia. Artikel ini mengkaji berbagai program pemberdayaan di Indonesia yang berhasil mendorong perubahan dalam struktur kekuasaan, meningkatkan kualitas hidup, dan meruntuhkan norma sosial yang menindas. Meskipun memiliki potensi besar, pemberdayaan masyarakat menghadapi tantangan seperti ketergantungan pada bantuan eksternal dan ketidaksetaraan akses terhadap sumber daya. Untuk mencapai hasil maksimal, tantangan ini perlu diatasi. Secara keseluruhan, pemberdayaan masyarakat merupakan kunci untuk menciptakan perubahan sosial yang lebih merata dan berkelanjutan. Abstract

The aim of this research is to evaluate the PBB P2 acceptance procedures at the Merauke Regency Bapenda based on the government's internal control system policy. The type of research used is qualitative research with a descriptive approach and data obtained through interviews and documentation. The results of the research show that internal control at the Regional Revenue Agency of Merauke Regency in the procedures for receiving Rural and Urban Land and Building Tax is implemented well because there are several components that are optimal, namely in the control environment where the registration, data collection and functional human resources are there so that there are multiple tasks. , risk assessment where the Merauke Regency Bapenda is still carrying out passive data collection due to a lack of functional assessors, and a lack of monitoring of PBB P2 collection which has not fully carried out direct monitoring of taxpayers so that there are still many taxpayers who have not carried out their obligations in paying PBB P2. In other cases, officers have not implemented the SOP in implementing the PBB P2 collection system. It cannot be denied that this is very important for tax officers and taxpayers to follow in order to ensure that the PBB collection process runs smoothly and transparently in accordance with the provisions of the applicable laws and regulations.

Abstract

Tujuan penelitian adalah untuk mengetahui Pengelolaan Potensi Wisata Kampung Buti Berbasis Masyarakat Di Kampung Buti Distrik Merauke. Untuk mendapatkan data penelitian, peneliti mewawancarai 8 orang sebagai informan. Data analisis menggunakan metode deskriptif. Penelitian ini menggunakan pendekatan kualitatif, sedangkan teknik analisa data, penulis menggunakan tiga tahap : Reduksi data, Penyajian data, dan Penarikan kesimpulan. Hasil penelitian ini adalah perencanaan dalam melakukan pengelolaan wisata kampung buti, perencanaan yang di lakukan dengan melihat potensi yang ada di pantai buti, kemudian pemerintah kampung buti melakukan rapat bersama dengan masyarakat dengan menampung seluruh masukan masukan dari masyarakat, kemudian pelaksanaan, Pemerintah Kampung Buti secara aktif melakukan pembersihan di area sekitar pantai yang telah ditetapkan sebagai destinasi wisata, selanjutnya, pengorganisasian, Komitmen dan strategi pemerintah Kampung Buti dalam mengelola wisata Pantai Buti sangat jelas. Terdapat penekanan pada pencapaian tujuan pemerintahan yang efektif, menunjukkan bahwa pengelolaan ini bukan sekadar kegiatan rutin, melainkan langkah strategis untuk mencapai visi yang lebih luas. Serta pengawasan, Hasil positif dari pengelolaan wisata pantai menunjukkan efektivitas sistem pengawasan yang dipimpin Kepala kampung dengan fleksibilitas dalam berkoordinasi.

Abstract

The current issues related to land ownership rights revolve around the frequent complaints from the community about the authenticity of customary land release documents and some individuals within the indigenous community deliberately selling communal land that does not belong to them. Hence, it is necessary to analyze the role of the Indigenous Community Institution (ICI) in addressing land ownership issues. This research is qualitative in nature, with the research subjects being members of the ICI of Village and the indigenous community present in the village. The data collection methods used include observation, interviews, and documentation. After obtaining data through observation, interviews, and document collection, this data will go through a systematic series of analysis stages. These stages include data reduction, data presentation, and drawing conclusions based on information obtained from informants or sources related to the role of the Indigenous Community Institution (ICI) in supporting the issuance of land ownership certificates. The Indigenous Community Institution (ICI) of Village has three main roles, namely the Interpersonal Role, the Informational Role, and the Decision-Making Role. The ICI serves as a bridge between the indigenous community, the government, and the general public, with the aim of ensuring fair and pro-indigenous community policies. To enhance its effectiveness, communication and collaboration between the ICI, the government, and the community need to be strengthened. Additionally, there should be education and awareness-raising among the indigenous community regarding their customary land ownership rights.
