Abstract

Abstract

ABSTRACT The community service activities carried out at the Selasih Women Farmers Group (KWT) aim to provide understanding and increase the knowledge of KWT members regarding the characteristics of high-quality seeds and the impact of using high-quality seeds on the productivity of horticultural crops. The approach used in the community service activities is participatory-educational in the form of counseling, where partner members are actively involved in every stage of the activity. At the final stage, an evaluation of the increase in partner knowledge was conducted using pre-tests and post-tests. The extension activity was attended by 40 participants, consisting of KWT Selasih members, agricultural extension officers from Department of Fisheries and Agriculture (DP2) of Makassar City, local community member, lecturers, and students. The community service activities included material delivery by the community service team, followed by discussions and question-and-answer sessions. The extension activity successfully increased partners' knowledge and understanding of the importance of using high-quality seeds in horticultural crop production. The partners also understood the role of plant breeding in producing high-quality seeds and seedlings for horticultural crops, as well as good cultivation practices using organic and inorganic fertilizers. The improvement in understanding was demonstrated by the results of the pre-test and post-test, namely from all questions there was an average increase from 22.86% to 68.57% or 45.71%. Keywords: High-quality seeds, horticulture crops, extension services, women farmers group.

Abstract

Ministry of Agriculture has established the Planting Area Expansion (called PAT) Program to increase rice production by expanding the harvest area. The study used a time-series analysis approach with the structured vector autoregressive (SVAR) method with monthly data for the period January 1993-March 2025. The results of the analysis show that rice production in 2025 is estimated to reach 58.43 million tons of milled dry grain, an increase of 5.29 million tons (9.95%) compared to production in 2024, as a contribution of the program to expand the planting area and land optimalization (known as OPLAH), irrigation development, pump and pipeline installation, new rice field cultivation of 1.62 million tons or 30.56 percent, worth IDR 12.58 trillion. Three main recommendations are as follows: (1) the performance of water pump and OPLAH assistance in 2024 should be ensured to proceed in 2025, and OPLAH as well as new rice field development in 2025 should be ensured to be fully realized, with some of the new rice fields already able to be planted with rice; (2) controlling the rate of rice field conversion to maintain the availability of rice cultivation land; and (3) optimizing farmer assistance by field agricultural extension workers.

Abstract

Learning from the New Order era (1970–1984), when Indonesia successfully achieved rice self-sufficiency through the Green Revolution and earned an FAO award, the government launched the Food Brigade Movement in 2023 to involve the younger generation in accelerating national food self-sufficiency. By mid-2025, the program had demonstrated notable progress in attracting young farmers to contribute to agricultural and economic development. As with any large-scale movement built within a relatively short period, several institutional aspects still require strengthening, particularly cross-sector coordination and synergy among related institutions. This research, conducted in Sidrap Regency, aims to identify and map the challenges faced by the Food Brigade in achieving food self-sufficiency. Using an expert survey and the Interpretative Structural Modeling (ISM) approach, twenty sub-elements were analyzed, and eleven were identified as key challenges. The ISM results reveal that five challenges fall into the independent sector, while six are positioned in the linkage category. The main challenges relate to policy and governance systems, including: (1) The mechanism for drafting and implementing Memorandum of Understanding (MoU) for land management still needs to be strengthened; (2) cross-sectoral coordination is not yet fully integrated; (3) some Food Brigade establishment processes still require alignment with the technical guidelines; and (4) policy and program harmonization among relevant agencies still needs to be improved
